Abstract. The purpose of scientific research – identify the problems of providing qualified personnel for agricultural enterprises of the Perm region and suggest ways to solve them. The main research methods used were statistical observation, comparative analysis and economic assessment. As a result of the research the problems of providing qualified personnel for agricultural enterprises were considered. It is noted that more than 60 % of Russian enterprises, including agricultural ones, are experiencing a shortage of professional personnel. It is suggested that investments in the development of human resources provoke an increase in labor productivity and ultimately the economic efficiency of enterprises. The article refers to a decrease in the share of employees with professional education in Russian agro-industrial enterprises. The analysis of the number of urban and rural population of the Perm region is carried out. The composition of the rural population by main age groups was studied. It is concluded that rural settlements are losing their working population, and agro-industrial enterprises in the absence of a surge of young professional staff face the problem of aging personnel. The analysis of the birth rate and mortality of the population of the Perm region, including in cities and rural settlements, was carried out. It is assumed that a significant decrease in the birth rate of the population is a consequence of the difficult socio-economic situation in the Perm region. The analysis of the reasons leading to the outflow of rural population to the cities of the region and beyond is also carried out. The Federal target program for rural development aimed at improving the housing conditions of agricultural workers, building schools and pre-school educational institutions, putting into operation paramedic and midwifery centers, building sports facilities and leisure centers, and developing rural infrastructure is presented as measures to address the identified problems. It is assumed that the most significant factors that can keep young professional staff in agro-industrial enterprises are their wages and housing conditions. It is concluded that to attract young people to agricultural production, it is necessary to provide employees of agro-industrial enterprises with their own housing and raise their wages to the level of the average economy of the region. The scientific novelty of the research consists in a set of measures proposed by the authors to solve the personnel problem of agro-industrial enterprises.

Annotation. Introduction. The implementation of measures to reform the economy as a whole, agrarian reform and, in particular, land relations in agriculture, was one of the factors influencing the change in the structure of the resident population in terms of economic activity and changes in the agricultural labor market. Analysis of the distribution of the population of Ukraine by economic activity indicates a decrease by almost one third of the number of the economically active population in 2019 compared to 2000. There is also a trend towards a decrease in the number of those employed in economic activity. Purpose. The aim of the article is exploration of employment indicators (formal and informal) and unemployment of the rural population in Ukraine and identification of the main trends. Results. It has been established that the employed rural population is less educated and, accordingly, they perform mostly unattractive types of work that do not require high qualifications. It was revealed that workers in rural settlements have fewer job opportunities at their place of residence. In villages, the number of people who are employers is almost half. The biggest problem in rural areas is self-employment or predominantly employment in private households. A sharp increase in the share of unemployed youth who cannot find a job after graduating from educational institutions has been established. The situation with regard to youth employment in the villages of Ukraine is especially difficult. It turned out that 2/3 of workers in rural areas are employed in the informal sector. Moreover, two urban residents of this sector prefer hired labor, in agriculture, on the contrary, self-employed make up 74.0%, that is, they work in a peasant farm for agricultural products. In half of the cases, informal employment is carried out in agriculture. Conclusions. The unemployed urban dweller is more educated and therefore has more advantages over the rural dweller in terms of employment. Unemployed people in cities have more opportunities to choose a job, therefore they are more active when they leave their jobs of their own accord and depend on the seasonality of their work. For 1990-2019 the average number of full-time agricultural enterprises decreased 12.2 times due to the liquidation of agricultural enterprises. One of the reasons was the denationalization and privatization of enterprises in Ukraine, especially in rural areas, which were not supplemented by effective mechanisms for the employment of people, including by promoting the development of entrepreneurial activity. The article describes the manifestation of creative initiatives of the population of small towns of the Perm Territory in various aspects of modern life. It is emphasized that small cities have a special weight of historical and cultural plan. The article reflects the close relationship of small towns with villages and rural settlements in the administrative, cultural and socioeconomic terms. The example of a number of small cities in the Perm region shows the manifestation of creative initiatives of the population in different spheres of life of a small city and their impact on the sociocultural condition of the rural population.


