Kondisi darurat yang diakibatkan oleh pandemi Covid-19 menuntut perlunya respon pemerintah, baik aspek kebijakan keuangan maupun pelaksanaannya secara cepat. Penelitian ini bertujuan untuk mengidentifikasi penerapan kebijakan keuangan dalam penanganan Covid-19 dan melakukan tinjauan terhadap siklus pelaksanaan anggaran belanja Pemerintah Daerah Kabupaten “ABC” untuk penanganan pandemi Covid-19. Pengumpulan data dilakukan melalui studi kepustakaan dan metode studi lapangan berupa wawancara serta observasi dalam pengumpulan data pada Badan Keuangan Daerah Kabupaten “ABC” untuk kemudian diolah dan dianalisis secara kualitatif dengan metode interaktif. Hasil penelitian menunjukkan bahwa kebijakan keuangan Pemerintah Daerah Kabupaten “ABC” terhadap pandemi Covid-19 terdiri atas percepatan refocusing/realokasi anggaran, dan rasionalisasi anggaran pendapatan, serta optimalisasi penggunaan belanja tidak terduga yang dianggarkan terpusat pada SKPKD. Rangkaian aktivitas yang dilakukan dalam siklus pelaksanaan anggarannya melibatkan PPKD dan pengelola kegiatan dan/atau keuangan pada SKPD yang terkait dengan penangan Covid-19. Tahapan dalam siklus hampir sama dengan proses belanja non penanganan Covid-19, tetapi berbeda dalam hal penyiapan penyesuaian dokumen pelaksanaan, dan percepatan dalam pencairan dana. Hasil penelitian dapat menjadi pembelajaran dalam mengantisipasi keadaan yang mendesak/darurat. The emergency conditions caused by the Covid-19 pandemic require the government to respond, both in terms of financial policy and its implementation quickly. This study aims to identify the application of financial policies in handling Covid-19 and to review the implementation cycle of the "ABC" Regency Regional Government budget for handling the Covid-19 pandemic. Data collection was carried out through literature study and field study methods in the form of interviews and observations in data collection at the "ABC" Regency Regional Finance Agency to then be processed and analyzed qualitatively with interactive methods. The results showed that the "ABC" District Government's financial policy towards the Covid-19 pandemic consisted of accelerating budget refocusing/reallocation, and rationalizing the revenue budget, as well as optimizing the use of unexpected expenditures that were budgeted centered on SKPKD. The series of activities carried out in the budget implementation cycle involve PPKD and activity and/or financial managers at SKPD related to Covid-19 handling. The stages in the cycle are almost the same as the non-Covid-19 spending process, but differ in terms of preparing the adjustment of implementation documents, and in accelerating the disbursement of funds. The results of the research can be a lesson in anticipating urgent/emergency situations.

Describe the implementation of the fingerprint electronic absence policy on the discipline and performance of civil servants as well as the impact it has on implementing the fingerprint electronic absence policy. Qualitative descriptive method describes various conditions and situations as the object of research. The data collection techniques used were observation, documentation and interviews. After the implementation of fingerprint electronic attendance, discipline increases and obligations as employees have been carried out in accordance with applicable regulations. The application of sanctions in the regional government of seluma regency is in accordance with the regulations of civil servants and the provision of rewards for employees who excel has been carried out properly, to inspire other employees, so that they can work better.

Market reform is advocated in developing countries to improve economic efficiency and prevent privileged groups from obtaining rents from the policy-making process. Yet this prescription fails to address the complex political process that governments are likely to confront when moving toward the market. This study shows how political considerations during President Salinas's administration distorted economic reform in Mexico.During the 1990s Mexican finance policy contradicted the government's declared neoliberal principles. While the banks were reprivatized and deregulated, they were also given a high degree of protection from competition, enabling the new owners to charge excessive interest rates. In addition, the government artificially inflated the value of the currency through exchange-rate intervention. These contradictory policies are best understood as a coherent political response to the electoral vulnerability of the ruling party (PRl) at the end of the 1980s. When viable political opposition threatened the PRl's ability to maintain power, it responded by using financial policies to distribute economic benefits to social groups, particularly business, the middle class, and the poor, whose support was critical for electoral victory.

