<p>My name is Bernardino Cruces Pedraza, I am 85 years old, and I am a producer of asparagus (<em>Asparagus officinalis</em>; editor’s note) in the ejido of Acuescomac, municipality of Atenco, State of Mexico. Many important things have happened in the country throughout my life, but nothing like the pandemic we are going through. At first, I thought it was fake news, I thought it was only meant to scare the people. I remembered the news about the ‘chupacabra’ in 1994. Or maybe it was something similar to the flu, which in my opinion was just a fleeting, harmless cold.To tell you the truth, I have never believed everything the news says, but as the months went by, I realized that this disease was really dangerous. I began to understand its importance when they closed the Iztapalapa supply center since that is where I sell my asparagus. The buyer told me that the government had made the decision to close the center due to a damn virus and that, as a consequence, the price of my product would go down, which would obviously affect me economically, me and my workers. In talks with friends, we made fun of and joked about the disease. It was rumored that it was just a government ploy to weed out the senior population as it couldn’t keep paying so much support. That made me angry, made me want to curse because people from the countryside do not live off the government. We work hard and our work is the most honest and the most worthy… We are not a burden to the government. By then it was the Spring-Summer season, and I was sowing asparagus, corn, and cabbage, in order to take advantage of the good rain and temperature of May, the month of my birthday. I felt safe in the field since I knew that the air there was good and that is why I would not be infected with anything; indeed, my lungs would be cleaned. That is why I did not wear a face mask, especially when I was working on my crops. Being in the field reassures me. When I’m weeding the field, my mind fills with memories of my childhood...memories from my entire life...memories of when we were not aware of anything else in the world, not like today...memories of my father, Mr. Narciso Cruces. He dedicated his life to working in the fields and raising cattle. Ever since I had use of reason, I helped him with that work, until I was 14 years old. It was then that American household appliance companies arrived, and I started working in the General Electric factory as a welder. Through hard work, I became a floor supervisor. I worked for that company for 40 years. Despite the hard work I did in the factory, I never left my father alone with the farm and livestock activities. It was only when I retired that I returned to work full-time to crop production. I changed from corn to vegetables due to a desire to relive my childhood. I know that working in the fields does not reward sentimentality. Working in the field requires hard work, commitment, and effort. It is true that the government provides some to agricultural producers in the form of livestock feed, fertilizer, tools, and agrochemicals, but I don’t like to depend on anyone. That is why I strive not to depend on external help but to be self-sufficient, with my own work.</p>

In Sidomulyo Village there is a weaving craft industry that has the potential to be international. This weaving industry is AJZ's weaving industry, owned by Mrs. Asih Tri Tanti, a full-time female worker. According to the results of an interview with Ms. Asih Tri Tanti on April 13, 2017, it is known that her weaving skills are currently acquired while working as a migrant worker in Brunei Darussalam. Then in 2013, this craftsman returned to Sidomulyo Village to develop the potential of weaving craft in his village. However, there were many obstacles. Finally, from 2013 to 2017, Bu Asih worked with businessmen from the Sultanate of Brunei Darussalam and had been contracted for 10 years by this country. Each sheet, this woven fabric is sold at Rp. 5,000,000. The potential of Asih bu is very likely to be developed. The development of these handicrafts can open employment opportunities from local residents and certainly improve the welfare of the community, especially vulnerable women and women with disability. This service aims to (1) increase the availability of human resources from diffable groups and vulnerable women, (2) shape the mindset of the people who have the character of independence, (3) establish coordination between the government and the community regarding the development of weaving potential, and (4) provide a place for people with disabilities who are members of PPDI to develop their skills. The method of implementation is carried out through seminars and weaving training for vulnerable women and women with disabilities. The results show that UB's community service activities in this weaving training are able to (1) improve Human Resources (HR) (disabled and vulnerable women) in Sidomulyo Village, Blitar Regency, (2) improve the mindset of the people who have the character of independence, and (3) able to change the mindset of the local community to not be ashamed to work in weaving in their own neighbors.

