Introduction. The tourism industry is a powerful socio-economic and political factor that determines the economic development and policy of many countries and regions of the world. The purpose of the paper is to determine the conceptual basis for the development of the tourist services market in Ukraine. The paper examines the authors’ approaches to defining the concept of «tourist services» and gives the author’s definition of this concept. Results. The analysis of the main indicators of the development of the tourist services market in Ukraine is carried out. During 2015-2019, there observed increase in domestic tourists who went abroad to 2.3 million people and growth in the number of foreigners who entered Ukraine in 0.1 million. Also the paper reveals the problems and prospects of domestic tourism market development. One of the important obstacles to the development of the tourism industry in Ukraine is technological underdevelopment – innovative tourist technologies which are widely used in developed countries are practically not used in Ukraine. One of the main directions of technological innovations in tourism is the use of virtual space to inform and promote their services to the market. Organizations that provide tourist services must realize the need to implement and use modern software and technical interactive information systems that will help expand the capabilities of tourist enterprises in Ukraine. Conclusion. In order to increase the representativeness of the Ukraine tourist image, the introduction of promising directions for the development of regional tourism, it is necessary to take into account those components of the tourist potential that have the necessary properties for the development, creation and successful use of a competitive tourist product on the regional and national tourist markets. An important step to optimize the tourism potential of Ukraine should be to eliminate the advertising vacuum, especially for foreign citizens, through the involvement of various advertising companies. Creating an effective advertising campaign, holding tenders for the restoration and promotion of cultural heritage sites in Ukraine will help to solve many problems related to the destruction of historical and cultural monuments, as well as to form and strengthen a positive image of the country.

In modern socio-economic conditions, the study of the essence of the term "tourist potential" is relevant. The correct assessment of the tourism potential of a country or its individual region, and above all its correct definition, is a key aspect that characterizes the success of the functioning the tourism sector in a narrow spectrum and the economy of the country as a whole. The development of the tourism industry affects such key economic indicators of the country as the balance of payments, total exports and others. Improving the infrastructure taking into account the increasing needs of tourists, the influx of foreign currency and investment, increasing employment through the creation of new jobs. Properly realized tourist potential has a positive impact on the socio-cultural sphere, satisfying the spiritual and physical needs of people. The interpretation of the term "potential" by the scientists in various fields of science is considered. As a result, the authors supplemented and formulated their own definition of the term "tourist potential". The article also studies a number of methods for assessing the tourist potential and builds statistical dependencies and econometric equations that characterize its development in the medium term. The dynamics of the visitors’ number by incoming and outgoing types of tourism was chosen as the estimated indicators. В современных социально-экономических условиях изучение сущности термина "туристский потенциал" является актуальным. Правильная оценка туристского потенциала страны или ее отдельно взятого региона, и прежде всего его корректное определение является ключевым аспектом, характеризующим успешность функционирования туристского сектора в узком спектре и экономики страны в целом. Развитие туристской отрасли влияет на такие ключевые экономические показатели страны, как платежный баланс, совокупный экспорт и другие. Совершенствование инфраструктуры с учетом возрастающих потребностей туристов, приток иностранной валюты и инвестиций, повышение занятости населения посредством создания новых рабочих мест. Грамотно реализованный туристский потенциал имеет положительное влияние и на социально-культурную сферу, удовлетворяя духовные и физические потребности людей. Рассмотрена трактовка термина "потенциал" учеными в различных областях науки. В результате авторами дополнено и сформулировано собственное определение термина "туристский потенциал". Также в статье изучен ряд методов оценки туристского потенциала и построены статистические зависимости, характеризующие его развитие в среднесрочном периоде. В качестве оценочных показателей выбрана динамика количества посетителей по въездному и выездному видам туризма.

