State-owned Enterprise (BUMN), as one of the pillars of the Indonesian economy, is guided by the outline of the 1945 contusion and the existence of private entities and cooperatives. In principle, the state's involvement in these activities reflects the substance of article 33 of the amendment of the 1945 constitution. One of the missions of BUMN is to serve by innovating. Public policy innovating is a necessity that must be done to overcome problems that exist in society. From the point of view of public policy studies and public services, it can be seen that the government has developed several SOE development strategies that lead the country to face charges in the organizational environment and also to reduce the negative label attached to the bureaucracy. One of the goals of public policy innovation is to improve the quality of public services. The obstacle faced in public policy innovation is that there is no comprehensive study on the development and sustainability of policy innovation in public services in Indonesia

In this reform era, public policy has become an essential matter for every citizen. Therefore, the government must be able to make public policies that are pro-society. Here the government is required not only to make right or wrong policies based on law but also to see the ethical and moral dimensions in society. An act that is law-abiding is not inherently moral and ethically correct. This study aims to clarify the importance of morality and ethics for decision-making officials by offering an overview of public policy ethics in Indonesia in general.

The Ombudsman as an external oversight body for official performance, in Fikih Siyasah (constitutionality in Islam) is included in the supervision stipulated in legislation (al-musahabah al-qomariyah). Supervision is done so that public service delivery to the community is in accordance with the rights of the community. This is done because in carrying out its duties, officials are very likely to conduct mal administration, which is bad public services that cause harm to the community. The Ombudsman is an institution authorized to resolve the mal administration issue, in which one of its products is by issuing a recommendation. Although Law No. 37 of 2018 on the Ombudsman of the Republic of Indonesia states that the recommendation is mandatory, theombudsman's recommendations have not been implemented. This is due to differences in point of view, ie on the one hand in the context of law enforcement, but on the other hand the implementation of the recommendation is considered as a means of opening the disgrace of officials. Recommendations are the last alternative of Ombudsman's efforts to resolve the mal administration case, given that a win-win solution is the goal, then mediation becomes the main effort. This is in accordance with the condition of the Muslim majority of Indonesian nation and prioritizes deliberation in resolving dispute. Therefore, it is necessary to educate the community and officials related to the implementation of the Ombudsman's recommendations in order to provide good public services for the community, which is the obligation of the government.

The use of internet technology in the government environment is known as electronic government or e-government. In simple terms, e-government or digital government is an activity carried out by the government by using information technology support in providing services to the community. In line with the spirit of bureaucratic reform in Indonesia, e-government has a role in improving the quality of public services and helping the process of delivering information more effectively to the public. Over time, the application of e-Government has turned out to have mixed results. In developed countries, the application of e-Government systems in the scope of government has produced various benefits ranging from the efficiency of administrative processes and various innovations in the field of public services. But on the contrary in the case of developing countries including Indonesia, the results are more alarming where many government institutions face obstacles and even fail to achieve significant improvements in the quality of public services despite having adequate information and communication technology. The paradigm of bureaucrats who wrongly considers that the success of e-Government is mainly determined by technology. Even though there are many factors outside of technology that are more dominant as causes of failure such as organizational management, ethics and work culture. This study aims to develop a model of success in the application of e-Government from several best practice models in the field of information technology that have been widely used so far using literature studies as research methods. The results of the study show that the conceptual model of the success of the implementation of e-Government developed consists of 17 determinants of success..Keywords: Model, Factor, Success, System, e-Government

E-literacy and education are important components in improving the quality of human resources needed in an organization. The purpose of this study is to reveal the importance of e-literacy and public policy education. The State Civil Apparatus (ASN) requires e-literacy and education to improve performance results so that public services can be maximized. This becomes interesting research in the development of science-based on the real events that occur in Indonesia. Where so far, e-literacy and education is only intended for the public, especially millennial generation. The research method used is the study of literature where data is obtained through various secondary sources that are relevant to theoretically strengthen research results. The findings explain that e-literacy and education are effective and efficient strategies in overcoming budget constraints and low levels of ASN competence. With e-literacy and public policy education, it is hoped that the professionalism of the ASN bureaucracy will increase and the quality of public services will be better.

Under the background of government purchasing public services (GPPS), the development of NGOs faces new opportunities and challenges. To promote the development of NGOs and optimize the quality of public services. This paper analyzes the internal problems of NGOs undertaking GPPS, such as structural mismatch, low employee autonomy, high mobility and lack of professionalism, and government departments in the GPPS management loopholes, unclear regulatory responsibilities, inadequate supervision and other external factors. With the help of 7S model, this paper puts forward that the government provides a good cooperation environment for NGOs to undertake public service projects by changing management mode, strengthening system construction and training employees. NGOs define their own positioning by formulating strategic planning, matching the demand structure of public services, improving working methods, and updating service concepts. The government and NGOs work together to achieve the win-win goal of optimizing public service quality and promoting the development of NGOs.

