The Arctic has a unique natural resource infrastructure potential, and its development is rightly a priority of the national security policy pursued by our state. The relevance of the topic is that the shipbuilding industry is one of the most technological sectors of the economy. She should be given a high scientific and technical potential, which requires more and more from scientific organizations for the development of new and promising technologies. As well as shipbuilding and the use of Maritime transport for the transport of goods continues to play a major role in the world and in the Russian economy. The aim of the work is to consider the problems associated with the development of the shipbuilding industry in the Arctic. The analysis of the Northern sea route, its development and importance for Russia and the world as a whole. It is concluded that the Arctic is the place, the development of which will improve both the economic and social situation of countries in the modern world.

Received 23.03.2020. Security studies are going through a new stage of development. The 20th century was marked by scientific discussions about globalization itself and its possible impact on international security, the need to adjust concepts and methodologies. Many modern challenges are a direct consequence of increased global interdependence. At the same time, global attention is shifting towards regions, because the processes originating there can explain and determine the structure of international security. In turn, it is vital to adopt the knowledge and methodology of regional studies and political geography to avoid the “territorial trap”. In our opinion, international studies are still missing the importance of spatiality and its influence on the world political system. Regardless the importance of geographical factor and the fact that in some way it determines the vector of the world political system development, spatiality is often overlooked. “Thinking in the space” is a skill necessary for any researcher. Spatiality is not just a set of geographical characteristics, but something more integral. Therefore, to understand international security and prospects for its further development, we need a comprehensive approach taking a wide range of factors into account. Moreover, an important problem of modern international security is the lack of comprehensive security studies at the global level that take into account the factor of space and regionalization. The research identifies Regional Security Complexes using cluster analysis of k-means. A spatial autocorrelation analysis is used to justify found systems, which consider the mutual influence of countries on each other. In a nutshell, it can explain regionalization of international security and the role of spatial factor in this process, create methodological framework for further analysis of Regional Security Complexes. At this stage of development of the world economy, all countries, business and scientific organizations are engaged in the issue of quality monitoring of innovative development of society and the economy, inventing for this various indicators that could most comprehensively assess the level and quality of innovative development of an economic unit. Currently, the global innovation index is used to assess the level of the country's innovative development. The Global Innovation Index (GII) stimulates and supports innovation during this critical period. The Global Innovation Index is a global study and its accompanying ranking of countries in the world in terms of the level of innovation development. This article has reviewed the Global Innovation Index from 2015 to 2020 for the Russian Federation and the first 10 in the rating, based on the 2020 rating. We also analyzed the indicators that make up the main components of the global innovation index in Russia for 2020, and identified the strengths and weaknesses of 7 main components. The author proposes the main directions of development in terms of problem indicators of the global innovation index of the Russian Federation.

