NILAI INTRINSIK KOMUNITI SETEMPAT: TINJAUAN KE ATAS PENDEKATAN SUAIGUNA SEMULA BANGUNAN BERSEJARAH DI PERAK

Antara kaedah efektif dalam melestarikan bangunan bersejarah ialah menerusi pendekatan penyesuaigunaan semula bangunan. Perubahan fungsi bangunan juga dapat memanjangkan jangka hayat bangunan berkenaan selain melindunginya daripada ancaman kepupusan. Oleh itu, artikel ini bertujuan membincangkan nilai-nilai intrinsik yang berpotensi wujud dalam kalangan komuniti setempat menerusi pendekatan penyesuaigunaan semula bangunan bersejarah. Komuniti setempat yang terlibat dalam kajian ini adalah terdiri daripada penduduk tempatan di beberapa daerah di Perak. Kaedah kajian yang digunakan ialah kualitatif menerusi kajian kepustakaan dan temu bual bersama beberapa pakar bidang. Beberapa buku, artikel, dokumen rasmi kerajaan dan tesis dirujuk bagi mendapatkan maklumat. Temu bual dianalisis dengan mengalihkannya ke dalam bentuk transkrip dan dipecahkan kepada beberapa tema. Hasil kajian mendapati penyesuaigunaan semula bangunan-bangunan bersejarah telah membentuk nilai-nilai intrinsik seperti nilai sepunya, kebanggaan, semangat jiwa setempat, perasaan melambangkan, kesanggupan dan mengekalkan. Analisis kajian juga menemukan sokongan penuh komuniti setempat dalam usaha memulihara dan memelihara bangunan bersejarah menerusi pendekatan suaiguna semula dilihat mampu mengukuhkan usaha pihak kerajaan terutamanya pihak berkuasa tempatan untuk memulihara dan memelihara bangunan bersejarah sebagai identiti warisan di Perak.   Adaptive reuse is an effective method to use in preserving historic buildings. This is because changing the function may extend the lifespan of the building in addition to protecting it from the threat of extinction. This paper aims to discuss the intrinsic value that may be generated among the local community through the adaptive reuse of historic buildings. This study has involved local residents from several areas in Perak. It has used qualitative methods of literature review and interviews with several experts in the related field. Several books, articles, thesis and official government documents were referred to in order to get the data. Meanwhile, data from interviews were transcribed and divided into several themes. The study has found that adaptive reuse of historical buildings has formed the intrinsic values such as sense of belonging, pride, sense of place, symbolizing feelings, willingness and perpetuate. The analysis also has found that the local communities gave their full support to the government in the latter's efforts of conserving and preserving historic buildings. The local communities regarded the buildings as heritage identity of Perak.

Since the enactment of decentralization local government have been granted the authority to organize, protect society etc. Given the authority that Central Kalimantan provincial government issued a policy (Pergub No. 15 tahun 2010 on guidelines for land clearing and yard for the people) to protect the local community in the tradition / habit of farming by burning forests to customary provisions. The aim of this study is to describe and analyze the extent to which public policy relevance since the issuance of the policy in 2010-2015 and to what extent these policies protect the local wisdom. the method used is descriptive qualitative study, using the study of literature in the process of data collection. Results and discussion of these studies show that 1) in 2015 created a policy that is no longer relevant because the whole area of Central Kalimantan is 15.3 million hectares, 12.7 hectares (78%) is controlled by plantation companies. 2) goodwill by the Government of Central Kalimantan to protect local communities need to be given appreciation. But this policy could apply / relevant if it is done before the 90s because many forests and local people still farming to meet food needs.

The article presents results of a study of how immovable cultural heritage used for commercial purposes of tourism affects local communities. The study is based on data collected in direct interviews with property owners and representatives of local authorities and a questionnaire survey of local residents concerning sixteen historic buildings used as hotels, which are located in rural areas of Wielkopolskie province. It was found that the provision of additional, free cultural functions for local communities by property owners and/or local authorities exerts a greater socio-cultural impact and contributes to local, sustainable development. Based on the results of the study, it can be concluded that when historic buildings of this kind are used for commercial purposes it is important to ensure that they are part of the cultural experience not only for hotel guests but also for the local community. In this way, entire communities can appreciate their local cultural heritage (socio-cultural impact), which in turn strengthens cultural sustainability.

