ABSTRAKMedan merupakan salah satu kota besar di Indonesia yang memiliki tingkat kepadatan lalu lintas yang tinggi. Tingginya kepadatan lalu lintas menimbulkan banyak permasalahan, baik dari segi ekonomi, sosial dan keamanan serta kenyamanan. Permasalahan tersebut muncul akibat dari kebijakan-kebijakan pemerintah didalam  membuat peraturan sistem transportasi dan sistem lalu lintas dalam tata ruang perkotaan. Karena didalam membuat kebijakan tata ruang suatu perkotaan seharusnya mengikutsertakan seluruh pihak yang terkait, baik pihak swasta, masyarakat dan pemerintah. Disamping itu dapat juga bersumber dari perilaku manusia itu sendiri yang kurang disiplin didalam mematuhi peraturan yang ada. Secara umum, trotoar di kota Medan sebagai jalur transportasi pejalan kaki telah bergeser fungsinya menjadi fungsi yang lain. Tujuan penelitian ini adalah untuk mengetahui sejauh mana trotoar yang berfungsi sebagai jalur transportasi pejalan kaki  telah beralih fungsi menjadi fungsi lain. Metode yang digunakan  dalam pengumpulan data melalui kuesioner terhadap responden penelitian yaitu pejalan kaki. Daerah penelitian yang diambil adalah sepanjang jalur pedestrian Jalan Brigjend Katamso  dimulai dari simpang Jalan Pandu – Jalan Letjen Soeprapto (simpang Waspada) hingga simpang Jalan AH. Nasution (simpang Titi Kuning) Medan. Luaran penelitian ini diharapkan dapat menjadi masukan bagi pemerintah dalam membuat kebijakan publik khususnya jalur transportasi pejalan kaki dan artikel ilmiah pada Jurnal Lokal ber-ISSN. Kata Kunci : Lalu Lintas, Jalur Transportasi, Pejalan KakiABSTRACT Medan is one of the big cities in Indonesia that has a high traffic density. Because in making a spatial policy a place that should include all relevant parties, both private parties, communities and governments. Besides, it can also be derived from human behaviour itself is less discipline in the existing regulations. In general, sidewalks in the city of Medan as a pedestrian transport path have shifted their function into other functions.The purpose of this research to find out which sidewalks serve as pedestrian transport routes that have become other functions. The method used in completion of data through questionnaires to the research respondents ie pedestrians. The research area is taken along the pedestrian path of Jalan Brigjen Katamso starting from the intersection of Jalan Pandu - Jalan Letjen Soeprapto (intersection Waspada) to intersection of Jalan AH. Nasution (intersection of Titi Kuning) Medan. Background: The effect of polyaromatic hydrocarbons (PAHs) on human health differs depending on the duration and exposure path. Objective: This study aimed to examine the effects of PAHs on the human health risks associated with long-term exposure both before and throughout the COVID-19 pandemic. Methodology: PM10 sampling for 24 h was conducted at six sampling sites (Al-Haram, Aziziyah, Al Nuzhah, Muzdalifah, Arafat, and Al Awali). On-site measurements were conducted from March 2020 to February 2021. PAHs were analyzed using Perkin Elmer GC/MS, which was adjusted with standard reagents for identifying 16 PAH mixtures. Results: The 24 h average PM10 concentration showed considerable inconsistencies, exceeding the WHO standards used for median exposure (25.0 µgm−3). The PAH intensities fluctuated from 7.67 to 34.7 ng/m3 in a suburban area, near a rush-hour traffic road, and from 6.34 to 37.4 ng/m3 close to business and light manufacturing areas. The highest carcinogenic compound levels were found in the Al-Azizia, Al Muzdalifah, and Al Nuzah areas because of the high traffic density, and the lowest concentrations were found in the Al-Haram and Arafat areas throughout the year, as a result of the COVID-19 pandemic health precautions that were undertaken by the government of Saudi Arabia involving border entry limits and limitations of the Umrah and Hajj seasons. Conclusion: This study period is considered extraordinary as the Saudi Arabian government has undertaken successful preventive measures that have had a great effect both on the spread of the pandemic and in reducing air pollution in Makkah. More studies are required to examine PAHs’ carcinogenic effects after the pandemic measures are eased across Makkah.

