Analysis of existing approaches to assessing the economic security of the region

The article analyzes the existing approaches and methods to assess the economic security of the region. Certain features were identified during assessing the level of economic security of the region, namely: there are different approaches to the formation of a system of indicators for assessing the economic security of regions, their number, aggregation; the complexity of calculating indicators; availability of information; mathematical tools that are used to calculate indicators of economic security of regions. As a result of the analysis, a comprehensive approach to assessing the economic security of regions is proposed, which involves a sequence of certain stages: 1) grouping of the regions of Ukraine using cluster analysis methods according to the main socio-economic indicators to determine the state of their socio-economic development; 2) calculation of the integral indicator of the economic security of the region using a fuzzy-logical approach, which will allow comparing the state of the economic security of the region both with other regions of Ukraine and with regions of other countries of the world; 3) assessment of the level of threats that affect the economic security of the region using expert assessments for 7 groups of threats (industrial and technological nature; financial; organizational and legal; social and demographic; technogenic environmental; environmental pollution; information); 4) SWOT analysis for the study the strengths and weaknesses of the region, threats and opportunities, in order to further use the data obtained to develop a concept and strategy for the activities of regional authorities to improve the socio-economic situation of the region. 5) the use of an effective approach, which is based on the assessment of GRP per capita, as a generalized indicator of the economic security of the region, to assess the possibility of economic growth in the region.

The article is devoted to the problems of socio-economic differentiation of municipalities, the excessive manifestation of which forms a threat to the integrity of the socio-economic and territorial space of the region. In order to avoid crisis manifestations of intraregional inequality, it is necessary to constantly monitor the state and trends of socio-economic development of the territories, which will ensure the timely elimination of growing imbalances. To this end, the article proposes a methodological approach to assessing the level of differentiation of socio-economic development of municipalities in the region, which determines the stage of unevenness and analyzes the nature of changes in the processes of interterritorial inequality in the region. The proposed methodology provides for an assessment of the depth and scale of territorial differentiation by individual indicators, which allows us to identify the «pain points» of the socio-economic development of the region. To assess the overall level of socio-economic differentiation, an integral indicator is calculated that reflects the degree of deviation of the main parameters of the municipality from the regional average. Based on the results obtained, the territories are grouped according to the degree of differentiation, which makes it possible to justify the choice of measures and tools of regulatory influence on the development of individual municipalities by regional authorities. The methodology was tested on the example of the municipal districts of the Khabarovsk Territory. The study showed that the territories of the region are characterized by a critical level of the gap in the state of their socio-economic parameters, which is constantly growing. The results of the study can be used in the activities of the executive authorities of the region.

The influence of military-political instability at the state security has special consequences and cannot be ignored. That is why the methods of economic security calculations should be adapted to modern conditions. Significant changes in economic, political, social conditions in Ukraine because of the influence of military events cause the necessity of developing approaches to calculations of economic security level. The article aims at analyzing active methods of calculations of economic security level to adapt their indicators to actual economic circumstances in Ukraine and the world. Indicators of the economic security have been composed of budget, money-credit, foreign exchange, debt, known banking financial market security, banking security. Every component of economic security has factors of war influence, which, as a result, correlates with the integral indicator of economic security. The relevance and indispensability of reinforcement of the economy’s competitiveness on security foundations are substantiated. The authors’ methods of calculation of an integral indicator of economic security have been suggested. A taxonomic indicator is used to measure the level of security. Conclusions regarding the preconditions, capacity, and availability of tendencies of economic security in regions of the country have been made. Strategic priorities of the state policy for reinforcement of economic security have been substantiated.

The article deals with the problem of uneven socio-economic development of the regions of the Russian Federation as a threat to the economic security. In the Russian Federation, as one of the most likely threats to the economic security of a country, the localization of which should be the focus of the activities of federal authorities, is the increasing unevenness of the socio-economic development of regions. Differences in the level of socio-economic development of regions, the presence of depressed, crisis and economically backward areas, disruption of production and technological ties, as well as the widening gap in the level of production of national income per capita between individual subjects of the Russian Federation - all this creates real threats economic security of the country. The article presents an analysis of the development of regions, as well as a list of measures necessary for the state to solve existing problems.

The largest countries of the world are inevitably involved in various global processes, both natural and socio-economic. These countries have common features and characteristic differences in the state of their territorial resources; the study of these characteristics is of interest for the global prospects of sustainable development. A large territory provides a variety of natural conditions and resources for the country; however, not in all countries it is possible to effectively use them in the economy throughout the all country. An analysis of their territorial resources was carried out for the six largest countries of the world according to the following parameters: area, efficiency, environmental load on the territory of the country, number, density, forecast of population growth or decline for 2050, main agricultural land (arable land, pastures, the provision of the population, degradation and pollution of the soils), forest resources (including security per capita, share in the area of countries), fresh water resources (including per capita provision and availability), greenhouse gas emissions, including per capita, the proportion of mammals endangered, proportion of areas of preserved ecosystems. The data obtained was displayed on the maps; a common legend is built for them in tabular form. A number of other parameters of the state of territorial resources and the environment were also studied. In the process of research, the most important cities of these countries were also studied and diagrams showing their similarities and differences in a number of indicators were constructed: area, population and population density, time of foundation, climatic and landscape parameters, the presence of UNESCO World Heritage Sites, high-rise construction parameters. The developed methodology is effective for assessing a variety of data on territorial resources that can be used to build models of sustainable development of the largest countries and regions of the Earth.

