The development of foreign and Russian tourist information centers is characterized. The extensive expansion of the network of Russian centers, the diversity of their activities, the accumulation of a number of unresolved problems are noted. A vector of transformations of domestic tourist information centers is proposed based on the formulation of three hypotheses: a further increase in the tourist mobility of the population; structural shifts in the tourist flow: a decrease in the share of organized tourists and an increase in the share of amateur tourists; expansion of the information capabilities of the centers. The development of the system of tourist information centers, both on the territory of the Russian Federation and in the world, is considered. This is an urgent problem from the point of view of forming a positive image of the regions in the field of international and domestic tourism. In the presence of a developed network of tourist companies engaged in the organization of regional tourism, the number of tourist information centers is small, and their development needs systematic coordination. A systematic approach to building a network of tourist information centers in Russian regions will help solve the main task of regional policy - creating conditions for more effective and harmonious development of regions and ensuring the growth of the welfare of the country's population. the article describes the conceptual foundations and economic and organizational principles of the creation and development of tourist information centers. The foreign and domestic experience in this field is summarized. Various approaches to the organization and evaluation of the effectiveness of the formed system of tourist information centers are identified. Conclusions are drawn about the need to improve the current system of tourist information centers and assess the prospects for its use in Russian practice in modern conditions.

Abstract Nowadays, tourism sector needs to adapt to a very fast changing environment and stronger competitiveness. Smart tourism describes the current stage of tourism development influenced by the evolution of information technologies and is becoming a promising way how to face the new market conditions. The aim of the paper is to review the conceptual foundations of smart tourism and to analyse the development of smart tourism initiative in Central Europe, specifically in Slovakia. The paper adopts an exploratory multiple case study methodology, focusing on information technologies used by Central European tourists, willingness of data sharing and the use of the state-of-the-art technologies in tourism businesses. Moreover, the smart concept is examined based on the (SA)6 framework in three tourism destinations. The paper concludes that smart tourism should not be the ultimate goal, but with the help of technology, innovation, and cooperation, it should bring better tourist experience, wellbeing of residents, enhance effectiveness and competitiveness of businesses and destinations, and lead to overall competitive sustainability.

The article studies genesis of price and pricing processes in the system of economic security. From theoretical and methodological point of view the research investigates different approaches to the definition and shaping the system of economic security, identifies key problems of pricing and shows lines of possible minimization of processes of price manipulation. It highlights non-linear character of pricing, drawbacks of today’s legal tools of regulating pricing processes (such as tariff and antitrust regulation), including those on the basis of administrative and court practices and causes of economic crises arising. From the practical point of view the article studies possibilities of developing the adaptive automation system, which can provide transfer, processing and storage of information about pricing processes. The goal of the research is to distinguish the role of pricing processes in the system of economic security and to develop the concept of uniform automated system of monitoring pricing processes aimed at resolving problems of complex management of economy and providing economic security of the country. On the basis of mentioned-above drawbacks (risks) the authors formulate the suggestion of shaping a new system of management and control over pricing processes based on maximum use of information technologies. These technologies should foster conducting analysis and risk estimation by using information and software means of the new system, including systems of controlling databases, the system of fast development of algorithms for information analysis and system and applied software. For this research such methods as system analysis, retrospective analysis and analytical methods of data investigation were used. Empiric materials of research were presented by open data and analytical reports of the Federal Antitrust Service of the Russian Federation, decisions and rules of the Supreme and Arbitration courts of the Russian Federation, official data of state power bodies.

The article is devoted to consideration of in-game industry objects, their legal nature and relationshipswith them. At the present stage of information technologies development, various means of leisure areincreasingly popular, in particular online games. It is also important that from the category of children’sgames, such leisure has grown into the rank of serious hobbies, accompanied by significant financialinvestments, which determined the relevance of this work. The incorporation of commodity-money relationsinto in-game ones inevitably entails the need to interpret such relations from the legal point of view. In orderto substantiate the need for legal regulation of relations with respect to the objects of the in-game industryusing the dialectical method, analysis and synthesis, various relations emerging with respect to such objectsare considered, constructions, including those developed by foreign authors, are proposed, which makes itpossible to delimit the range of subject relations to regulation by law. Various positions of understanding thiskind of relations are identified and briefly presented, also the possibility of using one of them is substantiated.The judicial practice of the Russian Federation on this issue was criticized, and the unfairness of the approachused by the Russian courts was revealed. As a result of the study, the authors propose to consider the relationsabout in-game objects as licensed.

Introduction: all branches of law are constantly under the influence of the social environment, especially of the national policy and economy. In this regard, the author of the paper set the aim to research the influence of the processes of the digital economy development of the Russian Federation on the industry of Russian criminal law and to identify the relevant trends and relationships. Methods: the methodological framework for this study is a set of methods of scientific knowledge, among which the main ones are the methods of consistency, analysis and the comparative law method Results: grounded in the paper the author’s point of view is based on the domestic and foreign legislation, international legal acts and opinions of the academic community on the problems of interaction of the economic and legal systems, processes and results of their mutual influence. Based on the analysis, a list of problems currently impeding the development of the digital economy of Russia, which can be resolved using the criminal law means, is revealed. The questions of the gap in the Russian criminal legislation concerning a number of socially dangerous acts committed with the use of modern information technologies are raised. Conclusions: the study revealed the importance of the intersystem links between the national economy and its digital sector with Russian criminal law, the need to take them into account in the lawmaking work and their impact on the effectiveness of the industry, the implementation of its sectoral goals and objectives. It is proposed to criminalize a number of socially dangerous acts committed with the use of modern information technologies, taking into account the traditions of the national law-making and the successful experience of the international community and a number of foreign countries in preventing attacks on the information security.