Billboard is the type of outdoor advertising. For this reasonable effectiveness of the billboards were placed and selected on the road that has high traffic density. Furthermore, in order to attract attention, the billboard is equipped with powerful lights large enough to get eye catching effect. At certain hours of relatively low traffic density, so that the expected level of effectiveness of billboards as a function of promotion will also be decreased. In these conditions for reasons of energy saving light energy should be reduced or even turned off. The problem is what time the street has low traffic density. Based on these reasons, it is necessary to conserve energy on billboards as the city of Bandung by conducting a review the level of traffic density per hour and determine the feasibility level of energy use electricity for lighting Billboards.

Abstract In a large city, there are many congestion problems, so the selection of the fastest route to reach the destination is needed. The city of Bandung is one of the big cities in Indonesia which has a fairly crowded traffic density and tends to be a lot of congestion in it. So we need a study that can discuss the path of independence. In the study to determine the shortest path there are several algorithm options to solve it. This research was conducted using the Bellman Ford algorithm to try to solve the problem of selecting the fastest path. The case that will be focused on in this study covers the route that starts from Ir. H. Juanda street and ends at the Leuwipanjang bus terminal. The road node that will be passed is taken from several main points that will be passed. Calculation of coordinates will be calculated using the concept of graph and haversine formula. The impact of this research is that it can be known the fastest path needed using the Bellman Ford algorithm.   Keywords: Algoritm, Bellman Ford, Graph, Haversine Formula, Shortest Path.   Abstrak   Dalam sebuah kota besar saat ini banyak sekali permasalahan kemacetan, maka dibutuhkan pemilihan rute jalan yang tercepat untuk mencapai tujuan. Kota Bandung merupakan salah satu kota besar di Indonesia yang memiliki kepadatan lalu lintas cukup ramai dan cenderung banyak terjadi kemacetan didalamnya. Maka diperlukan sebuah penelitian yang dapat membahas mengenai jalur tependek. Dalam kajian untuk menentukan jalur terpendek terdapat beberapa pilihan algoritma untuk menyelesaikannya. Penelitian ini dilakukan menggunakan algoritma Bellman Ford untuk mencoba menyelesaikan masalah pemilihan jalur tercepat. Kasus yang akan difokuskan dalam penelitian ini mencangkup rute yang dimulai dari jalan Ir.H.Djuanda dan berakhir di terminal bis Leuwipanjang. Simpul jalan yang akan dilalui diambil dari beberapa titik utama yang akan dapat dilewati. Perhitungan koordinat akan dihitung menggunakan konsep graf dan haversine formula. Dampak dari penelitian ini yaitu dapat diketahuinya jalur tercepat yang dibutuhkan menggunakan algoritma Bellman Ford.   Kata kunci: Algoritma, Bellman Ford, Graf, Haversine Formula, Shortest Path.

 KPPN Medan II is one of the government organization units at the Ministry of Finance. Where leaders and employees who work at KPPN Medan II always carry out official trips between cities and outside the city. With these conditions, making SPPD documents experiencing the intensity of official travel activities carried out by employees of KPPN Medan II can be said frequently. So that in making SPPD in KPPN Medan II is still using the manual method that is recording through Microsoft Word which in the sense is less effective and efficient. In naming employees who get official assignments, officers manually entering employee data that receives official travel letters are prone to being lost because data is manually written. The web-based SPPD application is built by applying this prototyping method which is expected to facilitate SPPD KPPN Medan II management officers in making SPPD that is effective, efficient, accurate, time-saving, and not prone to losing SPPD data of KPPN Medan II employees who will has made official trips due to the existence of a special database to accommodate all SPPD files.