Using judgmental sampling procedure, a sample of 175 local residents was surveyed through a self-administered questionnaire and data were analyzed with descriptive statistics and ANOVA. The findings of the study indicate that the Saint Martin Island-community supports future tourism development based on the personal benefit they receive. ANOVA analysis shows significant differences among the local community attitude and support to the tourism development based on profession, age, education, and family income. The study may ensure the commercial, socio-cultural, physiological, political and economic development of the community that enhance sustainability for the industry and it may also help the government to shape future tourism development for the island.

In Sidomulyo Village there is a weaving craft industry that has the potential to be international. This weaving industry is AJZ's weaving industry, owned by Mrs. Asih Tri Tanti, a full-time female worker. According to the results of an interview with Ms. Asih Tri Tanti on April 13, 2017, it is known that her weaving skills are currently acquired while working as a migrant worker in Brunei Darussalam. Then in 2013, this craftsman returned to Sidomulyo Village to develop the potential of weaving craft in his village. However, there were many obstacles. Finally, from 2013 to 2017, Bu Asih worked with businessmen from the Sultanate of Brunei Darussalam and had been contracted for 10 years by this country. Each sheet, this woven fabric is sold at Rp. 5,000,000. The potential of Asih bu is very likely to be developed. The development of these handicrafts can open employment opportunities from local residents and certainly improve the welfare of the community, especially vulnerable women and women with disability. This service aims to (1) increase the availability of human resources from diffable groups and vulnerable women, (2) shape the mindset of the people who have the character of independence, (3) establish coordination between the government and the community regarding the development of weaving potential, and (4) provide a place for people with disabilities who are members of PPDI to develop their skills. The method of implementation is carried out through seminars and weaving training for vulnerable women and women with disabilities. The results show that UB's community service activities in this weaving training are able to (1) improve Human Resources (HR) (disabled and vulnerable women) in Sidomulyo Village, Blitar Regency, (2) improve the mindset of the people who have the character of independence, and (3) able to change the mindset of the local community to not be ashamed to work in weaving in their own neighbors.

Abstract Horse events are common in rural areas but their effects on local communities is an under-researched field. Research indicates that events can have economic and social effects on communities. Skagafjörður in North Iceland was the host community of the event analysed in this chapter. The region has about 4000 inhabitants. The event in this case is Landsmót, the National Championships of the Icelandic horse, in 2016. The event attracted about 8000 human visitors and 800 horses and lasted for a whole week, so the event was quite extensive compared with the size of the host community. The expectations and experiences of local residents were researched through interviews before the event and an online survey following the event. Findings indicated high expectations and positive experiences expressed by the locals of this rural community. The respondents seemed to be committed to the event and cared that the event was successful. A high number of local residents welcomed human and/or equine visitors during the event and participated in the event, in the roles of spectators, competitors and volunteers. It is suggested that such horse events can impact the image of the host community and social cohesion of the local community.

<p>The implementation of conflict resolution phase III study showed that a win-win solution is beneficial to both sides of the conflict. The whole area is selected based on the amount of the most numerous mining and oil palm plantations which are plagued by the problem of external conflict, both with agencies and communities around the mines and plantations in East Kalimantan.</p><p>The results of the implementation indicate that the conflict resolution is done through an integrated way with the principle of "win win". This has been proven through focus group forum that has agreed on a settlement process which is not detrimental to all parties though maximum expectations are not quite achievable. Several successfully resolved cases are disputed lands (mines and plantations) and the negative impact of the exploitation of the mine.</p><p>In general, this is well received by all participants of the FGD, however, there are input / suggestions as follows: 1) the government must engage all elements and take responsibility for CSR programs that have been agreed, 2) agreed decision is not only tripartite coordination, but should include aspects of Coordination, Integration and Synchronization, 3) the Court should modify the rules based on Regional Acts, in which all decisions is not only relying on litigation, but also on the non-litigation, 4) It should incorporate aspects of mental development and HR potential of the local community through a variety of training (workshops) required by the surrounding community.</p><p>Based on observations and FGD, it shows that this design can be done and turns out to be beneficial for all parties concerned, though there is an obstacle when claims for compensation are too high (replacement land with a maximum price) whereas the companies only want to replace with a low price supported by evidences are not owned by the local residents. However, the principle of "win-win solution" works well on solving the conflict that has been happening.</p>

The purpose of this study was to determine and describe the partnershipbetween of Surabaya government with local communities on mangrove forestsmanagement in the North Coast Surabaya. This research is conducted byqualitative descriptive method. Based on the research results, it is known that the partnership between the government of Surabaya with the local community (comanagement approach) provide positive value on the mangrove forests management. People who benefit from the mangrove forest participate in determining management decisions that affect their well-being, while the government got benefits from reduced liability manage. In addition, comanagement approach could increase the sense of belonging in the community, so there was a will of its own to preserve mangrove. But in this case, several steps that needs to be done by local government, among others: local government divided each authority were clearly based on formal rules; local government empower local communities associated with mangrove forest management, as well as set up an authorized institution in the management of resources such as beach protection as partners with Surabaya government on collaboration who could represent their respective interests (mangrove forest management) and recognized by the community.