The settlement area in RW 04 is determined as one of the priority areas that the Government of Malang City should overcome from slum problems. Slum factors in RW 04 are caused by density settlement, unlivable residential area, and environmental pollution by the community activities. Therefore, the local government creates a program to diminish the slum and to support the 100-0-100 Program as well. The effort to overcome the slum problems is done through a progam called PLPBK  (Penataan Lingkungan Permukiman Berbasis Komunitas) which can affect community place attachment. Hence, the community image of RW 04 would change from a slum into a clean and beautiful residential area. The environmental transformation in RW 04 could strengthen place attachment and as a result, the people feel more comfortable, proud, and safe. This study aims to identify community place attachment in RW 04, Polehan, Malang and the analysis used is descriptive statistics. This research shows that the community would have a strong place attachment as long as the respondents have the willingness to develop place attachment through experience, intensity of social interaction, the possession of valuable object, action or effort to control the environment, the length of resident, do not migrate, and RW 04 that is able to replace the childhood memories of immigrant. The strong place attachment is affected by the respondents characteristics as well, and as a result, they tend to have willingness to live in RW 04.

Purpose: to study the system of agricultural insurance with state support in Russia to identify its advantages. Discussion. The share of agriculture in Russia's gross domestic product structure is 4 % on average. Not only food security of the country, but also an increase in the exported agricultural products volume is ensured. Unfortunately, the industry’s development prospects do not have stable dynamics due to both internal and external economic factors. The experience of the developed countries shows that government support is a key factor for sustainable agricultural development and increasing its competitiveness. This need is due to the specific risks of agriculture. So, in crop production, weather risks which are annually exposed to a number of the country agrarian-oriented regions in areas of risky farming are unpredictable. The new system of agricultural insurance with state support, consisting of two types of subsidies, guarantees compensation for agricultural producers from extreme weather situations without reference to the timing of the harvest, and also provides for a insurance certificate cost reduction. With a view to sustainable development of agriculture, the government provides for other state support programs aimed at adjusting budgetary policy, concessional lending, as well as the introduction of new “short” grants for farmers. Despite the measures taken, the volume of agricultural insurance is lower than potential due to the loss of the insured's confidence in the insurance business. Conclusions. The agricultural insurance market in Russia has a tendency to expand since 2019, and the driver of this dynamics is the changed conditions of state support for agricultural insurance.

Small scale industries are major contribution on GDP. Due to COVID-19 global economy was affected and their impact on textile industries. In present scenario many countries are facing shortage of face mask due to shutdown of industries due to COVID-19 and lack of raw materials due to closing of borders and complete lockdowns throughout the world. Due to lack of face mask the people are wearing homemade face masks. This study helps us to examine how face masks market impact on small scale industries and problems faced by small scale industries due to pandemic. The main objective of the study was to understand why face mask got such huge demand and due to pandemic how small-scale industries got impacted and challenges faced by industries on manufacturing face masks and it was found that textile industries get benefited through face masks and benefits in form of relief funds provided by the government to small scale sectors, growth and performance of small-scale industries in pandemic situation. This research will further facilitate to small-scale industries in order to frame sustainable practices in the COVID situation.

Advances in technology have changed the habits of the people to use online transfortation In fact despite legal protection in the service based services transfortation technological sophistication has not been formed and it became warm conversation among jurists. This study uses normative juridical research. This study found that the first, the Government must accommodate transfotation online phenomenon in the form of rules that provide legal certainty; second, transfortation online as part of the demands of the times based on technology; third, transfortation online as part of the creative economy for economic growth .

Health is the basic right for everybody, therefore every citizen is entitled to get the health care. In enforcing the regulation for Jaringan Kesehatan Nasional (National Health Supports), it is heavily influenced by the foreign interests. Economically, this program does not reduce the people’s burdens, on the contrary, it will increase them. This means the health supports in which should place the government as the guarantor of the public health, but the people themselves that should pay for the health care. In the realization of the health support the are elements against the Syariah principles. Indonesian Muslim Religious Leaders (MUI) only say that the BPJS Kesehatan (Sosial Support Institution for Health) does not conform with the syariah. The society is asked to register and continue the participation in the program of Social Supports Institution for Health. The best solution is to enforce the mechanism which is in accordance with the syariah principles. The establishment of BPJS based on syariah has to be carried out in cooperation from the elements of Social Supports Institution (BPJS), Indonesian Muslim Religious (MUI), Financial Institution Authorities, National Social Supports Council, Ministry of Health, and Ministry of Finance. Accordingly, the Social Supports Institution for Helath (BPJS Kesehatan) based on syariah principles could be obtained and could became the solution of the polemics in the society.