Penelitian ini bertujuan untuk mengkaji daya saing komoditi kakao di Sulawesi Tengah dan melihat peran pemerintah dalam meningkatkan daya saing komoditi kakao. Data primer berasal dari observasi, wawancara dan kuesioner, sementara data sekunder berasal dari instansi terkait. Metode analisis menggunakan Policy Analysis Matrix (PAM) dan analisis sensitivitas. Penelitian ini menemukan bahwa nilai PCR Kabupaten Parigi Moutong 0,589 dan Kabupaten Sigi 0,396. Sedangkan nilai DRC Kabupaten Parigi Moutong 0,387 dan Kabupaten Sigi 0,319. Hal tersebut mengindikasikan bahwa usahatani komoditi kakao di Sulawesi Tengah memiliki daya saing, namun tidak menguntungkan secara ekonomi karena Sulawesi Tengah menghasilkan biji kakao yang tidak difermentasi akibatnya petani menerima harga rendah. Berdasarkan hasil analisis, pemerintah belum memberikan proteksi terhadap harga biji kakao dalam negeri melalui harga referensi biji kakao sehingga harga biji kakao didaerah penelitian masih tergolong rendah jika dibandingkan dengan harga di pasar internasional. Sementara terhadap input, pemerintah telah memberikan kebijakan subsidi kepada petani, namun implementasinya masih perlu perbaikan terutama terkait penyaluran dan pengelolaan bantuan agar merata. Kajian ini merekomendasikan masih diperlukan kebijakan pemerintah baik terhadap input maupun output untuk meningkatkan produktivitas, menurunkan biaya produksi dan menaikkan harga jual biji kakao, sehingga dapat meningkatkan daya saing biji kakao. The purpose of this study is to assess the competitiveness of cocoa in Central Sulawesi and to investigate the role of government in improving the competitiveness of cocoa. The primary data were generated through observation, interviews and some questionnaires. The secondary data were obtained from the agency or the institution related to the research. This study uses the Policy Analysis Matrix (PAM) and sensitivity analysis. The study found that the PCR value for Parigi Moutong district was 0.589 and Sigi district was 0.396. While, the DRC value for Parigi Moutong district was 0.387 and Sigi district was 0.319. This indicates that cocoa beans farming in Central Sulawesi has competitiveness, but not economically beneficial because Central Sulawesi produces unfermented cocoa beans consequently farmers receive low prices. Based on the results of the government's impact on output analysis, the government did not provide protection for domestic cocoa seed prices through the reference price of cocoa beans, consequently the price of domestic cocoa beans, particularly in the research area, was relatively low compared to the price of cocoa beans at the international market. Seen from the government policy on inputs, the government have provided subsidies to farmers but they need to improve the distribution and management of aid to be evenly distributed. It is necessary to set up good government policy on inputs and outputs in order to increase cocoa seed productivity, decrease production cost and increase the price which simultaneously can improve its competitiveness in the research location.

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts

Since the advent of the second digital revolution, the exponential advancement of technology is shaping a world with new social, economic, political, technological, and legal circumstances. The consequential disruptions force governments and societies to seek ways for their cities to become more humane, ethical, inclusive, intelligent, and sustainable. In recent years, the concept of City-as-a-Platform was coined with the hope of providing an innovative approach for addressing the aforementioned disruptions. Today, this concept is rapidly gaining popularity, as more and more platform thinking applications become available to the city context—so-called platform urbanism. These platforms used for identifying and addressing various urbanization problems with the assistance of open data, participatory innovation opportunity, and collective knowledge. With these developments in mind, this study aims to tackle the question of “How can platform urbanism support local governance efforts in the development of smarter cities?” Through an integrative review of journal articles published during the last decade, the evolution of City-as-a-Platform was analyzed. The findings revealed the prospects and constraints for the realization of transformative and disruptive impacts on the government and society through the platform urbanism, along with disclosing the opportunities and challenges for smarter urban development governance with collective knowledge through platform urbanism.

