In the article is identified a set of organizational and institutional aspects that affect the level of socio-economic provision of persons with disabilities, it has been established that work activities are one of the key factors in the socio-economic provision of persons with disabilities. The monitoring of institutional factors of social and economic provision of persons with disabilities has shown that the main reasons for the low level of provision of persons with disabilities are the lack of necessary material incentives, guarantees of social protection, non-compliance of the external environment with the labor needs of persons with disabilities (lack of technical means of rehabilitation and transport, orthoses and dentures, modernized furniture, equipment, household items, means of work, educational, scientific literature and media).

The article considers the phenomenon of “youth bulges” - the appearance in the population structure of numerous youth cohorts. The connection between the emergence of a “youth bulges” in society and the risks of political destabilization, which attracted the attention of a number of experts in the field of political demography, is analyzed and confirmed by examples from countries of two regions - Europe and Asia, where, unlike Europe, the influence of the phenomenon of “youth bulges” on political stability was not previously considered systematically. A significant layer of scientific literature has been analyzed and systematized, considering economic factors that increase the risk of political destabilization against the backdrop of a “youth bulges”; the key factors of an economic nature and their relationship with each other are highlighted.

The United Nations Convention on the Rights of Persons with Disabilities (the CRPD or the Convention), adopted on December 13, 2006, and entered into force on May 3, 2008, constitutes a key landmark in the emerging field of global health law and a critical milestone in the development of international law on the rights of persons with disabilities. At the time of its adoption, the U.N. High Commissioner for Human Rights heralded the CRPD as a rejection of the understanding of persons with disabilities “as objects of charity, medical treatment and social protection” and an embrace of disabled people as “subjects of rights.”The text of the Convention itself, and the highly participatory process by which it was negotiated, signal a definitive break from previous international approaches that focused on disability within a medical model framework. In contrast to traditional approaches, the CRPD embraces a social model of disability, concentrating the disability experience not in individual deficiency, but in the socially constructed environment and the barriers that impede the participation of persons with disabilities in society.

The metabolic secretions produced by the cells inside the human eye are accumulated simultaneously in all of its parts; subject only to their origin. However, the symptomatology is well characterized by the location of accumulation. Genetic factors are directly related to how the clumps of metabolic secretions occur and the form of accumulation is very specific to the movement of the eyes based on the activities performed by the patient, so any outcome is unpredictable. The outer retinal layers are avascular and are supplied by diffusion from the choriocapillatis. Abnormalities of retinal blood circulation and drainage of metabolic secretions are key indicators to retinal dysfunction and may point to perturbations of systemic circulation. The weakening of the cornea bending mechanism results in the loss of variation of intraocular pressure. Consequently, due to the increase of its work activities, the weakening of the forced convection mechanism of the metabolic secretions produced in the retina initiates the accumulation of these secretions without uniformity in the retina, causing gradual obstruction of its system of mass transport, nutrients and metabolic secretions. This accumulation is readily observed by pressing ones hands for several minutes on closed eyes, subsequently, there is the perception of light in one without a region of uniformity. This work analyzes the anatomic structure and biophysics, depicted in the scientific literature, along with the symptoms of the presbyopia treatment of the first author of this paper, to understand that the accumulation of metabolic secretions causes an agglutination and dehydration process by decanting that triggers the loss of flexibility of the fibrous coat, vascular coat (uveal tissue) and nervous coat (retina) and consequently the gradual obstruction of the system of mass transport in the retina, compromising its nutrition and obstructing the drainage of its metabolic secretion.

The aim of the article is to analyze the state of risk management in wholesale enterprises, identify gaps and shortcomings, identify the main components of comprehensive economic security of wholesale enterprises. The methodology of the survey. The following research methods were used to solve the research tasks: analytical for studying and analyzing the scientific literature of the problem, regulations, official websites on the Internet, as well as analysis of functions, methods and technologies of integrated economic security of wholesale enterprises; generalizations for defining the conceptual apparatus of research, formulation of theoretical and practical approaches and conclusions; modeling in order to develop an algorithm for planning work on risk management in wholesale enterprises; observation of the functioning of wholesale trade enter- prises in modern realities, etc. The scientific novelty of the work is to develop an algorithm for planning work on risk management in wholesale enterprises. Managing invasive exotic plant species is a complex challenge, especially for Asian knotweeds (Reynoutria spp.). Tarping is a regularly cited but poorly documented control method, which consists of covering the ground with a tarp (agricultural tarp, geotextile, geomembrane, etc.) to create a physical barrier to hinder plant growth and deprive the plants of light in order to deplete their rhizomatous reserves. To improve our knowledge of tarping in order to identify the key factors of its success or failure, we reviewed the relevant grey and scientific literature and conducted an international survey among managers to collect feedback on tarping experiments. In the literature, as well as in the field, practices are quite heterogeneous, and the method’s effectiveness is highly contrasted. A better consideration of knotweed biology may improve the efficacy of the method. Based on the bibliography and survey work, we propose practical recommendations including covering the entire stand, extending the tarping up to 2.5 m beyond its edges for a period of at least six years, and ensuring regular monitoring. Even though tarping does not seem to be a one-size-fits-all solution to eradicate knotweed, it could still be a useful control method once knotweed has become a critical management issue.