The cluster approach in the tourism industry in transition economies is very relevant and is associated with a number of features in the industry. The article reveals the concept and features of a regional tourism cluster, traces the genesis of this concept, examines the objective conditions for the emergence of a cluster and its elements and structure. The author distinguishes stages of cluster formation and analyzes the factors and possible ways of development. The author substantiates the necessity for use of the cluster approach in tourism and the formation of regional tourism clusters performing the socio-economic, natural and ecological, recreational and economic functions in the entities’ territories of the Russian Federation. An emerging regional tourism and recreation cluster of Belgorod region is considered as the object of the study. Taking into account the assessment of the tourism potential, the level of infrastructure development, transport, environment, territorial structure of the region, the author conducted zoning of Belgorod region and identified seven tourism and recreation areas, outlined the prospects of their development. This study has allowed to determine in the region potential inter-regional clusters emerging, developing and having possibilities to be created. Military and historical, rural, event tourism are recognized as the promising development directions of regional tourism cluster. According to the author’s opinion, the creation of the cluster system will significantly improve the efficiency of the regional tourism market and strengthen its competitive position in the Russian market of the tourism industry.

The article describes the development of the tourism industry on the use of tourism resources as the basis for the formation of the tourist product. The peculiarities of the formation of the tourism industry in Khmelnitsky region have been revealed. The definition of the concept of “tourism resources” has been offered. The list of nature monuments, historical and cultural monuments, and state reserves has been used. It is noted that historical-cultural and agricultural sights of the region are included in the State registry. The regional problems of tourism development and the reasons that hamper the development at the tourism industry have been analyzed. The implementation and realization of the program of tourism development in Khmelnytskyi region for 2013-2015 have been disclosed, it was developed in accordance with the requirements of the law of Ukraine “Of Tourism”, the regional development Strategy of Khmelnytsyi region for 2011-2020, the order of the Cabinet of Ministers of Ukraine “Of Approval of Strategy of Development of Tourism and Resorts”. Among other important factors restraining the development of the tourism industry relate to the marketing component of tourism policy, which should be called the underdevelopment of the information infrastructure of tourist business, which makes domestic and foreign tourists to quickly obtain useful information about tourist and recreational potential of Ukraine, book in advance and book travel services. The factors that constrain the development of the tourism industry have been shown. They relate to the marketing component of tourism policy and they are component of the development of the tourism industry in Khmelnytskyi region. The natural potential of the National Park “Podilski Tovtry” has been in details. Today, especially increase the importance of regional tourism policy, Khmelnytsky region is one of the perspective regions of tourism development our country. This is due to the favorable peculiarities of its geographical location, favorable climate, and rich natural resources, historical-cultural and tourist-recreational complex, which would satisfy the needs of the population in sanatorium-resort treatment, recreation and tourism.

The development of the Internet, in parallel with the development of technology, has made virtual space a second 'home' for much of the population of developed countries. Along with consumers, the business is also moving its activities online, seeking to reach those consumers in every way possible. Digital marketing deals with strategies for reaching consumers, which need to be constantly changed along with all the innovations that technology developments bring with them. Hospitality and tourism is one of the industries that is most affected by digital development. Transportation and accommodation companies are among the first ones to utilize digital marketing techniques in their practices to engage communities and make sure their customers have the best possible away-from-home experience. In order to perform well and gain competitive advantages, players in the travel industry are always looking for the newest and greatest ways to reach their buyer persona and tailor their offering to their target audience. In today’s digital world, the concepts of digital marketing and content have become inextricably linked. The creation of relevant and quality content is the core of every move online. The success of every digital marketing campaign depends on content and its resourceful implementation. Even though the basic marketing principles are still applicable, the online environment has its own specifics that need to be considered when preparing digital marketing strategies.The purpose of this report is to explore the application of digital marketing by the tourism business in Plovdiv, one of the most attractive regions of Bulgaria, as a prerequisite for creating innovation and, on the basis of this, to offer specific guidance in which areas and what innovations appropriate to evolve to succeed. The research methods used are analysis and evaluation of statistics for the Plovdiv district, obtained from the National Statistical Institute (NSI) of Bulgaria, as well as the study of scientific literature. The results of the study show that it is appropriate for the tourism and hotel business in the Plovdiv region to apply innovations in the following areas: (1) innovations focusing on the culture and historical heritage of the region; (2) innovations presenting new ways of implementing organizations' activities and processes; and (3) innovations that focus on environmental protection. Applying these types of innovations, tourism industry companies are expected to achieve positive values for key performance indicators, namely: employment; average daily wage rate and income, as well as length of stay at accommodation in the region.

