This study identifies themes in the theoretical literature on policy implementation that can then be used to develop a research-based framework for the scholar about how qualitative research can be used to analyze policy implementation through the investigation of informal and formal communication lines. This article draws from existing scholarship to bridge the gap between policy studies and qualitative research to explore innovative ways for scholars to expand our understanding of policy implementation. The article uses the literature to propose a framework that can be used to examine policy implementation. The framework is based on the concepts of Orientation, Degree, Resources, Activity, Autonomy, Societal Values, Institutional Values, Rationale and Power Relationship.

The purpose of this study was to determine and analyze the communication process in the implementation of the BUMDes program in Pantae Village. This research is a type of qualitative research using Organizational Communication Theory in a policy implementation approach, which looks at the communication process within the organization, namely internal communication as well as external communication. Data collection techniques using observation, interviews, and document study. Data analysis used Miles and Huberman's model. The results obtained are that the internal communication process seen from vertical communication is still not running well, instructions for tasks and work from the head of BUMDes to BUMDes executives are not carried out and communication in terms of reporting and accountability is not carried out properly. Horizontal communication in the implementation of the BUMDes program has been carried out well, the process of delivering messages is carried out well, but there are obstacles in the form of frequency for communicating which are still lacking. In the context of external communication carried out by BUMDes, it was found that the communication process between BUMDes and the Inspectorate of TTU Regency had been carried out properly and in the form of formal communication, the obstacle encountered was the inability of BUMDes officials in compiling financial accountability reports which resulted in obstruction of the communication process. While the results of research related to BUMDes communication with the community, it was found that the communication process was not carried out properly. The low level of community participation is caused by the fact that the communication that is built is not participative communication.

This Final Report is entitled "The Policy Implementation of the BANTAR (Clean, Safe, and Smart) Village  Program in Realizing Environmental Development in the Paal Merah District of Jambi City Jambi Province". The purpose of this observation is to find out how is the policy implementation of BANTAR Village and to find out the outcome of the policy program. The method used in this study is the Qualitative Research method. This research uses data collection techniques through interviews, observation, and documentation. From the results of the discussion showed that the policy implementation of the BANTAR Village program in Paal Merah District has not been running optimally. This is proven by the fact that not all RTs in Paal Merah sub-district participate in the BANTAR Village program. The obstacle experienced is the lack of funds which causes the program has not run optimally then the second obstacles is many agencies involved causes this program to be hampered, so far the team is only an assessment team, not as development team, so there is no sustanibility of this program because the development team has not carried out their duties optimally. To overcome these problems, the authors suggest the need to make a budget for RTs that follow the program, there needs for socialization related to the program, conduct training for accompanying scholars, the need for CSR from companies in the BANTAR village area and reduce the agencies involved in the program. ABSTRACT The purpose of this study was to determine the implementation of the Family Hope Program Assistance Policy and to want to know what factors hindered the implementation of the Family Hope Program (PKH) in Mesigit Village. The method in this research uses qualitative research. The results showed that the implementation of the Family Hope Program policy has gone well, but that has become an obstacle in the implementation of the Hope Family Program coordinating PKH facilitators to the village government. The conclusion of this research is that the implementation of the Family Hope Program (PKH) has been going well because it has four indicators of policy implementation such as: communication, resources, disposition and bureaucratic structure. While the inhibiting factors are the awareness and interest of the community about PKH, telecommunications network facilities and the absence of meeting activities, there is no coordination from PKH facilitators.  Keywords: Policy, Poverty, Program.

Abstrak Penelitian ini bertujuan mengetahui gambaran secara utuh dan menyeluruh tentang implementasi kebijakan peningkatan mutu pendidikan berbasis al-Qur’an di TK Darul Qur’an al-Karim Karangtengah Banyumas tahun 2016-2017 serta berbagai aspek kekuatan, kelemahan, peluang, ancaman atau tantangan terhadap implementasi kebijakan dirumuskan dalam tulisan ini. Penelitian ini menggunakan pendekatan penelitian kualitatif deskriptif. Teknik pengumpulan data menggunakan wawancara mendalam, pengamatan peran, observasi partisipasi serta dokumentasi. Analisis data dalam penelitian ini menggunakan beberapa tahap yakni: reduksi data, display data, serta conclusion drawing dan verification.   Hasil penelitian ini memuat dua poin inti yakni: terungkapnya tujuh jenis kebijakan meliputi: kebijakan berbasis shalat sunnah, kebijakan berbasis tahfidz al-qur’an, kebijakan berbasis jum’at language, kebijakan berbasis kreativitas guru, kebijakan berbasis parenting qur'ani, kebijakan berbasis infak, kebijakan pembiayaan berbasis low cost. Selanjutnya kebijakan tersebut di analisis melalui SWOT untuk mengetahui sisi kekuatan, kelemahan, ancaman serta solusi terhadap pelaksanaan kebijakan tersebut.  Kata kunci: Kebijakan pendidikan; Analisis SWOT; Taman Kanak-Kanak.   Abstract This study aims to determine the overall picture and comprehensive about the implementation of education quality improvement policies based on al quran in TK Darul Qur'an al Karim Karang tengah Banyumas 2016-2017, as well as various aspects of strengths, weaknesses, opportunities, threats or challenges to policy implementation formulated in this paper.  This research uses descriptive qualitative research approach. Data collection techniques used in-depth interviews, role observation, participatory observation and documentation.  Data analisys in this research using several stages namely: data reduction, display data, and conclusion drawing and verification. The results of this study contain two core points namely: the disclosure of seven types of policies include: Sunna-based prayer policy, based tahfidz Al Qur'an, Furthermore, the policy is analyzed through SWOT to know the strength, weakness, threat and solution to the implementation of the policy.  Keywoard: Education of Policy; SWOT analisys; Kindergarten.


