Abstract Low - grade chondrosarcomas are primary malignant bone tumors that are resistant to chemo- and radiotherapy and are treated surgically. Sacral localization makes surgical resection technically difficult due to position, anatomic structures involved, and large tumor size at detection. The risk of complications is high. We present the introduction of a novel surgical technique in our country, sacrectomy with ilio-lumbar stabilization. This was performed on a 67-year-old man with low-grade chondrosarcoma of the sacrum with sacroiliac joint involvement. The procedure was performed via an antero-posterior approach in two stages. Ilio-lumbar fixation with a mesh cage bridge was used to obtain spinopelvic continuity and stability. Sacrectomy is a technically demanding procedure that requires careful preoperative planning and a multidisciplinary approach, as well as high level of surgical experience.

Actuality. The growth of inflammatory diseases of ENT organs and associated purulent-septic intracranial complications is an urgent problem of modern otorhinolaryngology. Severe complications associated with sepsis and inflammatory lesions of the membranes and brain matter are life-threatening conditions for otorhinolaryngological patients.Objective. To study the epidemiological situation of inflammatory diseases of the ENT organs and associated purulent-septic intracranial complications in the Kabardino-Balkarian Republic.Materials and methods. Data of official statistics, electronic databases, statistical reports of the Ministry of Health of the KabardinoBalkan Republic, data of outpatient’s medical records and hospital medical records of multidisciplinary medical and preventive institutions, data on the prevalence of diseases of ENT organs in the Kabardino-Balkarian Republic from 2011 to 2018 among adults and children.Results and conclusions. The results obtained reflect a significant increase in inflammatory diseases of the ENT organs in the Kabardino-Balkarian Republic from 2011 to 2018. both in the number of reported cases and in the primary incidence. Despite the decrease in the number of inpatient ENT beds in the Republic in 2013, the number of patients treated increased. The reduction of ENT beds entailed an increase in hospital mortality, which is represented exclusively by ENT-associated intracranial complications. Today, the Republic has a rather high level of ENT-associated intracranial complications associated with low prevention and diagnosis of inflammatory ENT diseases, which dictates the importance of using a multidisciplinary approach (ENT doctor, neurologist, ophthalmologist, resuscitator, therapist, neurosurgeon), the need for review management tactics, development of algorithms for the diagnosis and optimal treatment of patients with ENT-associated HFD.

Abstract BACKGROUND Low grade gliomas (LGGs) are the most frequent pediatric brain tumor and they comprise a variety of histologies. Complete surgery is curative but sometimes its location makes it difficult. Recent publications highlight the excellent long-term outcomes of patients with LGGs with complete and incomplete resected tumors. Current strategies are focused on reducing risks of treatment related sequelae. METHOD We describe a patient with a suspected LGG managed by close observation. We describe the case of a 6 year old female with 5 months history of focal onset seizures. During this time a brain MRI was requested and tumor was evidenced. After “tumor diagnosis” was made family visited a handful of private neurosurgeons with a uniformly dismal prognosis and high risk morbidity from procedures offered. When first seen at our Hospital, the clinical history seemed compatible with a LGG and seizures well controlled with antiepileptic drugs. Neurological examination was completely normal. MRI showed a large tumor (7x5x5 cm) hypointense on T1, hyperintense on T2, without contrast enhancement, involving the right temporal lobe white matter, insula, internal capsule, hipoccampus, thalamus and mesencephalus with middle cerebral artery encasement. Interval imaging was proposed and after 4.5 years since diagnosis the tumor has been stable and patient clinically excellent. CONCLUSION Overall survival in pediatric LGGs is excellent and risk of sequelae should always be part of multidisciplinary team considerations. In centers with significant neurosurgical morbidity, biopsy of large tumors that are compatible with LGG may not be required in selected cases.

This article demonstrates a multidisciplinary approach that proposes to augment future caregiving by prolonged independence of older adults. The human–robot system allows the elderly to cooperate with small flying robots through an appropriate interface. ASPIRE provides a platform where high-level controllers can be designed to provide a layer of abstraction between the high-level task requests, the perceptual needs of the users, and the physical demands of the robotic platforms. With a robust framework that has the capability to account for human perception and comfort level, one can provide perceived safety for older adults, and further, add expressively that facilitates communication and interaction continuously throughout the stimulation. The proposed framework relies on an iterative process of low-level controllers design through experimental data collected from psychological trials. Future work includes the exploration of multiple carebots to cooperatively assist in caregiving tasks based on human-centered design approach.

The implementation of these tasks requires a review of the content of the educational process in the country's schools from a new methodological standpoint, based on the use of elements of national customs and traditions. Such a new methodological system shows the need for radical changes in the traditional educational process, the development of a creative approach to teaching, and the updating of the content of education on a national basis.In the modern period of the development of society in the educational process of educational institutions the principle of education is implemented, taking into account the comprehensive development of students, such a system of education and upbringing provides an opportunity for the formation of cultural and ethnic identity, it is aimed at an in-depth study of the spiritual culture of the people and the ability to connect it with modern values. This system of education and training is based on the link between national customs and traditions (customs and traditions related to children's upbringing, household customs and traditions, social customs and traditions) and the educational process.

