Ukraine, having lost its positive image as a country safe for traveling, faced the problem of its restoration. It is necessary to start from the own population, which instead of native regions of permanent residence preferring to have vacation on abroad resorts. Therefore, the search of innovative tools for the restoration of regional tourism is an urgent problem for most regions of Ukraine. The purpose of the research – definition of modern problems and systematization of relevant innovative tools for the development of regional tourism, taking into account the existing conditions for the functioning of the national tourism industry. The object of the research: theoretical and applied aspects concerning application of relative innovative tools for the development of tourism industry at the regional level. The methods of the research: systematic approach, structural-logical and statistical analysis, synthesis and generalization. The hypothesis of the research: envisages the use of the approach by which the development of tourism at the regional level should be fully harmonized with the overall strategy of the territory and state development strategy taking into account the needs of all stakeholders. The statement of basic materials. Overview of previous research and current trends of national tourism industry development in the context of certain territories and regions has allowed to identify six main problems and three groups of topical innovative tools for the development of regional tourism, among them: the introduction of the social dialogue concept and the formation of social partnership on its basis; branding of the area as an effective tool for managing the image of the territory; using technology "product placement" and IT innovations. The originality and practical significance of the research: the presented proposals are especially relevant for the old industrial regions and separated depressed territories, for which the development of the tourism industry on the basis of its own tourist flows will overcome the systemic socio-economic crisis. Conclusions. The proposed innovative tourism development tools at the regional level are not absolute innovations for Ukraine, but their distribution should have a lasting character for all without exception areas, which will solve most of the identified problems.

The article describes the development of the tourism industry on the use of tourism resources as the basis for the formation of the tourist product. The peculiarities of the formation of the tourism industry in Khmelnitsky region have been revealed. The definition of the concept of “tourism resources” has been offered. The list of nature monuments, historical and cultural monuments, and state reserves has been used. It is noted that historical-cultural and agricultural sights of the region are included in the State registry. The regional problems of tourism development and the reasons that hamper the development at the tourism industry have been analyzed. The implementation and realization of the program of tourism development in Khmelnytskyi region for 2013-2015 have been disclosed, it was developed in accordance with the requirements of the law of Ukraine “Of Tourism”, the regional development Strategy of Khmelnytsyi region for 2011-2020, the order of the Cabinet of Ministers of Ukraine “Of Approval of Strategy of Development of Tourism and Resorts”. Among other important factors restraining the development of the tourism industry relate to the marketing component of tourism policy, which should be called the underdevelopment of the information infrastructure of tourist business, which makes domestic and foreign tourists to quickly obtain useful information about tourist and recreational potential of Ukraine, book in advance and book travel services. The factors that constrain the development of the tourism industry have been shown. They relate to the marketing component of tourism policy and they are component of the development of the tourism industry in Khmelnytskyi region. The natural potential of the National Park “Podilski Tovtry” has been in details. Today, especially increase the importance of regional tourism policy, Khmelnytsky region is one of the perspective regions of tourism development our country. This is due to the favorable peculiarities of its geographical location, favorable climate, and rich natural resources, historical-cultural and tourist-recreational complex, which would satisfy the needs of the population in sanatorium-resort treatment, recreation and tourism.

The article is devoted to the practical implementation of auditing tasks in relation to non-financial information in Russia. The increased need to develop this area of auditing services is related to both the increased interest of users in the nonfinancial information in itself, and the need to improve its reliability. The methodological base of the research includes a set of scientific techniques and research methods such as theoretical analysis of the literature on the research problem, analysis of regulatory sources, a method of comparison, as well as the use of practical experience in providing auditing services in relation to non-financial information. The study of current trends in the publication and certification of nonfinancial statements in Russia and abroad, considers the main approaches to the definition of “non-financial audit” and the most widespread methodological approaches to its implementation, as well as reviews the practice of performing tasks to confirm non-financial information and identifies the main problems of their implementation. The theoretical and practical significance of the research is to justify the need to develop tools for providing auditing services in relation to non-financial information, as well as the proposed solutions to the identified problems of practical implementation of tasks.

