Indonesia has a large population and potential of natural resources which is resulting in problems of human resources, natural resources, and environment. The high number of productive age also brings the problems of employment and unemployment. Moreover, education has not been able to guarantee the employment opportunities. The situation becomes ironic when people go abroad to looking for jobs without a sufficient skill. The researcher tries to give contribution towards the problem by explaining the importance of entrepreneurship. This descriptive research uses a qualitative approach. The sample is the Migrant Workers (TKI)  in Ponorogo Regency who get support from family to work abroad again. The migrant workers work abroad because of the economic needs. The migrant workers who have returned home, prefer to start being an entrepreneur than to work abroad again

This research aims to formulate a development strategy that consists of strengths, weaknesses, opportunities and threats of tourism activities in the tourism object Ikan Sakti Sungai Janiah. This research is a descriptive research with qualitative data. Data collection techniques in this research were conducted by using the method of interviewing, observation and documentation involving several informants by using purposive sampling technique. The results of this study indicate that: 1) The strength of the development of tourism activities in the tourism object Ikan Sakti Sungai Janiah is the existence of a supportive land, there has been a conscious group of tourism, beautiful atmosphere and uniqueness of tourist attractions and traditions that are not owned by other regions. 2) The weakness of the development of tourism activities in the tourism object Ikan Sakti Sungai Janiah is the land that still belongs to the community, not regular art and cultural events, the security of tourists wich are not guaranteed and the lack of capital and community skills. 3) Opportunities from the development of tourism activities in the tourism object Ikan Sakti Sungai Janiah is the availability of new employment opportunities for the community, adding tourist attractions supporting facilities, the cooperation between various agencies, and the emergence of groups that support tourism activities. 4) The threat of tourism activity in the tourism object Ikan Sakti Sungai Janiah is the increasing of waste, the destruction of the environment, the emergence of groups that disturb the security of tourists, and illegal traders. Strategy of development of tourism activity in the tourism object Ikan Sakti Sungai Janiah is a) to maximize the surrounding potential of land and human resources, b) cooperate with various institutions and community, c) optimize the participation of various circles related to tourism activities, d) adding supporting facilities for the smoothness of tourism activities.

The Indonesian government has tried to protect migrant workers, one of which is through Law no. 18 of 2017 concerning protecting the rights of migrant workers in an integrated manner. This research aims to examine how this policy’s effectiveness in protecting the rights of Indonesian migrant workers in Tulungangung Regency. This research uses descriptive research with a qualitative approach. The research findings show that one-stop service helps prospective workers manage all documents quickly and easily and is efficient in terms of costs and labor, and providing skills and attitude for working capital. One-stop integrated service policy implemented in the Tulungagung local government is based on the PTKLN Law No. 18 of 2017, Also, as an excellent service standard (SPM) according to the Decree of the Minister of Home Affairs No. 6/2007, that is simple, apparent, legal certainty, accurate, safe, responsible, complete facilities, and infrastructure, easy access, discipline, friendly, polite and comfortable in providing services.

Analysis of Village Development Factors and Strategies Towards Independent Villages (Case Study in Batang Sangir Village, Kayu Aro District, Kerinci Regency). This study aims to determine the Factors of Development of Batang Sangir Village and Strategies Towards Independent Villages. This type of research is descriptive with a qualitative approach. The research location is in Batang Sangir Village, Kayu Aro District, Kerinci Regency with a purposive sampling technique. This study uses data collection techniques: interviews, observation, and documentation. The results of this study are, the development factors in Batang Sangir Village include: (1) Natural Resources. (2) Human Resources. (3) Economy. (4) Public Services. (5) Community Participation. Batang Sangir Village applies a strategy towards independent villages from within, namely: optimizing the initiative or desire of the community to progress, optimizing the capacity / ability of the community, optimizing the capacity of the village head in organizing. Facilitate bureaucracy and facilitate constructive activities. Strengthening village officials' human resources through training and coaching and involving the community in development. Conduct village meetings which include community leaders, religious leaders. Determine productive businesses in Batang Sangir Village.