2021 year has become time for drawing the bottom line under the achievements in the field of culture and science for 30 years of independence of Kazakhstan. The high level of modern cultural potential, rich cultural heritage have become one of the leading factors in the formation of a positive image of Kazakhstan as a country with a distinctive culture and spiritual traditions that go deep into history. Creative personalities, public policy and private organizations contribute to the development and promotion of Kazakhstan’s art in the world, which invariably arouses interest of the world community. However, a problem of the popularization of Kazakh music, art, film and theater art is still relevant. In addition to examples of achievements and successful cases of Kazakhstan’s culture, in this article the authors try to consider the problem from the point of view of management in culture and show importance of the position of an art manager in the modern world of arts. To implement this issue, the authors studied publications on the achievements of various types of arts in recent years and also took into account reaction of domestic and foreign audiences to cultural products and projects from this area. This article lists specific achievements in the field of academic art. As the analysis of publications on this topic has shown, most of them were implemented by cultural figures in the last decade of independence of the republic. At the forefront is the question of the consistency and well-coordinated interaction of cultural management with the creative component of the academic sphere of art in Kazakhstan. And the most striking examples of successful cases of such interaction are given as well. This study has analytical value and can be presented at seminars and conferences as a demonstration of examples of achievements for reporting presentations in the year of the celebration of the thirtieth anniversary of Kazakhstan's independence.

The relevance of the research topic is to study the features and factors of human capital formation in the agricultural sector. Purpose: the analysis and assessment of the key macroeconomic indicators, socio-economic factors and institutional conditions of investment ensuring formation of the human capital in the Republic of Belarus. Methods – analysis, synthesis, comparisons, tabular, etc. Results of work: the development of human capital allows us to solve numerous socio-economic problems and accelerate the innovative development of the agricultural sector. Human capital is becoming the main source of change in society, as well as a factor in its improvement and transition to a new quality. There is an important problem of the lack of smart and resourceful people in the agricultural sector. It requires people with a high level of professionalism, good knowledge and skills. Nowadays, the possibilities of using and developing innovative labor potential and the effective involvement of resourceful people in labor activity are unfortunately limited. Conclusions: the characteristics of the formation of human capital in the agrarian sphere have been studied, as well as the evolution of their development. The factors determining the accumulation of human capital in agroindustrial complex have been systematized. The main problems of the shortage of agricultural specialists have been identified. These problems are the decline in the vocational qualifications of workers, the outflow of personnel from rural areas, the decline in the prestige of agrarian professions and as a result reluctance of graduates to go to work after their education.

The purpose of this research is to see how much open unemployment rate according to the highest education completed in the country of Indonesia for subsequent years through predictions used on the basis of existing data, which later as input for the government so that the government can make better policies to suppress the unemployment rate. This research uses artificial neural network application using a combination of Levenberg-Marquardt Algorithm with bipolar sigmoid function. Open unemployment data according to the highest education is sourced from the National Labor Force Survey of the Republic of Indonesia, 2013-2017 in each semester. The data processing consists of two stages where the first phase of pattern recognition and the second stage is predicted. Pattern recognition and prediction use different data from the same process that uses data training and data testing. Data Training year 2013-2015 with a target of 2016, while data testing year 2014-2016 with the target year 2017. Architectural model used there are five, among others 6-2-5-2, 6-5-6-2, 6- 5-8-2, 6-5-10-2 and 6-8-12-2. From the 5 models, it can be concluded that the best model is 6-5-10-2 with the epoch of 13 iterations, MSE in February 0.0109696004, MSE in August 0.0233797200. While the accuracy rate in February and August is the same, that is equal to 88%.

This article reflects the construction of tourist cities using the resources available on the territory of Uzbekistan. The benefits of utilisation for the development of tourism infrastructure from geological cities that are not exploited, included in the available resources, have been analyzed. The high level of efficiency in the use of geological cities is based on the availability of economic infrastructure, which is recognized as the application of this infrastructure in the construction of tourist cities is low in costs. The article shows the specific natural anchors of three ecotouristic objects, the srategic plans for effective use of these anchors. Proposals on the expediency of the establishment of camps, bags, summer recreation zones are included in these facilities. The abundance of excursion facilities and attractions in the objects of ecotourism expressed their views on the possibility of opening remarkable travel destinations. And the steep slopes of the mountain are shown to be a special training area for training highly qualified climbers. Reflecting the peculiarities of the nature of the objects of the ecosystem, the role of these settlements with unique natural conditions in the development of tourism is established. The potential for the construction of such ecotouristic cities in the Republic of Uzbekistan is high, and the growth in the efficiency of the use of such potentials is reported to increase the number of tourists coming from foreign countries to Uzbekistan.

AbstractThe ISO 9001:2015 certificate of quality is nowadays the most renowned quality standard in the world. Standardised quality has become an imperative competitive advantage on the market for all serious business organisations. The fluctuation of the number of certificates of quality indicates to what extent companies are willing to ensure the quality of their products and services to customers and clients, and how fast the domestic market is standardised and integrated into the global economy. This paper presents the results of two empirical studies. The first one focused on the analysis of the fluctuation in the number of ISO 9001:2015 certificates in the period from 2008 to 2018, while the second aimed to determine the satisfaction of leadership with the certificate. The study has shown that, during the observed period, the number of certificates of quality in Croatia fluctuated between – 18% and +22% annually. At the annual level, a certain number of companies lose their certificates or opt for decertification. For that reason, a study of the leadership’s level of satisfaction with the ISO 9001:2015 certificate was conducted using a sample of 296 certified business organisations. The study has proven that the leadership showed a high level of satisfaction with the certificate of quality and that they appreciate business organisations with certificates of quality. It demonstrates that the quality management certification has a bright future regardless of the annual fluctuation of the number of certificates.
