Model of educational personality profile for learning management and development of personal potential

The article describes the logic of the development of the model SKQIiSPEC (“Personality diamond”), including basis of its construction and approach to practical implementation.The relevance of the article is based on the problem of reveal and support of the development of educational agency, the formation of system competencies of self-determination, goal setting, productive action and reflection.The purpose of the research described in the article is to develop a model of the educational personality profile for managing educational activity and the development of personal potential, adequate for supporting educational agency.Novelty of the suggested approach is represented by developed structure of educational profile of a student SKQIiSPEC and its specially selected elements. The model is synthesized on the basis of the following key ideas: (1) model of personality competence iSPEC, (2) model of “education” via semiotic systems, (3) distinguishing of competences via types of solved tasks and (4) distinguishing of main activity type. The model integrates selected ideas with qualitative differences opposite to comparing evaluations. Therefore, “Personality dimond” provides sufficient depth and conciseness for monitoring of navigation of a student on its individual/collectively-individual educational track as well as for creation of possibility to be used in various systems for assessing educational results.Practical significance of model SKQIiSPEC is based on potential usage for mapping of educational ambitions and demands of personality, creation of educational strategies for collective-individual and individual tracks, organization of personal educational logistic. The usage of digital technologies enables automatisation of educational profile model for educational activities’ management.

The article is devoted to the opportunities and key contradictions of the Russian state healthcare system digitalization project implementation. The authors analyze various aspects of the system digitalization algorithms in light of the federal project “Creation of the Single Digital Circuit in Healthcare based on the Unified State Health Information System”. The aim of the article was to identify problems within goal-setting, documentation development, and practical implementation of the healthcare system digitalization project, as well as to come up with proposals for eliminating these issues. The analysis showed the inefficiency of the expensive healthcare system digitalization project, which has both objective and subjective reasons for its low effectiveness. The authors come to the conclusion that it is necessary to eliminate a number of contradictions and barriers in the framework of the project implementation in order to increase the efficiency of both the healthcare system itself and the high budget federal project of the economy digitalization as a whole. The practical significance of the article consists in the applicability of proposed approach to making the necessary amendments to the current federal project documentation, which will ensure a focus on real needs within the framework of the initiative implementation. The work may be of interest to civil servants, initiators of projects on the healthcare system digital transformation, governmental bodies, healthcare organizations managers, students, and practitioners.

Purpose. The article is aimed at analyzing the general theoretical principles and the essential characteristics of legal restrictions in environmental law; defining category of “environmental legal restrictions”, their content, system and the status of the respective legislation. Methodology. The methodology consists in carrying out a comprehensive analysis of the provisions of environmental legislation and formulating relevant conclusions on this basis. During the research, the following methods of scientific research were used: terminological, systemic and structural, comparative legal, structural and functional. Results. The objectively determined necessity of unconditional adherence to the legally established environmental requirements, prohibitions and restrictions as well as their potential scientifically substantiated enhancement in order to achieve environmentally significant goals oriented towards the priorities of sustainable development is substantiated. Restrictive mechanisms are scattered across statutory and regulatory acts of different legal force and even different branches of law, therefore, the need for their systematization and unification as well as generalization of the experience of their practical implementation in order to establish a comprehensive system of environmental restrictions is discussed. In our opinion, the conceptual basis and general essential characteristics of public environmental requirements and restrictions should be reflected in the future Environmental Code of Ukraine. Scientific novelty. In the course of the research, the author defines restrictions in environmental law as a specific sectoral imperative mechanism for regulating relations in the field of environmental safety, which consists in systematically introducing legislation on imperative provisions of environmental law as well as establishing specific legal regimes and mechanisms for their application and implementation. Practical significance. The main conclusions can be used in law-making and law-enforcing activities, as well as in further theoretical and legal research and in the educational process.