The establishment of the KPPU is to control the implementation of the Act. No. 5/1999 on Concerning the Ban on Monopolistic Practices and Unfair Business Competition in Indonesia. Various duties and authority of the KPPU contained in Article 35 and Article 36 of the Act. But in reality, KPPU does not have executorial rights so that the various decisions of the commission often could not be implemented. Therefore internally strengthening of institutional existence by way of amending the Law Commission is very appropriate to be used by the government and parliament agenda. Externally, stakeholder participation is something very urgent and that the KPPU’s strategic optimally capable of performing their duties according to its motto: “Healthy competition Welfare of the people”.

AbstractThis study aims to determine the social security system adopted by Indonesia, see Indonesia as a function of the welfare state as mandated by the 1945 Constitution has not done well, and to know the view of progressive legal theory legislation related to social security in providing solutions to the problems of social security the workforce. This research is devoted to the study of normative legal systematics, which is intended to determine the implementation of a theory of the legal conditions that exist in society. Results of this study produces a secondary data. The data obtained from the document collection process or library materials. Of the collection process, the data were analyzed qualitatively, systematically arranged, and presented descriptively. The results showed that Indonesia is still not able to fully administer social security for the people, where social security is still a “black and white” but the State has not been able in practice to assume responsibility for the implementation of social security as a whole. About social security, the Government is still not able to provide significant changes to the equalization gain social security for the workers, but changes in social security regulations on labor is performed repeatedly. Necessary party whom dared to take a policy or decisions that benefit the workers to realize the welfare of the workers. Parties reffered to the law is used as a progressive peeler, is a party that has an important role that enterpreneurs and the Industrial Relations Court Judge.Keywords: Social Security, Labour, Progressive LawIntisariPenelitian ini bertujuan untuk mengetahui sistem jaminan sosial yang dianut Indonesia, melihat fungsi Indonesia sebagai negara kesejahteraan sesuai amanat Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 belum terlaksana dengan baik, serta untuk mengetahui teori hukum progresif memandang peraturan perundang-undangan terkait jaminan sosial tenaga kerja dalam memberikan solusi atas permasalahan jaminan sosial tenaga kerja tersebut.Penelitian ini bersifat normatif yang dikhususkan pada penelitian sistematika hukum, yang dimaksudkan untuk mengetahui implementasi pelaksanaan suatu teori terhadap kondisi hukum yang ada di masyarakat. Hasil penelitian ini menghasilkan suatu data sekunder. Data tersebut diperoleh dari proses pengumpulan dokumen atau bahan pustaka. Dari proses pengumpulan tersebut, data yang diperoleh dianalisis secara kualitatif disusun secara sistematis dan disajikan secara deskriptif.Hasil penelitian menunjukkan bahwa Indonesia masih belum mampu secara seutuhnya menyelenggarakan jaminan sosial bagi rakyat, dimana jaminan sosial tersebut masih sebatas “hitam diatas putih” namun, negara belum mampu dalam pelaksanaannya untuk mengemban tanggung jawab pelaksanaan jaminan sosial tersebut secara utuh. Tentang jaminan sosial tenaga kerja, pemerintah masih belum mampu memberikan perubahan yang signifikan terhadap pemerataan perolehan jaminan sosial tenaga kerja bagi para pekerja tersebut, padahal perubahan peraturan tentang jaminan sosial tenaga kerja tersebut berulang kali dilakukan. Diperlukan pihak yang berani untuk mengambil suatu kebijakan atau keputusan yang bermanfaat bagi pekerja demi terwujudnya kesejahteraan bagi pekerja. Pihak sebagaimana dimaksud jika hukum progresif yang digunakan sebagai alat pengupas, adalah pihak yang memiliki peran penting yaitu pengusaha dan Hakim Pengadilan Hubungan Industrial.Kata Kunci: Jaminan Sosial, Tenaga Kerja, Hukum Progresif.

Fines are sanctions or punishments that are applied in the form of the obligation to pay a sum of money imposed on the denial of a number of agreements previously agreed upon. There is debate over the status of fines in Islamic law. Some argue that fines may not be used, and some argue that they may be used. In the context of fines for delays in payment of taxes, in fiqh law it can be analogous to ta'zir bi al-tamlīk (punishment for ownership). This can be justified if the tax obligations have met the requirements. Whereas according to Islamic teachings, fines can be categorized as acts in order to obey government orders as taught in the hadith, and in order to contribute to the realization of mutual benefit in the life of the state. As for the amount of the fine, the government cannot arbitrarily determine fines that are too large to burden the people. Penalties are applied as a message of reprimand and as a means to cover the lack of the state budget.

This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.
