The article contains the results of an empirical research aimed at identifying the factors hindering the successful training of persons with disabilities and disabilities as competitive specialists in adaptive physical culture. An empirical study was conducted for four years at twelve Russian universities that provide professional training for future specialists in adaptive physical culture. The study involved 42 graduate students with disabilities and disabilities and 132 graduate students without deviations in health status. The organizational and methodological basis of the study was a complex of reliable and valid methods aimed at identifying the individual characteristics of their personality. As a result of the study, it was concluded that the individual and personal factors of professional training of persons with disabilities and disabilities as future specialists in adaptive physical culture are the low level of their volitional regulation, due to their orientation towards states and a tendency to fixation on their experiences, the inability to realize their intentions, to really perceive reality, their strengths and weaknesses.

Some aspects of the legal framework, ensuring right of everyone to free access to sports and physical culture, including for persons with disabilities, have been considered. It has been noted, that for today there is a growing interest in adapted sports programs, which are aimed at people with disabilities and disabled people. Work with this category of the population should be based on ensuring prevention, control, assessment, restoration and safety of athletes with disabilities and disabled people; implementation of insurance bases of their social protection; planning of costs for training of athletes of the highest qualification, etc.

Abstract Background The United Nations Convention on the Rights of Persons with Disabilities [1] highlights the need to create proper socioeconomic and political conditions for persons with disabilities, with a special focus on their immediate living conditions. According to the Convention, these conditions should be built to ensure that persons with disabilities have the potential to enjoy a high quality of life (QoL), and this principle is reflected in the notion of livable areas. The crucial aspect of this framework is the relationship between the individual QoL and the environment, broadly understood as the socioeconomic as well as the technical conditions in which persons with disabilities function. Methods The basic research problem was to assess the relationship between individual QoL for the population with disabilities as a dependent variable and livability indicators as independent variables, controlling for individual characteristics. The study used a dataset from the EU-SILC (European Union Statistics on Income and Living Conditions) survey carried out in 2015 in Poland. The research concept involved several steps. First, we created a variable measuring the QoL for the entire population with disabilities. To measure the multidimensional QoL, we used Sen’s capability approach as a general concept, which was operationalized by the MIMIC (multiple indicators multiple causes) model. In the second step, we identified the livability indicators available in the official statistics, and merged them with survey data. Finally, in the last step, we ran the regression analysis. We also checked the data for the nested structure. Results We confirmed that the general environmental conditions, focused on creating livable areas, played a significant role in shaping the QoL of persons with disabilities; i.e., we found that the higher the level of the local Human Development Index, the higher the quality of life of the individuals living in this area. This relationship held even after controlling for the demographic characteristics of the respondents. Moreover, we found that in addition to the general environmental conditions, the conditions created especially for persons with disabilities (i.e., services for this group and support for their living conditions) affected the QoL of these individuals. Conclusions The results illustrate the need to strengthen policies aimed at promoting the QoL of persons with disabilities by creating access to community assets and services that can contribute to improving the life chances of this population.

The article deals with the problems of social adaptation of disabled veterans of the Great Patriotic War in the Tatar Autonomous Soviet Socialist Republic after their return to peaceful life. Based on the documentary materials extracted from the funds of the federal and Tatarstan archives The author characterizes forms of state support for war-maimed people, resolution of their production training and employment, appointment of pensions, opening of boarding houses, organization of health care services, etc. It is noted that for the majority of disabled people this targeted support was often a determining factor in ensuring their livelihoods. The employment of disabled veterans of the Patriotic War made it possible to solve a two-fold problem: in the conditions of an acute shortage of workers, a new personnel reserve was created for the economy and at the same time social protection of veterans returned after treatment in hospitals was provided. Many disabled veterans of the Great Patriotic War showed themselves well in the workplace, became leaders and were nominated for leadership positions. But there were those who led an immoral lifestyle, begging. The authorities, called to solve the issues of social rehabilitation of disabled people, did not always cope with the tasks assigned to them. Evidence of this is the facts of the soullessly-bureaucratic attitude of certain officials to the needs and requests of disabled people, cases of appropriation of funds and squandering of state funds.

The dynamics of the development of the system of disability cooperation is shown. The study examined working conditions, the pay system, its advantages compared to the receipt of a tiny pension. Opportunities to train persons with disabilities in professions within the technical training plant have been identified. The main types of production activities in which disabled artels specialized were established, these are: artisanal production of food, basic necessities, trade and household services. The conclusion is drawn that economic problems of artels arose in connection with weak financial support from social securities, supply with raw materials and materials by the residual principle, domination of manual work, formal work of local councils with chairmen of the artels allowing cases of mismanagement and abuse of official position. In general, the level of organization of work of persons with disabilities in the Kuznetsk District was in line with the State’s policy of pragmatising their productive potential during the period of intensive industrial construction in the region.

People with disabilities by the community are considered as groups who are no longer obliged to worship, they are sufficiently fostered with a variety of skills obtained from the institution, empowered by breeding goats from compensation without even being physically invited to pray together in the mosque or prayer room. Religious inclusiveness needs to be built between the community and the physically disabled, the community must be given an understanding that as long as the disabled person meets the taklif provisions, there is no privilege that disqualifies the obligation of worship for the disabled. The research questions are: 1) What are the implications of the fiqh guidance of worship for the disabled in the "Rumah Kasih Sayang" Krebet Jambon Village? 2) What are the implications of fiqh material for worship for the people of Krebet Jambon Village ?. To answer the formulation of the problem, the researcher used a Participatory Action Research (PAR) approach. The results of this study are: 1) Deaf people can practice well the procedures of daily worship in accordance with the fiqh hospitality of disabled people while being able to carry out the obligation to worship together with the surrounding community. 2) People get new insights about fiqh worship for people with disabilities, changing their negative stigma towards disabled people and leading to the realization of an inclusive religious culture in Krebet Jambon Ponorogo Village.
