An important and clearly marked recent trend in American government is that in the direction of systematic planning—local, state, and national. City planning has developed for the last twenty years, and there are now some 700 city planning agencies. The activities of these boards have been halted somewhat during the depression, although some 9,000 workers under the C.W.A. aided in the development of city plans in 1934. On the whole, the cities have fallen behind in the movement they started.The most significant single event in the urban field is the establishment of a new type of planning agency in Cincinnati, known as the department of economic security, an office through which the employment and reëmployment problems of that community are made the subject of governmental study and action, in cooperation with industry. The director is a man of wide experience and broad social vision in the person of Colonel Waite, one time city manager of Dayton and recently deputy administrator of public works

In this article, based on the study and analysis of operational-search legislation, scientific publications, law enforcement practice and the criminal situation in the field of legalization, the operationalsearch counteraction to the legalization of income received from the Commission of tax crimes is considered. The paper focuses on the stages (stages) of laundering, the existing points of view on this account, as well as on the methods of illegal withdrawal of funds abroad. The author of the article aimed to develop scientifically based proposals and recommendations for improving the effectiveness of this type of activity by the territorial bodies of internal Affairs and their divisions of economic security and anti-corruption. It is proposed to put forward and work out operational search versions within the subject of study, as well as to develop, taking into account the methods (schemes) used by criminals to launder criminal proceeds and illegally withdraw funds abroad for the purpose of their subsequent legalization, operational search measures to document their criminal actions. In addition, the author recommends constant monitoring of money laundering methods based on operational and investigative practices. The results and key conclusions formulated in this article can be used in the theory and practice of operational investigative activities of internal Affairs bodies to counteract the legalization of income received from tax crimes.

The teaching of an introductory course in American Government can be a difficult and frustrating endeavor under even the best of circumstances. Given the general level of cynicism and/or lack of interest by large numbers of Americans regarding politics and politicians, the task of generating student enthusiasm, or even mild interest, toward the subject matter can indeed be an arduous one. When the teaching of such a course takes place in a business college, and when the student audience is “captive” to a college requirement that all students must take the course, the task can be rendered considerably more formidable.For the past six years I have been teaching such courses at business colleges — one year at Bryant College in Rhode Island, and the following five years at Bentley College in Massachusetts.

Strategic emerging industry development has important relations with national economic security and strategic changing. One of the most important national economic developments is training and developing strategic emerging industry. Tax revenue is very important to developing emerging industry, which cant be replaced by other measures. But, the emerging industry is obstructed by the national current tax policies. And some tax policies which used to encourage emerging industry also have shortages. In this paper, we have summarized developed countries tax policies which used to encourage strategic new-type industry efficiently. On the basis of analysis, we have concluded some proposals about constructing our countrys strategic new-type industry tax policies. And all the proposals are focused on such aspects as homegrown innovation, training market and absorbing talented people.

This article revises the mission and the name of the accounting profession in the context of strengthening the economic security of enterprises under the conditions of digitalization of the economy. The authors note that in the contemporary conditions of economic management, enterprises should form and ensure the functioning of the economic security of the enterprise at the proper level. The necessity of in-depth research of economic security at microlevel was considered, the factors influencing the stability of the enterprise were highlighted. High level of economic security of the subject of management consists in guaranteeing him maximum effective and stable functioning now and in future. Subjects of economic security were individual enterprises, and objects — their economic interests. The main goals of ensuring economic security of the enterprise in the part of accounting were singled out, the tasks of accounting policy, aimed at ensuring economic security, were determined. The prospects of the accounting profession in the process of ensuring economic security and reliable safe presentation of the results of doing business in reporting are substantiated. The study contains proposals on the revision of requirements for the qualifications of accountants in order to emphasize their activities aimed at strengthening the economic security of the enterprise.

The article considers a generalizing characteristic of the citizen's wellbeing in the territory of residence, assesses indicators based on statistical data, and makes adjustments due to safety indicators. The author's diagnostic technique was used, which includes corrective indicators. For this purpose, the method of express diagnostics was applied, which made it possible to select the 8 most significant from 12 modules and 43 indicators of economic security. The rate of change of each of the 8 indicators was taken into account, which made it possible to determine the changes in these indicators and the predisposition to one degree or another of the socio-economic crisis. A change in the trend of an indicator can lead to the opposite effect at the expense of other main influencing indexes. This takes into account the borderline state of the indicator, namely, its rate of growth or decline and predisposition to a particular crisis zone. The turning zones of the trend of changes in indicators have been determined. The object of the research is the well-being of the individual in the territory of residence for each subject of the Ural Federal District. The authors made an attempt to consider in the analysis not just the population of the subject (the number of people), but also to assess the personality from the standpoint of moral development, the level of education, the available opportunities for spiritual development, the provision of benefits necessary to maintain life and the degree of satisfaction of the needs of the population. This will allow to carry out the current analysis of the state, but also to consider the forecast dynamics of change for the next 2 to 3 years. The results obtained can be used in the current assessment of the socio-economic situation in the regions of Russia, as well as in planning and forecasting individual indicators of individual citizen wellbeing in the territory of residence

This article is based on data from a doctoral thesis about the “anthropology of life-threatening, death and time.” [1] The interpretation is made from twelve life reviews set at homes of people who suffered a serious, but not necessarily fatal illness. Two-cultural configurations are chosen along the axis of rural-urban polarity. It focuses on three types of solidarity, facing the awareness of death: 1) the ethnographic position, in data gathering and analysis. Specific propositions are given concerning the subject and intersubjectivity, cultural generalization of personal experiences, and scientific criteria; 2) what helps cope with illness. Pre-death practices are structured on the basic concept of resistance to illness and preparation for death practices rely on a coherence “test.” The genealogy of practices emerge in six situational and seven historical factors; 3) the conditions of a new type of rite before death and its functions, beside the institutionalization of illness and death.

