Aim. The presented study aims to determine the prerequisites and directions for the transformation of government regulation and support for business structures in the context of the digitalization of the economy and to propose approaches for assessing its implementation and specific tools that could help to solve problems of economic development.Tasks. The authors analyze government support for the business sector of the economy and identify its features at different stages of development; describe tools used for the management and support of business structures, identifying problems and opportunities for their successful application at the regional level to achieve sustainable economic growth in Russia.Methods. This study uses analysis and synthesis in comparative statics and in a dynamic context as well as historical, systems, and ex-ante approaches. Results. The study confirms that government regulation and support for entrepreneurship in the context of the digitalization of the economy should be considered within the framework of an integrated approach based on a dynamic analysis of indicators at the macro- and microlevel, which would make it possible to analyze the most vulnerable aspects of government support for business structures and to develop a roadmap of actions to be taken.Conclusions. The authors substantiate the necessity of using infrastructure tools in the management of entrepreneurial development in Russia to eliminate the constantly emerging and existing imbalances between the needs of digital development and lagging government influence. Adjustments that need to be made in monitoring, forecasting, planning, and control are identified. These adjustments would make it possible to implement the scenario approach to management, mitigating external and internal risks in the global market of goods and services.

Aim. The presented study aims to determine methodological approaches to assessing the efficiency of government regulation and support of small and medium enterprises in the context of the digitalization of the economy, to propose directions for its improvement, and to consider institutions and tools that could contribute to solving the problems of small enterprises in the post-COVID period.Tasks. The authors examine the major problems in the development of small and medium enterprises (SMEs) in Russia, potential opportunities and solutions; analyze the main problems of SME support; determine indicators and criteria for evaluating the efficiency of this type of national and municipal administration.Methods. This study uses the methods of abstraction and aggregation, historical analysis and synthesis, induction and deduction, systemic and structural approaches.Results. The results of the study prove that the assessment of the efficiency of government regulation and support of small and medium enterprises in the context of the digitalization of the economy should be considered not only using KPI, but also by applying extended criteria and indicators at various management levels as part of an integrated approach. This makes it possible to determine why SMEs, which traditionally experience a lack of financial resources, use government support mechanisms to such a small extent.Conclusions. In Russia, government support is provided to SMEs in the form of guarantees and benefits, subsidization of the costs of leasing contracts and participation in advertising campaigns and exhibitions, co-funding of regional system-forming business projects. At the same time, the most important factor in optimizing the system of government regulation and support of entrepreneurship is the creation of digital space infrastructure to increase the efficiency of interaction between the government and business structures, since the existing system is not optimal.

Introduction. The necessity of government regulation of Ukraine’s agriculture market is determined by the unique features of Ukrainian agricultural sector and its significance for the food safety. The structural transformations of the internal and external environments have had a major impact on the development of agriculture and the national economy as a whole. Since the current challenges are getting deeper in the conditions of globalization processes, the research of this issue is of relevance. Purpose. The purpose of the article is to provide a rationale for theoretical, methodological and strategic principles of government regulation of agriculture at this point of time. Methods. The theoretical and methodological framework of the study includes the dialectic method of thinking and a holistic integrated approach to the issue of government regulation of Ukraine’s agriculture market. The methods of deduction, analysis and synthesis are used to study the concepts of government regulation of agriculture market and its basic components, namely, market, government, regulation, agricultural products. Analysis and monographic method are used to identify specific features of government regulation of agricultural production with respect to international practices of government regulation. Logical grouping is applied for describing the key trends in the development and support of agricultural sector. Results. The article systematizes and describes specific features of government regulation of agriculture market with regard to its main components, namely, market, government, regulation, agricultural production. The author considers the factors that determine distinctive features of government regulation of agriculture in Ukraine, taking into account world experience in government regulation. Within the context of discussing government regulation of agriculture market, special attention is drawn to government investment and innovation policy. The strategic areas of government regulation of agribusiness operation and development are described. The paper suggests ways of improving government performance and increasing its efficiency in enhancing Ukraine’s agricultural production. It is determined that government regulation of agricultural production is implemented through a set of measures that are aimed at promoting better conditions for producing agricultural goods. At present, the main areas of development and support for the agricultural sector by the government and the key goals of government regulation of agriculture include: quality assurance and competitiveness of domestic agricultural production; conservation and restoration of natural resources; creation of an effective market and development of its infrastructure. Discussion. The article claims that further studies should be aimed at seeking innovative techniques of institutional transformations, which create a basis for effective agriculture market.

Subject. The article addresses the specifics of shadow economic activities in reformed Russia in the context of systemic transformations. Objectives. We focus on determining the role of shadow economy in the reproductive process, identifying and understanding the specifics of underground economic activity of the Russian economy. Methods. The study rests on general scientific methods (scientific abstraction, unity of historical and logical, analysis and synthesis, induction and deduction, comparison and analogy) and special methods of cognition (monetary methods). We employ the systems and integrated approach. The official statistics, regulations, works of leading researchers on shadow economy expansion, resources of reference and legal systems like Garant and ConsultantPlus serve as the study's information base. Results. We present a retrospective rapid analysis of the extent of shadow economic activity in the domestic economy, establishing the relationships with the processes that take place at different stages of the country's development. We also reveal the specifics of shadow economy relations in Russia, factors that play a key role in expansion for a particular period, a shift to another form of shadow economy. The study characterizes the current period of development, assesses the impact of external shocks on shadow economy expansion. Conclusions. The current period is characterized by the digitization of shadow relations, the shift of corruption to the upper echelons of power, the continued outflow of capital abroad, and increased penalties for underground activities.

