The purpose of the Article. The article is devoted to the study of modern media resources as ways of communication between an accordionist-performer and the audience on the example of using the world’s most popular social networks: Facebook, YouTube, Instagram. The research methodology involves the use of methods of analysis and synthesis, systematization, generalization. Scientific novelty. Defining the components of the digital compass of a domestic accordionist in the context of the digital strategy of Europe. Conclusions. The study showed that in the creative activity of musicians, including accordionists, there is a rapid development of the latest means of communication. The online media, which are most often used in the music sphere, are characterized, the specifics of the content of popular social networks depending on the target audience are analyzed on specific examples. The main problems associated with the use of the latest methods of communication by domestic artists have been identified: a lower level of activity in the Internet space compared to foreign artists, as well as a “digital divide” between different generations. The “Digital Compass of a Modern Accordionist” has been proposed as a tool for solving the above problems, and its components have been identified. In the information society the status of information is changing: this main value of global civilization becomes an important resource of socio- economic, technological and cultural development. The rapid development of virtual technologies and the growing number of Internet users in Ukraine and in the world causes the new challenges to communication of each organization. The book publishers are also obliged to respond to these processes. However, the works devoted directly to publishers’ communication in the modern media space are still lacking in Ukraine. The objective of the article is to clarify peculiarities and conditions of the activities of Ukrainian book publishers in today’s media space which is an important issue today. It is analyzed the literature and sources on this issue and it is ascertained the theoretical and practical possibilities to take into account the trends in the world of modern media in the PR-activity of book publishers. Also the prospects for further scientific study and practical use of PR-communications in the activity of publishers are determined. The analysis of current changes in the modern information space allows us to trace the general tendencies: the new subject and object areas are formed; the number of subjects is expanded; the new formats of interaction within the system of communications of the organization and in society as a whole are created. That means that publishing house’s PR-communications are complicated by the emergence of new elements, such as active audience, social networks as communication channels, promotions on the Internet and others. PR communication in the Internet space is the most effective and inexpensive tool for interaction of publishers with active audiences. Thus, the activation of PR communication in the modern media space is associated with the emergence of the latest information technologies, online media as well as development of Internet. The use of online channels of Internet for communication with the target audience of publishing organizations has certain advantages over traditional media. At the same time, it is necessary to take into account the information saturation of media space, which complicates the way of PR-messages of book publishers to the reader.

The Ukrainian phraseology is constantly evolving; the obsolete and infrequent phraseologisms disappear, instead the new phraseologisms appear and the traditional ones are being updated, changed and evolved. At the same time, not only the component composition of phraseological richness of the Ukrainian language is being changed, but also the understanding of the concept “phraseologism”, which determines the relevance of our research and explains its objective – to ascertain which phraseologisms are used by the media in order to attract the reader’s attention and to find out the transformations that occur with traditional phraseologisms in the modern editions. Among the methods used to conduct the research, one can mention firstly the general scientific methods: descriptive method; analysis and synthesis; typologization. Along with general scientific methods, a modern methodology was used to study effectiveness of use of modified phrasemes in the modern media: a discourse analysis, which included the study of interrelations of the text or its unit with other elements and texts, dependence of the text on speech, social and political situation. The study also used a content analysis method aimed at collecting quantitative data about the phenomenon which allowed drawing the objective conclu-sions about the spread and use of phrasemes in the headlines complex. The article deals with phraseologisms as an actively used language trope in the modern print and online media. It has been found out that in the modern periodicals the phraseologisms become an effective tool for attracting the reader’s attention through emotionally-expressive component. The phraseme modification processes that contribute to the relevance of these language constuc-tions are analyzed. The phraseme modification techniques are investigated: complete or partial modification of semantics, adding author’s comment, spreading a phraseologism with the help of new components. It is determined that a large part of phraseme used in online media is formed as a result of transformation of traditional stable units through spreading their compo-nent composition, complete or partial modification of semantics.

Relevance: the need to analyze the competence-oriented educational process is determined by the rapid development of educational information technologies and their introduction into the educational process. In Ukraine, as well as in foreign countries, the competence-oriented educational process is gaining broad-based development. Much debate, both internationally and at the level of different countries, has been conducted on the competence-oriented approach to forming the content of education. The important step in the formation of competence is to identify the main areas of activity in which the future specialist will reach vital competence, that is, be prepared for life. Purpose: to identify the main threats to the formation of competence-oriented educational process and substantiate the strategic positions of its construction. Methods: analysis and synthesis – to find out the state and level of development of the studied problem; generalization – to formulate conclusions and recommendations on teachers' readiness to introduce the competence-oriented approach; diagnostic (questionnaire, conversation) – to study information about the state of readiness of pedagogical staff to use the competence-oriented educational process. Results: the main aspects of the implementation of the competence-oriented educational process are revealed, which should be laid down in branch programs, subjects, educational and methodical literature. The methodology of pedagogical influence on the level of content of the competence of educational process is substantiated. Strengths and weaknesses of implementation of the competence-oriented educational process are identified. Conclusions: the conducted SWOT-analysis of the competence-oriented educational process has allowed to identify urgent needs for the improvement of quality of educational environment, perfection of approaches to its development and introduction of new methods into the educational process.