Bureaucratic reform is needed to make the government more efficient and effective. Purworejo District Attorney has implemented this bureaucratic reform since 2008. This study aims to describe the process of implementing Bureaucratic Reform at the Purworejo District Attorney in five aspects, institutional and organizational effectiveness, management, human resources, accountability and service. The method used is descriptive research with a qualitative approach. Interview data through interviews. The implementation of Bureaucratic Reform at the Purworejo District Prosecutor's Office was carried out in several stages, namely Phase I (2008-2009), Phase II (2010-2014), Phase III (2015-2019) and current conditions. Bureaucratic Reform at the Purworejo District Attorney has implemented the Integrity Zone to restore public trust, empower functional prosecutors to improve law enforcement, provide contact for public complaints, implement one stop sevices, use Information Technology to support their duties and functions. However, there are still some weaknesses, namely organizational organizations, organizations consisting of a combination of control functions and functions, responsible organization, and unsuitable employee placement.

Penelitian ini bertujuan untuk mengetahui pengelolaan dan pemanfaatan sumber daya, baik sumber daya manusia seperti kepala sekolah, guru, siswa, dan wali murid, maupun non manusia yang meliputi pemerintahan dan kurikulum dalam pengaruh peningkatan mutu pembelajaran kelas IX di SMP Negeri 2 Nglipar. Penelitian ini menggunakan penelitian deskriptif dengan jenis pendekatan kualitatif. Subjek dalam penelitian ini adalah kepala sekolah SMP Negeri 2 Nglipar, guru kelas IX, siswa kelas IX, dan orang tua atau wali siswa kelas IX. Dalam penelitian ini prosedur pengumpulan data yang digunakan adalah dengan cara observasi serta wawancara.Instrumen yang digunakan dalam penelitian ini adalah pedoman wawancara, lembar observasi dan smartphone sebagai alat perekam dan dokumentasi. Dari data hasil penelitian disimpulkan bahwa aspek-aspek yang berpengaruh dalam peningkatan mutu kelas IX pada masa pandemi COVID-19 dibagi menjadi lima aspek, yaitu dukungan pemerintah, kepala sekolah yang efektif, kinerja guru, kurikulum, serta dukungan dari wali siswa yang dari keseluruhan aspek saling bekerja sama. AbstractThis research aims to find out the management and utilization of resources, both human resources such as principals, teachers, students, and students’ parents, as well as non-human who include government, and curriculum in the influence of improving the quality of learning grade IX in SMP Negeri 2 Nglipar. This research uses descriptive research with qualitative approach type. The subjects in this research are the principal of SMP Negeri 2 Nglipar, grade IX teachers, grade IX students, and parents or guardians of grade IX students. In this research, the data collection procedure used is by observation and interview. Research instruments in this research are researchers (human instruments), observation sheets, interview sheets, and smartphones as recorders and documentation. From the data of the research, it was concluded that the aspects that influenced the quality improvement of grade 9 during the COVID-19 pandemic were divided into five aspects, namely government support, effective principal, teacher performance, curriculum, and support of parents with all aspect cooperate with each other.