The present paper is a contribution to the building blocks of an investmentmodel within the framework of an integrated macroeconomic model of anIslamic economy. Investment behavior in the model is guided by an Islamicethicalvalue system and profit-sharing financial contracts. The typical firm’sinvestment decision is believed to emerge from a dynamic inter-temporalmaximization exercise within an infinite time horizon. The method of Calculusof Variations is applied to arrive at the optimal investment and employmentcriteria for the firm. This research intended  to evaluate the development strategy of Marine Fish Hatchery Unit at Gumilamo Island, North Halmahera. Analysis SWOT was used to determine the development strategy. Data were collected by questionnaire, interview and literature relevant to the research. SWOT analysis showed the internal and external factors that affected the development of Marine Fish Hatchery at Gumilamo island. The strenght were location, water quality , local government support, and availability of seeds and feed. Weakness were lack of public interest, lack of extension and human resources. Opportunity were the high value of the sale, business opportunities and  local government regulation. Palm oil is currently the most widely used vegetable oil in the world and its usage is also expected to double by 2020. However, there are some social and environmental impacts of palm oil plantation. Some complications resulted from the plantation may go as far as mass objections to the production of palm oil. On the contrary, demand for palm oil is still vast and constantly rising. In Indonesia, independent small farmers are the most important stakeholders since they are 43% of the whole Indonesian palm oil producers and have become the biggest spotlight of Indonesian palm oil development, including challenges and problems in which they will have to face to substantially increase their role in the global market as well as maintaining sustainability. Challenges today need to be engaged with innovation and inventions in a more productive and effective way. Enhancing independent small farmers will not only enlarge their contribution to sustainability practices, but also ensuring the sustainable products supplied to the market. Thus, supporting sustainable palm oil production is the way forward. Based on this current issue, this research identifies key point relationships (direct and indirect) on sustainable development factors which are based on Indonesian Sustainable Palm Oil Certification System (ISPO), these identified key points will be the primary target to be improved and government support in fostering the sustainability of palm oil industry will be profoundly necessary.

The main purpose of the research is to determine the goals, objectives and functions of administrative supervision and develop proposals for improving the legislation of the Russian Federation regulating issues related to the implementation of administrative supervision. Research methods: general scientific methods (analysis and synthesis, logical methods) and private scientific methods of cognition (formally-legally, specifically-sociological etc.). Outcome: the author’s version of the administrative supervision goals and objectives set out in the regulatory documents of the Russian Federation is proposed: 1. Administrative supervision is established to prevent the commission of crimes and other offences by persons. 2. The administrative supervision focuses on implementation by the internal affairs bodies of supervision over the observance by supervised persons of temporary restrictions on their rights and freedoms, as well as over the fulfillment of their duties stipulated by the related federal law; identification of violations by those under the supervision and taking measures in accordance with the law; individual preventive treatment of such persons. The novelty of the study is due to an integrated approach to the research into the goals, objectives and functions of administrative supervision and the developed proposals for improving the Russian legislation regulating issues in that area.

The purpose of the article is to investigate the problem of food shortages for a significant number of the population worldwide, taking into account the history of the problem, its causes, consequences, statistics and prospects for solving in accordance with existing trends. Research methods. Methods used: theoretical generalization - for characterizing international organizations and program goals that work to combat hunger, analysis and synthesis - for consideration the dynamics number of starving people on the planet and identify regions and countries with largest expanding such problem, comparative evaluation - for comparing absolute and relative statistical indicators in various aspects of the problem, historical - for structuring over time the measures taken to ensure sufficient food supply and their actual results, graphic - for better visualization the comparative statistics. Research results. Information on the responsible institutions that settle food shortages around the world is provided, key issues that need attention in the context of food insecurity are described, quantitative indicators of the global food problem are considered, the uneven nature of its distribution is highlighted, given list of the factors that deepen social and economic problems for the population, a clear link between poverty and chronic malnutrition is determined, critical remarks about the reality of prospect to overcome hunger according to the planned schedule are formed. Scientific novelty. An assessment of development the situation with the number of starving people in the world in the coming decades is made, taking into account an expected demographic changes and potential resources of agricultural production as a key sector in this problem. Practical significance. The provisions of the article are aimed at underlining weaknesses in the global food security system, detailing them and presenting to domestic authorities and business structures in order to find a balance between expanding export potential, participating in international initiatives and maintaining economical-effective agricultural sector. Because the methodology for studying the socio-economic development of cross-border territories is still poorly developed in the Ukrainian science, this study aims to highlight its theoretical essence and justify the need for statistical monitoring and identification of practical problems related with its applications at personal, institutional and regional level.   Given the global market competition, the socio-economic development of cross-border territories is impossible without creating favorable financial, institutional and infrastructure environment. The socio-economic development of cross-border territories is determined by a set of indicators reflecting the capabilities of territories located on both sides of the border to produce a certain output of goods and services using the available human and material resources.    The importance of cross-border statistics grows with the expansion of cross-border cooperation. Cross-border statistics refers to the generalized information on the socio-economic development of cross-border territories; it has to support the CBC-related operation of central and local administration bodies and private entities in border regions, aimed at expanding business partnerships and meeting public needs on border territories. The source of data for cross-border statistics is the statistics of border regions. The analysis shows that trial decisions used now in the Ukrainian statistics system for testing border region statistics, such as statistics of tourism, including travels abroad, are not capable to meet information needs of the regional development policy, foreign trade statistics and statistics of internal and external migration. The statistics of cross-border regions has to face the following challenges:  improve the comparability of statistical indicators by harmonizing statistical surveys’ methodology, terminology, definitions and classifications; expand and improve printing and publishing activities; develop analytical work; introduce and develop cross-border surveys; construct on-line cross-border database.
