Students prefer silence and tend to be passive when learning takes place. The achievement of learning Indonesian is still not optimal. Students who exceed the minimum completeness criteria (KKM) set by the school are still far from what is expected. In this study, researchers used experimental research. Data collection tools used in this study were tests and observation guidelines. From the results of the data collection tools used, the researchers concluded: 1) There is a difference in the ability to retell the contents of the fable between the class that applies the reflective articulation approach and the class that applies direct learning to class VII students of SMP Negeri 5 Singkawang, namely the experimental group obtained scores of 84 and 78 control group. 2) The effect of the articulation reflective approach on the learning outcomes of retelling the contents of the fable in class VII students of SMP Negeri 5 Singkawang. Based on the Pearson value between the score to retell the contents of the fable and the ability value of 0.50. 3) The implementation of the articulation reflective approach to the learning outcomes of retelling the contents of the fable to the seventh grade students of SMP Negeri 5 Singkawang. Municipalities are required to prioritize and solve local problems effectively under human and financial constraints. Preventing local crime is an important challenge among them. One of the major theories of crime prevention is the “broken windows theory,” which states that if a minor crime or a rule infringement is left unaddressed, it may lead to more serious crimes. This theory affected police administrations in some areas, but it was not widely accepted due to problems such as difficulty in verifying its validity and identifying effective measures. There is a possibility that these limitations can be overcome by using data obtained from the citizen report system, which was introduced in municipalities in recent years. This study examines the relationship between local problems and local crimes based on the broken windows theory using citizen report data.

The objectives of this research are as follows: 1) to analyze the constructivist and connectivist framework involving cloud technology; 2) to develop a constructivist and connectivist learning model involving cloud technology; and 3) to evaluate the constructivist and connectivist learning model involving cloud technology for undergraduates as a means of promoting innovative education. The samples consisted of 7 experts in the design of learning models and in the use of information technology and communications who were chosen by purposive sampling and who had at least 5 years’ relevant experience. The data were analyzed by mean and standard deviation. The evaluation results revealed that the constructivist and connectivist learning model involving cloud technology for undergraduates as a means of promoting innovative education was at the highest level of overall feasibility (x = 4.68, S.D. = 0.47). The implication of this study points out the feasibility of learning model to allow promotion of learning environment to encourage educational innovation and the development of innovation skills on the part of the students.
