Статья посвящена рассмотрению особенностей появления и распространения в мире феноменов «академический капитализм», «университетское предпринимательство», нового типа организации деятельности университетов, ориентированных на предпринимательство в сфере образования. Целью статьи является исследование теоретико-методологических основ инновационного развития системы образования на базе анализа феномена университетского (академического) предпринимательства, оценки его роли в инновационном развитии общества и на основе изучения исторических причинно-следственных связей - рассмотрение причин возникновения «академического капитализма» и развития университетского предпринимательства. В статье определено, что «академический капитализм» является интеллектуально-знаниевой предпринимательской составляющей капиталистической экономической системы, которая непосредственно влияет на его подсистемы - производительные силы, технико-экономические и производственные отношения, хозяйственный механизм. Научная новизна полученных результатов заключается в обосновании такого феномена как «академический капитализм», позволяющего эффективное использование его технологии и получение выгоды от академического (университетского) предпринимательства образовательным организациям России для достижения научно-технических, технологических и финансовых успехов. The article is devoted to the consideration of the peculiarities of the emergence and spread of the phenomena of «academic capitalism», «university entrepreneurship» in the world, a new type of organization of the activities of universities focused on entrepreneurship in the field of education. The purpose of the article is to study the theoretical and methodological foundations of the innovative development of the education system based on the analysis of the phenomenon of university (academic) entrepreneurship, assessment of its role in the innovative development of society and based on the study of historical causal relationships - consideration of the causes of the emergence of «academic capitalism» and the development of university entrepreneurship ... It is determined that «academic capitalism» is the intellectual and knowledge entrepreneurial component of the capitalist economic system, which directly affects its subsystems - productive forces, technical, economic and production relations, economic mechanism. The scientific novelty of the results obtained lies in the justification of such a phenomenon as «academic capitalism», which allows the effective use of its technology and benefits from academic (university) entrepreneurship to educational organizations in Russia to achieve scientific, technical, technological and financial success.

The purpose of the work is to study the complex essence of higher education as an integral part of the anthroposphere (technosphere); to define the main fundamental tasks of innovative academic (university) entrepreneurship; to study the main types of innovations initiated by academic capitalism in the higher education system, which can lead to innovative changes and its classification; to determine the main objects of innovation activity in the field of higher education and science and expedient directions of further innovative development of higher education in Ukraine; to study the types of innovations in the higher education system. Innovative transformations in the sphere of higher education and science are considered by the authors as objectively conditioned transformational changes caused by the environment of academic capitalism. The core of the study is academic or university entrepreneurship based on the market relations spread by academic capitalism in the sphere of scientific and educational activities of universities, research institutes and other institutions and organizations of this field. An important basis of scientific work is the application to national conditions of the Triple helix model of innovation of N. Etzkowitz on the innovative development of society. Scientific novelty consists of the following: the world experience of innovative transformations in the sphere of higher education and science occurring under conditions of academic capitalism is studied; theoretical data for new approaches in understanding of innovative transformations in the sphere of higher education and science which are economic categories and occur under market laws are formulated and offered; new approaches for further innovative reformation of higher education and science under conditions of academic capitalism are offered. A new scientific term of “innovatics of higher education” has been put into circulation. Provisions on the uniqueness of the essence of higher education, the main fundamental tasks of innovative academic (university) entrepreneurship, the types of innovations initiated by academic capitalism in higher education that can lead to innovative changes, and their classification of both theoretical and practical importance for the development of domestic science and higher education are proposed. The main objects of innovative activity in the sphere of higher education and science, the corresponding directions of further innovative development of higher education in Ukraine, as well as the types of innovations in higher education that can lead to innovative changes are also defined.

