Lecturers as university educators have been main player and determinant of successful educational effort. Their roles are getting challenged when their role and productivity are highlighted. They face challenges which come from three sources, e.g., university standards; (2) education measurement; (3) issue of balancing government standards with institutional plan. However, there is a gap that lecturer’s efforts are rarely observed especially in college and universities. The purpose of this study is to determine whether programs that have been run by college have achieved the expected goals. This type of research is field research to observe college preparation and evaluation to measure their lecturers role in teaching and classroom interaction. Our study found that M E and lecturers active role can impact on the teaching productivity. We also found that lecturers understanding about government policy can improve college ability to develop their institutional plan. This study bring benefits for management auditors, institutional planner and educators to develop and improve their institutional plans.Keywords: monev, the active role of the lecturers, the lecturers 's interactive role in the class discussion, the productivity of the lecturers

AbstractThe Cortes of Aragon, Catalonia, and Valencia were well known in Renaissance times for their mature institutional development and their capacity to counterbalance the tendency of monarchs towards authoritarianism. But, from the mid sixteenth century onwards, they were summoned by kings at increasingly long intervals, thus losing part of their visibility in the political scene. But this did not exactly mean parliamentary decline. As Cortes became rarer, lesser corporate bodies, ultimately deriving from the Cortes themselves, acquired an enhanced political status. Different sorts of meetings of estates (brazos) and small committees of members of the estates, while already known in previous times, won a more active role by the late sixteenth century and were a major, if not crucial, factor in the different political crises of the seventeenth century. This article contributes to the current reassessment of the Cortes by emphasizing the role of these bodies, focusing on their interplay with the Cortes, with some comparative remarks on other such bodies in Europe.

AbstrakPenelitian ini akan membahas peran kepemimpinan Indonesia dalam upaya pengelolaan sengketa Laut Cina Selatan (LCS). Tujuan penelitian ini adalah memahami peran negara dalam kawasan dan pengaruhnya pada dinamika keamanan di tingkat regional secara komprehensif. Penelitian ini adalah penelitian kualitatif dengan model deduktif. Kerangka analisis menggunakan konsep kepemimpinan dalam pendekatan kekuatan regional dan kerangka keamanan (Regional Powers and Security Freamwork-RPSF). Terdapat lima komponen yang menjelaskan perilaku pemimpin regional antara lain keterlibatan dalam proses inisiasi (prosess-initiation), keterlibatan dalam pembingkaian isu (issue framing), pertimbangan kepentingan (interest consideration), membangun institusi (institutional development) dan penyebaran kekuatan (deployment of power). Hasil penelitian secara umum mendapatkan bahwa peran Indonesia dalam upaya pengelolaan sengketa LCS cukup aktif namun berdampak terbatas. Peran Indonesia dikatakan aktif terlihat dari telah banyak kerja sama dan diplomasi yang dilakukan Indonesia selama dua puluh enam tahun. Peran Indonesia berdampak terbatas karena ditemukan kendala pada tiap praktek peran kepemimpinan Indonesia dalam mendorong dan mendukung terciptanya solusi internal penyelesaian sengketa LCS dari pihak-pihak yang bersengketa.Kata Kunci:  Kawasan, Keamanan, LCS, Peran, Sengketa AbstractThis research discusses the role of Indonesian leadership in the effort of managing the South China Sea (LCS) disputes. The purpose of this study is to understand the role of the state in the region and its influence on the dynamics of regional security. This study is a qualitative reseacrh with the deductive model. the analytical framework uses the concept of leadership in regional and security approaches (Regional Powers and Security Framework-RPSF). There are five components that explain the role of initiation, initiation proceedings, discussions in framing issues, considerations of interests, institutional development, and power dissemination.  This research finds out that Indonesian role in LCS dispute is quite active but limited impact. The active role of the Indonesian leadership wants to create and maintain an environment that is fulfilled the absence of open conflict in the LCS. The role of Indonesia has limited impact because it finds obstacles in every practice of Indonesia's leadership role in encouraging and supporting the creation of internal dispute solution of LCS from the parties.Key words: Dispute, Regional, Role, Security, South China Sea

Tungku Tigo Sajarangan holds a vital role in the deliberation process of the development in the Minangkabau community, regardless of the lack of synergy. This study aims to analyze and describe the position of this customary institution in the development planning of Bukik Batabuah Nagari in Candung District, Agam Regency, West Sumatra Province. The qualitative methods used in the data collection were semi-structured interview techniques comprising 20 informants, as well as field observations and documentation. Subsequently, the results showed that there was synergy from the perspective of individual and behavioral dimensions. Although this synergy was not observed from the position dimension, especially the Cadiak Pandai element, it can still be overcome by mutual control.  Concerning the dimensions of the relationship with other parties, Tungku Tigo Sajarangan remains active and participates in providing recommendations and opinions. This activity was observed even though no village regulation came from the Bamus Nagari initiative in implementing the village administration. Consequently, it was concluded that Tungku Tigo Sajarangan has played an active role in the planning process for the development of Bukik Batabuah Nagari. Also, the research recommended that the leadership system should act as a civil society to participate consistently and supervise the policies of the Bukik Batabuah Nagari government, with good synergy and coordination between all related elements.

