Construction services are useful in terms of various means to support the achievement of national development goals. Regarding the services of this construction, stipulated in Act No. 18 of 1999 and its amendments, let the rules of its implementation. However, in the implementation can not run optimally, because there are obstacles, so it requires an effort for physical development services for the public benefit can be beneficial to the community. Quality of service in the public sector is a key word to revive public confidence in the government.

There have been a large number of such events in the world over the past year that cannot be called ordinary. The most difficult of them is the public challenge of spreading the COVID-19 coronavirus. Ukraine is not an exception to the countries affected by the pandemic. Measures to overcome this problem involve the coordinated work both of all government agencies and society. The police, as one of the agencies that directly enforces certain restrictions caused by anti-epidemic measures, and the contact of the population and the authorities on law enforcement activity, must master new ways of carrying out professional activities. The pandemic has complicated all public relations in the country without exception. Forms of realization of law enforcement function did not become an exception. Thus, the powers of the police have expanded to some extent due to the need to respect human rights’ restrictions in the context of combating the spread of the disease. Such functions are necessary, but their availability and necessity are questionable from the point of view of the population. The police have the duty to stop the offenses and prosecute those who violate the law regarding certain restrictions caused by the pandemic. At the same time, the majority of the population does not take seriously the appeals of health care authorities and quarantine requirements. This complicates the difficult relationship between the police and the public, since the latter does not perceive police activity in this case as legal and necessary. This leads to exacerbation of conflicts and contradictions. The constant confrontation between these entities significantly affects the level of security and quality of law enforcement activity. The relevance of the study is explained by the importance of police actions in the context of ensuring the compliance of the population with quarantine restrictions. Besides, a large amount of negative material on the Internet provokes the population to negative perception of police activities. However, it may be successful period for the formation of trust, partnership between the police and the population in regard to the situation where solving the problem (spread of the pandemic) requires the mobilization of both the population and the government. Given the above, the authors of the article have analyzed the key problems of community policing in terms of today’s challenges. The authors have developed propositions to improve the forms, methods and techniques of policing to maintain the appropriate level of public confidence in its activities. The obtained results can be further used in scientific and practical activities. The work can become a basis for further research, ground for the implementation of new forms of activities by practical units. The results of the study should be also taken into account during further rule-making activities.

The past decade has seen the growth of a considerable literature on the link between government popularity, as reflected by the proportion of the public indicating their intention to vote for the government in opinion polls, and the state of the economy, as represented by certain key variables. The work began in the early 1970s with articles by Goodhart and Bhansali, Mueller, and Kramer. It continued through the decade; some of the more recent contributions can be found in a set of readings edited by Hibbs and Fassbender. However, despite the amount and quality of this work, problems remain. Principal amongst these, as Chrystal and Alt have pointed out, is the inability to estimate a relationship which exhibits any degree of stability either over time or between researchers. Nearly all the studies have been successful in finding a significant relationship for specific time periods, but when these are extended, or when the function is used to forecast outside the original estimation period, the relationship appears to break down.

AbstrakPersoalan utama dalam upaya penanganan wabah Covid-19 adalah pemerintah kesulitan memperoleh kepatuhan masyarakat untuk mentaati kebijakannya sesuai protokol kesehatan. Berbagai kebijakan ataupun himbauan pemerintah tentang protokol kesehatan terkesan diabaikan atau tidak dipatuhi masyarakat. Studi ini menggunakan konsep legitimasi untuk memahami  ketidakpatuhan masyarakat dalam upaya penanganan wabah Covid-19. Metode yang digunakan dalam studi ini adalah penelurusan kepustakaan dan dokumentasi. Hasil studi menunjukkan bawha dalam penanganan Covid-19 pemerintah mengalami krisis legitimasi, sehingga pememerintah mendapatkan tentangan (resistensi), dan kepercayaan masyarakat terhadap hukum, peraturan dan keputusannya akan meluap. Hal terjadi karena pencintraan politik berlebihan yang hanya melahirkan demokrasi semu tanpa fondasi politik yang kuat. Pemerintah seperti ini sulit mengharapkan kepatuhan masyarakat dalam situasi krisis. Kata Kunci: pandemi global, krisis legitimasi, politik pencitraan Abstract The main problem in the efforts to deal with the Covid-19 outbreak was that the government had difficulty obtaining community compliance to comply with its policies according to health protocols. Various policies or government appeals on health protocols appear to be ignored or not obeyed by the public. This study uses the concept of legitimacy to understand community non-compliance in efforts to deal with the Covid-19 outbreak. The method used in this study is searching literature and documentation. The results of the study showed that in handling Covid-19 the government experienced a crisis of legitimacy, so that the government received opposition (resistance), and public confidence in the laws, regulations and decisions would overflow. This happened because of excessive political intelligence which only gave birth to pseudo democracy without a strong political foundation. <p><em>Kenya needs substantial and sustained fiscal consolidation to create fiscal space for financing the government’s election pledges, the Vision 2030 development projects, and sustainable development goals. However, the government has found it hard to sustain its fiscal consolidation attempts. This study investigates the fiscal consolidation constraints that act through the budget imbalance dynamics in Kenya using the </em><em>Olivera-Tanzi effect approach.</em><em> The study covers the period 2000-2015</em><em> using time series data and employs three </em><em>Auto-regressive Distributed Lag (ARDL) error correction models</em><em> in the analysis. The study showed that a </em><em>rise in the general price levels in the economy, adjustment of minimum wages, rise</em><em> in perceived levels of corruption in the public sector and the political budget cycles (occurrence of a general election) worsen the budget imbalances (deficits) thus </em><em>constrain fiscal consolidation efforts in Kenya. The study also demonstrated that </em><em>budget imbalance dynamics in Kenya could partly be explained by the Olivera-Tanzi proposition. </em><em>The study rec</em><em>ommends measures to reduce the fiscal imbalance gap in Kenya, which include controlling both supply and demand side inflationary pressure and dealing with rent seeking behavior in the public sector.</em></p>

