This study aims to analyze (1) the implementation of Community Forest Program (HKm) by Wana Lestari Group in Dara Kunci Village, East Lombok NTB; (2) the supporting and inhibiting factors of program implementation. The research method is descriptive qualitative with reference to suitability between the implementation process of HKm Program with Regional Regulation of Province of NTB Number 6, 2004 concerning Guideline of Community Forest Implementation. To analyze the supporting and inhibiting factors refers to the theory of Conformity Model David C. Korten. The reason to choose Dara Kunci Village is because of several considerations that is Dara Kunci Village is one of three locations of HKm area in Lombok Island of West Nusa Tenggara Province, but the area in Dara Desa Village is often hit by flood disaster during rainy seasonand drought during dry season. Data collection techniques with in-depth interviews, literature study and observation. The result of the research shows that there is inconsistency with Regional Regulation of Province of NTB Number 6, 2004, because (1) motivation of beneficiary community to manage HKm area; (2) There has been no program evaluation by the government; (3) Seeds that are imported are not seasonally appropriate; (4) The technical implementation unit is not supported by adequate financial resources; (5) Area of HKm area and number of groups resulted in less maximal assistance; (6) Community empowerment programs that are not properly targeted; (7) Development of community potential is not optimal.

Based on the result of this research,it is formulated suggestions: (1) The need to improve the quality of partnershipcooperation with various stakeholders both government and private institutions so that itcan benefit maximally to all members of HKm Group Wana Lestari Desa Dara Kunci (2)The need for refreshing to group members related to the pattern management of HKm,thus re-understanding the rules of planting, rights and dutyin managing of HKm area. (3)The need to improve the quality and capacity of the group through routine facilitation inthe field because this can affect the running program process or not, especially to theboard so that the group organization can run well. (4) For the implementation ofrehabilitation activities it is necessary to improve the quality of planning so that the resultcan be maximized. (5) There needs to be an increase of training on the processing ofproducts from forest resources, especially to women farmer group from this HKm group.

In accordance with the guidelines for implementing village fund allocation (ADD) that one of the allocations for Village Fund Allocation is for village development costs, but the problem now is that development should not only be oriented towards physical development, but also need human resource development through community empowerment .This type of research used in this research is descriptive qualitative. Data collection techniques using in-depth interviews, documentation and observation. Based on the background that has been described, the authors propose a problem that is the center of attention in the research as follows: 1). How is the effectiveness of the village fund allocation program (ADD) in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. 2). What are the supporting and inhibiting factors in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. While the objectives of this study can be formulated as follows: 1) To find out and describe the effectiveness of the village fund allocation program (ADD) in Community Empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. 2) To determine the supporting and inhibiting factors in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency.The results show that the effectiveness of the Village Fund Allocation program in Community Empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency is as follows: Achieving the effectiveness of the Village Fund Allocation Program (ADD) in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency in terms of achievement of goals has been running quite effectively. Because in its implementation the village government has made programs and policies for community empowerment in Liang Ulu Village, be it from business assistance activities such as making wheat crackers, or assistance from the poor, assistance in making fish trap ponds through BUMDes borrowing siampan, infrastructure development such as ironwood bridges connecting roads in riverbank areas with major roads that involve the village community, and training provided by the village government to its residents, such as sewing training, workshop training, fishery cultivation training and others.

Garbage is a big problem in Medan City. Therefore, this study aims to find out how the role of government in empowering the community through waste management. In this study, data collection techniques were carried out through interviews, observation, and literature study. The analysis technique used is an interactive qualitative. Qualitative data analysis is carried out interactively and continues continuously until it is complete so that the data is already saturated. The results showed that the government did not have a special program for the development of this garbage bank. When the government has not optimally developed future development plans, the community will also feel pessimistic and unsure of the existence of this garbage bank. The community is less interested in getting involved in this garbage bank. The community felt that the training they had received was only knowledge and did not have a great opportunity to be developed. This relates to the statement that one of the obstacles in implementing community empowerment is the rejection of the community itself because the community does not have confidence.