The purpose of the article is to determine the theoretical and organizational principles of application of accounting outsourcing by business entities. Methodology. Methods of analysis and synthesis were used to determine the characteristics and features of the organization of accounting outsourcing. The generalization of the existing experience of application of accounting outsourcing is carried out by a monographic method. On the basis of economic analysis and comparison, trends in the development of accounting outsourcing are identified. Methodology. The development of outsourcing is explained by its ability to increase the competitiveness of products, to promote the introduction of the latest advances in scientific and technological progress, to optimize costs. The application of knowledge and experience of specialists specializing in solving certain issues allows to focus the resources of companies on the development of strengths and promising areas and not to spend extra effort and money on the development of new non-core activities. The generalization of statistics on the current state of outsourcing in Ukraine shows that its effective application is hampered by the lack of free financial resources to invest in new management technologies, lack of awareness of business entities about the experience of outsourcing and the market of outsourcing services, lack of legal mechanisms. Generalization of functionally-oriented, cooperative, managerial, instrumental, integrated, situational, complex approaches gives grounds for outsourcing to understand the management tool, which allows to concentrate the resources of the business entity on the main activity, provides profit growth and increase competitiveness through contractual transfer, non-core functions of specialists or companies that specialize in their implementation and perform more efficiently than the entity. Among the advantages of outsourcing there are reducing the cost of accounting, improving service quality, accountability, confidentiality, tax optimization, reducing the likelihood of fraud by employees, ensuring impartiality and objectivity of accounting, access to additional resources in the field of finance, accounting and tax calculations. However, outsourcing has certain disadvantages, namely the risk of information leakage, possible lack of efficiency, formal performance of duties, liquidation of the outsourcing company, loss of control over own resources and part of the case may be lost, additional time to agree on the terms of the contract. Minimize the disadvantages of outsourcing allows careful and reasonable choice of outsourcing company, which should take into account: data privacy guarantee, staff qualifications, cost of services, reputation, popularity, experience of the outsourcer in the market, flexibility in organizing services, application of the latest technical solutions, outsourcing it has standards of interaction and internal procedures.

The article is devoted to the practical implementation of auditing tasks in relation to non-financial information in Russia. The increased need to develop this area of auditing services is related to both the increased interest of users in the nonfinancial information in itself, and the need to improve its reliability. The methodological base of the research includes a set of scientific techniques and research methods such as theoretical analysis of the literature on the research problem, analysis of regulatory sources, a method of comparison, as well as the use of practical experience in providing auditing services in relation to non-financial information. The study of current trends in the publication and certification of nonfinancial statements in Russia and abroad, considers the main approaches to the definition of “non-financial audit” and the most widespread methodological approaches to its implementation, as well as reviews the practice of performing tasks to confirm non-financial information and identifies the main problems of their implementation. The theoretical and practical significance of the research is to justify the need to develop tools for providing auditing services in relation to non-financial information, as well as the proposed solutions to the identified problems of practical implementation of tasks.

The article presents a lapidary analysis of possibilities of using the case method and the project method in the formation of professional thinking of students studying philology and journalism. We also consider the possibilities of using case technology and project method in the process of studying professionally oriented disciplines. The practical significance of the work comes down to disclosing the effectiveness of the case method and the method of projects in the process of forming professional skills. The relevance of this article is determined by modern realities of educational process at the university. The case method and the method of projects make it possible to increase the motivational component of learning and contribute to the development of teachers’ progressive thinking and students’ creative potential, both of which are necessary for professional activities. In this article we also made an attempt at revealing the essence of these methods in the educational process at bachelor’s level. They turned out to be the main methods for the formation of students’ universal and professional competencies. The project method and case method act as an integral factor in the gamification of educational process contributing to the formation of skills of expedient action, activation of thinking, instilling the skills of independent search for solutions in standard and non-standard situations that may come up in the course of professional activity. Students actively and productively master the necessary competencies while revealing their latent potential. The case method and the project method demonstrate great efficiency in improving the quality of personnel training; the specific types of their practical implementation are developed jointly during classes by university teachers and employers’ representatives. The purpose of the article is to determine the methodological potential of the case method and the method of projects in the formation of professional thinking of future philologists and journalists and to consider the possibilities of using case technology and the project method in the process of studying professionally oriented disciplines. The project method is a relevant and effective technology that significantly increases the level of mastery of educational material, the internal motivation of students and their independence. The case method initiates the development of professional thinking, independence, unconventional thinking and creativity. When faced with a formulated problem, students concentrate on finding a solution to the problem and the teacher’s skillful interpretation of the problem directs students to search for non-standard ways. Everything mentioned above leads to the development of integrative thinking and significantly expands students’ capabilities. The practice of working with the case method and the project method in the classroom confirms their effectiveness in the professional development of university students, expanding their professional horizons and the formation of professional thinking.