Indicator of Indonesian’s national development is the quality of education. Islamic school’s funding is an important instrument to improve access, quality, and competitiveness of educational institution. Islamic schools education funding source are joint responsibility of the government and the community. Community-sources funding is managed by the Islamic school committee and supervised by the internal supervisor. Moreover, the financial management was carried out with the following mechanism: submitting the proposal from the Islamic school to the committee, approving the proposal, disbursement process, and then reporting the agenda to the Islamic school committee. Therefore, the committee’s internal supervisor is controlled every 6 months. In addition, the following barriers come from the parents and student.

The rapid technology development and information made public (community) being so critical to the policies was taken by the government. This requires police institution to maintain of security guards, public order, enforce the law, provides protection, aegis and service to the community. Public Relations (PR) is an agency which have a duty to understand and evaluate a variety of public opinion in order to help to create harmony between particular agencies with the public. In order to increase quality of human resources in Police Department are required personnel with the ability in resolving problems the happens in society. In resolving these problems, that needed cooperation between police department, college and the community. The contribution of college to police department and the community with conducting the devotion to the community in cooperation Polresta Tangerang. The method in use in devotion community is by providing training of the role of public relations to Polresta Tangerang members through zoom cloud meeting. The role of public relations training aimed at giving public knowledge include similarity in communication, public relations function, basic principles of public relations, the management of the community and management of media relations may be good quality police. The evaluation of the training be concluded that the training that performed capable of increase understanding participants on the role of public relations.

The diversity of Indonesian culture is a strong basic capital in development. The government has realized that cultural treasures in Indonesia are valuable assets. Cultural development is one of the government's efforts to improve the welfare and quality of human life in Indonesia. To measure the quality of human life, the Human Development Index (HDI) indicator is used, which explains how the population can access the results of development in obtaining income, health, education, and so on. The Cultural Development Index (CDI) is an instrument used to measure the achievements of cultural development performance, which consists of 7 dimensions, namely dimensions of cultural economy, education, socio-cultural resilience, cultural heritage, cultural expression, cultural literacy, and gender. To find out how much influence the CDI has on HDI in Indonesia, a simple linear regression statistical method is used. The result of this study illustrate that the CDI and HDI have a positive relationship, that is, the higher the CDI achievement, the higher the HDI achievement of a region. From the result of R Square shows that 40 percent of the HDI variable can be explained by the CDI variable, while the rest can be explained by other factors. Through a simple linear regression statistical analysis test found that every one percent increase in the CDI, will increase the HDI by 0.437 percent. This finding is expected to provide recommendations to the government regarding cultural-based national development. All development planning must also consider cultural development.

