The demands of changes in the global era have made vocational higher education have a strategic role and are at the forefront in handling the age of the workforce. Vocational higher education is programmed to produce graduates who have mastery of science and technology, are independent, skilled and trained in accordance with the demands of the industrial world or the world of work. The learning outcomes are needed as capital in facing regional and global competition. One of the strategies for decision-making in the development of maritime vocational higher education that was developed to be able to maintain its existence and be more developed in order to produce graduates who are in accordance with the times so that it must have a strategy to achieve it, namely by using the SWOT matrix method approach and the QSPM matrix. Based on the results of the SWOT matrix data processing and the QSPM matrix, it can be concluded that the Director can make a decision to open a new study program, rather than building a new campus which takes longer, with the consequence that new study programs S2 and S3 study in the afternoon while waiting for the construction of a new campus as a the second alternative.

Competition in the Global Era, which is currently getting tighter, demands every institution, especially Higher Education Institutions, to be able to produce alumni in accordance with the demands of the times. The orientation of learning outcomes in tertiary institutions is not seen from the scores obtained, but more than that it is expected that alumni who have graduated in tertiary institutions have the ability based on the internalization of knowledge, attitudes, skills, competencies and accumulated work experience. To find out and measure the quality of higher education institutions, one of which is tracing the tracks of alumni (Tracer Study). So that the evaluation of the competencies produced by higher education becomes an important thing to do so that the world of higher education is not separated and too far from the real world of work in society. To answer these challenges and needs, a library science study program based on KKNI was designed, 75% of which leads to practical work in the library to produce professional librarians. Based on the results of surveys and research, data shows that the waiting period for alumni is more than 50% under 6 months, even 27% of them have got a job before graduating. While the level of relevance / suitability of the course with the work of the alumni respondents, 81% answered very well.

AbstractThe current of globalization has affected many sectors including tertiary institutions. The purpose of this research was to determine the effectiveness of various teaching methods used in higher education and the perception of the students regarding these methods. In order to determine the possible ways to obtain strategic advantages and benefit from the strengths, the university has to know what drives foreign students in choosing a certain study program, even if it is outside their country of origin. At the same time, knowing the disadvantages that prevent them from doing so, helps the university include ways to correct the weaknesses or to offer solutions to them. The students, participating in this research, are enrolled at the European University in Madrid, from different study programs and degrees (license, master and doctoral programs) and were asked to answer a questionnaire about the use of teaching methods, about their perceptions upon effective teaching and the reasons that have determined them to choose to follow a study program. The results were in favor of a higher use of projects, group activities and case studies during classes and seminars at the European University of Madrid and of using new technologies in the educational system (e-learning, simulations, use of intranet, and activities in laboratories). As a primer characteristic searched for when choosing a study program, the students mentioned practice, mainly for developing abilities useful for applying for a job as soon as possible. It is, therefore, important to analyze the teaching methods and this research helps us understand how students see the teaching process and which are the methods that help them to better understand and to be more active during classes. Key words: creativity development, innovative teaching, practical activities, teaching methods.

Some time ago, Minister of Education and Culture (Mendikbud) Nadiem Makarim launched a program called "Merdeka Learning" aimed at Universities / Colleges which is also known as the Independent Campus. The discourse conveyed by the Minister of Education and Culture regarding the Merdeka Campus has four policies in the scope of higher education, namely (1) Opening of new study programs, in which this program provides autonomy for State (PTN) and Private Universities (PTS) to open or establish new study programs, (2) Higher education accreditation system, (3) Freedom for PTN Public Service Agency (BLU) and Work Unit (Satker) to become PTN Legal Entity (PTN BH), (4) Right for students to take courses outside the study program and changing the definition of the Semester Credit System (SKS). The purpose of this study was to determine how the Medan State University Student Response to the Discourse of the Merdeka Campus. The data collection technique used in this study used several methods including literature study, observation, interviews, and documentation. This data analysis technique uses a qualitative descriptive method which is used to describe a situation that is currently running at the time the research is carried out and examines the causes of a particular symptom, then analyzed by conducting a conceptual examination of a statement so that the clarity of the meaning contained in the statement can be obtained. the. Where all the speakers know the discourse on an independent campus that has been conveyed by the Minister of Education and Culture some time ago, but from the results of the interviews conducted in more depth, five people only approved and three people did not approve of the independent campus.