The purpose of this study was describe the community participation inthe implementation of the National Community Empowerment Program for Urban(PNPM-MP) in the Bligo village, Candi sub-district, Sidoarjo Regency as well as to describe the supporting factors and inhibiting factors. The method of this research used qualitative description. The results of this research show that community participation in this program implementation has been running well. It is caused at the participation stages that is consisting of monitoring and evaluation stage, the maintenance stage, and utilization of the building has been running well. However, at the decision-making stage and the implementation stage must be improved. The successful of this program implementation is influenced by supporting factors and inhibiting factors. The supporting factor is commitment of head village, participation of non-governmental organization, commitment and support of interest groups. Meanwhile, inhibiting factors are less of supervisor participates in the manager finance unit. So there are two of nongovernmental organizations that delay to refunds and community participation that is not involved in the whole of each activity.

Corporate Social Responsibility or Corporate social responsibility is a form of action that departs from the company's ethical engagement which is directed at improving the economy. The purpose of this study is to find out how the company's process in carrying out community empowerment through corporate social responsibility (CSR) programs in Cangkuang Village, the method used is a qualitative method using interactive model data analysis consisting of four components, namely data collection, data reduction, data presentation and Conclusion Withdrawal. The results of the study stated that the Corporate Social Responsibility (CSR) Program Implementation Process in Empowering Communities included 8 stages, namely: (1) Human Resources (HR). (2) Availability of Funds. (3) Education and skills. (4) Reduced Number of Poor People. (5) Public awareness of efforts to improve welfare. (6) Company Performance in Implementing Empowerment Programs. (7) Social interaction between the community and Corporate Social Responsibility (CSR). (8) Evaluation and Sustainability of the Empowerment Program.

ABSTRAK   Pokok permasalah pada masalah kemiskinan di Indonesia khususnya kabupaten Bengkalis. Kemiskinan adalah masalah klasik dan terjadi hamper di seluruh Negara di dunia. baik itu kemiskinan absolut maupun kemiskinan relatif. Masalah tentang masyarakat  miskin ternyata sangat kompleks, sehingga meskipun sudah banyak program-program dalam upaya pengentasan kemiskinan, namun juga tak kunjung selesai.  Tujuan penelitian ini untuk mengetahui bagaimana manajemen pemberdayaan masyarakat di kabupaten bengkalis dan pemberdayaan masyarakat desa di kabupaten Bengkalis. Metode penelitian menggunakan pedekatan kualitatif studi kepustakaan,  jenis penelitian menggunakan studi literatur dengan mencari referensi teori yang relevan dengan kasus atau permasalahan yang ditemukan. Hasil penelitian ini menunjukkan bahwa manajemen pemberdayaan masyarakat di kabupaten bengkalis belum maksimal, hal ini terlihat dari lemahnya upaya pemerintah dalam upaya melinearisasi kebijakan hingga tingkat desa khususnya desa tradisional yang masih tertinggal, tentu butuh sentuhan-sentuhan khusus yang bisa di tuangkan ke dalam sebuah aturan/kebijakan. Dengan kata lain, factor administrasi dan organisasi sangat mempengaruhi keberhasilan dalam pencapaian tujuan. Pemberdayaan masyarakat desa di kabupaten bengkalis juga belum terlaksana dengan maksimal. Hal ini terlihat dari lemahnya upaya pemerintah dalam upaya menduplikasi strategi dari desa yang berhasil kepada desa-desa lainnya di kabupaten bengkalis. Dalam upaya pemberdayaan masyarakat desa di kabupaten bengkalis perlu menanamkan kesadaran kepada masyarakat yang menjadi sasaran pemberdayaan terhadap pentingnya pemberdayaan tersebut agar dalam pelaksanaan, masyarakat sasaran pemberdayaan dapat lebih partisipasif.   Kata Kunci: Manajemen, pemberdayaan, masyarakat.desa. Abstract: The main problem in the problem of poverty in Indonesia, especially Bengkalis Regency. Poverty is a classic problem and occurs in almost all countries in the world. both absolute poverty and relative poverty. The problem of the poor turns out to be very complex, so that even though there have been many programs in poverty alleviation efforts, it has also not been finished. The purpose of this study was to find out how the management of community empowerment in Bengkulu Regency and village community empowerment in Bengkalis Regency. The research method uses a qualitative approach to literature study, this type of research uses literature studies by looking for theoretical references relevant to the case or problem found. The results of this study indicate that the management of community empowerment in Bengkulu Regency is not yet maximal, this can be seen from the weak efforts of the government in an effort to line up policies at the village level, especially traditional villages that are still lagging, naturally requiring special touches that can be poured into a rule / Policy. In other words, administrative and organizational factors greatly influence success in achieving goals. Empowerment of rural communities in the Bengkulu district has also not been carried out to the maximum. This can be seen from the weak efforts of the government in an effort to duplicate the strategy of the successful village to other villages in the Regency of Bengkulu. In an effort to empower the village community in Bengkulu Regency it is necessary to instill awareness to the people who are the target of empowerment of the importance of empowerment so that in the implementation, the target community of empowerment can be more participatory. Abstract. Community empowerment is one of the efforts undertaken by the community and the government in order to improve the standard of living by enhancing the potential and independence of the community, therefore, the local government is now intensively conducting community empowerment, for example the Purworejo district government. The purpose of this research is to analyze the factors that influence the success of Purworejo District Government's community empowerment program through the digital market. This study uses descriptive qualitative methods that can explain the process of community empowerment through digital market destinations. Data in this study were collected using observation techniques and literature study. Based on descriptive analysis, community involvement and participation in community empowerment programs through the digital market in Purworejo Regency must still be increased and strengthened to be able to achieve sustainability during the empowerment process. The conclusion from the results of this study is the SWOT Analysis (Strengths, Weaknesses, Oppurtunities, Threats) can be used as a consideration by local governments in developing community empowerment through digital markets.

