This article is devoted to the study of the level of innovative development of Ukraine in comparison with the level of innovative development of European countries. The main problems of innovative development of the country are considered and the factors influencing this process are analyzed. The essence of the concept of “innovation” is studied and the characteristic features inherent in them are highlighted. The own definition of innovative development of enterprises is formulated. The weaknesses and strengths of Ukraineʼs innovation development were assessed in terms of the parameters of the global innovation index using SWOT-analysis.

The economic efficiency of construction, use and maintenance of civil and industrial buildings and structures is determined primarily by the use of innovative technologies from the moment of making design decisions at the stage of preparing capital investments. The paper identifies the main directions of innovative development of the construction industry. The analysis of innovative development of construction is carried out and the factors influencing innovative development of the industry are estimated.


The signing of the Association Agreement in 2014 provides for the development of innovation cooperation between Ukraine and the EU, so it is appropriate to analyze the development of innovation in Ukraine since the signing to assess the effectiveness of the agreement and identify weaknesses and strengths of Ukraine as an innovator and make appropriate recommendations. The object of the research of the article is the innovative development of country and accordingly the subject is the current state of the innovative development of Ukraine in the conditions of implementation of the Association agreement with Europen Union. The goal of the research is to determine the level of innovation development in Ukraine, highlight the main advantages and disadvantages and provide appropriate recommendations for improving the conditions of innovation development in the country in the framework of the Association Agreement. To achieve the goal of the the research analysis of the dynamics of indicators that characterize the level of innovation development in the country since the signing of the Agreement was conducted. The database is international rankings such as the Global Innovation Index, the Bloomberg Innovation Index, the Global Competitiveness Index and the EU Innovation Scoreboard. Results: based on the analysis of the dynamics of indicators of the level of innovation development in Ukraine, weaknesses that prevent Ukraine from realizing its innovation potential are identified and a correlation coefficient to assess the relationship between GDP per capita and the level of innovation development is calculated. Conclusions: despite the current Agreement between Ukraine and the EU, which should stimulate the development of technology in Ukraine, the level of innovative development in the country still remains low and lags far behind the level of EU states. Thus, Ukraine does not take full advantage of the Association Agreement. The given recommendations for increasing the level of innovation development in Ukraine based on european experience should help develop a strategy for the creation and implementation of innovations, find ways to increase the competitiveness of the Ukraine’s economy by implementation its innovation potential.

At this stage of development of the world economy, all countries, business and scientific organizations are engaged in the issue of quality monitoring of innovative development of society and the economy, inventing for this various indicators that could most comprehensively assess the level and quality of innovative development of an economic unit. Currently, the global innovation index is used to assess the level of the country's innovative development. The Global Innovation Index (GII) stimulates and supports innovation during this critical period. The Global Innovation Index is a global study and its accompanying ranking of countries in the world in terms of the level of innovation development. This article has reviewed the Global Innovation Index from 2015 to 2020 for the Russian Federation and the first 10 in the rating, based on the 2020 rating. We also analyzed the indicators that make up the main components of the global innovation index in Russia for 2020, and identified the strengths and weaknesses of 7 main components. The author proposes the main directions of development in terms of problem indicators of the global innovation index of the Russian Federation.

Nowadays, the solution of the problem of training mining engineers in the environment of innovation development is rather complicated and multifaceted. It involves determining the essence and content of the engineer’s professional activity; the need to study the specifics of the training of a mining engineer; the requirements for training mining engineers in innovative development. It is also connected with evaluation of students’ readiness level in the specialty 21.05.04 «Mining», identifying ways to increase the level of readiness of mining engineers for professional activity. The factors influencing the results of the training of mining engineers are identified here, as well as foreign experience in the education and training of mining engineers. Besides, noncompensatory model of assessment of readiness of mining engineers for professional activity by method of threshold aggregation with example of building rating on the basis of this model is being developed.

The article is devoted to the analysis of the main factors of innovative spatial development that affect the economy of Russia and the world. The purpose of the article is to identify trends in Russia’s innovative development and “new” aspirants for world innovative leadership. Analysis of differences in the state of spatial innovation development, including the identification of features and factors of influence on the economy, has made it possible to note the limitations of existing approaches for assessing the innovative development of countries, including Russia, and to propose an authorial approach to the formation of a model of the interconnection of modern markets. The author’s idea of the model of innovative development in the system of economic development of the country is presented in the form of a conceptual model for the formation of an innovative landscape in which a qualitative aspect of management plays a special role: defining the requirements for the innovative character of development management, using new ideas, technologies and management methods at the state level. The study of the new innovative landscape of Russia and other countries of the world, as a result of the assessment of spatial innovation development, suggests the definition of new solutions in the field of innovative development at the regional and world level.

