AbstrakPenelitian ini bertujuan untuk menganalisis faktor yang mempengaruhi pengeluaran rokok elektrik di Kota Bandung. Penelitian ini menggunakan Convenience Sampling dan formula Slovin, melakukan wawancara terhadap 200 pengguna rokok elektrik di Kota Bandung. Penelitian ini menggunakan metode Regresi Linear Berganda dengan STATA 12. Variabel yang digunakan adalah total pengeluaran rokok elektrik per bulan, harga alat mesin isap rokok elektrik, motivasi penggunaan rokok elektrik, jumlah rasa cairan rokok elektrik, pengetahuan mengenai resiko penggunaan rokok elektrik, dan status penggunaan ganda rokok konvensional dan rokok elektrik. Hasil regresi menunjukkan bahwa harga alat mesin isap rokok elektrik, motivasi penggunaan rokok elektrik, jumlah rasa cairan rokok elektrik berpengaruh positif dan signifikan pada peningkatan pengeluaran rokok elektrik di Kota Bandung. Sedangkan pengetahuan mengenai resiko penggunaan rokok elektrik tidak signifikan mengurangi tingkat pengeluaran rokok elektrik di kota Bandung. Penelitian ini juga menemukan bahwa status pengguna ganda rokok elektrik dan rokok konvensional berpengaruh negatif tetapi tidak signifikan pada pengeluaran rokok elektrik. Untuk mengurangi penggunaan rokok elektrik di Kota Bandung, pemerintah perlu meningkatkan kampanye kesehatan mengenai bahaya penggunaan rokok elektrik. Bahkan pemerintah seharusnya melarang penggunaan rokok elektrik karena pengaruh pengetahuan rokok elektrik yang tidak signifikan mengurangi konsumsi rokok elektrik.AbstractThis research aims to analyze the factors that affect expenditure decision on electronic cigarettes in Bandung. This research uses the Convenience Sampling and Slovin formula, interviews 200 users of e-cigarettes in Bandung. This paper uses Multiple Linear Regression (MLR) with STATA 12. Total expenditure per month in electronic cigarettes, the price of electronic cigarette suction machine tools, motivation in using electronic cigarettes, the amount of electronic cigarettes liquid taste, knowledge about the risk of using electronic cigarettes, and the status dual user of conventional cigarettes and electronic cigarettes are has been used as variables in this research. The regression result shows that the price of electronic cigarettes, motivation to use electronic cigarettes, the amount of electronic cigarettes liquid taste are positively and significantly correlated with the total expenditure per month for electronic cigarettes in Bandung. In the other hand, knowledge about the risk of using electronic cigarettes not significantly reduces electronic cigarette expenditure. This study also finds that the status of dual users of electronic cigarettes and conventional cigarettes has a negative but not significant effect on electronic cigarette expenditure. To reduce the use of electronic cigarettes, the government needs to increase health campaigns regarding the dangers of electronic cigarettes.Even the government must bans the use of electronic cigarettes because knowledge about electronic cigarettes risk has insignificant effect to reduce consumption of electronic cigarettes.

Fines are sanctions or punishments that are applied in the form of the obligation to pay a sum of money imposed on the denial of a number of agreements previously agreed upon. There is debate over the status of fines in Islamic law. Some argue that fines may not be used, and some argue that they may be used. In the context of fines for delays in payment of taxes, in fiqh law it can be analogous to ta'zir bi al-tamlīk (punishment for ownership). This can be justified if the tax obligations have met the requirements. Whereas according to Islamic teachings, fines can be categorized as acts in order to obey government orders as taught in the hadith, and in order to contribute to the realization of mutual benefit in the life of the state. As for the amount of the fine, the government cannot arbitrarily determine fines that are too large to burden the people. Penalties are applied as a message of reprimand and as a means to cover the lack of the state budget.