The purpose of the article is presentation of research results of the tourism potential in Ukraine, analysis of trends in the development of startup environment, definition of measures, directions to ensure the development of startups in the tourism business. The object of study is the process of organizing startups in the tourism business. The subject of research is theoretical and practical aspects of the organization and prospects of development of startups in the tourism business of Ukraine. The methodological basis of the study is a system-analytical method that contributes to the theoretical generalization of scientific concepts, developments, proposals of leading domestic and foreign scientists on the problems of forming startups in tourism. Methods of economic and statistical analysis are used to study the current state and trends of startups in the tourism business of Ukraine. The scientific novelty of the article is that startup technologies are considered as an effective form of implementing innovative ideas in the tourism industry. Conclu- sions. Thus, today startup technologies in the tourism business are a key tool for effective communication of local authorities, public and business structures with a global audience of potential tourists. It is determined that tourism startup proj- ects are an effective tool for establishing partnerships between Ukrainian and international companies, which intensifies grants and direct investments, promotes the entry of Ukrainian tourism enterprises into world markets, is an effective mechanism for international presentation of new tourism products in Ukraine. The scientific results of the study serve as a theoretical and methodological, informa- tion-analytical and practical basis for streamlining the organization of startups in the tourism business of Ukraine. In general, the work provides an opportunity to assess the potential of the country, as well as to identify measures to ensure the development of startups in the tourism business.

This article presents the characteristics of the tourist potential of the Ternopil region. Namely: the description of natural resource and tourist-recreational components, the state of historical-cultural monuments and tourist infrastructure. The key internal strengths and weaknesses of the tourist potential of Ternopil region were highlighted, as well as the opportunities and threats of its development and SWOT analysis of the region. The analysis of problems hindering development of tourist potential and development of tourist industry of Ternopil region is given. Among them: poor condition of tourist facilities and roads; unsatisfactory state of informational and marketing provision of tourism; low level of provision of professional personnel in the field of tourism; lack of economic and financial resources for the development of tourism potential. The directions of development of tourist potential of Ternopil region are proposed and grounded, which include: integrated strategic planning and financing of tourism potential development; economic stimulation of tourism potential development and recreation; advertising, informational and marketing support of the tourist potential of the region; Improvement of staffing of tourism industry and hotel industry development; formation of an attractive investment climate for the development of tourism potential.

