With the rapid development of ICT technology, a platform business is exerting a dominant influence in various fields. This type of a business has a great ripple effect in that it creates value by engaging and connecting various market actors such as producers, suppliers, and business partners to the platform ecosystem, rather than directly selling independent products or services. In this vein, the current study introduces the emergence and growth process of Kakao, which has a monopolistic dominance in the Korean mobile messenger market, as an example of a platform business. This company started to be distributed to Korean consumers in 2010 and is currently exercising its market influence in various fields such as commerce, entertainment, finance, and transportation, and more growth is expected in the future. Based on the case investigation, the background of Kakao’s success can be interpreted with a combination of various reasons, such as Korea’s developed ICT environment, a large game users’ population, quick service launch, the strategy to utilize the founder’s previous work experience, and service development geared towards Korean consumers.

The article emphasizes that modern governments, working in unique socio-economic, historical and cultural conditions, must take into account global trends, as well as the growth of citizens’ expectations associated with the rapid development of information technologies and other factors. In such circumstances, special attention is paid to the effectiveness of public administration. The article discusses some of the significant factors impacting the effectiveness of public administration, such as the professionalization of the state apparatus, the legibility of the institutional framework, the optimization of information flows and corporate culture. In accordance with this, on the basis of work experience in the public administration system and analysis of civil service reforms in the countries of the region, the main challenges and possible solutions are shown. In the professionalization of the state apparatus, the importance of the merit principles in the selection and promotion stages of personnel through the empowerment of human resource (HR) management services, the integrity of tools and approaches at all stages of selection process, and the responsibility of the selection board are noted. The author focuses on the need to ensure a balance of powers, responsibility and resources, delimitation of powers between political and administrative civil servants, optimization of information flows. Particular importance is paid to corporate culture, which is one of the main factors affecting the efficiency of the state apparatus. It is noted that central values of corporate culture and leadership in state bodies of the countries of our region, along with generally accepted in the modern leadership theory, should be respect for the dignity, work and time of employees.

Research on military education under the rapid development and growth of armaments and equipment is booming. The field is continually gaining more key insights about this important and complex pedagogical problem. Academic interest on the systemic approach in the development of military education has consistently been a multidisciplinary effort. But perhaps systemic approach in pedagogic researchers are particularly well situated to be the leading voices on the public’s understanding of military education and many are heeding the call. With that responsibility in mind, in this paper, we offer to consider four elements of the educational process for the future of pedagogic research that we believe can help focus this line of inquiry to better ensure we address some of the most pressing problems. Based on critical assessments of the gaps in the literature, the paper cites the need to combine all elements of the educational process into a single system to achieve a focused result in the training of military personnel in educational institutions. Our list is not exhaustive, nor do we suggest that areas we do not cover are not important. Rather, we make these observations with the goal of spurring a conversation about the future of military education research, but especially a systemic approach in the development of military education.

With the rapid development of sensor acquisition technology, more and more data are collected, analyzed, and encapsulated into application services. However, most of applications are developed by untrusted third parties. Therefore, it has become an urgent problem to protect users’ privacy in data publication. Since the attacker may identify the user based on the combination of user’s quasi-identifiers and the fewer quasi-identifier fields result in a lower probability of privacy leaks, therefore, in this paper, we aim to investigate an optimal number of quasi-identifier fields under the constraint of trade-offs between service quality and privacy protection. We first propose modelling the service development process as a cooperative game between the data owner and consumers and employing the Stackelberg game model to determine the number of quasi-identifiers that are published to the data development organization. We then propose a way to identify when the new data should be learned, as well, a way to update the parameters involved in the model, so that the new strategy on quasi-identifier fields can be delivered. The experiment first analyses the validity of our proposed model and then compares it with the traditional privacy protection approach, and the experiment shows that the data loss of our model is less than that of the traditional k-anonymity especially when strong privacy protection is applied.