This study aims to analyze the relevance of the �health emergency� status to the existing legal theory and condition as well as to identify the validity of the Circular Letter of the Rector of State Universities. To this end, this study applied the statute and conceptual approach. The study was conducted by inventorying primary and secondary legal materials to obtain a proper and critical review of the legal issues under study. The results showed that the determination of the �health emergency� status by the government was inappropriate due to the uncertainty of the regulations issued by the government to determine the current condition. Thus, the status of the COVID-19 pandemic is a �legal emergency� status. Further, the Rector�s policy through the Circular Letter is valid judicially, sociologically, and philosophically. The determination of the �legal emergency� status can be done by issuing a Perppu without a �state of emergency� from the President. Finally, it is suggested to firstly get an approval from the Ministry of Education and Culture regarding the issuance of the Rector�s Circular Letter. Besides, further study is needed as this study was conducted during the COVID-19 pandemic.�Keabsahan Surat Edaran Rektor Perguruan Tinggi dalam Pandemi Covid-19Tujuan dari penelitian ini adalah untuk menganalisa relevansi status �darurat kesehatan� dengan teori hukum dan kondisi yang ada dan keabsahan atas Surat Edaran Rektor Perguruan Tinggi Negeri. Metode yang digunakan dalam penelitian ini adalah statute approach dan conseptual approach. Penelitian dilakukan dengan menginventarisasi bahan hukum primer dan sekunder, guna mendapatkan kajian yang seyogianya dan telaah kritis terkait isu hukum. Hasil penelitian menyatakan penetapan status darurat kesehatan oleh pemerintah kurang tepat, dikarenakan tidak menentu-nya peraturan yang dikeluarkan oleh pemerintah untuk menetapkan kondisi saat ini. Sehingga, status pandemi COVID-19 merupakan status darurat hukum. Kebijakan rektor melalui Surat Edaran adalah absah secara aspek yuridis, sosiologis, dan filosofis. Penetapan darurat hukum cukup dilakukan dengan menerbitkan Perppu tanpa pernyataan darurat dari Presiden. Saran peneliti adalah di perlukan persetujuan pada Kementerian Pendidikan dan Kebudayaan terkait terbitnya Surat Edaran Rektor, dan dibutuhkan penelitian lebih lanjut dikarenakan penelitian ini dilakukan pada masa COVID-19 yang bersifat temporal.�

The aim of this study is to investigate the factors influencing the entrepreneurial success of rural women entrepreneurs in Bangladesh. Non-probability sampling specifically convenience sampling is used to draw the sample and data is collected using the self-administered survey. Regression analysis and descriptive statistics are used to analyze the data. The study discloses that motivational factors, government policy and financial support have significant influence on the rural women entrepreneurial success in Bangladesh. Due to lack of suitable training and proper development as well as ICT knowledge, the rural women of Bangladesh could not accomplish the achievement. Half of the total populations of Bangladesh are female and most of them live in rural areas. Therefore, the government and the policymakers in Bangladesh should develop the potential of rural women entrepreneurs by providing development facilities, proper training, and ICT knowledge.

A study on water quality status of three riverine systems, S. Bailang (SB), S. Maasing (SM), and S. Tondano (ST), in coastal city of Manado, North Sulawesi Province, has been conducted to measure several water quality parameters, to analyse source and quality of wastewater discharge, and to assess the status of the rivers related to the water quality. Measurement of the parameters was conducted using three indicators, i.e. organic (BOD5) and in-organic (N-NO3 and P-PO4), and pathogenic microorganism (Escherichia coli [EC] and total coliform [TC]). The result showed that the level of water quality varied between the rivers. The average level of water quality (based on the observed parameters) in SB, respectively, was 0.317 mg/l, 0.093 mg/l, 2 mg/l, >2420 MPN, and  >2420 MPN; in SM, respectively, was 0.029 mg/l, 1.859 mg/l, 17.7 mg/l, >2420 MPN, and >2420 MPN; and in ST, respectively, was 0.299 mg/l, 0.252 mg/l, 3.5 mg/l, >2420 MPN, and >2420 MPN. The level of water quality between the rivers was not significantly different (p>0.05), except based on the parameter of N-NO3 which was significantly different (p<0.01). The status of the observed rivers varied based on the classes of their water utilities (according to the Government Regulation of Indonesia, No. 82, 2001); mostly was "unsuitable". Kajian tentang status kualitas air di 3 perairan sungai di kota pesisir Manado, S. Bailang (SB), S. Maasing (SM), dan S. Tondano (ST), Provinsi Sulawesi Utara, telah dilakukan yang bertujuan untuk mengukur beberapa parameter kualitas air, menganalisis sumber dan kualitas buangan limbah domestik, dan menilai status ketiga perairan sungai tersebut. Tiga indikator digunakan, yaitu: bahan organik (BOD5), bahan anorganik (N-NO3 dan P-PO4), dan mikroorganisme patogenik (Escherichia coli [EC] dan coliform total [TC]). Hasil kajian menunjukkan bahwa tingkat kualitas air perairan tersebut berbeda-beda. Konsentrasi rerata parameter kualitas air  (BOD5, N-NO3, P-PO4, EC, dan TC) di SB, berturut-turut, sebesar 0.317 mg/l, 0.093 mg/l, 2 mg/l, >2420 MPN, dan >2420 MPN; di SM, berturut-turut, sebesar 0.029 mg/l, 1.859 mg/l, 17.7 mg/l, >2420 MPN, dan >2420 MPN; dan di ST, berturut-turut, sebesar 0.299 mg/l, 0.252 mg/l, 3.5 mg/l, >2420 MPN, dan >2420 MPN. Konsentrasi kualitas air ketiga sungai tersebut tidak berbeda secara signifikan (p>0.05), kecuali parameter N-NO3 (p<0.01). Secara umum, kondisi kualitas air ketiga sungai tersebut, menurut Peraturan Pemerintah No. 82, 2001) berada dalam status “tidak cocok” untuk peruntukannya.