The author analyzes the features of the appearance, existence and world spread “academic capitalism”, “academic (or university) entrepreneurship” phenomena, as well as a new type of university-oriented universities – “entrepreneurial universities”. The reasons for the emergence of “academic capitalism” in the United States have been examined. It has been noted that “academic capitalism” is an intellectual, knowledge-based entrepreneurial component of the economic system of capitalism and directly affects its subsystems – productive forces, technical and economic relations, industrial relations and economic mechanism. It has been noted that academic capitalism is a specific type of a holistic process of expanded capitalist reproduction, dissemination and consumption of new knowledge as intellectual capital and intellectual property, technics, technologies, methods and techniques for the formation of innovative means of production, the identification of new resources and innovative methods of management. The authors consider the theoretical and methodological foundations of the innovative development of higher education based on a comprehensive analysis of university (academic) entrepreneurship phenomenon. Assessment of its role in the innovative development of society and on the basis of a study of the historical cause and effect relationships of the emergence of “academic capitalism” and the development of university entrepreneurship. It has been also indicated that the causal relationship between the emergence of “academic capitalism” and the emergence of university entrepreneurship should be studied in a sequence of interrelated events and stages of development of society, science and higher education, as its components. The scheme of the process of evolution of new knowledge in the system of creating knowledge from the beginning of R&D to the commercialization has been considered. The authors’ research will be useful for the further development of national economic and entrepreneurial education, own academic (university) entrepreneurship and innovative reform of higher education in Ukraine.

The article highlights the theoretical approaches to the definition of the concepts of small and medium-sized businesses. The relevance of the research is determined by the need to solve the problem of the development of small and medium-sized businesses in the agricultural sector in the context of digital transformation, the development and justification of directions for improving its development. The scientific novelty of the study is the formation of a complex for assessing the development of small forms of agricultural production, which allows us to develop priority strategic directions of development, including aspects of modernization of agricultural production and innovative development. The indicators of the development of small and medium-sized businesses in the agricultural sector are studied. The article is devoted to the research of theoretical and methodological principles of formation of the basic elements of the mechanism of providing innovativ edevelopment of domestic enterprises. The urgency of a thorough study of the elements of forming a mechanism for ensuring the innovative development of industrial enterprises, which effective use of which all ows to increase the competitivenes sof the enterprise, contributing to the achievement of certaingoals and align them with the task sin the direction of their solution. The purpose of the article is to form the basic elements of the mechanism for ensuring innovative development of industrial enterprises. The object of research is the innovative development of industrial enterprises. The subject of the study is the formation of the mechanism of providing innovative development of industrial enterprises. The methodological basis of the research is general scientific and special methods of cognition, research and research literature, scientific works of main elements of formation of the mechanism of providing innovative development of industrial enterprises. The essence of the mechanism and the basic conditions for its provisionared etermined. It is proved that the overall result of the mechanism is to achieve current and predicted indicators that will be better than competitors indifferent are asof the enterprise, which will ensuret argeted innovation and technological transformation sat the enterprise. The structurals cheme of the main elements of the mechanism for providing innovative development of the enterpriseis presented, which should contain the established goal and settasks, functions and principles, the basic requirements, that are put to the formation of the mechanism, the components of ensuring the operation of the mechanism that ensure the achievement of the set innovation goals. In addition, the sequence of actions to develop a mechanism for providing innovative development of the enterprise is proposed. The main levers that ensure the operation of the mechanis matthenational and regional level sas well as atthe enterprise level are highlighted. Furt her research will address the issue sof developing monitoring of industrial innovation impvement process esaimed attracking enterprise innovation performance indicators and improving the irimplementation of appropriate measures.

Institutional and innovative components of competitive development of agrarian enterprises have been found to be key and directly affect one another. Instruments for stimulating the innovative development of agricultural enterprises should be applied systematically, based on state innovation programs and strategies. In this context, the priorities of territorial innovative development of agro-formations are appropriate, provided the adaptation of existing and development of new state programs aimed at the development of innovative infrastructure, the formation of its new organizational forms, the support of innovative partnerships, the protection of intellectual property, and the promotion of venture financing. Also, the expected economic effects of the implementation of the model of institutional regulation of the competitive development of enterprises in the agrarian sector include the formation of important tools for improving the investment environment to ensure innovative production, maximize the effective use of the geopolitical position benefits, increasing export potential. The adaptive model of competitive development of the agrarian enterprises, the quintessence of which is based on econometric tools and the implementation of a set of economic and organizational tools and mechanisms for increasing competitiveness for leveling industry controversies and ensuring the formation of sustainable competitive advantages by agroformations through increased multiplier effect and synergy effect is developed.