Introduction. Mathematical methods and models are an effective tool for studying complex economic systems at different levels of enterprise management. Economic mathematical modelling is actively developing not only as a scien-tific field but also as a means of substantiating management decisions in business, in the analysis and forecasting of socio-economic processes and phenomena. In the arsenal of economic and mathematical modelling now are using- modern computing methods and computer technology. Libraries of economic and mathematical models are an integral part of the architecture of decision support systems in specific areas of the economy. The rapid development of computer technology stimulates the emergence and formation of new theoretical volumes and applied areas of modelling.Purpose. Like any large and complex field of knowledge, mathematical modelling is evolving in different direc-tions, acquiring new flexible research methods. Therefore, based on new hardware, technology and software platforms it is necessary to create new information systems using economic and mathematical models in particular for forecasting of enterprise activities.Results. The article analyses the methods of modelling and forecasting the enterprise, considers the principles of software design. Using systems analysis, the design problem was analytically divided into parts. Also were investigated the connections and relationships between these parts, in particular, were implemented the problem tree and the goal tree. Implemented business process modelling performs based on created structural-logical diagrams, namely the IDEF0 dia-gram, which helps to visually display data and information that affect software development, a server part, input data and users. Using the results of research, the authors developed an automated information system for modelling and forecasting the activities of the enterprise, which uses models of Holt, Brown, exponential smoothing and Box-Jenkins for modelling. Part of the developed system is a designed software product that implements the objectives of the research. The obtained program results allow creating a clear forecast of the future activities of the enterprise.Conclusions. Based on the built graphs of modelling and forecasting of the Cisco Systems company financial activity with using of the developed automated system, we established that the Brown model is the best for providing educational sampling and a forecast of activity. The development of the automated system in the future involves the expansion of functionality, improvement and increasing of quality, as well as the creation of powerful analytics for more detailed forecasting.

The global COVID-19 pandemic has brought tremendous momentum to the field of messenger RNA (mRNA) vaccines. The advantages of this vaccine platform, such as rapid development and high efficacy, resulted in mRNA vaccines being the first approved vaccines against COVID-19. Looking forward to the development of future vaccines, how can we make RNA vaccines even better? While improvements in the stability of the formulation and cost of the vaccine are inevitable, one of the main challenges is lowering the dose of RNA in order to avoid side effects associated with high doses of RNA. One way to do this is by using self-amplifying RNA (saRNA), a type of mRNA that encodes a replicase that copies the original strand of RNA once it’s in the cell. Here, we discuss the origins of saRNA, how it works in comparison to mRNA, current challenges in the field and the future of saRNA vaccines.

In recent years, increasingly advanced technology infrastructure leads to an extraordinary growth of Internet users. By virtue of the explosive growth of the entire Internet industry, the online game industry has shown a rapid development trend, and the overall user scale of online games continues to expand. Meanwhile, the online game industry becomes a good investment market for investors to operate in. This article uses Blizzard as an example to analyze its investment value. Besides, the future trend of the video game industry is analyzed by using the SWOT-model and forecasting calculation data. The result shows that based on the current development of the game industry environment and the same companies in the game industry, Activision Blizzard will have a steady increase in profits in the future. Therefore, it is worth being invested.

This research aims to determine the effect of the reporting system and the clarity of the budget target on the accountability of the performance of Aceh Government Agencies, the formulation of the problem in this study is whether there is an effect on the reporting system and clarity of budget targets on the accountability of Aceh Government performance both simultaneously and partially.Data collection uses a questionnaire, and is analyzed qualitatively and converted into quantitative data using a Likert Scale. Data analysts to see the effect of dependent variables with independent variables using analysis of multiple linear regression equations.The population of this study amounted to 84 respondents, who were examined by the Head of Section (Head of Section) and Head of Division (Head) in Aceh Government Agencies. The results of the study found that the reporting system and the clarity of budget targets simultaneously had a significant effect on the performance of the Aceh Government. The partial reporting system has a significant effect on the accountability of the performance of Aceh Government Agencies. Clarity of budget targets partially has a significant effect on the accountability of the performance of Aceh Government Agencies. The reporting system has more dominant influence on the accountability of the performance of Aceh Government Agencies. It is expected that in the future the Aceh Government will pay more attention to the clarity of the budget goals in budgeting, because the results of the research regression coefficients have the smallest effect on the accountability of the performance of Aceh Government agencies in clarity of budget targets, with the hope that these variables will have greater influence on the accountability of Agency performance The Aceh Government in the future.