In a knowledge-based economy, the most important issues of modernity areas development – event management become especially relevant. Current trends in the development of such socio-economic activity areas as event management is directly represented in the practice of event tourism, within which the creation, planning, conduction and event management. In order to manage a modern system of event tourism, event management is called to summarize the existing experience, give practical recommendations taking into account the specifics of various events, as well as improving this system of relations. Event management becomes an innovative tool for achieving the goals of the organization at its all operation stages. It is also worthily to note the importance of using event management technologies in the formation of a positive organization image, corporate culture and increase its competitiveness in the market. The article highlights the scientific approaches to the interpretation of the category "event management" according to certain criteria and characteristics. The author's definition of the categories essences "tourism industry" and "event management" is given. It is proved that event tourism is a fast-growing industry, which in recent years occupies a dominant position in the general classification of tourism. The potential of event management in the tourism industry is revealed. The system of organization and event-management carrying out in the world practice is investigated and recommendations concerning its application in Ukrainian realities are substantiated. The state of event management in Ukraine is analyzed and perspective directions of its development within the tourist business are outlined. The practical significance of the obtained results is manifested in their usefulness for optimizing the event managers’ work in the process of creating, planning, organizing and conducting events, as well as for improving and increasing the efficiency of existing technologies in the event organization field. In addition, they contribute to the clarification of "event management" concept in Ukrainian scientific community. Prospects for further research are to develop the basic processes of event management, which form its essence.

In this article, the authors study the aspects of the COVID-19 pandemic’s continuing impact on the global economy, and assess the interim economic results of 2020. The forward and backward linkage between the COVID-19 pandemic and international tourism is highlighted. The current state and further development prospects of the global tourism business are assessed on the example of the global crises that have taken place before. The authors have studied the current characteristics of the sector in the context of the continuing impact of protective measures involving population’s limited mobility and social distancing, a general assessment of the current global crisis impact on international and regional tourism is given. Further, the authors consider the need of tourism industry adaptation to new conditions, provide examples of modern tourism development, and identify areas that are most promising in terms of restoring the sector in the post-pandemic period. Since the current trends, according to experts, will be relevant in 2021, the authors determine the need for continuing adaptation of the sector to new conditions, taking into account the implementation of a sustainable development policy, and assess the prospects for the sector’s recovery during the crisis and post-crisis periods as an object of state policy within the framework of the "green" transformation of the economy.

The article aims at formulating a concept for the social tourism development strategy in Ukraine, taking into account the European experience and national realities. The article proves that the main function of social tourism is to create and maintain appropriate conditions that allow people to participate in the tourism process, i.e. provide them with access to recreation and the effective recovery of physical, emotional and spiritual strength. The study presents a generalized structure of the social tourism system in Europe, enumerating the supply and demand factors together with their key elements. Based on foreign experience, the work identifies three main systems of social tourism services, such as: specialized accommodation; holiday checks; charitable donations. The article suggests a concept for social tourism development strategy in Ukraine, providing for a number of measures to form social tourism in Ukraine. To specify the measures needed, it is necessary to use the SWOT-analysis data and results. It has been found out that these measures comprise several groups, such as: organizational measures; measure related to participants’ work in social tourism; specific steps for social tourism promotion. The author comes to conclusion that social tourism can be considered the basis for domestic tourism development in a country, because a high development rate of domestic tourist flows will provide a new qualitative level of development for the national tourism industry, which, in turn, will contribute to placing the focus of tourism on tourists, both domestic and foreign ones.

