Ограничительные меры, введенные в связи с распространением коронавирусной инфекции, негативно повлияли на экономическое развитие, оказав существенное воздействие на социальную защиту и ситуацию на рынке труда, в том числе и в образовательной сфере. Целью данной статьи является оценка роли социального развития персонала в усилении конкурентоспособности организации на рынке труда, рассмотрение возрастания значимости профессионального роста как основного элемента мотивационного профиля профессорско-преподавательского состава и усиление данного направления в социальном развитии персонала вуза. Научная новизна статьи заключается в обосновании корректировки программ социального развития персонала в условиях трансформации мотивационного профиля педагогических работников, связанной с изменениями в формате образовательного процесса под воздействием вызовов внешней среды. The restrictive measures introduced in connection with the spread of coronavirus infection negatively affected economic development, having a significant impact on social protection and the situation on the labor market, including in the educational sphere. The scientific novelty of the article lies in the substantiation of the need for changes in the program of social development of personnel in the context of the transformation of the motivational profile of teachers, associated with changes in the format of the educational process under the influence of external environmental challenges.

In the current conditions of development of the international and national economy, an important task of statistical research is to conduct an objective and timely assessment and modeling of the relationship between indicators of economic and social development. Based on the results of these studies, reasonable management influences of the state on the adjustment and regulation of the country’s development are accepted. The article is devoted to the study of the relationship between the main components of economic and social development of the country and the construction of a set of models for forecasting the prospects of the country. The object of the study is the socio-economic condition of the country. The article proposes an algorithmic model for assessing the impact of economic development on society, which allows to identify key economic indicators that influence and shape the social development of the country. The practical value of the algorithmic model is to develop a system of evaluation and selection as a result of modeling the most significant factors that shape the social development of the country. The study confirmed the hypothesis of the dominant impact of economic development on society and determined that the main economic factors are the level of competencies that satisfy the modern labour market, technical development of businesses and their competitiveness in markets.

Adoption of foreign capital and its orientation onto the most advantageous directions, in order to guarantee both the successful development of Croatian tourism and gain profit for the potential investors, represents one of the crucial factors in stimulating the development of the entire Croatian economy with the particular impact on the development of tourism in Croatia. Consequently, special attention should be paid by the relevant Croatian economic organs to the possibilities of the obtainable economic development and to the positive ways of taking advantage of foreign capital in the social development and the employment of home population, and simultaneously avoiding speculative foreign capital which can cause great damage to the Croatian economic system.

ENGLISHPati Regency has a great potential in tapioca industries but the products are not feasible for big industries. Objectives of the research are: (1) to analyze the availability of raw materials for tapioca industries; (2) to analyze the role of tapioca industries in economic development; (3) to analyze the role of tapioca industries in social development; and (4) to analyze the competitiveness of tapioca industries in the study area. The research uses descriptive-quantitative approach. The research uses primary and secondary data. Data collecting uses techniques of interview, field-events and document observation. The analysis uses descriptive. There are some findings in the research. Firstly, the existing product of tapioca has a proportion rate 83.169% of the local raw materials. Secondly, the role of tapioca industries in the economic development is relatively good, in the second rating position among small and medium scale industries with the economic value 233,239,350,000 Rupiahs monthly. Thirdly, the role of tapioca industries in the social development is relatively good, in the third rating position among small and medium scale industries by employing of 3,617 workers. Fourthly, the competitiveness of tapioca industries in the study area is not relatively optimal, which is indicated by: (a) selling out raw materials, (b) the big industries are not willing to use the local tapioca products because of not feasible quality. INDONESIAKabupaten Pati memiliki potensi besar dalam industri tapioka tetapi produk tapioka dianggap kurang layak bagi industri besar. Tujuan Penelitian untuk : (1) menganalisa ketersediaan bahan baku usaha industri tapioka, (2) menganalisa peran usaha industri tapioka dalam pembangunan ekonomi, (3) menganalisa peran usaha industri tapioka dalam pembangunan sosial penyerapan tenaga kerja, (4) menganalisa daya saing usaha industri tapioka di area studi. Penelitian ini menggunakan pendekatan deskriptif kuantitatif. Penelitian menggunakan data primer dan data sekunder. Pengumpulan data dengan teknik wawancara, observasi lapangan dan observasi dokumen. Analisis data secara analisis deskriptif. Ada beberapa temuan dalam penelitian ini. Pertama, eksistensi produksi tapioka berada pada proporsi sebesar 83,169% dari potensi bahan baku lokal yang tersedia. Kedua, peran usaha industri tapioka dalam pembangunan ekonomi relatif baik, menempati peringkat 2 diantara UKM unggulan daerah dengan nilai ekonomi produksi per bulan sebesar Rp233.239.350.000,00. Ketiga, peran usaha industri tapioka dalam pembangunan sosial penyerapan tenaga kerja relatif baik, menempati peringkat 3 diantara UKM dengan penyerapan tenaga kerja sebanyak 3.617 orang. Keempat, daya saing usaha industri tapioka di area studi relatif kurang optimal terindikasi: (a) sebagian bahan baku lokal (ketela) dijual ke luar daerah karena penawaran harga yang kurang kompetitif, (b) perusahaan besar belum mau menggunakan produk tapioka tersebut dengan alasan kualitas kurang layak.