We studied the medical and demographic indicators in the Republic of Sakha (Yakutia) for the last 20 years (1998–2018). A decrease in the population by 4,7 % (р<0,01) was revealed in the Russian Federation in the period 1998–2008, 3,4 % decrease, followed by its growth by 2,8 % (р<0,01); a decrease in the number of rural population in the republic and an increase in the urban population were observed. By the beginning of 2019, in comparison with the 2003 data, an increase in the population by 1.9% (р<0,01), a decrease in the number of able-bodied people in the Republic of Sakha (Yakutia) at the beginning of 2019, as compared to 1998, were revealed, by 8,2 %, in the Russian Federation – by 4,7 % (р<0,01). In the Republic of Sakha (Yakutia) the birth rate remains high, the mortality rate is relatively low, and the natural population growth is maintained.

The article analyzes the current state of production activities of the agricultural sector of Cherkasy region economy, its organizational and legal structures and identifies strategic directions for its development. It is proved that the priority solution of urgent problems, such as: redistribution of land and property; restructuring of enterprises and forms of management; development of cooperation; introduction of market management methods - management and marketing; state regulation of the agricultural economy, financial, credit and tax systems; development of markets for agricultural products, material and technical resources and services; intensification and diversification of foreign economic activity will contribute to the development of the agro-industrial sphere of Cherkasy region. It is determined that the years 2021-2027 should be considered the strategic period, during which the provision of the country's population with food at the level of scientifically sound standards, growth of export potential and reduction of imports should be achieved. The necessity of introduction of innovative activity and process of innovations introduction in the production activity of the agricultural enterprises which are a basis of economic growth is proved. Obstacles to the innovative development of the regional agricultural sector are analyzed. The priority directions of innovative development of agro-industrial enterprises are indicated. The need to develop an innovative policy of agricultural enterprises in order to increase the efficiency of their operation is determined. It is noted that the priority of the agro-industrial sector development of Cherkasy region and its leading industries will provide the population with food products, industry with raw materials, and foreign trade with the export goods. It is established that innovative activity in agricultural enterprises is a decisive factor in the effective development and increase of agricultural production, significant changes in its structure, reassessment of the motivation system that meet the current principles of the Cherkasy Region Development Strategy for 2021-2027, which determines key vectors of the region in the long-term.

Modern conditions for the development of market relations leave a significant imprint on all main aspects of rural life. The socio-economic situation of rural households is dangerously dependent on the fluctuations of various institutions, be it the labor institution, the food market or the production system. Under these conditions, increasing attention is being paid to the development of targeted programs to improve the living standard and the socio-economic situation of the population in rural settlements. The article discusses a methodological approach to assess the living standards of rural settlements in the context of municipal districts of the Saratov region, in particular, the Samoilovsky municipality. Basing on the participatory approach, categories of the rural population are determined by income level and a direct correlation dependence of the demographic situation (birth rate, mortality, migration rate) and the level of rural household income are revealed. The parameters of the resource of patience and the boundaries of the passive expectation for the poor and impoverished layers of the rural population, as well as the prerequisites for the passivity of the able-bodied population to participate in the processes of increasing their own well-being and well-being of others are determined. The conditions and parameters of the property status compelling the activation of the use of internal material and social sources of income are revealed. Three levels of decision-making strategies for improving the financial situation of the family are distinguished: employees, employers (agricultural enterprises and K(F)X), authorities (district administration). As a result, a concept of a decision-making strategy was developed to improve the material situation of households in rural settlements of the Saratov region. The economic factor (the size of wages) has one of the decisive effects on all the demographic processes taking place in society.