According to Minister of Home Affairs  Regulation No. 56 of 2015 concerning Code and Data of Administrative Area, it is mentioned that Papua is one of 34 provinces in Indonesia with the highest number of villages by 5,419 villages, 110 urban villages, and 558 sub-districts scattered in 28 regencies and 1 city. The high number of villages in a regency/city area has an effect on the amount of village funds allocated by the Central or Provincial Governments for each district/city, thus affecting the amount of regency/city APBD. Village Fund Allocation is a manifestation of the fulfillment of the right for the village to implement the principle of autonomy for the village to grow and develop following the growth of the village itself, based on diversity, participation, original autonomy, democratization, and community empowerment. However, the increasing number of village formation burdened the government budget to finance the formation of new villages, so that the village formation had a significant and positive effect on the amount of regional finance, especially regency/city and provincial APBD. For example, in the 2016 fiscal year, Tolikara Regency had a total of 541 villages spreading across 46 districts and received the largest village fund allocation of Rp320.04 billion. Thus, Tolikara Regency ranked 1st with the most villages and the largest village fund in the Papua Province. In contrast, Jayapura City with a total of 13 villages was the regency/city with the least number of villages and the least amount of village fund of Rp. 12.51 billion.

Abstract This study aims to express the factors that influence the existence of Madam balanse dance at Seberang Palinggam. Type of this research was a qualitative study with using descriptive method. The main instrument of this study was the researcher. The additional instruments used were such as stationery, camera and flash disk. Techniques of data collection werecarried out by using literature study, observation, interviews, documentation. The steps in analyzing data were data collection, reduction, data presentation and drawing conclusions of the research. The results show that the dance originated from trading activity which led to cultural encounters, namely Portuguese culture (dance) with Nias culture (maena). The cultural meeting creates a form of art performance  namely Madam Balance Dance. The existence of the Madam balanse dance is influenced by several factors such as: customs, religion, community and government environment. This dance has changed its function from dance as a custom to dance as entertainment, this is because of the lack of interest in the community and the government of Padang to preserve and learn the Madam Balanse dance. One of the efforts to keep the Madam Balanse dance alive and sustainable is that the government have to promote or introduce the Madam Balanse dance again to the public. Keywords: Factors Affecting the Existence of Madam Balanse Dance

Online media is a liaison, intermediary, and target as well as a communication tool channel to convey messages to the general public with planning and systematic and hopes to get a response from the recipient of the message, and of course, it requires a good response or response from the target audience. Therefore, it is necessary to design a media outreach that makes it easy for the public to get it or media that are easily accessible to the community, the form of an information media must be effective, easy to reach and in accordance with the habits and activities of the target audience, then the schedule for the distribution of the campaign media must be on time in accordance with needs. The purpose of this study was to design a Government Policy Data Collection Information System at the Ureung Inong Aceh Shura Center (BSUIA) based on PHP and MySQL. The method used in the Government Policy Data Collection Information System at the Ureung Inong Aceh Shura Hall (BSUIA) is to use the waterfall method or called the waterfall method. Data collection techniques using research methods by observation, interview, and literature study. The tools used are Adobe Dreamweaver and use web-based programming languages such as; PHP, MySQL, JavaScript JavaScript, JSON, JQuery as applications in interface design, and MySQL as DBMS. The test results of this application are the systems that are built already meet the needs, the input data process has met the needs and the resulting report has met the needs.Keywords:Information Systems, Government Policy, Web-Based

The Covid 19 has had an impact on various sectors of human life. One of them is the tourism sector. The tourism industry which is predicted to be the second largest source of foreign exchange contributions for Indonesia has experienced a drastic decline. Likewise, the halal tourism sector has also been severely affected by the Covid 19 pandemic. This is because the key to developing the halal tourism sector is Muslim tourists or visitors who come. To revive the tourism sector, it requires a number of strategies prepared by the government to improve the economy in the halal tourism sector. The purpose of writing this article is to find out how the impact of Covid 19 on the halal tourism sector and how the strategy to revive the halal tourism sector during the Covid 19 pandemic. The method used in this study is a qualitative method with data collection techniques used is literature study. The results of the study state that the strategy to restore the halal tourism sector from the Covid 19 pandemic consists of 3 stages and recommendations for implementing health protocols. The existence of this strategy and also the health protocol is expected by the enthusiastic community to return to enliven the tourism sector, including halal tourism.

This research aims to explain the benefits of prostitution localization if it is managed well by the regional government as part of the source of local revenue but in terms of the moral and ethical aspects of the community. The background of this research is because the government is unable to overcome prostitution problems in the region and this problem has long been unable to be resolved and becomes a controversial issue within the community, then the government can take positive and cooperative attitudes by utilizing it as a source of local revenue . This research was conducted in Bandar Baru Village. Deli Serdang Regency where prostitution often occurs in this environment but is not a localization of prostitution, in the sense that prostitution activities in the village are illegal and do not contribute significantly to the local treasury. The data collection technique used is Observation where observation is a way of seeing or observing an event from the outside to the inside and then describing it exactly as what is seen and observed. Observation is not limited to vision (visual), but the experience gained from hearing. The observation made was participation observation. Observation of participation with the technique "part time participant observer" was chosen so that researchers can be directly involved in the field without having to stay in the field. Thus the data can be obtained objectively and planned.

