This research seeks to see and decrypt the extent to which the implementation of coastal communityempowerment programs in Kupang regency has an impact on community empowerment and welfare.Based on the variables of planning, implementation, utilization of programs and monitoring andevaluation, resulting in the findings that support for PEMP program is moderate. The obstacles tothe implementation of PEMP are the lack of community resources in the implementation of theprogram and the lack of effectiveness in the technical program manager performance. This hasimplications for the weak impact of PEMP program policy in a broader way for the economy andcommunity empowerment of Kupang Regency. Keywords: Policy Implementation, Community Empowerment

The implementation of NUSSP (Neighborhood Upgrading Shelter Sector Project) program policy is a residential upgrading and settlement sector project in the context of urban slum settlement management for the empowerment of the poor communities based on tridaya in Makassar City which was implemented since 2005-2009 (phase I). This study used a qualitative approach by using case study at five urban villages of NUSSP’s program locations as the key areas, namely: Buloa, Cambaya, Lette, Rappocini, and Balang Beru sub-districts within Makassar. The data collection used in-depth interview, Focus Group Discussion (FGD), direct and participatory observation supported by document study, case history, and triangulation. The results of this study indicated that the integrative model achievement of NUSSP’s program policy implementation in handling of urban slum settlement by using the tridaya’s empowerment approach as an effort to empower the poor society, in the form of output and outcome of policy implementation that had provided benefits for the government and the poor communities from the empowerment development aspect, such as the physical environment, economic empowerment, and social empowerment. Although from the economic aspect and social empowerment were not relatively optimal conducted by government and private parties, neither were not yet relatively optimal conducted by NUSSP executing actors in the utilization of local cultural values and religious values to support the successful implementation of NUSSP program policies in the field. The findings of this study were in the form of the development of “Tridaya” empowerment concept into “Pancadaya” (environmental, social, economic, cultural and religious development). This finding revealed that the importance of the use of cultural and religious values transformed in the poor community empowerment concept, so it was assumed that they will give a significant contribution in supporting the integrative model of NUSSP’s program policy implementation in the handling of slums in order to empower the poor communities in urban slum areas.

PurposeThis paper aimed to review globally the empowerment programs for the prevention and control of smoking behavior among youths, to examine the role of empowerment in health promotion, to explore the stages of health promotion through community empowerment strategies including planning, implementation and evaluation. Finally, this paper will develop a model of youth empowerment to prevent and control smoking behavior that reflects theory and experience drawn from the literature.Design/methodology/approachThis review synthesized articles on community empowerment and health promotion, youth empowerment programs for tobacco prevention and control globally from books and electronic databases from the Universitas Gadjah Mada (UGM) library in the publication period 2000–2020. Relevant literature was selected and critically reviewed which reflected the role empowerment in health promotion, stage of community empowerment strategy as described by Laverack and youth empowerment concept in tobacco control as described by Holden.FindingsDocuments that specifically discuss empowerment programs for smoking prevention and control are still limited. The findings document that youth empowerment in tobacco control do not fully integrate the theory empowerment as described by Laverack and Holden. This paper provides information about the stages of youth empowerment, and a conceptual framework of youth empowerment for the prevention and control of smoking behavior. Youth empowerment is done through the direct involvement of youth in programs starting from program design, planning, implementation and evaluation. Indicators of the success of the empowerment process are reflected in the increase in the empowerment domain. Meanwhile, the output of empowerment can be seen from the individual- or group-level changes.Originality/valueThis paper proposes a model of youth empowerment for the prevention and control of smoking behavior among youths based on theory and experience in the field.

ABSTRACT The purpose of this study was to determine the implementation of the Family Hope Program Assistance Policy and to want to know what factors hindered the implementation of the Family Hope Program (PKH) in Mesigit Village. The method in this research uses qualitative research. The results showed that the implementation of the Family Hope Program policy has gone well, but that has become an obstacle in the implementation of the Hope Family Program coordinating PKH facilitators to the village government. The conclusion of this research is that the implementation of the Family Hope Program (PKH) has been going well because it has four indicators of policy implementation such as: communication, resources, disposition and bureaucratic structure. While the inhibiting factors are the awareness and interest of the community about PKH, telecommunications network facilities and the absence of meeting activities, there is no coordination from PKH facilitators.  Keywords: Policy, Poverty, Program.