The article analyzes the main reasons for de-actualization of higher education in Ukraine on the example of teaching foreign languages. The authors identified four main reasons for the deactualization of higher education: a difficult socio-economic situation caused by an incompetent organization of the production forces of the Ukrainian economy, low quality of educational services, depopulation of the Ukrainian population and a decrease in the quality of the teaching staff, a permanent increase in the cost of higher education. To confirm our assumptions, we carried out an introduction of students from different parts of Ukraine who study a foreign language. We interviewed six respondents from different universities across Ukraine about the topic: V.N. Karazin Kharkiv National University, Horlivka Institute for Foreign Languages, Ivan Franko National University of Lviv, Kyiv National Linguistic University, National Technical University “Kharkiv Polytechnic Institute” and Ternopil Volodymyr Hnatiuk National Pedagogical University. Every respondent was given a name (A-F) in order to keep their anonymity. We have presented the results of the interview. Students say that problems do not always depend on universities, but personal traits of students and teachers and modern tendencies in labor market. We gave some recommendations: the curriculum must be corrected in favor of main subjects or even subjects that will make graduates more appropriate for some posts than people without degree; teaching staff must have special pedagogical degree in order to improve their pedagogical skills; universities need to employ native speakers of taught languages; universities need to elaborate such study programs that will make their graduates more attractive candidates in labor market. The main conclusion must be so: the system of higher education has to keep up with the times and change itself according to labor market, students’ beliefs and modern tendencies in science and technology.

The research aims to study and analyze the influence of lecturer’s competence and learning process on study program competitive advantage either in simultaneous and partiality at private higher education in North Sumatera. This research was conducted by census methods over 44 S1 Management studies in Private Higher Education Kopertis of Regional I North Sumatera. The data used in this research were primary data collected by questioners. The research respondents were head and students of study programs.  The validity and reliability of the data was tested before hypothesis testing. The data analysis for hypothesis testing was the path analysis. This research concludes that: the role of lecturer’s competence and learning process influential significantly toward study program competitive advantage. Partially from both independent variables, the influence of lecturer’s competence toward study program competitive advantage is greater than learning process.

Accreditation is a government assessment for a Higher Education. Based on the regulation of the minister of education and culture of the Republic of Indonesia number 87 of 2014 article 6, the validity period of the accreditation status and ranking of accredited study programs and tertiary institutions is 5 (five) years. During this time, the institution must prepare the documents used for accreditation. In 2019, the government has implemented changes to the standard accreditation assessment criteria of an institution, the evaluation of accreditation documents refers to several documents, one of them is Study Program Performance Sheet (LKPS) which is recapitulated in an excel. This research focuses on data integration at LKPS. In the LKPS excel data there is a relationship between the data with one another. One of the data that has a relationship is data related to lecturers with tridharma activities. Given that the application of this new rule began in 2019, this research focuses on designing the concept offline, namely Database integration made using Microsoft Access. LKPS analysis results have determined that there are 30 tables of which there are 22 integrated tables and 8 tables that do not have integration.

Students’ feedback on online education has become of major importance for many higher education institutions. While researchers already identified students’ success factors and analyzed students’ satisfaction in online study programs and courses, the role of expectations in students’ online educational experience has been very often neglected in previous research. Our study adds here as it captures students’ expectations at the beginning of an online study program, highlighting the differences to traditional on-campus students. Our results reveal that expectations of on-line students differ from the expectations of on-campus students and must therefore not be confused. Furthermore, the assessment of student expectations is not only a way to consider and satisfy students’ needs in order to improve online programs or courses, but also a means to track the institutions own performance.Keywords: Online Education; Student Experience; Expectations, Retention, Higher Education Management

In the modern world conditioned by scientific–technical progress and globalisation it is becoming tricky for schools of higher education to respond to continuously changing needs of the labour market, to secure the expectations of the students towards the selected sought education and its realisation in certain situations of activities. Satisfaction of students with the studies and employment of graduates becomes one of the key criteria of the quality of studies which influences the academic activity of universities. The study introduces the factors which determine the satisfaction of the final years students with their studies. Quantitative research was selected – a representative survey was performed. The study population consisted of the students of the Lithuanian higher schools (universities and colleges) (n=459). It has been established that the key factors in the selection of study programs (demand of the study program on the labour market, the self–set career goals, clear potentials for professional career and links between the personal needs and the program) demonstrates the ability of students to plan and make decisions regarding their careers. When selecting a study program, the factors orientated towards assessment of personal achievements and own attitudes towards the profession (the selected graduation exams and their results, the prestige of the profession and the leisure time likings) are not less important. The key factors of satisfaction with the selected study program relate to the fact that the study program contributes to personal development, to better employment and career prospective.  Students are satisfied with the selected study program because of favourable educational study environment, of a possibility to gain practical skills and of the applicable system of assessment.