The purpose of the article. Formation of effective state policy and mechanisms for managing innovative development of the agrarian sector in Ukraine is one of the priority tasks facing the state. In turn, the identification and analysis of factors hindering the implementation of the domestic state policy of innovation development of the agrarian sector is also a very important task. Methodology. In the course of the research general scientific and special methods of research were used, in particular: theoretical generalization, comparison and morphological analysis – in the process of formation of the conceptual-categorical apparatus of the research; Structural-structural-functional analysis - to justify the factors of the formation of the state policy of innovative development of the agrarian sector in Ukraine. Results. It has been established that in order to formulate the state policy of innovation development of the agrarian sector in Ukraine, it is necessary to have a clear idea of the structure of the innovative potential of the agrarian sector, the interrelations between its components, the system and factors that allow the most fully and effectively to implement in practice the opportunities laid down in it. In order to form an effective state policy for innovative development of the agrarian sector, a classification of the factors influencing it is proposed. Practical implications. The need to study the factors influencing the state policy of innovative development of the agrarian sector in Ukraine is primarily due to the substantiation of their content and possible forms of manifestation in the context of developing an effective system of state regulation aimed at activating innovation in the agricultural sector. In turn, the factors influencing the innovative development of the agrarian sector depend on the existing structural features of agrarian production, the level of scientific and educational and technical activities, etc. Value/originality. The proposed classification of factors that influence the formation of the state policy of innovative development of the agrarian sector in Ukraine: on the effectiveness of actions; by the nature of influence; on the structure of the infrastructure; by scale of influence. Based on the knowledge of the factors that significantly determine the dynamics of innovative development of the agrarian sector, it is possible to characterize its parameters and, on this basis, to develop recommendations related to the development of a sustainable economic growth strategy for the innovative development of the agrarian sector and the state as a whole.

The article focuses on the innovative development of the economy through ensuring expenses to Research and Development at the level of established international standards. In its turn, the innovative development justifies the strengthening of the competitiveness of the national economy. In the article, such data as The Innovation Development Index, Research and Development Index, as well as The International Competitiveness Index provided by specialized international financial institutions and organizations are used. Based on these data, some indicators for the period 2010-2018 were analyzed. In addition, the article describes the ways of preventing economic crises through innovative development of the economy and justifies lower costs for realizing anti-crisis programs associated with innovative development. In particular, the funds spent by some countries under the anti-crisis programs of the global-financial crisis of 2008 were analyzed. These funds were compared with the funds spent on innovative development of the economy in these countries. As a result, it was determined that the anti-crisis programs cost several times more than innovative development cost. Also, it shows the relationship between the indices of global innovation development, global Research and Development expenditures and global competitiveness. The analysis of the top ten countries in these three indices is given. As a result of this analysis, the strengths and weaknesses of the countries with the highest results on all three indices were systematically studied. At the end of the article, scientific conclusions and practical recommendations are given, based on the analysis of the factors that played a key role in the success of the countries ranking in the top in the three indices, and the aspects that are not yet fully used.

Purpose. The aim of the article is to substantiate the feasibility of using theoretical and methodological tools to ensure the innovative development of enterprises and to further forming the practical basis for their effective functioning. Methodology of research. General and special methods are used in the course of research, in particular: dialectical, monographic and system analysis – to substantiate the essence of innovations, innovative development, to determine the possibilities of further use of the “TAMO” model; graphic, abstract and logical – when forming conceptual bases of innovative development of enterprises. Findings. It is determined that the innovative development of an enterprise should be defined as a process of directed regular change of its state, which depends on purposeful, consistent movement to a balanced innovation state under the influence of synergistic action of innovative potential, periodic regrouping of forces caused by the logic of STP, the source of which are innovations that create innovations that create new opportunities through the ability to find strategic priorities and purposeful search for ideas, new solutions, ways to commercialize them and implement them as stimulants ensure victory in the competition. It is proved that the formation of the conceptual foundations for ensuring the innovative development of the enterprise is directly influenced by the features that determine the theoretical foundations, the methodological basis, the main components of management and its further improvement. The scheme of conceptual bases for the management of innovative development of enterprises is formed, which contains the concept of object and subject of research, mission and goals, methodological basis and levels by which they study the need for innovations, the potential of innovative development is evaluated, the directions of realization are determined: theoretical, methodological, instrumental, organizational and practical, commercialization of research results, international and public-private partnership on financing of innovative activity and efficiency in innovative business. Originality. The definition of the essence of innovative development of the enterprise has been further developed; the scheme of conceptual and practical bases of providing of such development of the enterprises with definition of directions of realization has been formed. Practical value. The obtained results of the study can be used to extend the use of the “TAMO” model in the process of creating and commercializing innovations through the formation of an innovative trajectory using the conceptual framework scheme to manage the innovation development of enterprises. In today's world, one of the important indicators of each country is the mechanism of its innovative development. It is proved that countries with stable and developed economic system, high standard of living, education, science and business sector have created and regulated a mechanism of innovative development. In order to create, launch and effectively operate the mechanism of innovative development in Ukraine, it is necessary to create favorable conditions while applying world experience and taking into account its capabilities and features.  The article considers the content of the concept of "innovation development mechanism", identifies and analyzes the ten leading countries according to the Global Innovation Index 2019, highlights the main factors of influence of each country that have become key and common elements in successfully achieving innovation at the national level. The state and the business sector have given effective cooperation and interaction. The availability and sufficiency of resources for the creation of a mechanism of innovative development in Ukraine are studied, the main elements are identified and the scheme of interaction of these elements of innovative development is developed.