The theoretical bases of essence of management of financial and economic safety of the enterprise are investigated. It is noted that in the scientific literature there is a huge number of opinions on the essence of the concept of financial and economic security, which is quite new in domestic economics. It is established that financial and economic security is an important system for ensuring the resilience of the enterprise to the changing external environment, and therefore consists of many effectively interconnected elements. The high level of financial and economic security of the enterprise is due only to a well-thought-out concept that operates at a particular enterprise and includes means, measures and methods to ensure financial stability and economic development of the enterprise. The process of managing the financial and economic security of the enterprise is divided into several successive stages: clear definition of the interests of the enterprise, forecasting possible threats, assessing the level of financial and economic security of the enterprise and comparing it with the normative, budgeting of financial and economic security, feedback in the implementation of measures by adjusting them. It is revealed that the integrated approach in the assessment of the level of financial and economic security of the enterprise is the most acceptable for domestic enterprises due to the coverage of a large number of important performance indicators in one integrated indicator. We have improved the method of assessing the level of financial and economic security of the enterprise, proposed by scientists N.V. Bondarchuk and M. Humenchuk, in accordance with the specifics of the activities of Altair + LLC. Along with the financial gaps, which these scientists propose to analyze in the process of assessing the financial and economic security of the enterprise, we proposed to analyze the technical, organizational, personnel and integration characteristics. It has been proved that the improved methodology is effective and allows to objectively assess the financial and economic security of Altair + LLC, as well as to identify reserves for improving the company.

Modern approaches to protecting public health in the world are increasingly guided by the concept of preventable loss of health, which provides for the concentration of health efforts on the prevention of morbidity and disability. The nosological spectrum of causes of disability includes a large list of diseases, among which the leading ones are chronic non-communicable diseases, which are characterized by an epidemic type of spread. The highest level of disability is observed in connection with diseases of the circulatory system, malignant neoplasms, diseases of the musculoskeletal system and connective tissue. Of the total number of citizens recognized as disabled, a significant number are disabled people of the first and second groups. The significance of the disability problem is aggravated by the special demographic situation of the "aging" of the population, which is associated with the accumulation of pathology of various major body systems. Persistent dysfunctions of the body due to diseases, consequences of injuries and defects can lead to disabilities. The development of the UN international legal framework (UN Convention on the Rights of Persons with Disabilities, "International Classification of Functioning, Disability and Health") contributed to the formation of social policy in Russia aimed at protecting the rights of persons with disabilities. Medical and social rehabilitation and habilitation of persons with disabilities is the basis of social protection of citizens with health problems. The implementation of the main directions of medical and social rehabilitation and habilitation of persons with disabilities (medical, professional social) involves the use by persons with disabilities of technical means of rehabilitation that can compensate for impaired or lost functions of the body, which helps to overcome the limitations of life and socialization of citizens with persistent health problems.

The goal of the article is to empirically establish the problems and determine the prospects of formation and development of personality in the context of social well-being. The empirical study surveyed 120 students and students, 118 adults, and 112 seniors. The age of the respondents ranged from 14 to 70 years old. Psychodiagnosis was carried out through cooperation with educational institutions, social protection institutions and with the help of social networks. Respondents were from: Khmelnitsky, Rivne, Zhytomyr, Kyiv, Cherkasy, Vinnitsa, Ternopil, Poltava, Kherson, Odessa regions. Respondents were pupils, students, teachers, medics, trade and service workers, ICT specialists, and pensioners. The main problems of personality formation and development in the context of social well-being are: disregard of altruistic, cognitive, existential life meanings by the younger generation; prevalence of hedonistic beginning over high-spiritual; increased attention to obtaining status and power; consideration of self-realization and status outside the cognitive sphere; low adaptability in society, poorly expressed acceptance of others and self-acceptance, low level of emotional comfort.

[full article in English] The micropolitics of a school is one of the key factors that determine changes in member interactions in a learning organization and requires a careful study in order to create a favorable school environment. The aim of this study is to analyze the concept of the micropolitics of a school, highlighting the essential attributes of the concept. The research method – Formal Concept Analysis (FCA) – was used to identify the implicit relationships between objects described through a set of the attributes. The analysis of scientific literature reveals 6 sets of objects: micropolitics as a dimension of leadership; micropolitics as a part of macropolitics; micropolitics as a teacher’s life and actions; micropolitics as interactions within an organization; micropolitics as the daily life of an organization; micropolitics as the darker side of institutional life.

The article analyses the main sources of financial provision for the social protection of persons with disabilities in Ukraine, including their own resources, budget resources at all levels and resources of enterprises of all forms of ownership; social trust funds, funds of charitable and social organizations and other sources. It is justified that socially oriented objects of expenditure are growing and account for a significant share in the structure of expenditure of the state budget. An analysis of the expenditure of local budgets on the social protection of persons with disabilities showed that expenditure in this area has been increasing since 2015, owing to the reform of decentralization. An evaluation of the activities of civil society organizations of persons with disabilities showed a decrease in the number of persons with disabilities who are employed and in the proportion of expenditures allocated to the social needs of persons with disabilities. Measures to improve the social protection and welfare of persons with disabilities in Ukraine are also financed from social welfare funds. Analysis of the provision of medical and social services by the Social Insurance Fund of Ukraine shows an increase in the number of persons with disabilities as a result of an industrial accident and an increase in the cost of medical and social services. It has been established that financial provision for the social protection of persons with disabilities from charitable organizations is provided in most cases in the form of targeted charitable assistance. The structure of the recipients of charitable assistance by category showed that the proportion of people with special needs among the recipients of charitable assistance was about 10 per cent. On the basis of the study, a number of problems affecting the well-being of persons with disabilities have been identified. Priorities have been set for the development of financial provision for the social protection of persons with disabilities. These include improving the targeting of social assistance, development of locally funded social protection programs, enhancing the social and labour integration of persons with disabilities, gender mainstreaming in the financial provision of social protection for persons with disabilities.