ABSTRACT This study analyzes and obtain a description of Policy Implementation delegation of some authority of government of the Regent to the District Head in District Tanjungsari of Sumedang Regency. Design used in this study using descriptive research design with a qualitative approach. Data analysis techniques employed in descriptive research through data selection, data reduction, data presentation, drawing conclusions and verification. The results of this study can be revealed that the implementation of the policy of delegation of some powers to the District Head in District Regents Tanjungsari accordance with decree No. 55 of 2009 which bestows 22 (twenty two) areas of authority, are still not followed up with a technical guide its implementation, making it difficult for field implementation fully implemented and still can not run optimally. The obstacles faced by the integrated services that have not been implemented, in the sense of the service process in the district Tanjungsari not through one door and go through the procedure on each part in accordance with their main duty, so that the bureaucracy getting longer, there are still overlapping authority with Technical service or other agencies, so that the implementation of the service becomes not optimal, uniform pattern of delegation of authority to all the districts to make the pattern of service be the same and there is no specification tailored to the needs of local communities, Lack of Human Resources (HR). So that the delegation of authority is on target and in accordance with the needs, competencies and skills Increasing Human Resources (personnel) in the district Tanjungsari who will carry out the delegation of authority, the provision of funding support for the implementation of the delegation of authority from the Regents to the District Head in District Tanjungsari of Sumedang Regency in a way inventory and forecast demand infrastructure and facilities and where possible existing infrastructure be utilized in the process of implementation of the delegation of authority. The title of this research is "The Effectiveness of Integrated District Administration Services in Ngamprah District, West Bandung Regency". The problem in this research is that the implementation of Integrated District Administration Services is not optimal which causes the implementation of these services to be less than optimal. The research method that researchers use is descriptive research methods with a qualitative approach. The technique of determining the informants used was purposive sampling technique. The results showed that the implementation of Integrated District Administration Services was still not optimal, this can be seen from: (1) inaccurate service time, (2) inadequate number of human resources, (3) mismatch of service mechanisms in licensing services, (4) lack of availability and maintenance of facilities and infrastructure, (5) lack of socialization and provision of information by the Ngamprah District Government, (6) the community's participation in providing evaluation is not maximal.

This study analyzes the Economic Benefits and Human Resources Development (HRD) in Trade Between Indonesia and Taiwan. Based on the calculation of Inter-Regional Input-Output (IRIO), Indonesia’s exports to Taiwan are mostly dominated by products that enter into intermediate inputs rather than final product goods, so that added value is needed, then Indonesian exports can be further improved. The qualitative descriptive analysis suggest that: (1) Indonesian Workers (TKI) working overseas including in Taiwan are dominated by workers with low or middle school (elementary, junior high and high school) level of 99%, (2) difficult to classify job detail data from migrant workers who work abroad especially in Taiwan to be associated with trade in services especially mode 4 that is movement of natural person, (3) need to increase the quality of human resources for TKI who will leave or TKI have been in destination country especially in Taiwan on an ongoing basis.

Protection of Indonesian Migrant Workers abroad is regulated in Act number 18 of 2017 concerning the Protection of Indonesian Migrant Workers. Many Indonesian workers work abroad due to the explosion of a very high population, which triggers very high unemployment. This research uses library research (qualitative research) and is a qualitative, descriptive analysis. Literature research, which examines the number of literature relevant to the problem of this writing. Data analysis used in this study is descriptive qualitative by analyzing data/information obtained through descriptive research with library research which is then systematically compiled and described qualitatively. Suggestions that can be delivered related to legal protection according to Law No.18 of 2017 is to increase the guidance and counseling for Indonesian Migrant Workers who will work so that the Indonesian Migrant Workers are ready to be deployed. Based on article 88 of Law No. 18 of 2017 then the government should create a body as mandated by Law No. 18 of 2017 so that the protection of Indonesian Migrant Workers abroad can run effectively

This study aims to explain the potential for marine tourism in Takalar Regency and the strategies applied in developing the potential for marine tourism in Takalar Regency. This research was conducted using a descriptive research method with a qualitative approach. The data collection techniques were carried out by means of observation, interviews and documentation. Based on the results of the study, it was found that Takalar district has marine tourism potential spread over several coastal areas of Takalar Regency, for now the most visited marine tourism destinations by tourists are Topejawa beach tourism, Galesong beach tourism, Punaga Beach and PPLH Puntondo. The strategy carried out by the Tourism Office of Takalar Regency is increasing tourism human resources through training and mentoring, strengthening promotions, building facilities and infrastructure at tourist sites and collaborating with tourism stakeholders.
