The implementation and institutionalization of democracy with the absence of substantial democratization in the lower level of community does necessarily cause a problem. What it has been becoming a culture and being embraced by people for hundred or even thousand years, would be difficult to be transformed, even though its canalization is in the form of constitution. It may work in the conceptual level yet it may find obstacles in the implementation one. This condition influences the implementation of Village Constitution. The village democracy institutionalization is the focus of this study that covers three forms, they are: the election of village head, the village head election disputes, and term of office of village head. The research method of this study is normative-juridical. The writer initially studied the juridical provisions concerning the three main problems above, and then analyzed the implementation problems in the field. The result of this research showed that the direct election of village heads, village head election disputes done by the regional head, and term of office of the village head office for six (6) years in three periods as it is written on Laws Number. 6 of 2014, causes many problems theoretically as well as philosophically.  The result of this study is described descriptively and analytically in the analysis part

Timorese culture is patriarchal in that men are more dominant than women. As if women were not considered in traditional rituals so that an understanding was built that valued women lower than men. However, in contrast to the article to be studied, this would like to see the priority of women’s roles in traditional marriages in Belle village, South Central Timor. The role of women wiil be seen from giving awards to their parents called puah mnasi manu mnasi. This paper aims to look at the meaning of the rituals of puah mnasi maun mnasi and the role and strengths that women have in traditional marriage rituals in the village of Belle, South Central Timor. The method used for this research is a qualitative research method using interview techniques with a number of people in the Belle Villa community and literature study to strengthen this writing. Based on the data obtained this paper shows that the adat rituals of puah mnasi manu mnasi provide a value that can be learned, namely respect for women, togetherness between the two families, and brotherhood that is intertwined due to customary marital affrairs.

Diversity of Indonesian Batik hanging area. One of the very well-known Indonesian batik is Batik Madura. Batik Madura has become a pride for Indonesia, especially for Madura. The purpose of the study is to model the Sumenep pride to Batik Madura and to see the level of risk or tendency of batik madura pride for the community group Sumenep. This research method uses a non parametric regression used a non-parametric regression because the dependent variable in this study is the variable Y are variables not normally distributed. The results of this study states that the level of risk of the village in Sumenep proud of batik is almost 5 times higher than the islands while people in this city who live in the district town at risk Sumenep proud of Batik Madura 8-fold compared to the archipelago. So it can be concluded that the city is much more proud of batik than those who reside in rural areas especially those who reside in the islands. This study uses data from 100 questionnaires were analyzed using logistic regression analysis. The conclusion of this study is the pride of the batik model as follows: Function logistic regression / logit function: g (x) = 0,074 + 1,568X4(1)+2,159X4(2 this is case the islands as a comparison, X4(1)  is the place to stay in the village and X4(2)  is the place to stay in town, so the Model Opportunities p(x) = EXP(g(x))/1+EXP(g(x)).  Hopes for further research is to conduct research on the development of batik in an integrated region, the need to be disseminated to potential areas of particular potential in Madura batik, especially for residents who reside in the Islands.Keywords: Pride, Batik, Sumenep.

The article is devoted to the analysis of folk mythology from the region of Pčinja, located on the Serbian-Macedonian border and preserving the archaic features in the local tradition at the turn of the 21th century, when we have an ethnolinguistic expedition in the village of Jablanica (1998). It is shown that the specificity of folk mythological representations is related to the location of the region at the intersection of the main traditions of the Eastern part of South Slavia. However, a number of recorded mythological names connect the region with the Central and Western parts of Southern Slavia. The features of the tradition that have parallels in Eastern, South-Eastern and Southern Serbia (including Serbian Kosovo villages), Macedonia and Western Bulgaria are analyzed in detail. The paper uses an ethnolinguistic research method aimed at studying language phenomena in close relationship with the extralinguistic context, which is especially important for the analysis of folk mythological representations, when the same demonological image may have different names, and vice versa, heterogeneous in genesis and functions mythological characters are designated by one common name for the demon. The study uses еtymological and dialect dictionaries, the ethnolinguistic Kosovo archive, as well as ethnographic works from different regions of South Slavia.

Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

Traditional culture underlying a wide range of behavior and deeds of a society and gave birth to a variety of oral literature as well as myth. The myth that developed and still surviving in public life of Java among other myths related to pregnant and nursing mothers. This research is under a descriptively qualitative method supported by field research method along with un-depth interviews in Dawuhan village of Banyumas which is the village where the ancestors of Banyumas was buried. Through field observation and research method of interview to the trusted resource in Dawuhan village was obtained by results of research regarding the myth of pregnant and nursing mothers. This research finds some kinds of myths in relation to recommending and prohibition to perform an action that may harm the fetus, while the myth of breastfeeding mothers mostly prohibition and advice about foods that are consumed by the mother breastfeeding can harm the health of the baby.

Tujuan penelitian ini adalah untuk mengeksplorasi bentuk toleransi dan faktor pendorong dan faktor penghambat toleransi masyarakat Jawa dengan studi kasus di Dukuh Medono Kabupaten Batang. Di dukuh tersebut, penganut organisasi agama seperti NU, Muhammadiyah dan Kristen Jawa di Dukuh Medono saling hidup rukun. Metode penelitian menggunakan metode penelitian kualitatif dengan pendekatan fenomenologi. Hasil penelitian menunjukan bahwa toleransi antar penganut NU, Muhammadiyah, Kristen Jawa tampak berbagai bentuk. Antara NU dan Kristen Jawa dalam bentuk partisipasi dalam ritual tahlilan, sedangkan antar ketiganya tampak dalam bentuk kerja bakti, saling membantu dalam acara hajatan, perkawinan campur dan saling berkunjung bila ada yang sakit. Faktor pendorong toleransi antara lain budaya toleransi yang sudah lama, pernikahan antar penganut yang berbeda, sosialisasi toleransi dalam keluarga, dan kepemimpinan desa yang menekankan pentingnya toleransi. Sedangkan faktor penghambat toleransi yaitu perbedaan pandangan antar penganut NU dan Muhammadiyah dalam pelaksanaan ibadah, pernikahan beda keyakinan, dan sikap menyinggung keyakinan diantara penganut yang ada. The objective of this study is to explore forms of tolerance and the driving factor of religious tolerance in Dukuh Medono, Batang. In that village, the followers of NU, Muhammadiyah, and Kristen Jawa live peacefully and united in tolerance. The research method used here is a qualitative method with phenomenology approach. The result of the research shows that the tolerance between NU followers and Javanese Christians take the form of participation in tahlilan ritual. The tolerance between NU, Muhammadiyah followers, and Kristen Jawa followers are expressed through kerja bakti, mutual support in hajatan rituals, mixed marriage, visits to the sick, and social activities together. The factors which help to create tolerance include the culture of tolerance which exist in the village, marriages between religious followers, the socialization of tolerance within family, the socialization of tolerance within the society and the role of village administrative leaders. On the other hand, the factors which distract tolerance are different point of view between NU dan Muhammadiyah followers in some religious aspects, marriage between different religious followers, and the attitude of insulting others beliefs.