The low quality of public services in Indonesia has long been a problem that people have always complained about. This is characterized by the complex and expensive price of services, as well as the difficulty of gaining access to public services. The need and demands for quality public services become the hope of the community is urgent to be met by the government. This is in line with the current globalization trend which is characterized by the rapid advancement of science and technology so that the world becomes limitless. Nowadays, people easily get access to information both through print and electronic media, so that people are more aware and aware of their rights in obtaining services. Bureaucratic leaders at various levels, must have the same understanding and awareness to realize shared vision through accuracy and ability to make changes, and continue to develop innovation and creativity and involve all components of bureaucracy in developing bureaucratic capacity to be able to improve the performance of public services. That to provide the best service to the community, it must meet the principles of public service implementation in accordance with the basic principles that become the basis of reference in organizing, reference work, and work assessment for each public service organizing institution

The text deals with one of the challenges of linguistics, which is to effectively combine description and explanation in linguistics.It is necessary that linguistic theories are not only capable of adequately describing their object of study within their framework, but they must also have a suitable explanatory power.Linguistics centred around the explanation of the why of the system is called here ‘explanatory’ or ‘non-autonomous’, in contrast to ‘descriptive’ or ‘autonomous’ linguistics, which is focused on the description of the system, the distinction being based on the difference in the objects of study, the goals and the descriptive and explanatory possibilities of the theories.From the point of view presented here, a comprehensive study of language has three main components: a general theory of what language is, a resulting theory and description, which is a function of this theory, of how language is organised, functions and has evolved in the human brain, and an explanation of the properties of language found.The explanatory value of a general linguistic theory is a function of various elements, among others, the quantity of the primitive elements of the theory adopted and the effectiveness of Ockham’s razor principle of simplicity. It is also a function of the quality of those elements which can be drawn not only from within the system, but also from outside the system becoming in this situation logically prior to the object under study.In science, in linguistics, one naturally needs two types of approach, two types of linguistics, descriptive/autonomous and explanatory/non-autonomous, one must first describe reality in order to explain it. But it is also certain that since the aim of science is to explain in order to reach that higher level of scientificity above pure description, it is necessary that this aim be realized in different linguistic theories within different research programs, uniting descriptivist and explanatory approaches.

The reform of state financial management in 2003 was aimed at realizing transparent and accountable government financial reporting. Reform of state financial management is the first step in improving the quality of state finances. In the government environment, fixed assets play an important role in government operations and also benefit the community. The problem studied is how the suitability of accounting for fixed assets at the Lubuklinggau Police with PSAP number 07 concerning Accounting for Fixed Assets from the point of view of recognition, measurement, presentation, and disclosure of Fixed Assets in Financial Statements. The research method used is a qualitative method, the method of data collection is carried out by means of observation and interviews with parties related to accounting at the Lubuklinggau Police Station. The results of this study are the Lubuklinggau Police Station has implemented Fixed Asset Accounting in accordance with PSAP 07, namely Assets are recognized when future economic benefits have been obtained and their value can be measured reliably, Fixed Assets are measured at cost, depreciation is carried out using a straight line and presented in Balance sheet according to PSAP 07.

ABSTRACT Problems related to public services include uncertainty over time, costs and ways of providing services to the community making poor service quality. The role of the Camat in the region is very important in terms of public services. The research focus is the Rancasari Riung sub-district of Bandung which requires synergy, measurable steps, coordinated to follow up on programmed problems that have not been effective. It is necessary to improve the ability of the government to be competent in providing services to the community and accepted in the industry, it requires the development of public policy bureaucracy and performance technology capacity. This study aims to improve the performance of government officials, especially the role of the Camat, to influence bureaucratic policy in the perspective of public policy, improve the ability of public service apparatus performance, create quality government, be able to play a role in the disruption and industrial revolution 4.0. Qualitative descriptive research method. Research results The role of Camat in the sub-district that was used as the focus of research in several aspects studied had not all had very good categories, especially related to quality and quality public services. The essence of education is a learning process. There is no quality education without quality learning. Changes in the system of management, both from the point of view of educators and educational personnel, must have clear supervision. Therefore, in order to improve the quality of education in madrasah, the government, in this case the Ministry of National Education, is developing various programs which are expected to improve the quality of learning, especially through supervision activities. This study aims to determine whether there is a positive and significant relationship between the academic supervision of the head of madrasah and the improvement of the quality of learning at Madrasah Tsanawiyah Jamiatul Huda Bekasi district. This research is based on the idea that one of the ways to improve the quality of education is by increasing the quality of learning. In this case the learning process is an important component in determining the quality of education. besides teachers and students who are in the implementation of the learning process. The activities of the principal of madrasah in supervising, guiding, fostering teachers in the learning process use academic supervision. For this reason, the research was conducted to determine whether there was a relationship between the academic supervision of the head of the madrasah and the improvement of the quality of learning at Madrasah Tsanawiyah Jamiatul Huda, Bekasi district. The approach used in this study is a quantitative approach, correlational type and uses a simple linear regression method. The population is all teacher councils at Madrasah Tsanawiyah Jamiatul Huda Bekasi Regency and as many as 28 people. Research data using the SPSS 26 for windows program. The results of this study indicate that the academic supervision of the head of madrasah has a positive and significant relationship with the improvement of the quality of learning at Madrasah Tsanawiyah Jamiatul Huda Bekasi district. Based on the results of the research, the following suggestions can be made: (1) Madrasah supervisors and madrasah principals are expected to supervise not only matters of an administrative nature, but prioritizes supervision in the academic field, so as to improve the innovative performance of teachers who In the end, improve the quality of education, (2) maximize classroom observations or class assessments, so that the head of madrasah is aware of teacher teaching developments and teacher constraints and is able to provide solutions in improving the learning process.
