The dynamics of homestay development in the village tourism in Lombok is very rapid after the launching of 99 village tourisms by the West Nusa Tenggara Government. Homestay is one of the ways to get benefits of tourism by local community. Otherwise, the operation of homestays, especially in Tete Batu has impacted on three main problems: the welfare distribution is not easy to achieve, conflicts of interest, homestay programs are not well organized. This research aimed to produce community-based homestay management strategies. This study used a qualitative method with SWOT analysis. Data collection was done by observation, interviews, documentation, literature studies, and FGDs. There were 17 informants deliberately chosen. The results showed that the position of the homestay was in strong internal and external conditions. The right grand strategies to apply are market penetration, market development, product management and development. The combination strategy results are as follows: establishing and strengthening of homestay institutions, making integrated tour packages, optimizing online promotional content, procuring digital system, improving environmentally friendly villages, increasing the qualied human resources, maintaining the authenticity of nature and traditions, creating variety of new tourist attractions, increasing community empowerment, forming the synergy of pentahelix. Tabanan Regency has a high prospect in the development of tourism and its complementary facilities. Tourism village is the alternative tourism products that can provide the development of rural areas that are certainly sustainable for the future. Timpag Village is one of the villages which located in Kerambitan District, Tabanan Regency which has several tourism potentials such as nature, cultures, and the local communities. The development of Rural Tourism in Timpag Village has a high value to be a tourist attraction but the reality this village has not been able to be a developed as a rural tourism. Based on these problems this research aims to determine “Development Strategies of Rural Tourism Based Local Community in Timpag Village, Kerambitan District, Tabanan Regency Bali.” The research method used in this study is a qualitative descriptive analysis supported by IFAS and EFAS analysis in designing a strategy for developing local community-based tourism villages used SWOT analysis. Data collection techniques are using the method of observation, interviews, library research. The result show the design of alternative strategies to develop community-based tourism villages that can be applied in the development of Rural Tourism in Timpag Village. There are six altrenative strategys that can be applied such as attractions development based on tourism potential, local communities involvement , tourism facilities development, tourism organisation development, improve the traditional security system, and improve the ability of communities about tourism development. Therefore, local communities need to preserve the tourism potential that is owned as a rural tourism product. Keywords: Rural Tourism, Community Based Tourism, and Strategy

<p>Community-based tourism (CBT) is the most popular approaches in tourism development. The main principle of CBT is giving access to the community in tourism management and development equally. Furthermore, the main goal of CBT is creating community empowerment in tourism. Therefore, the community has competitive advantages to enhance tourism quality and keep it sustain (Hausler and Strasdas, 2003).</p><p><em>.In 2015 Ponggok received the village Annual Budget (Dana Desa) from the central government. Through that budget, the local government establish the Village Company (BUMDes), which is focusing on tourism development. In the tourism development, Ponggok attempt to use Pongok water springs as the main tourist attraction.. Based on these facts, this research wants to examine "is the successes of tourism development in Ponbgok Village belongs to Community-based tourism (CBT)"?. This research uses the deductive – qualitative – rationalistic method. The analytical techniques of this research are descriptive qualitative, comparative and contrast. </em></p><em>The tourism development of Ponggok appropriate to the principle, characteristic and dimension of community-based development. It allows the local community to control and involved in tourism management. Moreover, it attracts community empowerment and shares the benefit of tourism development to direct and indirect actors. In the current situation, all people have a job, and the number of poverty can be decreased significantly</em>