The relevance of the study is due to the fact that the current stage of development of the world economy is characterized by a deep structural adjustment, leading to increased differences between industrialized and developing countries. One of the most important and decisive phenomena of our time is globalization as a complex and ambiguous process that does not diminish but increases and deepens the economic differentiation of countries and peoples, forms contradictions in political, social and cultural development, and therefore finding a common denominator is becoming increasingly difficult. The essence of globalization as a social process lies in the growing interconnection and interdependence of national economies, national political and social systems, national cultures, and human interaction with the environment. At the beginning of the 21st century, globalization as a new reality was at the center of attention of academics and politicians. As the experts point out, the modern world is characterized by deepening economic and political interdependence and mutual influence, the expansion of international integration, the creation of regional integration associations, the inclusion of the interaction of new markets and actors, and the use of new rules and instruments in this process on a global scale. Globalization is prepared by the whole course of historical development and naturally continues the process of internationalization. Internationalization and globalization are closely interconnected, interact and rival, generating hybrid forms. However, globalization is qualitatively different from the process of internationalization. The distinctive feature of globalization is that the scale and depth of awareness of the world as a single space grows, while internal events in one or another country have the same effect on other peoples and states as foreign policy shares. The basis of the characteristic features of globalization in the economic sphere is the expansion of trade and its liberalization, the internationalization of the turnover of capital and the removal of obstacles to its movement, profound changes in the financial sphere, which more than other forms of cooperation are experiencing the consequences of the e-revolution, the deployment of transnational corporations (TNCs) and their growing expansion, dominant orientation of demand for the world market, the formation of international financial institutions. The processes of shaping the European security policy and the functioning of a common European foreign policy contribute to the transformation of the perception of the concept of neutrality by neutral states, as well as other EU member states that are simultaneously NATO members. Recognizing its geopolitical priorities and developing a foreign policy strategy, Ukraine needs to take into account the transformation of the concept of neutrality. The article presents one of the most promising and ambitious in socio-economic, political, humanitarian aspects of the Russian scientists’ project: “United Eurasia: Trans-Eurasian Belt of RAZVITIE — Integrated Eurasian Transport System (United Eurasia: TEBR-IETS)”. The main purpose of the project is to ensure the connectivity of the territories of the Russian Federation and their active development, first of all, the deep integrated development of Siberia, the Far East and the Arctic. The role of the project in the partnership of the progressive world community is great; the radically modernized Trans-Siberian Railway — the backbone of the project — is designed to connect the Far East, including Japan, with Western Europe and the USA in the future. This fact will make it possible to carry out on the territory of the Russian Federation and the countries included in the project, the systemic coordination of all types of transport, including river and nautical, to create a single world logistics complex of advanced technical and managerial development. The creation of the IETS will consolidate Russian geopolitical position as a transport bridge between the world economic and civilizational regions. It will create conditions for mutually beneficial cooperation with Austria, Germany, France, Czech Republic, Italy, Japan, South Korea, Singapore, India; will open up new opportunities for cooperation with North Korea, Canada and USA in the future. It will arouse interest from the PRC in the integration of a similar Chinese project, the "Silk Road" with the Russian Megaproject. The implementation of the Megaproject will allow Russia to offer the world a new effective version of a non-confrontational way of solving international problems, become a geo-economic and geopolitical integrator on the Euro-Asian continent, lay the foundations for the solidarity development of all civilizational centers around Russia as a civilization state, make it senseless and impossible to impose sanctions on Russia, and raise to a qualitatively new level of authority and the role of the Russian Federation in the modern world.

Introduction. Today, innovation is becoming a strategic growth factor that can influence the structure of public production, the economic organization of society and the stabilization of the social situation in the country. The world market is constantly striving to erase physical borders between countries and establish a common economic space around the world. But at the current stage of development of Ukraine it is not fully beneficial to participate in globalization due to insufficient level of competitiveness.Hypothesis of scientific research. It is assumed that, unlike developed and developing countries, Ukraine not only lacks effective large companies of the world level, but also suffers even more from the lack of growing, promising companies in new high-tech industries.The purpose of the article is to study the relationship between globalization and competitiveness and its peculiarities for the Ukrainian economy.The research methodologyis based on fundamental and applied research in the field of innovative growth of competitiveness of the economy in the context of globalization, materials of the state statistics service, materials of other official sources and Internet resources. In the course of the research the methods of systematization, comparative analysis, statistical methods were used.Results: it is revealed that the main problems faced by the economy of Ukraine are mainly related to the lack of a strategy to find methods of economic development, a clear prospect of a way out of the economic crisis, which is due to political instability and low investment attractiveness.Conclusions: It has been proved that the requirement of development of international and state economy testifies to the importance of elaboration of official policy in the sphere of competitiveness in Ukraine. Innovative development is the only prerequisite for ensuring the economic independence of Ukraine, to develop competitive advantages that will overcome the existing gap with the advanced competitive states.