This article considers the issues on improvement of marketing complex of industrial enterprise, with the purpose of stabilization of its activity and strengthening of competitive positions. It is proposed to improve the activities of industrial enterprises on the basis of the formation of measures that will ensure the current support of domestic enterprises in difficult economic conditions. One of the ways of improving the performance of the company is to change the model “4P” into a model of marketing complex “5P” and use personnel (“Personal”) as one of the tools. On the basis of the conducted research the influence of external environment factors was evaluated on the basis of the model of the marketing complex “4P”. As a result, it was found that the surveyed company has low competitive advantages, but these competitive advantages may not be valid without preservation of highly qualified personnel, because of the instability of the activities of the company, constant differences in production, simple, reduction of workers or voluntary migration of manpower and as a result of the loss of highly qualified workers and the position of the leader in the field of machine building. The evolution of the marketing complex depending on the influence of factors of the marketing environment is examined. The application of the marketing complex not only contributes to satisfaction of needs of potential organizations in the framework of target markets, but also allows maximizing the efficiency of industrial enterprises’ activity. Practical relevance of the research carried out in the article lies in the fact that using recommendations and directions of upgrading the marketing complex of industrial enterprise will ensure stabilization of its activity on the market due to the influence of regressive external factors.

Household production varies according to the range of resources available to it; different environments give rise to different types of production, setting limits upon what can be produced. But as we saw in the previous chapter, in order to gain access to the environmental resources they need, households are at the mercy of a variety of gatekeepers that include local authorities, large farm managements, other private landowners, and the community at large. Among the other actors with which rural households have to interact, by far the most important in most regions are the large farms or ‘agricultural enterprises’. In this respect, there is continuity with the Soviet period when the managements of collective and state farms determined the social, cultural, and political character of rural places and the economic welfare of the rural population. Collective and state farms were like ‘company towns’, but with their authority extending over large territories and embracing a number of populated places. Figure 5.1 shows the territorial arrangement typical of a collective farm during the Soviet period. Since 1991, many of their former areas of authority, both formal and informal, have been withdrawn from large farms; they have lost control of land under rural settlements and they have reduced influence over a range of local services where their interventions used to be decisive. To advocates of market reforms, the retreat of large farms from these areas is a welcome rationalization of the agrarian economy and part of the process of redirecting farm activities towards producing agricultural products by the most efficient means possible. But this retreat has often left a gap that cashstrapped local authorities and private enterprise have not yet been able to plug, so that rural people’s experience of the market transition is of the loss of formal employment and a reduction in the level of services they previously enjoyed. In this situation, it is not surprising that rural Russia has been the scene of a muted, but real, contestation of market reform on the part of people intent on defending their access to resources and services to which they still believe they are entitled.

In the paper the industry role in the curricula of engineering education is examined. There are shown that the information obtained on industry developments trends, product export/import ratio as well as the level of investments injected into individual industry sub-sectors helps to make projections as to the number and profile of future professional staff; more specifically, as to the type of curriculum modules and the university acceptance level. Based on the information obtained from university graduates and managers from industrial enterprises as well as other authorities and summarized in an appropriate way, adequate corrections are introduced into the curriculum module without prejudice to regulations of the Government of the Republic Lithuania and to the provisions of the Bologna Declaration.


The article is devoted to the model of modernization of agricultural enterprises on the basis of innovation providing. The level of innovative development of domestic agro-industrial enterprises is analyzed and the main problems that put backthe introduction of innovations in the agro-industrial sector of Ukraine under the current conditions are determined; the introduction of such a model of innovation development, which provided a balance between the modernization of production and the introduction of the results of scientific research, new products and production technologies is proposed; the vector of innovative development in the agricultural sector of Ukraine is investigated and the main trends in the development and implementation of innovations in the activities of enterprises engaged in agricultural production is identified; the model of modernization of domestic agroindustrial enterprises on the basis of innovation provision is developed, which is a set of intellectual (agrarian science), industrial (business environment of agroindustrial complex) and consumer (innovative products, innovative technology, innovation process) areas of innovation activity. The transition between these areas of the model of innovation provisioning is carried out with the help of progressive innovation (it helps ensure the interaction of the business environment of the agro-industrial complex with the scientific environment), innovation consulting (guarantees information and advice on innovative products and facilitates communication with business structures) and innovation-venture business (the main task is to promote the development of developed innovative products), a set of measures that must precede the implementation of the proposed model under the current conditions is defined. The role of the state in the process of innovation in agro-industrial enterprises at all three stages of the implementation of the innovation process, from the origin of the idea to the commercialization of innovation is defined. In particular, the functions assigned to the state are allocated for ensuring efficient financing of innovative activity of the agro-industrial complex.