Penelitian ini bertujuan untuk mendeskripsikan 1) Dampak ekonomi dan sosial wisata alam berbasis masyarakat dalam konteks pemberdayaan masyarakat, 2) Pola pengembangan jejaring dalam penyelenggaraan wisata alam berbasis masyarakat dalam meningkatkan pelayanan wisata. Penelitian kualitatif dengan model studi kasus, dilakukan di kawasan wisata alam berbasis masyarakat yang ada di desa Bejiharjo, Karangmojo, Gunung Kidul. Pengumpulan data, dilakukan melalui observasi, dokumentasi dan wawancara terhadap pengelola pokdawis Dewobejo, Wirawisata, Pancawisata dan perangkat desa serta tokoh masyarakat. Teknis analisis data menggunakan teknik analisis kualitatif model interaktif dari Milles dan Hubberman, Keabsahan data didukung dengan teknik triangulasi metode dan sumber, perpanjangan pengamatan dan diskusi terfokus. Hasil penelitian menunjukkan, pertama, keberadaan objek wisata Goa Pindul menyebabkan perubahan dalam a) perekonomian masyarakat, ditandai dengan adanya perubahan jenis pekerjaan yang dimiliki pelaku wisata dan masyarakat sekitar objek wisata, dan adanya peningkatan penghasilan walaupun belum pada semua level masyarakat; b) terjadi perubahan perilaku individu, namun nilai, tradisi dan adat kebiasaan serta peningkatan kebutuhan pendidikan relatif tidak berubah. Kedua, pola jejaring yang terbangun di antara para pelaku wisata Goa Pindul tidak mengindikasikan adanya perbedaan keragaman hubungan dengan pihak lain. Pencarian sumber daya lebih banyak dilakukan dengan pihak yang memiliki kesamaan kepentingan atau perhatian dalam pengembangan kepariwisataan di Kabupaten Gunungkidul.This study aims to describe 1) The economic and social impact of community-based tourism in the context of community empowerment, 2) Pattern of network development in the implementation of community-based nature tourism in improving tourism services. Qualitative research with case study model, conducted in nature-based nature tourism area in the village of Bejiharjo, Karangmojo, Gunung Kidul. Data collection, conducted through observation, documentation and interviews of Dewobejo pokdawis, Wirawisata, Pancawisata and village officials as well as community leaders. Technical data analysis using qualitative analysis techniques of interactive models from Milles and Hubberman, The validity of data supported by triangulation techniques methods and sources, extension of observation and focused discussion. The result of the research shows, firstly, the existence of Goa Pindul tourist attraction caused a change in a) the society economy, marked by the change of work type owned by the tourism actors and the society around the tourism object, and the increase of income although not yet at all level of society; b) there is a change in individual behavior, but the values, traditions and customs and the increase in educational needs are relatively unchanged. Secondly, the networking pattern that was built among the actors of Goa Pindul tourism did not indicate any differences in the diversity of relationships with other parties. The search for more resources is carried out with parties with similar interests or concerns in tourism development in Gunungkidul Regency.

Abstrak Desa adalah suatu lembaga Negara yang merupakan kesatuan masyarakat yang memiliki batas-batas wilayah yang berwenang untuk mengatur dan mengurus kepentingan masyarakat setempat, berdasarkan asal usul dan adat istiadat setempat yang diakui dan dihormati dalam sistem Pemerintahan Negara Kesatuan Republik Indonesia. Salah satu wujud kewenangan desa untuk mengatur kepentingan masyarakatn melalui pembentukkan produk hukum desa dalam bentuk peraturan desa (Perdes). Salah satu tujuan dari pembentukkan produk hukum desa untuk menertibkan penyelenggaraan pemerintahan desa serta mengatur pelaksanaan pembangunan dan pelayanan umum. Peraturan desa yang ada di Desa Buluh Cina hanya mencakup pada perdes tentang Anggaran Belanja Desa dan Bumdes. Melihat dari potensi wisata yang dimiliki Desa Buluh Cina terdapat Danau, Hutan lindung serta keramba ikan. Jika tidak ada aturan yang mengikat maka lambat laun  akan memicu konflik di masyarakat terkait pengelolaan potensi wisata. Oleh karena itu, pemahaman yang benar terhadap fungsi, kedudukan, dan tata cara pembuatan produk hukum desa menjadi hal penting yang harus diketahui oleh aparat pemerintah desa, agar produk hukum yang dibuat benar-benar dapat berfungsi sebagaimana mestinya dan tidak bertentangan dengan peraturan perundangan yang berlaku. Kata Kunci: Desa, Pendampingan, Peraturan   Abstract The village is a state institution which is a community unit that has territorial boundaries that are authorized to regulate and manage the interests of the local community, based on local origins and customs that are recognized and respected in the system of Government of the Unitary State of the Republic of Indonesia. One form of village authority to regulate community interests through the formation of village legal products in the form of village regulations (Perdes). One of the goals of the formation of village legal products is to bring order in the administration of village government and to regulate the implementation of development and public services. The village regulations in Desa Buluh Cina only cover village regulations on Village Expenditures and Bumdes. Seeing from the tourism potential that is owned by the Village of China there are lakes, protected forests and fish cages. If there are no binding rules, it will gradually trigger conflicts in the community related to the management of tourism potential. Therefore, a correct understanding of the functions, position and procedures for making village legal products is an important thing that must be known by village government officials, so that legal products that are made can function properly and are not in conflict with applicable laws and regulations.   Keywords: Village, Assistance, Regulation