Under present-day conditions, the economy diversification is one of the priority challenges facing the state. Solving that task will create an economy based on innovations, which will increase its competitiveness in the world mar- ket and take a significant step in the development of the national economy at the present stage of development. A new innovative economy that actively responds to any market and conjunctural changes can be created on the basis of profound transformations and broad modernization of the existing structure. The article discusses in detail the main reasons for the need to accelerate the diversification of the Russian economy: the finiteness of oil reserves, the world- wide trend of switching to cleaner fuels from the point of view of ecology, depen- dence on the policies of other raw materials exporting countries and the shortfall in income from oil exports caused, among other things, by, coronavirus infection. In addition, it is emphasized that the export of raw materials is characterized by low added value. The authors consider the examples of countries both following the path of the income restructuring and those that have already passed it. They also substantiate the necessity of creating conditions for the development of small business in various sectors, on the basis of which it will be possible to intensify the process of diversification of the Russian economy in order to increase its innovativeness and intensify further progressive development.

The spread of the Corona epidemic around the world has resulted in a deterioration in the economic and social situation and the imposition of restrictions on citizens, such as wandering and domestic isolation, as this epidemic has not only changed how people live, but also how crime occurs. Where it showed the spread of a new type of crime represented in domestic violence and fraud via the Internet, and a new type of theft appeared in the form of face masks, medical equipment and oxygen, which became more attractive targets for theft, and in this context the importance of the intervention of the penal legislator appears in the difficult moments that citizens are going through as a result of This is a dangerous epidemic to bring the concept of public order into the core of its primary concerns through criminalization and punishment. And when the World Health Organization announced the transformation of the Corona virus into a pandemic, the features of the criminal phenomenon changed on several levels, as traditional criminal activities became almost non-existent and new criminal activities appeared, especially at the level of electronic crimes, so the state quickly changed its legal arsenal by taking new legislative measures and approaches by reducing this phenomenon and knowing the most important causes and factors causing it, such as the increasing demand for resorting to e-commerce markets and the intense resort to digital handling of money and financial and banking balances, which contributed to the spread of fraud and fraud, in addition to the spread of anxiety, fear and isolation among people, which led to easy Their exploitation and exposure to fraud and fraud, all these factors led to the difficulties faced by the security services, forcing them to re-equip themselves to face a new security policy in order to reduce crime‎‎. The main stages of the intercultural dialogue as a process are discussed in this paper. The question of the dialogue of cultures is updated according to the new culture and social situation in the world that has developed in the process of globalization. The steps in the process of cultural interaction, which in its turn leads to the logical conclusion of the interaction of cultures as a source of progress, are identified. Intercultural interaction cannot occur except through the interaction of individual worldviews. The problem of identification of an interaction mechanism in the analysis of cross-cultural interaction is considered. The problem of in what way a dialogue of cultures leads to a deepening of cultural self-development, to the mutual enrichment at the expense of other cultural experiences both within particular cultures, and across the world culture is studied. The need for dialogue between cultures is a prerequisite for survival of mankind. Interaction, dialogue of cultures in the modern world is a complex process. The need to ensure optimal interaction and dialogue of peoples and cultures in the interests of each side of this interaction is considered.

Some researchers call the modern stage of development of the world economy “the era of innovations". Studies show that economic and social progress is ensured through an innovative process - the process of producing new knowledge and practices. Thanks to new technologies, deep structural changes are taking place in the economic sectors, new industries are being formed, new jobs are being created. Globalization and the integration of the world economy have further exacerbated competition in the market for high-tech products. In these circumstances, innovative instruments remain the only possible source of increasing the competitiveness of national economies. The innovative way of development of the Russian economy is recognized as the main direction promoting restoration of volumes of production, the international competitiveness, a standard of living of the population, increase of efficiency of national economy, improvement of an ecological condition of a natural environment. Therefore, it is no coincidence that at this stage of development of Russia’s economic system, its main vector is to increase the effectiveness of the implementation of innovation policy. The special attention paid at present to the issues related to the implementation of innovation policy is caused by the active activity of the state, which aims to transfer the Russian economy to the innovative way of development by 2020. It is an undeniable fact that the innovative way of development of the country is the only way to overcome the global socio-economic crises that pose a threat to the sustainable development of the state, both in the present and in the future. This article is devoted to the problems of innovative development of our country.
