Congestion, inconvenience of road users, garbage dumped arbitrarily causes unpleasant odors to disturb public peace. Control of people who trade as street vendors by Satpol-PP is a procedure for law enforcement. This study aims to explore and obtain a description of policy implementation, inhibiting factors for policy implementation, and efforts to control street vendors. Researchers used exploratory and qualitative design research methods with an inductive approach where the research informants consisted of elements from government and society. Collecting data using interview and documentation techniques. To analyze the research data using Edward III theory in Sobarsono (2020: 92) and a normative approach. The results of this study are that so far the implementation of policies regarding public policing and public order in controlling street vendors by Satpol-PP has not been optimal, and is still constrained in several ways such as: Apparatus Resources, Lack of public awareness. Suggestions to the Regional Government to be able to handle it by guiding and arranging rigid traders five.

The purpose of this study is to describe comprehensively and provide recommendations from the results of this PPIP research program. This study uses the theory of Edward III. This research is a qualitative research using descriptive methods through a deductive approach. The technique of collecting data is done by interviews, observation, and documentation. Based on the results of the study, it is known that the PPIP Program Implementation in Lopana Satu Village has not run optimally. This causes the Village Development to proceed slowly. Then the community has distrust in the implementation of the program due to the failure of development in the previous program period. This program also has problems in managing funds that are a resource in this program. For this reason, the Regional Government should pay more attention to matters, namely approaching the community for the smooth running of the program and improving management problems and the PPIP funding budget Keywords:  Policy Implementation, Rural Infrastructure Development Program, and Adequate Infrastructure

This study aims to analyze the implementation and identify the obstacles to control of street vendors (PKL) by the Civil Service Police Unit (Satpol PP) in Temanggung Regency. This research was conducted with a qualitative approach through in-depth interviews with Satpol PP Officers. Secondary data was obtained from legal materials consisting of Regulation of the Minister of Home Affairs Number 54 of 2011 concerning Operational Standards for Civil Service Police Procedure and Regional Regulation of Temanggung District Number 12 of 2011 concerning Cleanliness, Beauty, Order, and Environmental Health. The data analysis technique used in this research is descriptive qualitative. The results showed that controlling the street vendors conducted by Satpol PP was carried out through several stages, namely 1) coaching and socialization; 2) issuing warning letters, and; 3) demolition of merchant stalls. This control effort has not been able to reduce the number of street vendors who break the rules. Constraints faced in the efforts to control street vendors, among others: 1) the rules which are used as the basis for control are still general in nature; 2) there is no specific location for the existence of street vendors; 3) sanctions are regulated only in the form of criminal sanctions; 4) human resources/personnel of Satpol PP are still lacking; 5) lack of coordination across Regional Apparatuses, and; 6) public awareness (PKL) is still low. Thus, Temanggung District Regulation Number 12 of 2011 concerning Cleanliness, Beauty, Order, and Environmental Health has not been effective in generating PKL compliance with regulations.

This research examines the influence of implementation of peace and public order policy on the effectiveness of regulating street vendors. The research methods used in this study are quantitative methods. The population in this study was the regulating coordination team of 137 people. The samples in his research were 33 people. Data collection techniques are used in three ways: observation, interviews, polls and documentation. Meanwhile, data analysis techniques using statistical analysis with the Path analysis model with the first tested validity and reliability. Based on a number of research results and hypotheses test results, it can be concluded that the implementation of public harmony and order policy has a significant influence on the effectiveness of PKL in Tasikmalaya City by 84.78% The remaining 15.22% is influenced by other variables such as the control given by the management and the supervision in the field is not optimal. The influence of policy implementation and public order towards the effectiveness of PKL in Tasikmalaya City is determined by dimentions, among others: communication, resources, disposition and bureaucratic structure. The greatest contribution is given by the dimensions of the then successive disposition followed by the dimension of resources, communication and bureaucratic structures. Thus the hypothesis that the author is tested and acceptable is the truth empirically.

Government held Operation Yustisi, so the public could be more aware of the importance of keeping distance to prevent spread of COVID-19 which was increasingly widespread. This study describe the effectiveness of the Yustisi Operation to public in order to increase public awareness, suppress spread of the COVID-19 outbreak in Sidoarjo. This study uses descriptive qualitative approach. Using Indicators of success of public policy implementation are seen from four factors as stated in the policy implementation model from Edward III. At the time of the Justisi operation, the officers are expected to able convey in a professional manner and run public services to have good communication. Obstacle in the Justisi Operation that was conveyed was that the community had not obeyed the rules and ignore health protocols because it was necessary to carry mask surgery and medical protocol operation regularly as often as possible.