The objectives of the research are (1) to analyze of the influence of the policy implementation of change village statute toward the empowerment of hinterland community; (2) to analyze of the influence of village master leadership toward the empowerment of hinterland community; (3) to analyze of the influence of the policy implementation of change village statute and village master leadership together toward the empowerment of hinterland community; (4) Obtain a new concept from discussion of influence of the policy implementation of change village statute toward the empowerment of hinterland community; (5) Obtain a new concept from the influence of the village master leadership toward the empowerment of hinterland community. The research used quantitative research approach; A sample of 220 respondents taken from a population of 1574 people using sample size SEM; Data collection using literature study, interview and observation techniques; Data analysis using SEM Analysis and Regression Analysis. The conclusions are the following: The amount of influence of the policy implementation of change village statute toward the empowerment of hinterland community reaches 0,65, is determined by content of policy and context of Implementation.The amount of influence of village master leadership toward the empowerment of hinterland community reaches 0.54, is determined by personality, role, organization, task, values, and setting. Therefore, influence of the policy implementation of change village statute and village master leadership together toward the empowerment of hinterland community. New Concept derived from the discussion of influence of the policy implementation of change village statute toward the empowerment of hinterland community is the new concept I about context implementation of basic government policy. Maternal and child health is an important concern for all nations in the world including Indonesia. “Fun For Mom” is an innovation program at Sako Public Health Center in Palembang for increasing the knowledge of mothers regarding breastfeeding practice, complementary feeding, and maternal health during pregnancy and breastfeeding period.  This study describes the Fun for Mom program at Sako Public Health Center in Palembang.  This was a qualitative study that involved the analysis of data collected from in-depth interviews, documents review, and observations to describe the Fun for Mom program using the RE-AIM framework at Sako Public Health Center in Palembang. The purposive sampling technique has been applied and twelve interviews were conducted with a Head of Sako Public Health Center, a Program Manager, two Program Implementers, three Cadres, and five Program Participants. RE-AIM framework is a multi-attribute model with five dimensions: reach, effectiveness, adoption, implementation, and maintenance. According to this framework, the findings illustrated that around ten pregnant or breastfeeding mothers participated in each activity session. Exclusive breastfeeding increased after a year of its implementation from 2017 to 2018. Mothers easily understand the information given because of the use of game media in this program. All information is conveyed in simple language and can be applied in daily childcare. Health operational assistance (it is called BOK) is used to fund this program. Other financial supports are needed for the sustainability of the program. The Fun for Mom program is feasible as a community empowerment effort in a health center setting and can be developed further.

The Village Fund Allocation (ADD) is a fund sourced from the central and regional balance funds. The allocation of village funds is divided into 2 allocations, namely 30% for government administration and 70% for community empowerment. Evaluation of the management of village fund allocations is very necessary especially at the planning, implementation, administration, reporting, accountability stages because these funds are directly related to the community and to avoid of fraud. This research aims to determine the evaluation of the management of village fund allocations (ADD) in the covid-19 pandemic era in the village of Bakalan, Tambakrejo district, Regency of Bojonegoro (Planning, implementation, administration, reporting, and accountability stages). To achieve these objectives, qualitative research methods are used. Data are collected by using interview and documentation using qualitative analysis techniques with an interactive model from Miles and Huberman. The results show that the management of village fund allocations at the planning, implementation, administration, reporting, and accountability stages, have followed the technical guidelines contained in the legislation and have applied the three main principles underlying regional financial management. However, at the reporting stage it is still not quite good because photo documentation evidence has not been attached and it is less effective for transparency in delivery information to the public.Keywords: Village Fund Allocation Management, Covid-19 Pandemic.Alokasi Dana Desa merupakan dana yang bersumber dari dana perimbangan pusat dan daerah. Alokasi dana desa dibagi 2 alokasian yaitu 30% untuk penyelenggaraan pemerintah dan 70% untuk pemberdayaan masyarakat. Evaluasi pengelolaan alokasi dana desa sangat diperlukan terlebih pada tahap perencanaan, pelaksanaan, penatausahaan, pelaporan, pertanggungjawaban karena dana ini berkaitan langsung dengan masyarakat dan untuk menghindari terjadinya penyelewengan. Penelitian ini bertujuan untuk mengetahui evaluasi pengelolaan alokasi dana desa pada era pandemi covid-19 di Desa Bakalan Kecamatan Tambakrejo Kabupaten Bojonegoro (Tahap perencanaan, pelaksanaan, penatausahaan, pelaporan, pertanggungjawaban). Untuk mencapai tujuan tersebut, digunakan metode penelitian kualitatif. Teknik pengumpulan data dilakukan dengan wawancara, dan dokumentasi dengan menggunakan teknik analisis kualitatif dengan model interaktif dari Miles dan Huberman. Hasil penelitian menunjukkan bahwa dalam pengelolaan alokasi dana desa pada tahap perencanaan, pelaksanaan, penatausahaan, pelaporan, pertanggungjawaban telah mengikuti petunjuk teknis yang ada pada peraturan perundang-undangan dan telah menerapkan tiga prinsip utama yang mendasari pengelolaan keuangan daerah. Namun pada tahap pelaporan masih belum begitu baik dikarenakan bukti dokumentasi foto belum dilapirkan dan untuk transparansi dalam penyampaian terhadap masyarakat kurang efektif.Kata Kunci: Pengelolaan Alokasi Dana Desa, Pandemi Covid-19