The first section of this chapter contains information related the structure of the introduction of the qualitative projects' reports. Readers should be able to compile appropriate background to the study, statement of the problem, research objective, research questions, significance of the study, and other requirements for qualitative projects. The second section contains details related to the review of literature. The readers should be able to understand and apply empirical and theoretical literature in qualitative projects. The third section discusses the structure of methodology of qualitative projects and the strategies of executing it. The analysis and discussion of qualitative data is discussed in Section 4. The final section contains the concluding structure of qualitative research reports.

The “paradigm wars” of the 1970s−1990s fostered intense debate about the meanings and purposes of research and policy. Paradigmatic stances seemed to keep these two fields separate—at odds with each other methodologically and theoretically. Tracing this history yields knowledge about past and potential relationships between qualitative research and policy studies. Given qualitative research studies, social phenomena, and policy that reflects social values, it seems obvious that policy studies need qualitative research in order to understand policy processes, from development to implementation and practice, and that qualitative research would benefit from examining, analyzing, and contributing to a policy process. But who is responsible for this work? Are post-paradigm war relations possible and, if so, what may such relations look like? A review of the paradigmatic trajectories of each field allows a closer look at what qualitative and policy relationships look like when specifically thought through a focus on how theory shapes what we think of as research and policy. Whatever purposeful relationships are formed, rethinking dogmatic post-paradigm war logic is necessary to envision new questions that may drive research and policy futures.

In early 2020, the entire world suffered the Covid-19 Pandemic which impacted the hotel industry enormously. One of the impacts felt by several hotels was a decline in hotel occupancy, resulting in a quite shortfalls. To suppress the increasing number of Covid-19 virus cases, the regional government of DKI Jakarta Province has implemented a Large-Scale Social Ristictions Policy (PSBB). Hence, the objectives of this study are (1) to find out the impacts on hotels’ during the PSBB period, (2) to find out hotel’s promotion policy during the Covid-19 pandemic (3) to find out the outcomes of hotels’ promotion policy implementation during the Covid-19 pandemic. This study uses qualitative research with a descriptive approach. Data collection techniques are used by conducting interviews and documentation studies. The results showed that hotel industry undergone a tremendous impact, one of which was the decrease in hotel occupancy. Some hotels have developed some promotion policy to keep their operation wheels moving. The following is the hotel promotion policy, including creating a “Work From Hotel” package or working in a hotel, namely by designing hotel rooms as personal offices equipped with fast Wi-Fi, selling 3 night packages for 2 nights including 2 breakfast, selling complete sanitation packages for living quarters,  offices, houses of worship, schools or other areas, selling food in boxes that can be delivered to the destination and selling the "Buy Now Stay Later" promotion, namely buy now, stay later "

The purpose of this study is to describe comprehensively and provide recommendations from the results of this PPIP research program. This study uses the theory of Edward III. This research is a qualitative research using descriptive methods through a deductive approach. The technique of collecting data is done by interviews, observation, and documentation. Based on the results of the study, it is known that the PPIP Program Implementation in Lopana Satu Village has not run optimally. This causes the Village Development to proceed slowly. Then the community has distrust in the implementation of the program due to the failure of development in the previous program period. This program also has problems in managing funds that are a resource in this program. For this reason, the Regional Government should pay more attention to matters, namely approaching the community for the smooth running of the program and improving management problems and the PPIP funding budget Keywords:  Policy Implementation, Rural Infrastructure Development Program, and Adequate Infrastructure

This study aims to determine how the policy implementation of South Ring Road development in Tuban District that analyzed using the policy implementation model from Van Meter and Van Horn (1775). The type of research used is the type of qualitative research with data collection techniques in the form of observation, interviews, and documentation. The results of the study indicate that all indicators of the policy implementation model from Van Meter and Van Horn (1975) as a measure of the success of the policy implementation of South Ring Road development in Tuban District are due to minimal financial resources, causing poor road construction. failure to achieve standards, inaccuracies and inconsistencies in communication during the policy implementation process which caused problems, and the presence of people who did not support the development policy of the Ring Road. So it can be concluded that the policy implementation of South Ring Road development in Tuban District has not run optimally

This study describes the power and knowledge and the relationship between the two of the puppeteers of the mask puppet show in Malang district. This qualitative research used interviews and observation to collect data, which were then analysed using the Foucault’s genealogical method. The results showed that the puppeteers of the mask puppet show in Malang have a more substantial knowledge orientation than other puppeteers. The puppeteers have obtained their power–knowledge by disciplining their bodies for several years, built from its social and environmental existence. The role of a puppeteer requires a person to not only have spiritual strength but also a vision of directing and organising the show. The puppeteer’s power-knowledge produces discourse that has autonomy and power. Keywords: power-knowledge, power relationship, puppeteer