The Indonesian Civil Service Police Unit (Satpol PP) appears as an institution established by the government as a regional apparatus that its existence has a strategic position in the administration of regional government in order to create order, security, and obedience to local communities to regional regulations. Therefore, the function of the Satpol PP is to enforce regional regulations, one of which is the enforcement of local regulations regarding green line areas, but their implementation has encountered various obstacles. To help overcome this, a scientific study has a position to fill in the gap in the form of the absence of efforts to reveal the major function of Satpol PP and the legal obstacles to implementing its activities. To reveal this, the present study was designed using a normative legal research method design. Data were collected using a document study technique and analysed using a legal argumentation technique. The results showed that the function of SatPol PP in enforcing green line area regulations in Klungkung Regency is the functions of guidance, control function and supervision of the implementation of public order related to the green line area. The realisation of the SatPol PP function in enforcing the green line regulation has not been maximally executed because there are still several obstacles, such as the Klungkung Regency SatPol PP has not been able to take full action in enforcing the green line regulation law in the Klungkung Regency area, the lack of personnel carrying out structuring, the limited coaching and controlling activities, and lthe ack of public awareness of applicable regulations related to green line areas.

Although unlike big cities in Indonesia where the control of street vendors (PKL) is much highlighted by the local government to maintain cleanliness and public order, Denpasar City should start taking into account the presence of street vendors (PKL). For this reason, it is very important to regulate, organize and enforce the law for street vendors (PKL) so that there is order and firmness in its implementation. The purpose of this study is to analyze the regulation of street vendors in Denpasar City and the law enforcement of street vendors in Denpasar City. The type of research used in this research is normative legal research using primary and secondary legal materials. The collection of legal materials is done by reading, researching, understanding and analyzing books or literature, legal provisions, essays, magazines or other forms of information which are then analyzed systematically. The results of the study indicate that the regulation of street vendors in Denpasar City is regulated in the Denpasar City Regulation Number 2 of 2015 concerning PKL. The scope of regulation includes structuring and empowering street vendors. Law enforcement for street vendors includes Preventive Efforts which include providing suggestions or solutions to find vacant land owned by residents who have not been utilized, Counseling by Satpol PP officers. Repressive efforts include actions to stop violations of regional regulations in addition to waiting for the leadership's decision, in this case the mayor's decision and violators of regional regulations to be investigated directly by the PPNS for further processing in the Minor Crime Court

The purpose of this research is to analyze the policy implementation of waste management in Konawe Regency. The dimension of this research refers to the dimensions of communication, resources, disposition and bureaucracy structure to determine the effectiveness of policy implementation according Edward III (1980). This study also analyzes the obstacles in the implementation of management policy in Konawe District to find out the cause of unsuccessful waste management in Konawe District. Analysis policy implementation of waste management in Konawe Regency using qualitative approach. With the technique of collecting research data using in-depth interview, document study and observation. The result of this research concluded that the policy implementation of waste management in Konawe Regency viewed from communication, resources, disposition and bureaucracy structure aspect has been implemented by Environment Office of Konawe Regency. This study finds that there are still obstacles in the policy implementation of waste management in Konawe Regency is from the aspect of the facility is still lacking, the condition of the work area is very wide, the public awareness is still lacking, the community participation is still lacking, and the public knowledge about waste management is still minimal. The research findings proved that the policy implementation of waste management in Konawe Regency which aims to realize cleanliness, public health and better environmental quality can not be realized as expected, but waste management still needs hard work.

In fulfilling their daily needs, of course, everyone has different ways. One of them is by trading. There are many types of trade, but we often encounter street vendors (PKL). The facilities and infrastructure chosen by most of the street vendors are shoulder roads and sidewalks. This is a strategy to attract buyers who pass by in the street area. But on the other hand, it can also interfere with the convenience of road users and pedestrians. Therefore, it is for street vendors who are the attention of the local government. To help street vendors, the Regional Government of Jember Regency drafted and ratified Regional Regulation No. 6 of 2008 concerning Street Vendors. One of the points discussed in the regional regulation is the payment of levies. The purpose of this research is to read and analyze the implementation of payments from street vendors and apply it in Jember Regency. This research is qualitative research with a juridical approach and a sociological approach. Keywords: Street Vendors, Levies, Local Government.

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. The article discusses the emergence and development, as well as existing approaches to understanding the concept of “public order”. The history of the formation of this category is examined by analyzing regulatory legal acts. This method allows you to track the change in value and determine how to correctly understand the “public order” today. Revealing the concept, ambiguity arises in understanding this category, in connection with which the most applicable approach is currently determined for use in practice by law enforcement agencies.