Since Indonesia reported its first case of COVID-19 in the capital, Jakarta, in early March of 2020, the pandemic has affected 102,051,000 lives. In the second week of the month, the government mandated all sectors to take necessary actions to curb the spread. The research set out to evaluate how the disaster emergency response was carried out amid the COVID-19 pandemic in the Special Region of Yogyakarta (SRY). The research employs qualitative observation of adaptive governance variables, i.e., infrastructure availability, information, conflict mechanism, regulation, and adaptation. The research analyzed primary data collected from focus group discussions with key persons at the Local Disaster Management Agency, Local Development Planning Agency, and Disaster Risk Reduction Platform responsible for the crisis and included an online survey to validate data. The research revealed that the SRY had exhibited adaptive governance to the COVID-19 pandemic, as apparent by, among others, open-access spatial and non-spatial data, extensive combined uses of both types of data, and prompt active engagement of communities in the enforcement of new rules and regulations mandated by national and provincial governments. Furthermore, during emergency responses to COVID-19, the stakeholders provided infrastructure and information, dealt with conflicts in multiple spatial units, encouraged adaptations, and formulated emergent rules and regulations. For further research, we encourage qualitative analysis to confront other types of natural disaster for the research area.

Solo is one of the two Cities in Indonesia that received the highest award of District / City Worthy Children's implementation from President JokowiWidodo as the City of Eligible Children. The success of Solo to get the award of Decent Child's City can not be separated from the leadership FX.HadiRudyatmo as the Mayor of Solo. The objectives of this research are: (1) To know and explain the leadership of FX.HadiRudyatmo in realizing the Solo of Decent City, (2) To analyze and analyze the factors that make Solo Municipal Children's Favorite and (3) to know and analyze the actors who contribute greatly in Solo Kota Decent Children. The method used in this study is a qualitative descriptive approach that explains the results of research, assessment and other references reinforced by empirical data conducted through interviews and observation. The results showed that the leadership of FX.HadiRudyatmo in realizing the Decent City Solo is very democratic but the egosektoral among the Organization of Regional Devices in realizing the Solo Municipal Decent Children is still high and there are still problems that can not be resolved even though Solo gets the predicate Solo Kota Major Main is the number of children who exposed to HIV / AIDS is still high and the availability of child data information management system. Recommendations given to the Government are to build more intense communications and improve routine coordination among the Regional Device Organizations through scheduled meetings amongst the WTO, promoting socialization and education to all levels of society on HIV / AIDS as well as the creation of a web data base on child data.Keywords: Leadership, Head of Region, District / City Eligible Children

By the beginning of the twentieth century, Semarang was a major port city and administrative centre on Java. Attainment of this position was due partly to the expansion of its hinterland during the nineteenth century. This expansion was closely related to developments in the means of transportation and the consequent ability of plantation owners to bring the products of their plantations to the port for shipment to foreign markets. By the end of the century virtually the whole economic life of central Java focused upon Semarang. The city also exercised administrative functions in the Dutch colonial administration and generally had been responsible for Dutch interests in the middle and eastern parts of the island. The importance of Semarang as an administrative centre increased after 1906. In that year the government incorporated the city as an urban municipality (stadsgemeente). In 1914 it had consular representation from the United States, Belgium, Denmark, France, Great Britain, Italy, Norway, Germany, and Thailand. Subsequently, in 1926 it became the capital of the Province of Central Java under the terms of an administrative reform fostered by the colonial government at Batavia. Status as an urban municipality meant that local officials sitting on a city council would govern the domestic affairs of the city. The members of the city council at first were appointed from Batavia, subsequently some of them were elected by residents of the city. By the beginning of the twentieth century Semarang had enhanced its position as a major port on the north coast of the island of Java. It was one of the foremost cities of the Dutch East Indies, along with Batavia and Surabaya, a leading port and a centre of administration and trade. This article outlines the growth of the port of Semarang during the nineteenth century and discusses some of the conflict related to this growth over living conditions in parts of the city during the twentieth century, a conflict which smouldered for several decades among the government, members of the city council, and the non-European residents of the city, one which remained unresolved at the end of the colonial era.