The article examines the state and current trends in the social development of the village as a determinant of the mechanism for managing its economic development. His main problems were identified, including those related to demographic processes, migration, availability of jobs, welfare, accessibility to social infrastructure services. The necessity of elaboration and implementation of an innovative model of social development of the village is proved, which implies application of an integrated approach to the solution of existing problems and demands the implementation of transformations in the system and structure of the mechanisms of state regulation by this process both at the central and local levels. Strategic directions concerning overcoming of negative tendencies of social development of village in the context of formation of innovative economy are systematized. In our opinion, strategic directions of further social development of the village should be as following: Not only the creation of new jobs, but places that are especially attractive to young people. Among the latter, there may be rural green, ecological and agro-tourism, the development of which contributes to the creation of new jobs, the preservation of ecological balance, and the restoration of natural and social resources. After all, in order to provide these types of tourism, it is necessary to build a boarding house, a micro-hotel for tourists in a village, which means to activate the construction industry, retail trade, and service life. The formation of the public opinion on the importance and prestige of agrarian labour by guaranteeing an effective system of its social motivation and protection. The comprehensive assistance to the restoration and further development of the social infrastructure of the village, in particular such important areas as: cultural and domestic services, medical care, construction of well-organized and equipped housing. The overcoming of disproportions at the level of service of rural residents. It should be promoted by increasing the solvent demand of the population for social humanitarian services, which necessitates the expansion of the industrial segment of the economy in the village. The enhancement of authorities’ power and the capacity of communities to carry out the process of controlling and stimulating rational resource use in agricultural enterprises of all forms of ownership, attracting investment in the industrial, social and environmental spheres of rural territories. That is, new technologies, new non-standard forms of management, new approaches to the organization of local income distribution and social services must come from the city to the village. The observance of the minimum funding for rural development (at least 1% of GDP). The creation of the fund for support of the social development of the village at the expense of deductions of economic entities of all forms of the ownership in the amount of 1.5% of their income. The introduction of preferential taxation for newly created enterprises in the village in the case of the innovative nature of their production activities, provision of socially necessary services or the implementation of infrastructural provision of these territories, etc.