The economy is one of the important factors that influence the condition of vulnerability of community  after a disaster. This study aims to determine the factors that are of interest to the community in starting a business by SWOT analysis of community empowerment programs in areas impacted by the Lapindo mudflow disaster, Sidoarjo, and the implementation of programs towards disaster resilient villages. The method used is a combination of quantitative and qualitative with questionnaires and in-depth interviews. The results showed that people's awareness of the importance of family savings as a disaster preparedness increased significantly even though some respondents experienced a decrease in income. The results of the SWOT analysis of the training alternatives offered to the community indicate that the factors of ease of obtaining raw materials, small initial capital requirements, mastery of the production process and market access of the products produced will attract the interest of the community to run a business. The participation of village communities in the study areas to help reduce the impact of disaster risks related to the environment around the settlements, can be encouraged by forming disaster resilient villages managed by the community themselves with the full support of the government. Since the early of March 2020, COVID-19 pandemic which broke out in Indonesia, had a significant impact on various aspects of life. The pandemic not only has pushed the government to take a strategic decision but also has forced the communities to accommodate this condition immediately. Muhammadiyah is one of Indonesia’s largest religious organizations has played its role to overcome COVID-19 pandemic alongside with the government. This study aims to determine the contribution of Muhammadiyah to tackle the pandemic by strengthening the disaster resilience community. The study uses a qualitative approach and a descriptive method. The primary data were obtained by in-depth interviews with Muhammadiyah organization leaders and several working teams handling the pandemic. Literature study was conducted as the secondary data. To tackle the pandemic by strengthening communities’ disaster resilience, Muhammadiyah carried out several programs, including (1) strengthening da’wah networks massively to enhance the community awareness about COVID-19 pandemic, (2) establishing several working teams handling the pandemic to enhance disaster resilience communities, including Muhammadiyah COVID-19 Command Center (MCCC), Muhammadiyah Disaster Management Center (MDMC), and philanthropic body of Muhammadiyah (LazisMu), and (3) Muhammadiyah engagement with stakeholders and development agency, such as the collaboration with the Ministry of Health, BNPB, DFAT and USAID to COVID-19 preventive and curative action.

<div class="page" title="Page 1"><div class="layoutArea"><div class="column"><p><span>This study aims to analyze the access and needs of poor women in the Tallo district in relation to preaching activities. This study used a preaching communication perspective to identify the challenges of preaching strategies and empowering poor women in urban areas. This study used a mixed method between quantitative and qualitative research. The data was collected through literature study, observation, questionnaires, and in-depth interviews. Data analysis used in this study was the interactive model of Miles &amp; Huberman. The results showed that most of the poor women in the Tallo district defined preaching as a lecture and face-to-face activity. They consider that the government should be more responsible for its implementation rather than other organizations or communities. Most of them prefer the theme of worship, family, and morals when dealing with preaching messages. The preferred media for delivering preaching is through lectures and face-to- face compared with electronic and social media.</span></p></div></div></div>