Abstrak: Tujuan penelitian ini bertujuan untuk mengetahui dampak yang ditimbulkan oleh pembangunan jalan tol dari empat pintu akses yang dibangun oleh pemerintah dan perekonomian masyarakat di daerah tersebut. Dengan menggunakan metode deskripsi kuantitatif dan uji Logit dengan sampel sebanyak 200 responden dari empat lokasi pintu keluar Malang-Pandaan, didapatkan hasil bahwa dampak dari infrastruktur ini terlihat dari perubahan tingkat pendapatan dan pengeluaran yang meningkat setelah adanya peningkatan pembangunan pintu keluar tol. Namun, peningkatan belanja atau konsumsi masyarakat lokal berdampak kurang signifikan, terutama dalam hal konsumsi kebutuhan pokok rumah tangga dan kepemilikan aset. Hal ini berimplikasi pada pembangunan infrastruktur yang dibangun pemerintah belum memberikan hasil yang maksimal seperti yang diharapkan masyarakat setempat dalam meningkatkan kesejahteraan masyarakat sekitar.Abstract: The purpose of this study aims to explore the impact caused by the construction of toll roads from the four access gates built by the government and community economies in the area. Using the quantitative description method and the Logit test with a sample of 200 respondents from the four Malang-Pandaan exit gate locations, the findings indicate that the impact of this infrastructure has been seen from changes in the level of income and expenditure that increased after the construction of the exit toll. However, an enhance in the expenditure or consumption level of local communities has a less significant impact, especially in terms of consumption of basic household needs and asset ownership. This implicates that infrastructure development built by the government has not given maximum results as expected by local communities in terms of improving the welfare of surrounding communities.

This study aims to examine the empowerment of local communities as tourism operators, as well as to analyze their perceptions of the economic impacts on Pulau Perhentian. The study used quantitative method involving 150 respondents comprising local communities working as tour operators. The respondents were recruited using purposive sampling and snowball technique. The findings reveal that the majority of tourism operators are male, aged between 25 to 44, with secondary level of education and married. Most of the operators have been managing their business for 16 to 20 years and have earned an estimated monthly income of RM1001.00 to RM2000.00. The study concludes that the tourism sector has contributed to: a) reducing unemployment rate, b) providing employment opportunities for women and single mothers, c) encouraging the involvement of local communities in the field of tourism entrepreneurial, e) generating income to communities, f) attracting foreign investors to invest, and g) reducing poverty rate. However, local communities are also affected by the negative impacts of the tourism sector such as: a) rising prices for goods and services, b) rising cost of living, and c) increasing the value of real estate and rental rates. Hasil kajian mendapati majoriti pengusaha pelancongan tempatan adalah terdiri daripada lelaki, berumur 25 hingga 44 tahun, menerima pendidikan sehingga sekolah menengah dan berstatus berkahwin. Kebanyakan pengusaha menjalankan perniagaan selama 16 hingga 20 tahun dan memperoleh anggaran pendapatan bulanan RM1001 hingga RM2000. Kajian ini mendapati pembangunan sektor pelancongan di Pulau Perhentian berupaya: a) mengurangkan kadar pengangguran, b) memberi peluang pekerjaan kepada kaum wanita serta ibu tunggal, c) menyumbang kepada penglibatan komuniti tempatan dalam bidang keusahawanan pelancongan, d) menawarkan peluang pekerjaan kepada penduduk, e) menyumbang kepada pendapatan penduduk, f) menarik minat pelabur asing untuk melabur, dan g) mengurangkan kadar kemiskinan. Namun, komuniti turut terkesan oleh impak negatif daripada sektor pelancongan seperti: a) peningkatan harga barangan dan perkhidmatan, b) peningkatan kos sara hidup, dan c) peningkatan nilai hartanah dan kadar sewa tanah.