In modern conditions of functioning of the market economy, in the era of development of globalization and globalization processes, the prevalence of international relations, the spread of various forms of international capital movement, in particular foreign direct investment, an important place is occupied by investment activities and policies implemented by the state within the framework of the latter. It is difficult to overestimate the importance and role of investment, because world experience shows that the effective development of business entities, and therefore the country's economy as a whole, cannot be imagined without making investments. Therefore, the government of almost any country in the world is focused on creating a favorable investment climate. The article defines the theoretical foundations of investment security of the state: the essence of the concept is outlined, the principles on which investment security is based, its place and role in the state's economic security system are justified. Qualitative and quantitative criteria for a comprehensive assessment of the state's investment security are presented. The calculation and analysis of the main indicators – quantitative criteria of investment security: gross accumulation of fixed capital; the degree of accumulation of fixed capital; the ratio of the cost of newly introduced fixed assets to the volume of capital investments is carried out; the ratio of net growth of foreign direct investment to GDP; the size of the Ukrainian economy as a percentage of global GDP. The dynamics of the total volume of foreign direct investment in the Ukrainian economy in the context of world countries is analyzed. The main investor countries that ensure the receipt of the largest volumes of investment flows to the Ukrainian economy are identified. Ukraine's place in the World Bank's “Doing Business” rating over the past ten years has been demonstrated. The positive dynamics regarding Ukraine's place in the World Bank's “Doing Business” rating and the main factors that influenced such positive changes were noted. The investment climate of the state is assessed and possible measures are proposed to improve the mechanism of managing the state's investment security.

The work presents the implementation of an integrated approach to assessing the level of economic security of territories. The specificity of the approach is to use the concept of “reference territory” during the normalization procedure, under which it is proposed to understand a conditional territorial entity, in respect of which at a particular time there are no external and internal threats to economically secure, sustainable development. A model scheme for calculating the integral indicator of the state of economic security of the territory is presented, the content of its main stages is disclosed. Implemented the testing of the proposed research approach by calculating the integral indicator of economic security of Russia in 2005-2018, it made a projection for the period up to 2023, the conclusion is that strengthening the economic security of the Russian Federation in the analyzed period and also the conclusion about the sensitivity of the economy to external challenges and threats. It is argued that the proposed approach can be used as a basis for monitoring the state of economic security of territorial systems at different levels — countries, regions, municipalities.

The article considers the approaches to the interpretation of the category "shadow economy", which causes a variety of approaches to assessing the impact of the shadow economy on the socio-economic development of Ukraine. The spread of the pandemic and the complication of economic conditions, formed as a result of the introduction of forced restrictive measures, have led to the growth of the shadow economy in Ukraine. The index of shadowing of the economic sphere in relation to the inflation index and the level of the state budget deficit has been studied. The factors that led to the shadowing of the economy and caused the growth of the share of the shadow sector in the economy of Ukraine are highlighted. The main components of shadow employment are identified. Business entities operating in the shadow sector have significantly more competitive advantages and much higher efficiency than legally operating businesses. As a result, such enterprises are an obstacle to the flow of funds to the budgets of all levels of the country, and as a consequence, have a negative impact on socio-economic development in general. In recent years, state budget expenditures have been growing too slowly, which indicates a high level of shadowing of the economy in conditions of high inflation and, consequently, negatively affects the socio-economic security of society. Budget expenditures are closely linked to public policy, which allows the state to curb the level of economic shadowing through measures to reform relevant areas. It is investigated that the State budget expenditures grow too slowly, which indicates a high level of shadowing of the economy in conditions of high inflation. The paper substantiates the reasons for the growth of the shadow economy and identifies the main measures to reduce shadow employment, the manifestations of which are the deformation of social and economic institutions of the state. The de-shadowing of the economy provides citizens with the right to social protection, in the form of social guarantees in case of unemployment, temporary incapacity for work, accidents or occupational diseases during official work, pensions, etc.

The rate of economic growth in India fluctuates with the world economic scenario. The developed countries being economically stable and highly advanced by technology, like U.S.A, France, Germany, Japan, and China faced the problem of economic crises. At the same time, the world comes to fluctuate their efficiency and empowerment to the leadership engagement in stabilizing the economy. In this paper, data taken from the Indian States as per capita income at the state level and compare it with all India average data. The Net State Domestic Product Per Capita Income (NSDPPCI), had taken on a current price for the short period 2011-2012 to 2016-2017. This paper compared the regional variation in state performance and compared the most riches states to inferior ones. The factors which affect economic performance are like stabilize the political stability in the state. We also focus comparison on the different political party announcements of the welfare scheme for the farmers and other poor people living in these states. Another factor like the level of education at states and center level, total population, and its growth rate, the public expenditure on the health sector. This article is devoted to an overview of the methods and measures by which the governments of economically developed countries of the world ensure, to one degree or another, the security of their budget systems. At the same time, the authors consider the vulnerable aspects of the functioning of their public finance systems, the reasons for the emergence and the ability of the country’s leaders to eliminate negative factors and threats. This aspect is extremely important for ensuring the economic security of the state, since it provides an increase in the level of both economic and national security of the country.