This paper studies the basic features and functions of STCP. The traditional TCP protocol and the basic standard SCTP protocols are simulated respectively. We analysis that when the host has multiple network addresses and there are multiple paths between ends, how do the STCP protocol and TCP protocol perform. For practical implementation, using CWND size parameters show performance of multi path transmission in practice, and compare with the ideal case. The results of the simulation and analysis of multi path transmission under the SCTP agreement have practical significance in the future network with multi path transmission.

The paper describes research fi nding solutions to a fundamental problem, which aff ects not only the quality and effi ciency of functioning of system of national education, but also the strengthening of its unity and form integrity. The authors proceed from the fundamental importance of the state standard as the basis for the organic association of state needs and challenges facing national education, and the need for their eff ective practical implementation from the standpoint of the indissoluble unity of the standard with existing educational programs. In the article it is disclosed, as may be decided so relevant to the national education problems through the use of technology pedagogical goal setting, capable of producing a systemic set of criteria through which can be the optimal selection of training programs, most adequately implement the requirements of the state standard.

The tourism industry and the hotel and restaurant sector have suffered the most among all sectors of the economy. Thus, it is important to determine the current circumstances and effective tools for its development in order to return to the pre-crisis state and further sustainable operation. The purpose of the study. Systematization of analytical information on the current state of the hospitality industry, determination of strategic priorities and a set of measures to restore sustainable activities and strengthen the competitiveness of the domestic hospitality industry in the national and international market. Research methods. In the process of scientific work were used general and special methods of scientific abstraction, induction and deduction, statistical analysis, analogy and quantitative and qualitative comparison. Research hypothesis. It is assumed that the development of hospitality as a component of the tourism industry should be based on a set of theoretical principles, historical background and current circumstances of business development in this area at the national and international levels. Presentation of the main material. Most of the problems of the national hospitality sector are outdated; modern conditions of activity of hospitality enterprises are formed under the influence of factors (pandemic, global informatization, change of competitive determinants and deepening of specialization); the strategic priorities for the development of the hospitality sector include the concentration of efforts to: protect their own interests by joining the relevant professional associations, informatization of all areas of work, active cooperation with institutions of higher education and greening of facilities and services offered to customers. Originality and practical significance of the study: the results presented in the study are relevant for consideration and practical implementation for any enterprise in the hospitality industry of Ukraine. Conclusions and prospects for further research. Сompliance with the recommendations will allow hospitality companies to stay in the regional and domestic tourism market, strengthen their competitiveness and offer services of good quality not only domestic but also foreign tourists.

This article presents the results of research on the value and target priorities in the quality management process in higher education. It is determined that the quality of education is a mean of development of the individual and society, a condition of trust in the educational sphere, it reflects the degree of conformity of the properties and results of educational processivity to certain norms and standards of education. It is established that the quality is traced in the presence of competencies that characterize the ability of graduates of the institution to effectively pursue professional activity in modern socio-economic conditions.Each specific historical level of the qualitative parameters of higher education is the result of determining the goal, or the spontaneity and purpose of indifference, or the symbiosis of the two previous possibilities. It is necessary to take into account the fact that in the absolute majority of cases the quality of higher education does not have a self-sufficient target status, but rather becomes the context and prerequisite for achieving some other strategic goal of individual or supra-individual (social, cultural, civilizational, global) value. The totality of these circumstances exacerbates the need to analyze the quality of higher education through the lens of a hierarchy of targets. Goal setting is the process of justification and goal setting. And the goal can be achieved by combining objective factors and ways and actions to do so. It is also proved that the structural components of personality, value orientations are the most important component of an individual's organization, his ethical-psychological and intellectual activity. And worldview is a set of views, principles, understanding of the world and program of action and forms the foundation of human consciousness. The acquired knowledge and beliefs, combined in the worldview, form a system of understanding by the man of the world and himself.Therefore, the quality of education can be ensured if the management system is in place, which involves the organization of a continuous process of influence of the management entity on its object and the appropriate coordination of their joint activities.