This article explains the strategy of managing the community resources in corporate social responsibility programs. For instance, this research aims to enrich studies on community empowerment strategies trough exploration of community empowerment programs conducted by corporates. This research uses a qualitative research method. Also, primary data was collected through in-depth interviews with the Sumbersari Village Cattle Group Society members, the Terapan Village Banana Processing Group administrators, Petrokimia Corporate of Gresik program assistants, and Petrokimia Corporate of Gresik staff. Furthermore, the research findings show that the sustainability strategy adopted by Petrokimia Corporate of Gresik is different for each program. In its implementation, Petrokimia Corporate of Gresik concerns on the plan for community empowerment sustainability programs, primarily based on an investigation and analysis of the needs, potential, and problems in both villages. These are due to differences in needs, potential, and problems in the two empowerment programs. These differences indicate that each region has its uniqueness in terms of variations, resources, and local responsibilities. The sustainability strategy implemented in the Cattle Program is potential integration and product diversification, while in the Banana Processing Program is adopted by product diversification.Artikel ini menjelaskan strategi pengelolaan sumber daya masyarakat dalam program tanggung jawab sosial perusahaan. Untuk itu, artikel ini diharapkan dapat memperkaya kajian mengenai strategi pemberdayaan masyarakat melalui eksplorasi program-program pemberdayaan masyarakat yang dilakukan oleh perusahaan. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian kualitatif. Data primer dikumpulkan melalui wawancara mendalam kepada pengurus Paguyuban Kelompok Ternak Sapi Desa Sumbersari dan Kelompok Pengolahan Pisang Desa Terapan, tenaga pendamping program, dan staf Perusahaan Petrokimia Gresik.  Studi ini menunjukan adanya perbedaan strategi keberlanjutan yang diterapkan oleh Perusahaan Petrokimia Gresik dalam Program Ternak Sapi Desa Sumbersari dan Program Pengolahan Pisang Desa Terapan. Hal ini dikarenakan adanya perbedaan kebutuhan, potensi, dan masalah dalam kedua program pemberdayaan tersebut. Perbedaan tersebut menunjukan bahwa setiap daerah memiliki kekhasnnya masing-masing dilihat dari variasi, sumber daya, dan tanggung jawab lokalnya. Strategi keberlanjutan yang diterapkan pada Program Ternak Sapi adalah integrasi potensi dan diversifikasi produk, sedangkan pada Program Pengolahan Pisang adalah diversifikasi produk.

Amidst considerable program policy implementation and advancement, the struggle between security and border efficiency remains a concern for both the U.S and Canada. Post 9/11 border efficiency has become fused with security – a major challenge for both commercial trade and the movement of respective citizens. This policy paper provides a synthesis of current and future challenges of Canadian-U.S border efficiency. It also provides key recommendations for policy and program implementation, a framework through which post 9/11 border thickening can be controlled.

The background of this research is the low performance of the Office of Women's Empowerment, Child Protection and Community Empowerment (P3PAD) Medan City. This study aims to analyze and understand the effect of policy implementation, HR competence, and community empowerment on the performance of the Medan City P3APD office either partially or jointly. This research focuses on the variables of Policy Implementation, HR Competence, Community Empowerment and Performance. This research method is a quantitative approach method, data collection techniques using documentation techniques, questionnaires, and literature study. This research data collection tool is a questionnaire based on the Likert scale, observation, interviews. The data analysis technique in this research is validity test, F test and t test. The sampling technique in this study was proportionate stratified random sampling. The results of this study prove that Policy Implementation has an effect of 83.6%, HR Competence has an effect of 99.9%, Community Participation has an effect of 91.3%, Policy Implementation, HR Competence and Community Empowerment together have an effect of 99.9%. on the Performance of the Office of Women's Empowerment, Child Protection and Community Empowerment (P3PAD) Medan City. As a recommendation for the results of this study, namely: (1) carry out monitoring and evaluation of local regulations related to DP3APM agencies so that it describes the financing of work programs supported by the e-budgeting system, e-money for community empowerment in Medan City, etc., (2) increasing cooperation between multi stakeholders in the city Medan in increasing the competence of human resources through increasing knowledge based on science and technology and IMTAQ, (3) The regional government is expected to involve stakeholders in the health sector in order to increase the effectiveness of the community empowerment program in Medan City through socialization efforts, ToT, training and workshops so that occupational health and safety are in empowerment programs. Medan city community is more secure.