As a result of the rapid development of intercultural communication and global transformations taking place in the world in the 90s of the XX century, it became necessary to create a new personality with a new set of qualities and competencies that are urgently needed for the rational functioning in a multicultural world. For the successful performance of professional duties is not enough to be a specialist who knows job, today. Modern Ukrainian society needs educated professionals who can think critically and make decisions independently in a situation that requires a choice, that is, to be dynamic, mobile, creative. That is, the main feature of professional activity is its development, which requires constant updating and improvement of skills. Each specialist should acquire new knowledge and improve their skills, and, consequently, improve their professional qualities. According to research, professionals who are not engaged in improving professional competence, there comes a time in life when they have internal dissatisfaction with their activities and they need to improve professional skills, or even change their professional orientation. Given the large variety of information technologies at all educational levels, it is not difficult to improve your professional level, and mobile learning is a way to solve a number of educational problems today. In this regard, the relevance of communicative education of future police officers is increasing. After all, the need to train a competent police officer capable of effective professional activity in a multi-ethnic environment is a priority in the training of future police officers in the parameters of European standards. The socio-cultural aspect in the professional training of future police officers is not only the formation of communicative competence, but also the space of interpersonal relations, in which a holistic culture of the individual is formed. The article presents an analysis of the diagnostic results of the formation of communicative competence of the future police officer. The results demonstrate the levels of formation of communicative competence of future police officers in cognitive, emotional and behavioural components.

Purpose Valuers face significant challenges as valuation becomes automated and the role evolves from economic analysis to data handling and processing. The purpose of this paper is to identify new knowledge and skills Valuers will need in the future and the role of professional bodies and educators in meeting future challenges in Australia, although the issues are considered global. Design/methodology/approach This qualitative research sought a deeper understanding of the issues, threats, challenges, opportunities, new areas of practice and knowledge that Valuers were experiencing with a view to identifying the role of professional bodies, industry and educators to meet the challenges. A focus group approach was adopted to collect data from practitioners in Sydney and Melbourne. Findings The roles of the professional body the Australian Property Institute, industry/employers and educators to meet these future challenges were identified. Changes are required to degree programme content in respect of digital technologies and statistical knowledge and skills. Continuing professional development programmes are required to address knowledge and skills gaps in existing practitioners. Research limitations/implications In this study, key limitations were that focus group participants were from Melbourne and Sydney only, and the focus is NSW and Victoria centric, although many participants have international work experience. Overall there was under representation of rural Valuers, of small valuation firms, of young, recently joined or qualified Valuers and females. Originality/value This is original research and highlights some real threats, issues and challenges facing the Australian Valuers. It complements work undertaken by legal and accounting professional bodies who perceive change and uncertainty affecting membership and services. To address and where, appropriate, embrace the changes that are coming and those already here, a manifesto for action for educators and the professional body is established.

This study deals with the phenomenon while language can be lost slowly if it can't be defended. This happens along with the rapid development of the era towards modernization which is feared that in the future, the Tanjung Balai Malay language, which is owned and proudly has been threatened with extinction over time, but what needs to be realized is that it does not mean to displace the position of Indonesian which has been agreed as the national language. This research took place in Tanjung Balai when in Tanjung Balai Malay language is used as the habitual language.  This study was conducted using descriptive with qualitative method purposed to find out the words as dysfunction verb in Tanjung Balai Language. Qualitative research was related to assisting in describing the common elements of the various forms of qualitative methods. Thirty dysfunctional Malay verbs were collected and analyzed as the data findings.
