Abstract We study the impact of anticorruption efforts on firm performance, exploiting an unanticipated corruption crackdown in China’s Heilongjiang province in 2004. We compare firms in the affected regions with those in other inland regions before and after the crackdown. Our main finding is an overall negative impact of the crackdown on firm productivity and entry rates. Furthermore, these negative impacts are mainly experienced by private and foreign firms, while state-owned firms are mostly unaffected. We present evidence concerning two potential explanations for our findings. First, the corruption crackdown may have limited bribery opportunities that helped private firms operate. Second, the corruption crackdown may have interfered with personal connections between private firms and government officials to a greater extent than institutional connections between state-owned firms and the government. Overall, our findings suggest that corruption crackdowns may not restore efficiency in the economy, but instead lead to worse economic outcomes, at least in the short run (JEL L2, M1, O1).

The purpose of this paper is to examine and identify the problems that are the source of conflict over local elections in Talaga Raya District. This research focuses on conflicts that occur before and after local elections. By using a descriptive method and a case study approach, the results of the study showed that the conflict over the regional head election in Talaga Raya District originated from the Difference in Choice, Misunderstanding, Some Parties were disadvantaged and feeling sensitive. In addition, the conflict of local election which took place before and after the election had implications for the conflict over the control of fresh water sources which resulted in horizontal and vertical conflicts. Besides this conflict has also brought its own wisdom with the increase in the source of clean water which had only been one to three sources. Based on these results it can be said that besides bringing down the negative impacts of the conflict it can also bring down positive impacts in the Talaga Raya sub-district community. Therefore, in terms of conflict resolution, the government should be able to minimize the conflict as early as possible so it does not drag on so that it does not lead to physical conflict.

Plant dynamics is a natural process that occurs in the ecosystem. This dynamic becomes abnormal in the presence of human pressure. The vegetation of the district of Mokolo (Cameroon) faces many anthropic factors that disturb its steady evolution. This work aims to evaluate the different factors that influence the vegetation dynamics in the south of the Mokolo District. All traces of anthropization were identified on all woody species in a rectangular plot (20 m x 100 m). All individuals with a height ≤1.30 m and a Dhp less than 10 cm were considered regenerating individuals. Among the main plant factors, dynamics identified, regeneration, spread type, phytogeographic type have positive impacts while logging, debarking, pruning, grubbing, trampling and burning have negative impacts. Regeneration is the main positive natural factor with the highest frequency in wooded savannas (321±95%). Timber harvesting is the main negative anthropogenic factor with a higher frequency in the home garden (85.00%) and the shrub savannas (68.66%). To reduce the negative impacts and increase the positive impacts, the government must implement reforestation projects in this ecologically fragile area.

This article deals with the effect of the COVID-19 pandemic on the performance of a non-profit microfinance institution operating in the Nilgiris and Perambalur districts of Tamil Nadu in India. The primary focus of the paper is on the microfinance institute’s financial performance in terms of outreach and portfolio quality before and after the coronavirus outbreak. The most worrisome factors that were encountered in due course of the study include a decline in loan portfolio and clientele, and an increasing trend in portfolio at risk (PAR) percentage due to a surge in client overdues, outstanding loan amount and rise in number of delinquent clients. These negative impacts on performance were further investigated by establishing a connection to the clients’ repayment ability. A survey was conducted among the women clients of the microfinance institution by enlisting 120 respondents, 60 from each district to identify the various constraints faced by them in loan repayment as a result of the government-imposed lockdown that affected their livelihood and curbed their source of income. Therefore, an attempt has been made to bring out the ground level realities that played an important role in disrupting the normal functioning of the microfinance institution during the pandemic outbreak. This will prove useful in setting guidelines for future crises of like nature to enable microfinance institutions to keep functioning efficiently without any drastic changes to their performance.

Although Indonesia has imposed anti-dumping measures on several types of steel products, the import of steel products is still increasing. One possible cause is that imports are made by non-substantial modification of product or through a third country which is not subject to anti-dumping measures, which is generally referred as circumvention practice. This study is aimed to prove that circumvention made Indonesian anti-dumping actions on the steel products ineffective. This also study provides recommendation for a best practice for other countries so that Indonesia's anti-dumping policy can be more effective. Circumvention was analyzed by comparing trade patterns between before and after the imposition of anti-dumping duty using secondary data from the Central Bureau of Statistics (BPS) and the Global Trade Information Services (GTIS). The results of the analysis indicate that circumvention became the reason why Indonesian anti-dumping measures on imported steel products are ineffective. Therefore, it is very important for the Government of Indonesia to immediately make amendments to the Government Regulation No. 34/2011 on Antidumping, Countervailing, and Safeguard Measures by adopting clauses of anti-circumvention. This can be done bycovering the forms/types and procedures of action, as has been implemented by several countries such as the US, EU, Australia, and India.