Introduction: At the final stage of administrative-territorial reform in Ukraine, it is important to realistically assess the social needs and social problems that exist in newly created territorial communities. Territorial communities should be based on healthy families and healthy individuals, whose initiative will help ensure the continued social development of the community. In its turn, the community should be built on the principles of friendly to its own citizens, meeting their needs, first of all, the needs of the least protected categories - children, people with disabilities and chronic diseases, elderly people. Therefore, integrated social services based on the principles of preserving and promoting health are a tool for solving social problems in the community (Klos, Khudoba, Shkoliar, 2019, p. 26). Purpose. The purpose of the study is to show the importance of using integrated social services in the community based on the principles of preservation and promotion of health as an important means of promoting territorial community development and social development of the country.Methods. The study used theoretical methods of research, in particular, the search and collection of statistical information on the formation, normalization and approval of the composition of territorial communities; collection and analysis of sources on the problem of social services and social protection of the population of territorial communities; systematization of sources and their analysis by blocks of tasks; analysis, comparison, synthesis and implementation of the results of the study of social services based on the principles of promoting and preserving community health.Results. Within the framework of the U-LEAD Program with Europe and the ICO Partnership Every Child, the project “Community for Human: Enhancing Communities' Competence for the Development of Social Services” and understanding the peculiarities of organizing social support for vulnerable segments of the UTC population through the implementation of the social services model. Among the objectives of the project were, inter alia, to study the status of providing local communities with social workers, the range of social services provided in the community, taking into account the real needs of the population in social assistance (ICO Partnership for Every Child, 2019, p. 5-6).The study covered 245 projected territorial communities in Ukraine. Because most communities did not have the information to make appropriate decisions about the services they needed, a special methodology was used to assess the needs of the population in social services. An appropriate tool for monitoring the needs of the population in social services was developed and tested at the Oxford Policy Management Consortium with the participation of the Every Child Partnership, in collaboration with UNICEF, and with financial support from the European Union. The aggregate index of providing the population with social services of the population of the UTC is determined by the set of indicators: the index of provision of social services for children and families with children; index of provision of social care services for orphans and children deprived of family care; the index of provision of social services for the elderly; index of provision of social services for persons with disabilities; index of provision of social services to persons in need of adaptation and integration (reintegration); index of provision of social services to persons in need of emergency or crisis intervention (ICO Partnership for Every Child, 2019, p. 28).Mostly communities use the resource of available social services already at their disposal, their range is limited and needs improvement and review, taking into account real social problems and needs of consumers. An important tool for addressing the issues that are relevant to UTC members is those based on the principles of preserving and promoting health. In particular, social prevention, community representation services, crisis and emergency intervention, social support / patronage, asylum, home care, day care, supported living.Conclusion: The study of the results of the mentioned project and the current state of providing territorial communities with social services lead to the conclusion that there is a high level of community needs for social work professionals who are able and able to provide integrated social services in the community on the grounds of preservation and promotion of health. To do this, professional training of skilled social workers for the provision of integrated social services in the community should be stepped up

Relevance of research topic. Development is determined by consecutive social and structural formations that describe economic systems of particular societies, religion, features of the social structure, demographic factors, discoveries, inventions, culture diffusions, social movements. In the 21st century, the global economy has been subject to changes. Currently, greater attention is drawn to knowledge, modern technologies and innovations. Development consists of many factors, e.g. geographical location, natural resources, financial capital, human capital, use of modern technologies, government policy. The Lublin Voivodeship is one of the poorest developing regions of Poland. Subject of research. This paper is about the social and economic development of the Lublin Voivodeship. Purpose. Theoretical and practical analysis of theoretical and practical dimensions of the social and economic development based on the example of Lublin Voivodeship. Methods. Analysis of statistical data correlated with an analysis of literature sources. Study results. So far the Lublin Voivodeship has been mainly an agricultural region. The lack of well-developed industrialisation and land fragmentation are conditioned by the situation from before ages. The Lublin region is also relatively poorly developed with regard to infrastructure. Migrations from the region also pose a threat. Its great potential in the form of academic facilities and tourism constitutes its advantage. Application of results. Research of economic and social development problems, regional studies, educational process. Conclusions according to the article. Long-term development of the Lublin region should be based on its identified advantages. As data show, they include agricultural production, well-educated employees and tourist assets of the region. The 2014-2020 Strategy for the Lublin Voivodeship Development establishes four strategic directions of activities: strengthening of the region's urban development; restructuring of agriculture and development of rural areas; selective increase in the potential of knowledge, technological advancement, regional entrepreneurship; functional, both spatial and social (cultural) integration of the region. A part of solutions introducing changes should be initiated at the local, self-governmental level. Activities aimed at the development of subregional towns, connected with transfer of some services from Lublin, which already has the good development potential, are important. Use of support at the regional level and use of the EU funds under implemented programmes are necessary.