In this paper, the development of ideas of leading mass media theorists on freedom of communication process in modern media space is analyzed. Rapid development and expansion of information technologies in the second half of XXth century brought an illusion that ‘external expansion of human’ (by M. McLuhan) would get him free of ideological dictate. But mass media evolution revealed the ambiguity of answers to the question “Who is stronger – a machine or a man?” Theorists have to state that digitalization leads to transformation of social systems and to a human being dependent on the Net dictate. Studies of leading scientists demonstrate a crisis of Homo Informaticus and a transformation of his thinking. However, theorists believe in an optimistic scenario of overcoming the technological determinism.

The article discusses the prospects of role-playing games in the educational process to increase students’ motivation and involvement, as well as the possibility of modern information technologies (primarily social networks) for constructing innovative forms of such games. The author’s format of the live-action role-playing game is presented. It was developed and tested at the Saratov State University. It involves the integration of numerous educational tasks into a single plot, within which each participant plays a role and communicates with other participants to complete tasks. The main interaction, plot development and group activities occur in dialogs, conversations and groups of social networks. This approach has shown its viability in teaching legal disciplines, and also has prospects for use in IT education.

The aim of the study is to find solutions aimed at the formation of optimal conditions for the creation and functioning of reclamation parks on the territory of existing institutions for reclamation subordinated to the Ministry of agriculture of Russia, through the establishment and justification of the necessary list of functions and powers of their management companies. The comparative analysis of the concept of creation of agricultural parks and the documents regulating functioning of agro-industrial parks is carried out. In addition, the studies were conducted in the context of Federal programs and other legislative acts of the Russian Federation. The analysis of regulatory documentation and scientific developments in the field of agro-industrial sector allowed to compare and make informed decisions on the formation of functions and powers of the management companies of reclamation parks. The formed materials will allow to organize highly effective work of the management companies of recreational parks, by endowing the latter with the necessary functions and powers, without burdening them with unnecessary functions that are not within their competence. Thus formation of functions and powers providing competitive level of activity of reclamation parks needs to be carried out on the basis of functions and powers of the industrial and agroindustrial parks regulated by the current legislation. The formed substantiations will allow to accelerate decision-making processes in the field of powers and functions of managing companies of reclamation parks by legislative and Executive authorities, and thus will contribute to more rapid development of the reclamation complex of the Russian Federation, and as a consequence of the implementation of Federal programs and other legislative acts aimed at the development of agriculture and import substitution in this area.

At the present stage, Kazakh musical culture is heterogeneous. It represents traditions coexisting at the same time and interacting with each other: Kazakh ethnic and newly established composer school (tradition). Examining changes in cultural landscapes of the 20th century I reveal the peculiarities of interaction and dialogue between two kinds of culture: ethnic and global (endogenous and exogenous). The procedures include the complex study of the history of Kazakh culture in the 20th century, stylistic analysis of traditional and composer’s music, semiotic approach to intercultural interaction, as far as a comparative analysis of oral and written music of 19th and 20th centuries. On one hand, dramatic changes in the structure of music culture were caused by external objective reasons: new industrial and postindustrial civilization phases (urbanization and information technologies); intensification of interaction with western (mainly Russian) cultures, etc. On the other hand, some changes were inspired by inner factors: diverse development of local song and kui (dombyra piece) traditions; Soviet cultural policy. As a result new type (or layer) of national culture – Kazakh composers’ music – appeared. It was connected with the formation of a national style based on transcriptions and borrowing. Traditional music was influenced by new social institutions (philharmonic halls, theatres, radio, conservatoire) that caused changes in the creative process (decrease of oral transmission, lack of traditional social context) as well as in the style (virtuoso performance, new genres of songs).

The article considers some psychological, pedagogical and technical aspects of the introduction of distance learning. It is emphasized that the main purpose of creating a system of distance education is to ensure free access to educational resources through the use of modern information technologies and social networks and to create conditions for citizens to exercise their rights to education. The main disadvantages of distance education are depersonalization, lack of proper motivation of participants in the educational process, loss of educational and socialization functions of education, hyperbolization of independent work, low level of control over the educational process.

The article emphasizes that modern governments, working in unique socio-economic, historical and cultural conditions, must take into account global trends, as well as the growth of citizens’ expectations associated with the rapid development of information technologies and other factors. In such circumstances, special attention is paid to the effectiveness of public administration. The article discusses some of the significant factors impacting the effectiveness of public administration, such as the professionalization of the state apparatus, the legibility of the institutional framework, the optimization of information flows and corporate culture. In accordance with this, on the basis of work experience in the public administration system and analysis of civil service reforms in the countries of the region, the main challenges and possible solutions are shown. In the professionalization of the state apparatus, the importance of the merit principles in the selection and promotion stages of personnel through the empowerment of human resource (HR) management services, the integrity of tools and approaches at all stages of selection process, and the responsibility of the selection board are noted. The author focuses on the need to ensure a balance of powers, responsibility and resources, delimitation of powers between political and administrative civil servants, optimization of information flows. Particular importance is paid to corporate culture, which is one of the main factors affecting the efficiency of the state apparatus. It is noted that central values of corporate culture and leadership in state bodies of the countries of our region, along with generally accepted in the modern leadership theory, should be respect for the dignity, work and time of employees.