In de vervreemding tussen het Noorden en het Zuiden en de uiteindelijke revolutionaire nationaal-liberale oppositie vanuit het Zuiden, speelde de taalproblematiek een minder belangrijke rol dan het klerikale element en de liberale aversie tegen het vorstelijk absolutisme van Willem I en de aangevoelde uitsluiting van de Belgen uit het openbaar ambt en vooral uit de leiding van de staat.________1830: from the Belgian pre-nation to the nation stateIn the second part of his contribution 1830: from the Belgian pre-nation to the nation state, dealing with the events from 1830-1831 as the concluding phase of a transition of the Belgian pre-nation through the major socio-political and cultural mutations after the French Revolution, Lode Wils develops the thesis that the period of 1829-1830 constituted the "terminal crisis" of the Kingdom of the United Netherlands. Whilst King William I had clearly given to understand that he definitively rejected ministerial responsibility and that he considered any criticism of the regime as a criticism of the dynasty, the synergy of resistance increased between the clericalists, liberals and radical anti-authoritarian groups in the South. In the alienation between the North and the South and the ultimate revolutionary national-liberal opposition from the South the language issue played a less important role than the clericalist element and the liberal aversion against the royal absolutism of William I and the sense of exclusion of the Belgians from public office and particularly from the government of the state.

Abstract Background The government investments in quality primary healthcare are the basis to strengthening the health systems and monitoring the public expenditure in this area is a way to assess the effectiveness and efficiency of the public health policies. The Brazil Ministry of Health changed, in 2017, the method of onlending federal resources to states and cities seeking to make the public funds management more flexible. This change, however, suppressed mandatory investments in primary healthcare. This research aims to determine the difference of expenditures on primary healthcare in Salvador, Bahia, Brazil metropolitan area before and after this funding reform, seeking to verify how it can impact the quality of primary healthcare services and programs. Methods This is an ecological time-series study that used data obtained in the Brazil Ministry of Health budget reports. The median and interquartile range of expenditures on primary healthcare (set as the percentage of total public health budget applied in primary care services and programs) of the 13 cities in the Salvador metropolitan area were compared two years before and after the reform. Results The median of expenditures on primary healthcare in Salvador metropolitan area was 25.5% (13,9% - 32,2%) of total public health budget before and 24.8% (20.8% - 30.0%) of total public health budget after the reform (-0.7% difference). Seven cities decreased the expenditures on primary healthcare after the reform, ranging from 1.2% to 10.8% reduction in the primary healthcare budget in five years. Conclusions Expenditures on primary healthcare in Salvador metropolitan area decreased after the 2017 funding reform. Seven of 13 cities reduced the government investments on primary healthcare services and programs in this scenario. Although the overall difference was -0.7%, the budget cuts ranged from 1.2% to 10.8% in the analyzed period and sample. More studies should assess these events in wide areas and with long time ranges. Key messages Public health funding models can impact the primary healthcare settings regardless of the health policy. Reforms in the funding models should consider the possible benefits before implementation. Funding models and methods that require mandatory investments in primary healthcare may be considered over more flexible ones.

Aim: This study explores the changes in regular walking activities during the phases of the pandemic. Background: With the spread of COVID-19 transmission, people are refraining from going out, reducing their physical activity. In South Korea, COVID-19 broke out in the 4th week of 2020 and experienced the first cycle phases of the pandemic, such as outbreak, widespread, and decline. In response to the pandemic, the government encouraged voluntary participation in social distancing campaigns, and people reduced their outside activities. Methods: This article examines the decrease and increase of the Prevalence of Regular Walking (≥30 min of moderate walking a day, on ≥5 days a week) by the COVID-19 phases. This study is based on weekly walking data for 15 weeks in 2020, via the smartphone healthcare app, which is managed by 25 public health offices of the Seoul government. Results: According to the findings, the level of prevalence of regular walking (PRW) has a significant difference before and after the outbreak, and every interval of the four-stage COVID-19 phases, that is, pre-pandemic, initiation, acceleration, and deceleration. The level of PRW sharply decreased during initiation and acceleration intervals. In the deceleration interval of COVID-19, the PRW kept increasing, but it has not yet reached the same level as the previous year when the COVID-19 did not exist. Conclusions: As a preliminary study, this study explains empirically how COVID-19 changed PRW in Seoul. It would be helpful to enhance our understanding of the changes in physical inactivity in the pandemic period.

AbstractObjectivesTo compare self-perceived global self-esteem (GSE) and physical self-esteem (PSE) among children and adolescents aged 11 and 14 years in Southeastern Sweden, investigated in 2000 and 2017.MethodsThe present study consists of two independent cross-sectional study-cohorts from Southeastern Sweden, investigated in 2000 and 2017. The same protocol, procedures, and instruments were used in 2000 and 2017. In October 2000, data for self-perceived GSE and PSE, and anthropometry were collected from 11-years old children (Grade 5) (n=74) and 14-years old adolescents (Grade 8) (n=84). In October 2017, children (n=186) and adolescents (n=140) from the same grade-levels, schools and classrooms provided data for the same variables as in 2000. GSE and PSE were assessed with the Children and Youth Physical Self-Perception Profile (CY-PSPP).ResultsSelf-perceived GSE was higher in 2017 as compared to 2000 among both 11-years old boys (p<0.001) and girls (p<0.001) and 14-years old boys (p=0.008) and girls (p<0.001). Similarly, self-perceived PSE was higher in 2017 as compared to 2000 among both 11-years old boys (p<0.001) and girls (p=0.023) and 14-years old boys (p=0.025) and girls (p=0.002).ConclusionsSelf-perceived GSE and PSE among children and adolescents aged 11 and 14 years in Southeastern Sweden were higher in 2017 as compared to 2000. These results are not in agreement with the increased psychological ill-health as being reported among children and adolescents during the last decade in Sweden.