Key community-based environmental conservation programmes in Kong Kong Laut, Johor include the river and mangrove ecosystem conservation and management programme. The overall aim of conserving the ecosystem and encouraging local community participation in the programme is to promote the existing eco-tourism potential of the area. This paper entails the outcomes of community-based activities aimed at building the capacities of local communities through community mobilisation, awareness creation and capacity building (i.e. transferred knowledge and skills). Findings indicate that there have been improvements in the river water quality status within the ecosystems over the course of a one-year project, despite relatively small participation among the local communities in the conservation programme. However, it was evident that active participation from a minority group of the local community has contributed to significant human and social capital, suggesting that community empowerment might be crucial for future development. Despite this, a school outreach programme on waste minimisation within the community demonstrated an encouraging level of participation among school children and teachers. The major challenge to maintaining continuous efforts to conserve their environment is the simultaneous developments taking place close to the river and mangrove ecosystems. While it remains a challenge to all the stakeholders, collaborative efforts among the local communities and the university, school, government agencies and private sector have made it possible to strategise for more future approaches that will benefit the whole community.

Abstract: Clean water as a primary need of human which is generally used for drinking, bathing, cooking and washing should be met in terms of quantity, quality, and affordability and sustainability. The government through the national development program of water and sanitation universal access which declared that by 2019, Indonesia will achieve the 100% target of proper clean water and sanitation for the whole Indonesian people. Water supply and Sanitation community-based Program (PAMSIMAS) is one of the prominent programs of the central government that adopt a community-based approach, where the main actors are the society as well as the person in charge to implement the project. PAMSIMAS II was launched in Aceh since January 2013 to April 2016 in which thre e districts joined PAMSIMAS are Aceh Besar, Pidie and Bireuen, with a total number of villages of the program as 46. The study conducted in the District of Aceh Besar with selected 15 (fifteen) villages as research object. This study aims to identify the level of success of PAMSIMAS II and identified community participation in managing water and sanitation infrastructure that has been built by the program. Those things were measured by the factors namely: 1. Adequacy, quality and continuity of water, also 2. Performance of BPSPAM as management body in village.  This study adopt quantitative analysis that supported by qualitative analysis. Data were collected by observation, questionnaires and interviews. At the end the SWOT analysis is performed for the formulation of a strategic planning in or order to make PAMSIMAS sustainable in achieving access of clean water. The result of this research is information about th position of The PAMSIMAS II after the calculation of EFAS and IFAS which conducted based on the questionair that deliver to the actors of PAMSIMAS II in district of Aceh Besar and also recomendation about priority strategy should be conducted for the development of PAMSIMAS II in the future. Abstrak: Air Bersih sebagai kebutuhan utama dalam kehidupan manusia yang umumnya digunakan untuk minum, mandi, memasak dan mencuci sudah seharusnya terpenuhi secara kuantitas, kualitas, terjangkau dan kontinu. Pemerintah melalui program pembangunan nasional akses universal air minum dan sanitasi menetapkan bahwa pada tahun 2019, Indonesia dapat mencapai 100 % target layanan air minum dan sanitasi yang layak. Program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (PAMSIMAS) merupakan salah satu program andalan pemerintah pusat yang menggunakan pendekatan berbasis masyarakat, dimana masyarakat sebagai pelaku utama dan sekaligus penanggungjawab pelaksanaan kegiatan. Program PAMSIMAS II dilaksanakan di Provinsi Aceh mulai tahun 2013 sampai dengan April 2016 di 3 kabupaten yaitu Kabupaten Aceh Besar, Kabupaten Pidie dan Kabupaten Bireuen, dengan total desa yang bergabung adalah 46 Desa.  Penelitian ini dilaksanakan di 15 desa di Kabupaten Aceh Besar sebagai objek penelitian. Penelitian ini bertujuan untuk mengevaluasi keberhasilan Program PAMSIMAS II dan mengindentifikasi peran serta masyarakat dalam mengelola infrastruktur air bersih dan sanitasi yang telah dibangun.  Hal tersebut diukur melalui beberapa faktor, diantaranya: 1. kecukupan, kualitas dan keberlanjutan air dan, 2. Kinerja dari badan pengelola di masyarakat. Penelitian ini menggunakan analisa kuantitatif yang didukung dengan analisa kualitatif. Metode pengumpulan data dengan melakukan observasi, kuesioner dan wawancara. Penelitian ini melakukan Analisa SWOT yang bertujuan untuk perumusan rencana strategis agar Program PAMSIMAS dapat berkesinambungan dalam pemenuhan akan air bersih. Hasil dari penelitian ini berupa identifikasi posisi Program PAMSIMAS II setelah dilakukan perhitungan EFAS dan IFAS yang dilakukan berdasarkan Kuesioner yang telah disebar kepada para pelaksana program PAMSIMAS II, dan kemudian dilanjutkan dengan rekomendasi prioritas strategi yang akan dilakukan untuk pengembangan Program PAMSIMAS II ke depan.