The analysis of the content of legislative, regulatory and technical sources regulating activities in the field of road safety in the Russian Federation is carried out. The federal target programs adopted for implementation in different years aimed at improving the state of road safety are studied. The object of the study is the theory of road safety. The theory is based on the principle of protecting the life and health of citizens enshrined in the Constitution of the Russian Federation. Several levels are considered from the point of view of the development, implementation and control of the effectiveness of measures to improve road safety. The result is obtained in the form of a single pyramid of the theory of road safety. The theory assumes the appearance of a significant factor in the assessment of the state of safety in transport processes. The presented concept allows you to predict the state of road safety.

The article is devoted to the study of topical problems of noosphere education and noosphere pedagogy on the analysis of the development of the modern higher education system in the Russian Federation. An analysis of the reflection of the main noosphere ideas in modern education is presented. Theoretical provisions on creativity as a feature of noospheric pedagogy (corresponding to the spirit of time and the challenges of the modern globalized world) are revealed. The article reveals the importance of future educators forming humanistic-oriented personality qualities based on the implementation of new approaches to education, consistent with the natural laws of the universe, not violating the biorhythms of living systems, but taking into account the capabilities of the psyche, human nature, its age characteristics, individual pace of development. The main task of pedagogical education from the point of view of the noosphere concept is determined - the formation in a person of a holistic noosphere consciousness (holistic thinking, an ethical bioadaptable method of behavior and an ecological worldview).

The purpose and tasks of the work are to analyze the contemporary Ukrainian mass culture in terms of its value and humanistic components, as well as the importance of cultural studies and Ukrainian studies in educational disciplines for the formation of a holistic worldview of modern youth.Analysis of research and publications. Scientists repeatedly turned to the problems of the role of spirituality in the formation of society and its culture. This problem is highlighted in the publications by O. Losev, V. Lytvyn, D. Likhachev, S. Avierintsev, M. Zakovych, I. Stepanenko and E. Kostyshyn.Experts see the main negative impact of mass culture on the quality approach, which determines mass culture through the market, because mass culture, from our point of view, is everything that is sold and used in mass demand.One of the most interesting studies on this issue was the work by the representatives of Frankfurt School M. Horkheimer and T. Adorno «Dialectics of Enlightenment» (1947), devoted to a detailed analysis of mass culture. Propaganda at all socio-cultural levels in the form is similar in both totalitarian and democratic countries. It is connected, according to the authors, with the direction of European enlightenment. The tendency to unify people is a manifestation of the influence of mass culture, from cinema to pop. Mass culture is a phenomenon whose existence is associated with commerce (accumulation in any form – this is the main feature of education), in general, the fact that it exists in this form is related to the direction of the history of civilization.Modern mass culture, with its externally attractive and easily assimilated ideas and symbols, appealing to the trends of modern fashion, becomes a standard of prestigious consumption, does not require intense reflection, allows you to relax, distract, not teach, but entertains, preaches hedonism as the main spiritual value. And as a consequence, there are socio-cultural risks: an active rejection of other people, which leads to the formation of indifference; cruelty as a character trait; increase of violent and mercenary crime; increase in the number of alcohol and drug addicts; anti-patriotism; indifference to the values of the family and as a result of social orphanhood and prostitution.Conclusions, perspectives of research. Thus, we can conclude that modern Ukrainian education is predominantly formed by the values of mass culture. Namely, according to the «Dialectic» by Horkheimer and Adorno, «semi-enlightenment becomes an objective spirit» of our modern society.It is concluded that only high-quality education can create the opposite of the onset of mass culture and the destruction of spirituality in our society. It is proved that only by realizing the importance of cultivating disciplines in the educational process and the spiritual upbringing of the nation, through educational reforms, humanitarian knowledge will gradually return to student audiences.Formation of youth occurs under the influence of social environment, culture, education and self-education. The optimal combination of these factors determines both the process of socialization itself and how successful it will be. In this context, one can see the leading role of education and upbringing. It turns out that the main task of modern education is to spread its influence on the development of spiritual culture of the individual, which eventually becomes a solid foundation for the formation of the individual. Such a subject requires both philosophical and humanitarian approaches in further integrated interdisciplinary research, since the availability of such research will provide the theoretical foundation for truly modern educational and personal development.

The management of surface watercourses is an urgent scientific task. The article presents the results of statistical processing of long-term monthly data of field observations of hydrological and hydrochemical parameters along the Upper Yerga small river in the Vologda region. Sampling estimates of statistical parameters are obtained, autocorrelation and correlation analyzes are performed. The limiting periods from the point of view of pollution for water receivers receiving wastewater from drained agricultural areas are identified.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.

The subject of this research is the problems emerging in the process of establishment and development of the Institution of personal data protection in the Russian Federation. Special attention is turned to the comparison of Soviet and Western models of protection of private life and personal data. The authors used interdisciplinary approach, as comprehensive and coherent understanding of socio-legal institution of personal data protection in the Russian Federation is only possible in inseparable connection with examination of peculiarities of the key historical stages in legal regulation of private life of the citizen. After dissolution of the Soviet political and legal system, the primary task of Russian law consisted in development and legal formalization of the institution of protection of human and civil rights and freedoms, first and foremost by means of restricting invasion of privacy by the state and enjoyment of personal freedom. It is concluded that the peculiarities of development of the new Russian political and legal model significantly impacted the formation of the institution of personal data protection in the Russian Federation. The authors believe that the Russian legislator and competent government branches are not always capable to manage the entire information flow of personal data; therefore, one of the priority tasks in modern Russian society is the permanent analysis and constant monitoring of the development of information technologies.