Following an analysis of factors which hinder the development of the regional tourism sector, for the purpose of the regional travel industry development the article justifies the need for development of a new product of the Crimean tourism industry – food tourism. The article explores the potential of the concept of food tourism promotion and development based on prospects available for the different parties concerned. To identify the parties concerned and their motives, the article has addressed conceptual issues relating to a connection between food tourism and tourism sector development; potential of food tourism as an instrument of region development; strategy to be evolved to encourage development of food tourism. It has been established that the parties interested in the origin and development of food tourism may be grouped into four separate categories depending on geographic scope of their operations, business profile and value of their interests: 1) “state regulatory authorities” – regional and municipal state authorities; 2) “food intermediaries” that comprise a wide range of the concerned market players involved in tourism and related sectors; 3) “farmers (producers) and restaurant keepers” involved in provision of food services or production, “public concerned” – volunteers involved in surveys, the findings of which may be used for the development of strategies. It has been found out that the development of food tourism in the Republic of Crimea requires consolidation of efforts, knowledge and capabilities of all the parties interested in the diversification of tourism product, extension of time frames of a high tourist season and increase in marketability of the regional tourism product, in particular, and tourism sector, in general.

Introduction. The tourism industry is a powerful socio-economic and political factor that determines the economic development and policy of many countries and regions of the world. The purpose of the paper is to determine the conceptual basis for the development of the tourist services market in Ukraine. The paper examines the authors’ approaches to defining the concept of «tourist services» and gives the author’s definition of this concept. Results. The analysis of the main indicators of the development of the tourist services market in Ukraine is carried out. During 2015-2019, there observed increase in domestic tourists who went abroad to 2.3 million people and growth in the number of foreigners who entered Ukraine in 0.1 million. Also the paper reveals the problems and prospects of domestic tourism market development. One of the important obstacles to the development of the tourism industry in Ukraine is technological underdevelopment – innovative tourist technologies which are widely used in developed countries are practically not used in Ukraine. One of the main directions of technological innovations in tourism is the use of virtual space to inform and promote their services to the market. Organizations that provide tourist services must realize the need to implement and use modern software and technical interactive information systems that will help expand the capabilities of tourist enterprises in Ukraine. Conclusion. In order to increase the representativeness of the Ukraine tourist image, the introduction of promising directions for the development of regional tourism, it is necessary to take into account those components of the tourist potential that have the necessary properties for the development, creation and successful use of a competitive tourist product on the regional and national tourist markets. An important step to optimize the tourism potential of Ukraine should be to eliminate the advertising vacuum, especially for foreign citizens, through the involvement of various advertising companies. Creating an effective advertising campaign, holding tenders for the restoration and promotion of cultural heritage sites in Ukraine will help to solve many problems related to the destruction of historical and cultural monuments, as well as to form and strengthen a positive image of the country.

The decentralization program has given freedom and policy to enhance the role of regional tourism to be more competitive. The importance of cross-border cooperation in the socio-economic development of the border regions is emphasized and the need to develop its strategic directions is grounded. The authors confirm that the strategy of cross-border cooperation should be one of the sections of the state regional policy and policy of the border territorial entities, should contain key operational and thematic objectives, cover the financing mechanism and features of the instruments for its provision. The author’s approach to the definition of the main stages of the process of formation of the cross-border cooperation strategy at the regional level is proposed, their content, functional characteristics and key parameters for the implementation of the measures are disclosed. According to the author’s approach, the process of forming of cross-border cooperation strategy at the regional level should include the following steps: 1) identification of long-term goals of cross-border cooperation in the main functional areas: sustainable development, employment, tourism, transport, communications, environment, security, border infrastructure, etc.; 2) analysis of potential of transboundary regions in the retrospective and strategic aspects with specification of the matrix of SWOT analysis; 3) institutional and managerial support for cross-border cooperation; 4) determination of the most rational forms of CBC; 5) justification of volumes and sources of financial support of cross-border cooperation; 6) selection of CBC financing instruments; 7) definition of strategic alternatives and justification of the strategy of cross-border cooperation; 8) implementation, monitoring, control and evaluation of the impact and risks of cross-border cooperation. The process of forming of CBC strategy involves its implementation, monitoring, control, evaluation of performance and risks. This stage involves the study of the effectiveness of the CBC implementation, the degree of convergence and integration of transboundary regions in the context of risk management that accompanies this process. The strategy of cross-border cooperation should clearly define the overall long-term priorities of cooperation in terms of their specificity, time and financial dimension, flexibility and consistency. Strategic goals should reflect the basic European values and promote convergence of the regions of the countries on both sides of the border.