The connection between poverty and women's lack of power over resources and decision-making has now caught the attention of policymakers in government and mainstream development all over the world. Women empowerment issues perceived nationally or locally are being addressed by both state and non-state agencies. Beside the government intervention, NGOs are implementing various types of Women Empowerment Programmes including IG Programmes. Women Empowerment Programmes in India include livelihood support Programme, rehabilitation and job placement for rescued women, safe motherhood Programme and so forth. In spite of involvement of various NGOs in women empowerment through Income Generation and Skill Development Programmes, the status of women is still not satisfactory in India as various official as well as unofficial reports claim and the outcomes against the stated objectives of the NGOs' Women Empowerment Programmes are often questioned. Therefore, the present study is focused in assessing the impact of IG Programmes run by non-government organizations in empowering women. The researcher hypothesizes that IG Programme with its components viz., skill training, resource inputs of loan and equipment help to increase income to the women through independent business or work in the related field; the increased income lessens their dependence on family heads and enables to spend for personal expenses; gives them certain freedoms as individuals; enables them to contribute to family affairs financially, which creates an environment in the family in favor or the women to accept her views and participation in family matters like education, marriage, purchase etc.

UNSTRUCTURED COVID-19, the disease caused by a novel severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), is a highly contagious disease. On January 30, 2020 the World Health Organization declared the outbreak as a Public Health Emergency of International Concern. As of July 25, 2020; 15,947,292 laboratory-confirmed and 642,814 deaths have been reported globally. India has reported 1,338,928 confirmed cases and 31,412 deaths till date. This paper presents different aspects of COVID-19, visualization of the spread of infection and presents the ARIMA model for forecasting the status of COVID-19 death cases in the next 50 days in order to take necessary precaution by the Government to save the people.

In the face of pressing environmental challenges, governments must pledge to achieve sustainability transitions within an accelerated timeline, faster than leaving these transitions to the market mechanisms alone. This had led to an emergent approach within the sustainability transition research (STR): Accelerated policy-driven sustainability transitions (APDST). Literature on APDST asserts its significance in addressing pressing environmental and development challenges as regime actors like policymakers enact change. It also assumes support from other incumbent regime actors like the industries and businesses. In this study, we identify the reasons for which incumbent industry and business actors might support APDST and whether their support can suffice for implementation. We examine the actor strategies by drawing empirical data from the Indian national government policy of mandatory leapfrog in internal combustion engine (ICE) vehicle emission control norms, known as Bharat Stage 4 to 6. This leapfrogging policy was introduced to speed up the reduction of air pollutants produced by the transport sector. A mixed-methods approach, combining multimodal discourse analysis and netnographic research, was deployed for data collection and analysis. The findings show that unlike the status quo assumption in STR, many incumbent industry and business actors aligned with the direction of the enacted policy due to the political landscape and expected gains. However, the degree of support varied throughout the transition timeline and was influenced by challenges during the transitioning process and the response of the government actors. The case suggests we pay more attention to the actors’ changing capacities and needs and consider internal and external influences in adapting the transition timelines. This study contributes to the ongoing discussion on the implementation of APDST, by examining the dynamism of actor strategies, and provides an overview of sustainability transitions in emerging economies.