<p><em><span style="font-size: medium;">The poetry of research by W.S Rendra is aimed to describe social condition of society in Indonesia. Social conditions are in the form of social status, poverty, and arbitrariness of the government. The theory used to examine these poems is the theory of genetic structuralism and uses the sociological approach of the work. The method used in this research is qualitative research. The data source used is 3 poems by W.S Rendra. While the data is a quote from a collection of poems W.S Rendra which contains elements of social criticism. Data collection techniques used in this study is literature study techniques. In this research data collection is by reading the collection of poems by W.S Rendra and look for aspects that contain elements of social criticism in a collection of poems by W.S Rendra. The data research procedure used is reading poetry, collecting data in the form of quotation. Data analysis technique used is content analysis technique. The results of this study indicate that there are several social problems in Indonesia that have been criticized by W.S Rendra into a poem of his creation.</span></em></p>

Ngabuburit in Indonesian society is a tradition that has been inherited from past generations. The practice of  Ngabuburit however has been hampered due to the COVID-19 pandemic. To prevent the spread of COVID-19 virus, the government issued several regulations. These regulations make it more difficult for the community to practice Ngabuburit. This study was conducted to find out the effects of the COVID-19 pandemic on Ngabuburit, the interest of  university students in Bandung in practicing Ngabuburit,  and to find out the best method to practise Ngabuburit tradition amidst the COVID-19 pandemic according to university students. Methods used in this study are literature study and primary data collection through questionnaires. The research result indicates that COVID-19 pandemic has reduced the intensity of Ngabuburit in Bandung. The obstruction of Ngabuburit practices correlates with the decline in the average level of happiness of students in Bandung. Even though the practice of Ngabuburit tradition is hampered, said tradition still can be carried out through online methods, namely methods that rely on internet technology so that there is no need to meet face to face. Hopefully this research will be useful for those who wish to practise Ngabuburit tradition amidst the COVID-19 pandemic.

Pemanfaatan TIK secara efektif dan efisien telah digunakan untuk meningkatkan pelayanan publik yang diselenggarakan oleh Pemerintah. Pemerintah Daerah DIY telah mengembangkan aplikasi aduan E-Lapor sejak 2018, akan tetapi pengelolaanya aduan yang masuk belum terespon tepat waktu sesuai dengan SOP E-Lapor DIY dimana aduan yang masuk harus direspon paling lambat 5 hari kerja. Sehingga untuk mengetahui hambatan dan kendala dalam pengelolaan E-Lapor DIY diperlukan pengukuran kesiapan faktor-faktor dalam pengelolaan E-Lapor DIY. Suksesnya pengelolaan E-lapor DIY bukan hanya dipengaruhi oleh faktor infrastruktur TIK saja, akan tetapi faktor yang turut mempengaruhi tingkat kesiapan. Telah dikembangkan pada tingkat negara tertentu beberapa model e-readiness yang mengidentifikasi dari faktor-faktor perspektif makro. Sebelum melakukan pengukuran e-readiness terdapat hal yang krusial yang perlu dilakukan yaitu dengan pemilihan model e-readiness yang tepat. Penelitian ini menggunakan pendekatan studi literatur dengan membandingkan beberapa model e-readiness yang telah popular dan sudah sering diadopsi dalam penelitian di Indonesi. Penelitian ini akan menghasilkan sebuah rekomendasi model e-readiness Mutula Brakel yang paling sesuai untuk pengukuran kesiapan dalam pengelolaan aduan melalui aplikasi E-lapor DIY.Kata Kunci— e-lapor, e-readiness, tik, mutula dan brakel Effective and efficient use of ICT has been used to improve public services provided by the Government. The Regional Government of DIY has developed the E-Lapor complaint application since 2018, but the management of complaints that come in yet responded on time in accordance with the E-Lapor DIY procedure where the incoming complaint must be responded to no later than 5 working days. Efforts to determine the obstacles in managing E-Lapor DIY are needed to measure the readiness of the factors in managing E-Lapor DIY. The success of E-Lapor DIY management is not only influenced by ICT infrastructure factors, but also factors that influence the level of readiness. There are several e-readiness models that have been developed by identifying factors from a macro perspective at a particular country level. The selection of the right e-readiness model is an important thing that needs to be done, before measuring e-readiness. This research will compare several popular e-readiness models and are often adopted in research in Indonesia with a literature study approach. This study produces recommendations for the Mutula Brakel e-readiness model that is suitable for measuring readiness in complaint management through the E-Lapor DIY application.
