The article deals with four aspects of the problem of truth in journalism of the Soviet era and their consequences in post-Soviet times: the problem of understanding the essence of the phenomenon, finding the truth in concrete situations, truth-telling by mass media to society, perception of the truth by the audience and social reflection. The methods, forms and means of the influence of Soviet journalism on the society are analyzed. The general scientific methods (analysis, deduction, induction, generalization) and the strategy of the substantiated theory are used. The results of the research have scientific and practical significance, they reveal the causes of certain social and communicative consequences of the controlled interaction of the society with the media, transformation of moral and ethical values and concepts, and provide research material on the methodology and technology of mass communication impacts. The author concludes about the need to return society as a whole, and journalism in particular, to understanding, perception of the essential meanings of the truth, in particular its metaphysical nature, and the formation of truth-centered socially responsible position of the journalist.

The purpose of the article is to identify problematic aspects of accounting for non-current assets and to suggest their solutions using information technology and documentation. Research methods. The methodological basis of the study is a systematic approach to the study of the processes of reflection of non-current assets in the accounting of budgetary institutions. The epistemological method is used to clarify and deepen the meaning of the concept of "non-current assets". Analysis, synthesis, induction, deduction, abstraction, idealization and generalization, as general scientific methods of cognition, are used to develop the basic principles of the theory, methodology and organization of accounting for non-current assets. Bibliographic and bibliometric types of analysis provided identification of trends in the theory and methodology of accounting, as well as problematic aspects of non-current assets. The method of formalization made it possible to make suggestions on how to solve the problematic aspects of accounting for non-current assets. Research results. Identifying of problematic aspects in the accounting for non-current assets of budgetary institutions allowed to offer options for their solution, which will deepen the informativeness of accounting and reporting data and ensure their accuracy, reliability and comparability. Improving the accounting aspects of the reflection of non-current assets will also help increase the effectiveness of internal control (including inventory), and thus their management in budgetary institutions. Scientific novelty. Theoretical and practical provisions for accounting for non-current assets of budgetary institutions are improved. Ways to improve the accounting and internal control of non-current assets for the needs of management in budgetary institutions are proposed. Practical significance. In order to bring the national accounting system in line with international standards and in accordance with the needs of management, it is proposed to improve the reflection in the accounting of non-current assets of budgetary institutions through the use of information technology and documentation. The article discusses the problems of concert educational work in distance conditions, as well as the possibilities that are associated with this format of activities of musical educational organizations in terms of attracting a new target audience. The purpose of the article is to present the results of an empirical study, conducted by the author during the quarantine period on the first wave of the COVID-19 pandemic. The research methodology is based on a systematic approach and includes a group of general scientific methods (analysis, synthesis, deduction, induction), as well as a group of special methods: content analysis of scientific literature on the research topic; sociological survey method (questionnaire survey); method of statistical data analysis. The data obtained during the empirical study was processed using the advanced analytics program Neural Designer. The materials of the research were the answers of respondents to three questionnaires containing questions about the quality of concert and educational activities in a distance format. Based on the results of the empirical study, the author of the article came to the following conclusions: the main problem of the concert and educational work of music institutions in a distance format is the low level of awareness of the potential target audience about educational projects, which is associated with the lack of information about musical educational projects in social networks, as well as with the absence of online broadcasts based on a subscription in the media environment. Based on the identified problems, the author of the article provides practical recommendations.

Results: The authors note the high theoretical and practical significance of Alexei Vladimirovich Barkov’s scientific achievements for private law and business law. The authors emphasize the invaluable, innovative and bold contribution to the development and improvement of national civil science and the law enforcement implementation of norms.

The Ukrainian phraseology is constantly evolving; the obsolete and infrequent phraseologisms disappear, instead the new phraseologisms appear and the traditional ones are being updated, changed and evolved. At the same time, not only the component composition of phraseological richness of the Ukrainian language is being changed, but also the understanding of the concept “phraseologism”, which determines the relevance of our research and explains its objective – to ascertain which phraseologisms are used by the media in order to attract the reader’s attention and to find out the transformations that occur with traditional phraseologisms in the modern editions. Among the methods used to conduct the research, one can mention firstly the general scientific methods: descriptive method; analysis and synthesis; typologization. Along with general scientific methods, a modern methodology was used to study effectiveness of use of modified phrasemes in the modern media: a discourse analysis, which included the study of interrelations of the text or its unit with other elements and texts, dependence of the text on speech, social and political situation. The study also used a content analysis method aimed at collecting quantitative data about the phenomenon which allowed drawing the objective conclu-sions about the spread and use of phrasemes in the headlines complex. The article deals with phraseologisms as an actively used language trope in the modern print and online media. It has been found out that in the modern periodicals the phraseologisms become an effective tool for attracting the reader’s attention through emotionally-expressive component. The phraseme modification processes that contribute to the relevance of these language constuc-tions are analyzed. The phraseme modification techniques are investigated: complete or partial modification of semantics, adding author’s comment, spreading a phraseologism with the help of new components. It is determined that a large part of phraseme used in online media is formed as a result of transformation of traditional stable units through spreading their compo-nent composition, complete or partial modification of semantics.