Sayan Village is one of the villages in Ubud that has a lot of potential to be used as a tourism village. The first three great potentials are natural tourism, potential opportunities for water tubing tourism, and also the potential of Puri Sayan as a heritage tourism object in Sayan Village, which is being planned by the village government and local communities. In addition to the three great potentials, Sayan Village also has the potential for water tourism with beji spring sources which are a source of water that is purified by the local community and is usually used for melukat. In this case, the researcher focused more on discussing the development of biology natural tourism which is currently used as the center of tourism village activities in Sayan Village. This study uses collection techniques in the form of observation, interviews, and documentation. The data analysis technique used is descriptive qualitative analysis and SWOT analysis. The technique of determining informants used purposive sampling technique. The results of this study contain the existing conditions of Desa Sayan based on tourism product components, namely attractions, amenities, accessibility, and ancilliary. And the strategy for developing SWOT-based Sayan Tourism Village. So that the strategies obtained produce the best ways to realize one of the missions of Desa Sayan as a sustainable tourism village. Ecotourism activities and the community-based ecotourism model are not new in Bintan District. Some coastal villages such as the Village of Kuala Sempang through Ballond Mangrove Tour and the Village of Pengudang through Pengudang Bintan Mangrove are even able to promote the mangrove forest ecotourism activities managed by the local communities. The success in promoting tourism potential through the concept of ecotourism in these villages certainly brings the hope of empowerment to the communities. Some studies even emphasize that tourism with the concept of ecotourism and community-based ecotourism models can contribute positively and can be used as a means or tool for community empowerment, especially for economically marginalized local communities. However, so far, studies on tourism in Bintan District are more focused on aspects of managing ecotourism activities, evaluating the development of ecotourism, and studying the potential of mangroves, while studies on community empowerment through ecotourism activities are needed to be encouraged to provide understanding based on empirical evidence of the impact and benefits of ecotourism activities for community empowerment, especially in coastal villages. Therefore, this study aims to describe how ecotourism activities empower the communities in coastal villages in Bintan District.

This study aims to describe and analyze community empowerment activities in the Dewo Bronto Tourism Village in Yogyakarta through the concept of Community-Based Tourism. This study uses qualitative research that describes community empowerment through the concept of Community Based Tourism objectively based on data findings in the field. Data collection techniques using observation, interviews, and documentation. Community empowerment in the field of tourism in the tourism village is carried out through various fields such as culinary business, the production of natural dyes of batik, batik training, transportation, arts and cultural attractions. This effort can support the development of tourism in the Dewo Bronto Tourism Village. However, community empowerment needs to be supported by the ability of the community to create a brand for a tourist village so that the Tourism Village is better known by tourists. In the future, it is necessary to do research on millennial communities who are familiar with the digital world so that they can promote the Village Tourism digitally. The village fund is expected village government and technical institutions can realize the vision of Jayapura city government that believes, independent, unified, modern, prosperous based local wisdom.  The city of Jayapura has established the Community Entrepreneurship Agency (BKM) in each village/village/Kelurahan in order to manage the funds of the village/village/Kelurahan more effectively, efficient, precisely targeted to support the governance activities Good and transparent. The purpose of this research is to describe the management of ADD in village community empowerment as well as driving and inhibiting factors. The results showed that optimizing village funds allocation in the development of community entrepreneurship at Village Tobati Jayapura City is already running but not maximally, hence the need for strategy.  STRATEGY (W-O) makes strategy that utilizes the opportunity to overcome weaknesses, namely consist of: Government policy that makes Village Tobati as a demonstration village for tourism, this is an opportunity to add Income or family's confidentiality. The help of Village fund, ADK, ADD the average routine each year.  The commitment of the city government to improve and develop fisheries sector, especially the cultivation of fish cages very smooth and good means of transportation, and the help of the Prospect fund from the years 2016 and 2017 for the business of kiosk, sales Pinang, vegetable sales + Seasoning Kitchen, selling cold beverages + juice jacket, selling yellow rice, handicraft business, business selling pulse, oil kerosene + gasoline, net business. The opportunities mentioned above show that weaknesses in Village Tobati can be overcome well because of the very dominant opportunities in the village. Therefore the need for awareness from the local community to take advantage of the opportunities that exist for the welfare of the family in doing some very promising efforts.