The purpose of this study is to determine the transparency of the funds in the Village pertasi Kencana Kalaena District Luwu Timur Regency and determine the maximum performance in terms of transparency in the management APBDesa research method used was qualitative, using the technique of interview results of this study indicate that the community had not experienced management transparency APBDesa Village Pertasi kencana Kalaena Luwu Timur subdistrict because people are not involved in it, and as for transparency iyu proved less than the maximum in because less easily accessible to the general public, especially villagers in Desa Kencana Pertasi Luwu District of Kalaena .This is caused due to problems such as not opening up government and not easily accessible so that people do not know about the budget being used, other than that transparency is often not eventuated as it should be because they lack the influence of village officials on the development and management of the allocation of funds this village becomes a limiting factor transparency of the management of revenue and expenditure budget Village in the Village pertasi Kencana Kalaena District Luwu Timur Regency of transparency when it is expected to increase creativity, prosperity and good cooperation. Tujuan penelitian ini yaitu untuk mengetahui transparansi dana di Desa Pertasi Kencana Kecamatan Kalaena Kabupaten Luwu Timur dan mengetahui maksimal kinerja dalam hal transparansi pengelolaan APBDesa metode penelitian yang digunakan adalah kualitatif menggunakan teknik wawancara hasil penelitian ini menunjukkan bahwa masyarakat belum merasakan transparansi pengelolaan APBDesa di Desa Pertasi kencana Kecamatan Kalaena Kabupaten Luwu Timur karena masyarakat kurang dilibatkan dalam hal itu dan adapun transparansi iyu terbukti kurang maksimal di karenakan kurang mudahnya diakses oleh masyarakat umum khususnya masyarakat desa di Desa Pertasi Kencana Kecamatan Kalaena Kabupaten Luwu .Hal ini disebabkan karena adanya masalah seperti tidak terbukanya pemerintah dan tidak mudahnya diakses sehingga masyarakat tidak mengetahui mengenai anggaran yang terpakai, selain itu trasparansi ini sering tidak terrealisasi sebagaimana mestinya kerena rendahnya pengaruh aparatur desa terhadap pengembangan dan pengelolaan alokasi dana desa ini menjadi faktor penghambat transparansi pengelolaan anggaran pendapatan dan belanja desa di Desa pertasi Kencana Kecamatan Kalaena Kabupaten Luwu Timur padahal dari transparansi ini diharapkan dapat meningkatkan kreativitas, kesejahteraan dan kerja sama yang baik.

Public Service Analysis of Village Tlanak Support of Lamongan District. The purpose of this research is to know the quality of Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency, to know the supporting and inhibiting factors and solution of Public Service of Village Government of  Tlanak Kedungpring District of  Lamongan Regency and to know the implementation of Good Governance in Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency. The type of this research is non-doctrinal (sosiologis) legal research. Non-doctrinal method is a type of scientific study with the intention just to learn just and not to teach something doctrine. The research method used is research method with qualitative analysis. The results of this study concluded that the quality of Public Service Village Tlanak Kedungpring District Lamongan through Programs, policies, and attitudes is Services Open, easy and accessible by all parties who need and provided adequate and easy to understand, can be accounted for in accordance with the provisions of legislation - invitation, inhibiting the public service of Tlanak village administration of Kedungpring Sub-district of Lamongan Regency is seen in the condition of society which still have a lot of parochial political culture. The solution of inhibiting factor of public service in Tlanak Village, Kedungpring Sub-district, Lamongan Regency by strengthening service system, improving professionalism of each employee, conducting public awareness program to help dissemination and comprehension of information to society about matters related to service activity and giving sanction that is firm. The village government of Tlanak Kedungpring District of Lamongan Regency has not fully implemented the Good Governance principles in the implementation of the village government's tasks, functions, authorities, rights, and obligations in terms of planning, service, implementation of village development, especially those related to village governance.Keywords: Quality Analysis of Public Service, Good Governance.

This article will explain how the authority of village officials in resolving disputes over ownership of aid houses is mediated? To answer the problem above, the writer uses the descriptive analysis research method, where the data obtained is sourced from observations, interviews, photoshoots, document analysis, and field notes compiled by the writer at the research location which is not set forth in the form of figures. From the results of the study it can be seen that based on Aceh Qanun Number 9 of 2008 concerning the Development of Customary Life and Customs where village officials have the authority to reconcile disputes that occur within the community by deliberation / mediation and one of the village apparatuses that mediates the parties who disputes to end their disputes peacefully. The consequence of the mediation decision is the termination of the dispute that occurred and the parties agreed to make peace by making a peace agreement and carrying out the agreement accordingly. The concept of mediation in positive law is no different from the concept of iṣlāḥ in Islamic law which involves a third party to reconcile the disputing parties. The content of the agreement of the mediation that has been carried out by the parties, is allowed in Islamic law because the purpose of iṣlāḥ or mediation is to end the dispute.

The purpose of this study is to know and understand the community in the Village Sayati Margahayu District Bandung regency with the development and extension of department store (Convenience Store) "X". The research method is descriptive method using qualitative and quantitative approach as the basis of analysis and interpretation. Sample determination technique used is cluster with simple random sampling method and purposive sampling, which means that the sample used in accordance with the purpose of research. Data which is primary and secondary data. The results showed that people responded positively and variedly about the decision to the extension of the "X" Stores, and only a small portion would be used, but it was only up to the government.