The study of some indicators of the components of socio-economic development of the region on the example of Vinnytsia region, namely production, financial, demographic, scientific and technical, social, environmental. It is stated that the provision of socio-economic development of the territorial community is realized through the financial content of the social sphere at the expense of own municipal funds and subsidies from the state budget. The assessment of expenditures proves that the social protection of the Vinnytsia region ensures compliance with the constitutional guarantees of citizens. The studied indicators of the Vinnytsia region prove that the socio-economic development of the community is aimed at ensuring the statutory guarantees of social protection of citizens, as well as streamlining the existing system of municipal assistance, benefits and compensation. One of the most successful system technologies that allows you to assess the impact of external and internal factors is a SWOT-analysis. The results of the SWOT analysis make it possible to assess the ability to withstand threats, as well as to overcome internal shortcomings. Thus, the internal factors of socio-economic development of the Vinnytsia region are dominated by strengths. With regard to agriculture and industry, the situation in the region is currently exacerbated by a shortage of skilled labor, namely, specialists in engineering and manufacturing. External labor migration increases the risk of further development of the labor industry. Declared indicators of socio-economic development of the territorial community are considered in terms of a set of different social and economic goals, rational and reasonable use of municipal and state financial resources. The given separate indicators characterizing social and economic development of territorial community allow to define acceptability of conditions for life and development of the person, social and economic stability of community. Changes in social and economic indicators under the influence of internal factors are the basis for the formation of qualitative socio-economic development of the region and the state as a whole.

The article presents the essence and ways of the gender aspect of social development of future specialists in the socionomic sphere. Several legislative documents on the establishment of gender equality adopted at the state level in Ukraine are analyzed. The necessity of developing the gender aspect of specialists in the socionomic sphere is substantiated. Analyzed components: «gender» (one of the basic components of the social structure of society), «sociality» (acquired in the course of human life in society supra-individual structure of his personality), «hidden curriculum» (what is latently broadcast to students in parallel with the official curriculum). The components of the development of the gender component of human sociality (cognitive, value, emotional-personal activity-behavioural), which are formed based on the social experience of the individual, values of gender equality, subjectivity in gender construction, gender sensitivity, gender tolerance, empathy behavioural strategies. Theoretical provisions for the development of a safe and healthy educational environment are outlined. It is established that in practice the development of the gender component of the sociality of students of socionic specialities in the conditions of pedagogical higher education establishment becomes possible through the implementation of the following areas of work: organization of meetings with representatives of units concerned with prevention and prevention of discrimination; updating of programs and material of initial disciplines taking into account the leading principles of gender-sensitive approach; introduction of certain topics on gender issues into the educational process; promoting the self-education of student youth on the implementation of gender policy; creation of gender promotion centres in higher education institutions.

Abstract: South Africa has made significant strides in growing its social security and social development system to reduce poverty and inequality since the advent of democracy in 1994. The country’s rights-based and redistributive social protection system builds on earlier social policies and was substantively refashioned to address the country’s colonial and apartheid legacy. This chapter documents the South African case with reference to the following themes: first, it sets out the social and economic challenges facing the country in relation to poverty and inequality. Second, it demonstrates the conceptual and policy significance of the South African case in relation to the rise of social protection policies to promote inclusive development in countries in the Global South. The South African welfare regime is the third theme. It focuses on the evolution of social security and social development, discusses the features of the approach, the nature and scope of social protection policies and their impacts. Finally, the chapter concludes by considering the policy issues and future trajectory of social protection in South Africa.