Corruption in the public and private sector has become a major problem to the government. Corruption is a serious problem that has become a topic of debate lately, especially in the mass media. Several negative effects will arise as a result of this corruption problem. The main objective of this paper is to analyse the prevailing corruption in land administration. Thus, the trend of corruption in land administration is deeply rooted and it could jeopardize public confidence in the institution of land office. This paper aims to identify the factors of the problem of corruption, recommendations and solutions to curb these crimes from occurring and to identify whether Malaysian Anti-Corruption Commission (MACC Act 2009) is able to provide solutions to the problems of the crime. The library research and content analysis method are being used in this study. The finding of this research shows that there are several factors of corruption have been identified occurring in the land administration. The MACC Act 2009 appears to have a lot of loopholes in the effort to curb the problem of corruption. This study will highlight some of the proposed recommendations according to Islamic perspective to ensure the interests and rights of all parties involved.   Keywords: corruption, land administration, Malaysian Anti-Corruption Commission Act 2009, recommendations and solutions according to Islamic law.   Rasuah dalam sektor awam dan swasta telah menjadi satu masalah utama bagi kerajaan. Rasuah merupakan gejala serius yang sering menjadi topik perbincangan sejak akhir-akhir ini terutamanya dalam media massa. Di samping itu juga, pelbagai kesan negatif yang akan timbul akibat daripada masalah rasuah ini. Objektif utama penulisan ini di buat adalah untuk melihat gejala rasuah yang berlaku dalam pentadbiran tanah. Justeru itu, trend jenayah rasuah dalam pentadbiran tanah yang semakin meningkat amatlah membimbangkan kerana ia boleh menggugat kepercayaan orang ramai terhadap institusi pejabat tanah. Kertas kerja ini bertujuan untuk mengenal pasti punca masalah rasuah, beberapa cadangan penambahbaikan dan jalan penyelesaian bagi mengekang jenayah ini dari terus berlaku. Perbincangan ini turut mengupas Akta Suruhanjaya Pencegahan Rasuah Malaysia 2009 (ASPRM 2009) adakah mampu memberi penyelesaian kepada permasalahan jenayah ini. Kajian kepustakaan dan kaedah analisis kandungan digunakan dalam kajian ini. Hasil kajian mendapati terdapat beberapa punca masalah rasuah yang telah dikenal pasti berlaku dalam pentadbiran tanah dan ASPRM 2009 turut dilihat masih longgar dalam usaha untuk mengekang masalah rasuah ini. Penulisan ini akan mengutarakan beberapa cadangan penambahbaikan menurut perspektif Islam dalam menjamin kepentingan dan hak-hak semua pihak yang terlibat.   Kata kunci: rasuah, pentadbiran tanah, Akta Suruhanjaya Pencegahan Rasuah Malaysia 2009, cadangan dan penyelesaian menurut undang-undang Islam.

AbstractThe objective of this research is to verify the level of relationship between the mechanisms of corporate governance and the performance of the companies of the public subsector, listed on BM&FBovespa. The research was based on the financial statements from 2010 to 2014, obtained on the BM&FBovespa website, resulting in a sample of 63 companies with 315 observations. In order to calculate the performance proxy of the company, the ROA was used, and for the calculation of the proxies of the corporate governance mechanisms were used for the quality of the audit, the concentration of ownership in common shares and preferred shares, participation in the levels of governance of BM&FBovespa, number of shares held by the government and number of directors in the Board, adapted from the Mollah and Zaman (2015) survey. Convergence with national and international research, the findings of the study showed that such variables as quality of profit, concentration of ownership in preferred shares, participation in governance levels and size of the Board are positively related to the performance of the company; already a concentration of ownership in common shares and number of shares held by the government are negatively related to performance. For future reference, it is recommended to expand other sectors of the market as well as to use other mechanisms of corporate governance, presented in the literature.Keywords: Corporate Governance. Public Subsector.Mecanismos de governança corporativa e desempenho: análise das companhias do subsetor de utilidade pública listadas na BM&FBovespa Resumo O objetivo da pesquisa foi o de verificar o nível de relação entre os mecanismos de governança corporativa e o desempenho das empresas do subsetor de utilidade pública, listadas na BM&FBovespa. A pesquisa teve como base os dados das demonstrações financeiras de 2010 a 2014, obtidas no sítio eletrônico da BM&FBovespa, resultando assim, em uma amostra de 63 empresas, com 315 observações. Para o cálculo da proxy de desempenho da empresa foi utilizado o ROA, e para o cálculo das proxies dos mecanismos de governança corporativa foram utilizadas a qualidade da auditoria, concentração de propriedade em ações ordinárias e em ações preferenciais, participação nos níveis de governança da BM&FBovespa, número de ações mantidas pelo governo e número de diretores no Conselho, adaptado da pesquisa de Mollah e Zaman (2015). Convergente com pesquisas nacionais e internacionais, os achados desse estudo evidenciaram que as variáveis qualidade do lucro, concentração de propriedade em ações preferenciais, participação nos níveis de governança e tamanho do Conselho são positivamente relacionados com o desempenho da empresa; já a concentração de propriedade em ações ordinárias e o número de ações mantidas pelo governo são negativamente relacionadas com o desempenho. Para pesquisas futuras, recomenda-se ampliar a outros setores do mercado bem como utilizar outros mecanismos de governança corporativa, presentes na literatura.Palavras-chave: Governança Corporativa. <p><em>In 2018, the quality of Indonesian human resources was ranked 87 out of 157 countries. The good growth of Indonesian human resources, of course, starts from the womb or prenatal period, under five years of age, children, adolescents, to working productive ages. This study chose the topic of stunting, because of the urgency to improve the competitiveness of Indonesian human resources in the regional and international realms. Superior human resources are certainly formed from a long process since childhood. This paper aims to apply the concept of sustainable development goals (SDGs) as a framework adopted by the Government of Indonesia in reducing the prevalence of stunting cases and to provide the latest holistic analysis regarding the implementation of SDGs policies by the Government of Indonesia in reducing the prevalence of stunting cases. This study used qualitative research methods. The result of this research is that collaboration between state and non-state actors is needed to handle stunting cases in Indonesia. Starting from the synergy between ministries / institutions and collaboration with academics, public health scholars, companies, and foreign parties. These results are important as recommendations for each stakeholder in implementing the SDGs concept to reduce the prevalence of stunting cases in Indonesia.</em></p>