Purpose. In the context of the development of digital technologies, the issue of the existence and legal regulation of digital of financial assets is being updated. In modern legal practice, there is no uniformity in the terminology of these relations, so it is especially important to consider the possibility of using different terms from digital currency to digital rights. The article analyzes various approaches to defining the concept of cryptocurrency offered by specialists working not only in the field of law, but also in economics, since it is important to consider the possibility of reflecting digital assets in accounting. In the course of the research, both General scientific and private scientific methods were used: scientific abstraction, system, logical, analysis and synthesis, comparative legal and formal legal. Conclusions are made that: 1) as a result of numerous discussions about the legal regulation of digital of financial assets, the state has decided on the terminology in these relations; 2) according to the author, the most successful term is the concept of “digital financial assets”, since the term “asset” is used in russian legislation, in particular investment and tax; 3) russian legal practice has used the experience of foreign countries when making changes to existing legislation, in particular in civil, expanding the list of objects of civil legal relations. Scientific and practical significance. This research allows us to critically understand the existing problems of cryptocurrency regulation, as well as contributes to the development of theoretical directions on this topic and the creation of educational materials dedicated to the digital economy.

The subjects of the study are the problems that arise at the initial stage of the investigation of street fraud, the study is the individual problems of pre-trial investigation of street fraud and the ways of their solution. The study aims to highlight the most common problems in practice at the initial stage of the investigation of this group of fraud, and presents recommendations for their solution. In the course of time, general scientific methods of cognition were used. The relevance of the research topic is that the main problems of investigators arise at the stage of the decision to open criminal proceedings. Difficulties are related to the fact that the investigator needs to take a key procedural decision based on the analysis of very limited information about the event. In addition, in the context of open criminal proceedings, it is very difficult to form a system of evidence of the existence of a criminal intention in the actions of a fraudsters. Indeed, unlike other crimes, they are reflected not so much in material traces as in acts of intellectual nature: the reporting of false information, the use of fictitious documents, specific attributes, and many others. Gathering evidence of such an order requires an extraordinary level of professionalism. The investigator should not only have a high level of knowledge of the existing criminal and criminal procedural legislation, but also be aware of ways to overcome the main difficulties encountered in criminal proceedings on fraud. The novelty of the results is that the research in this direction was conducted for the first time. The main results of the study are given a number of typical problems of investigation of street fraud, as well as recommendations for their overcoming. The results of the study can be used in the field of the criminal law cycle. The practical significance lies in the possibility of introducing the results of the research into the educational process in the presentation of the discipline “The method of investigation of crimes”, special courses, as well as in raising the skills of practical police officers. As a result of the study, conclusions were drawn in the form of concrete proposals for addressing typical problems arising in the investigation of street fraud.

In this research project the author analyzes a most relevant problem, that is, biosphere compatibility of urban space planning in major megalopolises; this problem comprises the launch of a comfortable transport system, convenient transport routes free from any traffic jams in urban streets and highways. The author con-siders different methods for organization of convenient transport routes in Moscow. The author believes that a comfortable transport network is a main factor for sustainable development of the urban economy that may help the city to restore its main functions. The author has employed the retrospective analysis of the materials produced by the media, namely, news items published in Moscow and Moscow Metropolitan area in respect of the transport organization patterns. The author has also employed the method of historical comparisons, as well as the general scientific methods of deduction, induction, and deduction by analogy. The author collect-ed the source material by launching a questionnaire-based survey among the residents of the capital. The survey served to help the author to find out the main trends in the organization of the urban space and to identify the transport preferences of urban residents. Moscow transport development trends include broad-ened bus lanes, rent-a-bicycle stations, construction of hubs both on the outskirts of Moscow and in its cen-tre, and liquidation of traffic “bottlenecks”. Innovations include replacement of trolley bus and bus routes by electric bus routes. The retrospective analysis of e-transport networks in Europe and North America is of-fered to identify the current needs of European megalopolises. The survey findings can be invested into the organization of the Moscow transport network.

