Therefore, the aim of this article is to examine the genesis and formation of the tourism industry in Kazakhstan and it considers how the situation in the tourism industry has regressed or progressed historically since independence. In addition, the article indicates what changes have taken place in the tourism industry in Kazakhstan over the past decade, as well as how the tourism industry has been influenced by government policy and incentive mechanisms. The data for this article was collected from the National Committee on Statistics, Kazakhstan Tourism Association, National Committee on Tourism Industry as well as the official information portal of the Republic of Kazakhstan on tourism. National regulations, programs, international and national reports have been used as a theoretical and methodological base for analysis and review. The article outlines the main problems that hinder the development of the tourism industry in Kazakhstan, and on this basis, some policy recommendations are proposed. The tourism sector has to adopt a principal part in conserving and improving the situation in order to safeguard tourism’s largest commodity, and assure the on-going success of the industry. Communities and tour operators must form a powerful association and acknowledge each other’s crucial involvement. The objective of our work is to clarify key factors hindering the development of tourism in the district. The study is aimed at examining the state of natural objects and determining their importance for locals, vacationers, and the district as a whole. In this regard, a problem integrity scope and a networked approach to the accompanying analysis reveal the mechanisms that contribute to the conservation of biological diversity of natural objects and their rational, scientifically grounded use in the tourism industry in accordance with the principles of sustainable development. The set of problems that impede the active promotion of tourism were identified. However, these problems are typical not only for the studied district but also many other remote areas of the Russian Federation.

Introduction. The topic is of relevance due to the need to study tourist flows in terms of the geography of tourist trips in order to analyze and compare the directions of the flows. The problem is that the authorities responsible for tourism management in the region and tourism organizations do not always pay due attention to the geography of the tourist flow and to its optimization in terms of the interests of the region itself. At the same time, the identified trends can be taken into consideration in order to improve and increase the efficiency of the tourism industry in the region and when making managerial decisions in the tourism sector. Based on the results of the study conducted, the article characterizes the travel destinations of Mordovian tourists, reveals trends, and proposes measures to solve the identified problems.