Any middle-aged member of the political science guild in a retrospective mood might ponder a question: “What ever happened to direct democracy?” In our halcyon student days the textbooks discussed the direct democracy trinity—initiative, referendum, and recall—described their mechanics and variations, explained their origin in the Progressive Era, told us that the United States, Australia, and Switzerland were leading practitioners of direct democracy, cited a few eccentric referenda, gave the standard pro and con arguments, and essayed some judgments of the relative merits of direct and representative democracy. Latter day collegians may pass through the portals innocent of the existence of the institutions of direct government. Half of the American government texts never mention the subject; the others allocate a paragraph or a page for a casual mention or a barebones explanation of the mechanics.A similar trend has occurred in the literature. Before 1921, every volume of this Review had items on the referendum, five in one volume. Subsequently there have been only seven articles, all but two prior to World War II. “The Initiative and Referendum in Graustark” has ceased to be a fashionable dissertation topic, only four in the last thirty years. All but two of the published monographs antedate World War II.

A new type of case study, called the real-time case (RTC), was produced in the fall of 2001 and distributed via the Internet to business classes at four universities in the US and Canada. The real-time case presented the story of one company's growth and development throughout a 14-week semester. A case writer stationed full-time at the subject company published case installments weekly on the Web, allowing students to view the company-building process as it happened. The 14-week coverage of RTC enabled students to study the subject company in unprecedented depth and detail. RTC's real-time interactivity allowed students to share their analyses and best thinking with the company leadership during the company’s decision-making process.A major objective in producing the case was to heighten student engagement with the case material. To evaluate whether this objective was achieved, a survey and a focus group discussion were conducted with one of the participating MBA classes. Results from the survey and the focus group showed a high degree of engagement, plus many other benefits from the new type of case study.

Baconi aforism kõige tihendatum tõdemus, mis tõmbab olemusliku eraldusjoone ühelt poolt antiikse ja keskaegse ning teisalt uusaegse arusaama vahele teadusest ja teadusteadmisest. Artiklis püüab autor anda võimaluste piires tervikpildi uusaja teaduse industriaalselt (tehnoloogiliselt) orienteeritud teadmistüübi tekkimisest. Uusaja teaduse kujunemiseks vajaliku pöörde maailmavaateliste eeldustena tuleb käsitleda: (1) põhimõtteliselt uut subjekti ja objekti käsitust; (2) täiesti uut väärtusruumi, uut teaduse ideoloogiat (ilmalikkus, kriitiline vaim, tõesus ja praktiline kasulikkus); (3) tunnetuslaadi muutust — kontemplatsioonilt interventsioonile, kvaliteedi kirjeldamiselt kvantiteedi uurimisele; (4) looduse käsitlemist Kosmose asemel seaduspäraselt korrastatud objektide “väljana”. Uue tunnetusstiili — empiirilise ja teoreetilise tunnetuse kokkuviimine, hüpoteetilis-deduktiivse metodoloogia kujundamine Galilei poolt, abstraktse ja sünteetilis-tekstilise loomuga spekulatsiooni asendumine uurimisobjekti ehituse, korrapära ja põhjuslikkuse objektiivse analüüsiga, universaalsete loodusseaduste doktriini kujunemine jms—kujunemine konstitueeris uut tüüpi teadmise. Bacon's aphorism in its original ambiguity is the most condensed belief that draws a distinctive essential line between ancient and medieval understanding of science and scientific knowledge on one hand and modern understanding on the other. The author aims at providing, as far as possible, an integral overview of emerging of the industrially (technologically) orientated type of knowledge of modern times. Ideological/philosophical preconditions of the change necessary for emerging of modern science are: (1) a fundamentally new approach to the subject and object; (2) a completely new system of values, a new ideology of science (secularity, critical spirit, trueness and utilitarianism); (3) a change in manner of cognizance - from contemplation to intervention, from describing quality to studying quantity; (4) treating nature as a naturally organised "field" of objects instead of the Cosmos. Emerging of a new style of cognizance - bringing together of empirical and theoretical cognition, the devise of the hypothetical-deductive method by Galilei, replacement of speculations abstract and synthetic-textual in nature with objective study of the structure, regularity and causality of the object of study, establishment of the doctrine of universal natural laws etc - constituted a new type of knowledge. Knowledge as a copy of the visible world is replaced by knowledge as an analytical reconstruction of the regularity of natural objects. It is so-called dispositive knowledge, morphologically mathematical, originally experimental and aimed at control and alteration of natural objects.

An increasing number of population in the cities has problems with food security, transportation and environmental protection. To misticate these problems, a new type of agriculture has been established: Urban Agriculture (UA). In this paper, we are introducing the concept of UA and provide basic information on the definition and forms of UA. The article aims to provide insight into the general concept of UA for sustainable city development. UA has a positive influence on social, environmental and economic life in the cities, which should encourage members of the government and private sector to utilize UA as an important part in city planning. However, there are reservations which should be taken into account, but by raising awareness we add to a better understanding of mechanisms in UA.