In the early 2000s, the new term "Unicorns" appeared in the economic literature, uniting startups with a market capitalization of more than $ 1 billion. in five years. In today's highly globalized market, public management is interested in ensuring the rapid development of powerful, competitive companies that stimulate the growth of the national economy. Powerful startup companies of interest to both national and foreign investors. The purpose of the article is to formulate the main stages of assessing the competitiveness of "unicorns" and create conditions for improving its level in the postSoviet space. General scientific methods of analogy and comparison, induction and deduction, modeling, hypothetical, historical and logical methods have been used. The scientific novelty of the obtained results is as follows: approaches to the selection of potential startup projects "unicorns" have been economically justified; a practical approach to creating a social climate and legal framework that will promote the emergence and reproduction of "unicorns" has been proposed; approaches to determining the stages of "death", "resuscitation" and "resurrection" of "unicorns" have been formulated. The practical significance of the obtained results lies in the formation of proposals of an applied nature aimed at the development of startup companies in Ukraine. It has been concluded that for the birth and effective functioning of "unicorns" it is necessary to combine human, structural and consumer capital, which will increase the capitalization of the enterprise. It has been determined that the environment of origin and functioning of "unicorns" is not limited to software, but covers all areas where intellectual capital can be increased. It has also been concluded that innovations and startups are a kind of activity that requires not only great knowledge, but also a specific talent sharpened for this type of activity. The ability to propose new solutions is a source of renewal, implementing the principles of intellectual capital, which is becoming dominant in the XXI century. Further research will be aimed at clarifying and improving the proposed options for creating conditions to increase the level and number of "unicorns" in Ukraine. In the article we interpret discrete and continuous message as interrupted and constant, limited and continual text, which has specific features and a number of differences between traditional (one-dimensional) text and hypertext (multidimensional). The purpose of this study is to define the concept of “hypertext”, consideration of its characteristics and features of the structure, similarities and differences with the traditional text, including the message in the media and communication. To achieve the goal of the study, we used a number of methods typical of journalism. Empirical analysis enabled a generalized description of the subject of study, which allowed to know it as a phenomenon. With the help of generalization the characteristic and specific regularities and principles of hypertext were studied. The system method is used to identify the dependence of each element of hypertext on its place in the text system as a whole. The retrospective method helped to understand the preconditions for the emergence of hypertext, to trace the dynamics of its development. General scientific methods (analysis, synthesis, induction, deduction) made it possible to formulate the conclusions of the study. Thanks to hypertext and the hypertext systems, the concept of virtual reality has gained tangible meaning. In hypertext space, virtuality organically complements reality. The state of virtuality, in this case, becomes the concept of hyperreality, and all this merges into a single whole in the space of computer text. Due to its volume and multidimensionality, hypertext can arouse scientific interest as an interdisciplinary discipline. In today’s world, the phenomenon of hypertext has been the subject of numerous discussions, conferences and research in the field of social communications, linguistics and psychology. Today, a significant number of organizations conduct large-scale research based on the concepts of hypertext associations and associative navigation.

Relevance of the study. The study of thematic in modern musical composition as the most important element of form creation seems relevant and in demand for modern musicology. In the existing scientific works, only certain issues of its research are mentioned (V. and Yu. Kholopov, V. Valkova, N. Ryzhkova, T. Kyuregyan, V. Zaderatsky, G. Grigorieva, E. Ershova, S. Goncharenko etc.), however, there is no special work devoted to this problem. Among the important and topical issues, many remain debatable today. Some of them concern terminology, the use of the concept of “thematiс” in relation to a completely new musical language, others — the multidimensional nature of the study of musical thematiс in terms of semantics, syntax of form in terms of various composition techniques. The study of the thematic organization on the example of the works of modern Belarusian composers makes it possible to include the cultural and stylistic processes taking place in Belarusian music today in the context of the most important trends of Modern music. The scientific novelty of the study consists in: 1) a systematic approach to the concept of thematic as a category of writing in relation to modern musical composition; 2) consideration of the principles of interaction of macro- and micro-thematic; 3) analytical study of the works of the Belarusian composer E. Gutina in the chosen perspective of analysis. The purpose of the research is to consider certain aspects of the interaction of musical thematic and composition techniques in two main types of structural and syntactic organization: macrothematic and microthematic. The research methodology is based on the interaction of general scientific methods (system method, deduction method, etc.) with methods developed in theoretical musicology. We are talking, first of all, about the method of functional analysis in relation to musical thematic and musical syntax. Also significant for this study are the musical-theoretical works devoted to the problems of the author's style, form and techniques of composition in modern music, as well as the theoretical works of the composers themselves on the problems of compositional technique. The practical significance of the research can be reflected in the use of this research in university courses of musical and theoretical orientation related to the study of modern music. Conclusions and prospects for further research. The interaction of micro- and macrothematic manifests itself in different ways in various types of composition, an example of which is the compositions of the Belarusian composer E. Gutina “Wind Music” (sonorous composition) and “Majolica” (minimalist composition). At the same time, the interaction of two seemingly opposite large-scale structural and syntactic principles of the organization of thematic reveals their close relationship in the conditions of various composition techniques, both in the aspect of shaping and in the aspect of the specifics of musical perception. Further developments of the stated topic seem promising in the following areas: the study of the “composer's word”, the compilation of a glossary of terms and concepts, regarding the techniques of composition and thematic, a scientific and research look at the given problem in the mirror of the manifestation of various stylistic trends in modern music.