Abstract Introduction Electronic cigarettes are advertised as safer alternatives to smoking cigarettes yet can cause serious injury. As consumer use of electronic cigarettes has increased, burn centers have witnessed a rise in both inpatient and outpatient visits to treat thermal and blast injuries related to their use. Methods A multicenter retrospective chart review of ABA burn registry data from 5 large burn centers was performed from January 2015 to July 2019 to identify patients who sustained Electronic Nicotine Delivery Systems (ENDS)-related injuries. Results A total of 127 patients with electronic cigarette-related injuries were identified, of which 113 were male (89%) and 14 were female (11%). Mean age was 34.0 years (SD 13.5%, range 1–75 years). The majority of patients (n=92, 72%) were treated on an inpatient basis, and average length of stay was 6.7 days. Most patients sustained less than 10% total body surface area burns (mean 3.8%, SD 2.6%, range 0.1% to 16.5%). 66% (n=85) sustained 2nd degree burns, and 36% (n=46) sustained 3rd degree burns. Most patients were injured while using the ENDS (n=100, 78%), while 18% (n=24) of patients reported spontaneous combustion. 2 patients (1.5%) were injured while changing their device battery, and 2 patients (1.5%) were injured while modifying the device. 3% (n=4) were injured by second-hand mechanism. Burn injury was the most common injury pattern (100%), followed by blast injury (n=81, 63%). Flame burns were the most common (n=89, 70%) type of thermal injury, followed by contact burns (n= 70, 55%), flash burns (n=47, 37%), chemical burns (n=2, 1.5%), and electrical burns (n=1, 0.7%). The most commonly injured body region was the extremities. There were no ENDS-related deaths. Silvadene was the most common topical agent used in the initial management of thermal injuries, followed by Bacitracin and Xeroform. 63% (n=80) of patients did not require surgery, while 36% (n=46) required surgical excision, and 15% (n=20) required split-thickness skin grafting. Multiple surgeries were uncommon. 22% of patients required one operation, 12% required two operations, and 2% required 3 operations. Conclusions Our data recognizes use of ENDS as a growing public health problem with potential to cause thermal injury and secondary trauma. Most injuries occur during use, however many result from spontaneous combustion while the device is not being used. Treatment of ENDS-related injuries is institution-dependent. Most patients are treated on an inpatient basis however the majority of patients treated on outpatient basis have good outcomes.

This paper draws on observational research conducted in McAllen, Texas, during the summer of 2019, of three major stakeholder groups involved in asylum management: Catholic Charities Humanitarian Respite Center (HRC); federal government agencies; and the McAllen community. Each group holds a unique, pluralistic perspective on migration, informing intra-group relations and exposing uneven power dynamics between them. Our analysis is contextualized by a local voice, a former long-term volunteer at the HRC, who speaks of the evolution of the McAllen border in her lifetime, as well as federal authority over McAllen and the HRC to process asylees. We dissect how this power dynamic produces a highly violent, detention-dominant immigration landscape in the Rio Grande Valley (RGV), antithetical to the practiced intersectional culture of voces locales. We reimagine how the US responds to asylum seekers by offering a community action-based framework, where these pluralistic perspectives are equitably valued. Based on interactions and conversations had with each group, we advocate a paradigm shift reflective of La Frontera’s (The Border’s) intersectional identity. This can be achieved by prioritizing voces locales and building capacity for the humanitarian sector, which is already doing critical work at the southern border. We look to contemporary movements like “Defund the Police” as examples, where divesting from the status-quo system of oppression can nurture reparative justice and empowerment to the RGV. In reimagining a more adaptive, asylum justice-oriented paradigm shift, we also recognize the need to abandon the government-controlled deterrence paradigm, which repeatedly causes tremendous harm.

The government of Afghanistan promotes saffron production as a means to achieve economic development while reducing the widely spread opium cultivation in the country by providing necessary support to its farmers via saffron farmer service centers. This study investigates the causal effects of relevant attributes of potential saffron production promotion policies on the participation probabilities of saffron farmers. This study applies a randomized conjoint experiment to primary survey data of 298 farmers in Herat Province, which is perceived by the government as the center of saffron production in the country. The proposed hypothetical saffron production promotion policy consists of six attributes, namely, provision of machinery equipment, weather-based crop insurance, accessibility to long-term loans, location of saffron farmer service centers, provider of services, and annual payment. In the randomized conjoint experiment design, the respondents rank two alternative policies and policies against the status quo. The desirable policy comprises the machinery provision, long-term (up to 5 years) loan accessibility, an easily accessible service center, and policy implementation by international non-governmental organizations (NGOs). The estimated results reveal that saffron farmers are highly supportive of the proposed saffron promotion policy and that their willingness to pay is as high as 17% of their per capita income.