Entry. In modern conditions of development of globalization processes, tourism and recreational activities is one of the directions of economic development not only of regions but also the world. The tourism industry on the modern stage the most rapidly evolving and affects the social, cultural, ecological environment and the environment acts as a catalyst for socio-economic development. At the same time, despite the significant amount of scientific research, the specifics of the tour-ist-recreational potential of the regions is not well understood. The aim of the publication is the definition of the functioning of tourist-recreational potential of Odessa region. Results. Determined that the tourism industries are in the top five industries generating the largest revenues in the world. The article examines the features of functioning of tourist-recreational activities. It is determined that the resource potential in each region is different. Refined conceptual and categorical framework in the context of defining "potential" and «tourist potential», «recreational potential», «recreational potential». The approaches to defining the tourism potential: natural, resource. Conducted a comprehensive assessment of tourism and recreational potential of the Odessa region. The tendencies of its composition, present state and usage. It focuses on the problematic aspects of the use of tourist and recrea-tional potential. Conclusions. The analysis of current trends indicates considerable prospects for growth and further development of tourist and recreational potential is the basis for the planning sector at the national and regional levels. Indicates the need for its comprehensive evaluation system, these shortcomings towards the realization of the tourism potential in the sectors of the economy. Sanrobone is a coastal village with tourism potential, including cultural heritage sites and mangrove forests. However, most of the forests have been converted into fish ponds and seaweeds, resulting in abrasion that erodes the village and damages several historical sites in the area. The program aims to empower millennial generation in preserving the cultural reserves and mangrove forests, which in turn can become a community income sector. The millennial generation of Sanrobone is participating in repairing the Sanrobone Fort (Benteng), the Sanrobone King’s Graves, and the mangrove forests through the development of cultural and mangrove-based tourism. This outreach activity employed an active participatory method, namely: (1) Socialisation of the Culture and Mangrove Tourism concept to the community and local government; (2) Training in mangrove planting and management; (3) a comparative study trip to developed cultural tourism and mangrove-based tourism areas. The results showed the millennial awareness of the tourism potential of the region is getting higher, and they can already see various opportunities to manage these tourism potentials as a source of income. What needs to be done next is to improve the skills of the millennial generation in the promotion of regional tourism through digital marketing, which is needed for effective sustainable tourism development in the industrial era 4.0.

Today, the issue of development of the tourism industry is becoming increasingly relevant, as this industry is an important component of the economic system of each country. External factors have the most significant impact on the development of tourism: natural disasters, wars, economic crises, and pandemics have had a destabilizing effect on the development of the tourism industry around the world. To avoid or reduce the impact of negative phenomena on the tourism industry of a particular country or region, it is crucial to predict the impact of external factors, identify the most important of them, and develop strategic measures to turn threats into opportunities. In the context of solving the mentioned problem, this study aims to model the impact of external factors on the level of use of tourism potential of the region. After all, tourist services and products of each country and region are unique, as they are formed under the influence of existing special natural resources, cultural heritage, environmental, social and other factors inherent only in them; and if in one country/region the influence of a certain factor can weaken the development of tourism, in another one—it can stimulate it. A method of comparison with the reference value and a method of calculating the integral indicator were used in the study. Based on the analysis, an integral indicator of the level of use of the tourist potential of the region was calculated and the method of assessing the impact of external factors on the level of tourist potential on the example of the Carpathian region of Ukraine was tested.

Ukraine, having lost its positive image as a country safe for traveling, faced the problem of its restoration. It is necessary to start from the own population, which instead of native regions of permanent residence preferring to have vacation on abroad resorts. Therefore, the search of innovative tools for the restoration of regional tourism is an urgent problem for most regions of Ukraine. The purpose of the research – definition of modern problems and systematization of relevant innovative tools for the development of regional tourism, taking into account the existing conditions for the functioning of the national tourism industry. The object of the research: theoretical and applied aspects concerning application of relative innovative tools for the development of tourism industry at the regional level. The methods of the research: systematic approach, structural-logical and statistical analysis, synthesis and generalization. The hypothesis of the research: envisages the use of the approach by which the development of tourism at the regional level should be fully harmonized with the overall strategy of the territory and state development strategy taking into account the needs of all stakeholders. The statement of basic materials. Overview of previous research and current trends of national tourism industry development in the context of certain territories and regions has allowed to identify six main problems and three groups of topical innovative tools for the development of regional tourism, among them: the introduction of the social dialogue concept and the formation of social partnership on its basis; branding of the area as an effective tool for managing the image of the territory; using technology "product placement" and IT innovations. The originality and practical significance of the research: the presented proposals are especially relevant for the old industrial regions and separated depressed territories, for which the development of the tourism industry on the basis of its own tourist flows will overcome the systemic socio-economic crisis. Conclusions. The proposed innovative tourism development tools at the regional level are not absolute innovations for Ukraine, but their distribution should have a lasting character for all without exception areas, which will solve most of the identified problems.