Factors that have the most significant impact on the innovative development of the regions of Ukraine were identifies in the article, taking into account the current trends of globalization and regionalization. The region is a complex socio-economic system. Its functioning determined by external environment factors. Moreover, these factors determine the opportunities and prospects of the regional further development. Nowadays the sustainable development of the region, the regional economic complex and economic entities possible only with sufficient resourcing and the implementation of various kinds of innovations. This requires adoption of the latest tools and effective management of all aspects of economic activity, creating opportunities for innovation. The assessment of the innovation development factors for region made based on the systemic and evolution approaches. The general analysis of the trends in the innovative development of the regions of Ukraine, carried out in the article, indicates significant regional differentiation and downward dynamics indicators (namely, the number of performers of scientific and scientific-technical works and the number of innovatively active enterprises) However, the number of implemented innovative technological processes increased. The construction of a matrix of connections between factors of regional innovation and resource clusters carried out using the method of Quality Function Deployment. Data, obtained as a result of the analysis of the factors of innovative development of the region, grounded that substantiate the strategic importance of information and technological clusters of resources for ensuring such development, as well as the competitiveness of the region in conditions of permanent dynamic changes in the external environment. Besides, innovative development as an effective direction for modernizing the economic complex of the region. It should be carried out based on mobilizing endogenous factors – the available internal resources, among which clusters of information and technological resources are the most significant.

The relevance of the study is to create conditions and ensure the functioning of hotel and restaurant businesses in the conditions imposed by the state, quarantine restrictive measures in connection with the pandemic of viral diseases. The purpose of research. Scientific substantiation, features and practical recommendations for the introduction of robotic and automated systems that will allow hospitality enterprises to operate in the conditions imposed by the state quarantine restrictive measures. Methods. The methodological basis of the study is a comprehensive approach between problem statement and analysis of research results using new modern approaches. The scientific novelty lies in the regularity of processes and scientific substantiation of the latest technologies and methods of effective use in the hotel and restaurant business in the context of viral diseases. The article is devoted to technological innovations, problems of their implementation at the industry level and at the level of construction organizations. The factors hindering the introduction of innovations in the investment construction complex are identified. Measures of state support for this process are proposed. Recommendations are given for improving the mechanisms for introducing innovations in the investment construction complex. Technological progress determines the pace and strategic directions of construction development. Since the construction industry sets the pace of economic development and is an important sector of the economy of many countries of the world, there is no doubt about the relevance of the problem under study. The introduction of technologies has contributed to the dynamic development of construction services in the last few years in developed countries. The purpose of the study is to analyze the prerequisites for the strategic development of construction based on scientific and technical development, as well as to identify growth restrictions in the regions of the country. The following research methods have been used by the author - system, situational, network approaches, modeling of socio-economic processes. In the course of the study theoretical approaches to the development of construction in the conditions of scientific-technical progress were considered; a model of strategic development of the industry was presented, including legal documents, in particular the draft Strategy for construction until 2030. The transition to an innovative development path is a complex process that requires a unified policy at the regional and local levels. The article reveals the problems of the construction complex innovative development and substantiates the factors that stimulate its transition to a new technological structure. Despite certain difficulties, the construction sector has many prospects for further development, but there are restrictions related to financing, risks, and methodological support for evaluating innovations

The number and scope of faculty and institutions involved in academic entrepreneurship continues to expand, and this has significant implications for universities, involving potentially wonderful opportunities but also dire risks. This paper looks beyond academic capitalism, a theory that currently dominates the study of higher education, by introducing several other theoretical frameworks for interpretation of academic entrepreneurship: resource dependence theory, the Triple Helix model, and Mode 2 knowledge production. Acknowledging the fact that academic capitalism significantly furthers our understanding of academic entrepreneurship, I argue that these other conceptual propositions are constructive in enlightening perspectives on the various aspects of academic entrepreneurship, although as of yet no single work completely explains all facets of this complicated issue.