This research is based on the number of students whose morals are not good because of the free association from the family environment as well as the lack of support in guiding; therefore the role of Islamic religious teachers is needed in these conditions. In several places or the media, we often see how the morals of children are not polite in their interactions, both in terms of actions and words. Islamic religious teachers should play an active role in building student morals, especially in schools. This phenomenon needs handling, especially for Islamic religious education teachers, even though it is only a few hours at school to guide at least there are efforts to improve student morality. This study aims to determine the role of teachers in mentally coaching students, and to know closely how Islamic religious teachers are trying to build the morals of junior high school students. The method used in this study uses field research methods (Field Research) to collect research data using, observation techniques, interviews, document study. After the data is collected, the researcher processes it with qualitative descriptive analysis. This research effort shows that Islamic religious teachers have done their best in guiding students' morality, the efforts made by Islamic religious teachers are to collaborate with related parties, the results of efforts to build morals at SMP Nuha are good seen from the way they act, dress, and speak. the Islamic one.

Many problems related to the process of development planning in the region is the existence of  “ego sectoral” between the government apparatus in carrying out development. It can be seen that each agency tends to emphasize its duties and functions in development activities. Less optimal process of implementation of development process due to lack of synergy between sectors and target. Limitations of funds as a stimulant are also not matched by the active role of local governments to emerge regulations to encourage superior sectors. The purpose of this study is to analyze the preparation of economic development plans based on local economic potential in Banyuwangi by using interactive planning approach. In national development planning as well as in regional development planning, planning approach can be done in two ways: sectoral and regional (region) approach. Interactive planning method used in this research, to make planning in the future based on current problems faced then designing planning design to overcome those problems.

The presence of BMT Darussalam is basically an idea to help ease the burden on students who need funds. The purpose of this study was to determine and analyze the role of BMT Darussalam in meeting the needs of students of the Faculty of Islamic Religion, Riau Islamic University. This research is a field research. The population in this study were students in the Faculty of Islamic Religion of Riau Islamic University who submitted funding for 2016 to 2018 totaling 88 people. The entire population was sampled using total sampling techniques. The data collection method is by observing, interviewing and distributing questionnaires. Data analysis is descriptive, data is grouped and described according to its type and analyzed using qualitative analysis, then presented in tabular form and supplemented with an explanation. The results of this study indicate that the existence of BMT Darussalam plays an active role in meeting the needs of students who need education funds in the form of financing programs, with a percentage of 87.69%. From the program BMT became a mediator between students who needed funding and the University. Furthermore, all the needs of students both in the form of academic funding needs, the need for financing academic facilities and financing needs for entrepreneurship can be met properly by BMT Darussalam by 88.18%. Abstract From 1990s to the end of 2006 there have been two stock exchanges in Croatia - an official stock exchange in Zagreb and a so-called alternative capital market in Varaždin. The Zagreb stock exchange had a dominant role in the Western Balkan region until 2008, when its market capitalisation significantly decreased because of the influence of the global financial crisis and the economic downturn of the country. This paper analyses gradual regulatory and institutional development of the Croatian capital market, emergence and strengthening of institutional investors and assets under their management, key market development indicators related to market supply and demand and investor protection mechanisms. The research presented in this paper has shown the crucial role of regulation in attracting investors and sustaining their presence in the market. It also recommends more active role of regulation and stock exchange towards the issuers and small investors to encourage constant supply of corporate securities.

The purpose of this study was to determine the role of the principal in improving teacher performance. Research uses a field research approach (field research). The results of the study, the headmaster always supervises or supervises by going around the classroom to see the teacher. In addition to supervising the teaching of the madrasah head teacher also plays a role in the process of monitoring or evaluating the work of all staff in the madrasah including the teacher, the madrasa head tries to influence teachers and employees to encourage enthusiasm for work and commitment to the task objectives. The conclusion of this research is the madrasa head plays an active role in efforts to improve the work ethic of teachers, namely by establishing harmonious relationships with fellow teachers (teachers), providing welfare to teachers who accommodate, control and evaluate teachers in carrying out their tasks so that they can change mindsets in building the character of the teacher, so that the teachers helped build the madrasas to be the foremost in accordance with their vision and mission. AbstrakPencapaian target K4 (kunjungan ibu hamil ke tenaga kesehatan yang dilakukan paling sedikit 4 kali selama hamil) akan terlaksana jika adanya motivasi bidan di desa ditambah pembinaan dari bidan koordinator yang secara rutin dilakukan dalam bentuk supervisi. Tujuan penelitian ini adalah menganalisis cakupan antenatal care K4 program kesehatan ibu dan anak di wilayah kerja dinas kesehatan kabupaten Padang Pariaman. Penelitian ini menggunakan metode penelitian gabungan antara kuantitatif dan kualitatif. Subjek penelitian untuk penelitian kuantitatif  adalah 49 orang bidan desa, sedangkan informan untuk kualitatif adalah kepala bidang kesehatan keluarga dan Kasie kesehatan ibu dan anak dinas kesehatan kabupaten Padang Pariaman, kepala puskesmas, petugas pemegang program KIA dan bidan pengelola KIA di puskesmas Sungai Limau. Hasil penelitian ini mendapatkan lebih dari separoh (53,1%) bidan desa memiliki motivasi rendah, sedangkan lebih dari separoh (67,3%) bidan koordinator sudah melakukan supervisi  ke bidan desa dan pada umumnya (91,8%) responden memiliki cakupan K4 yang rendah. Tidak terdapat hubungan antara motivasi bidan desa dan supervisi bidan koordinator dengan cakupan antenatal care K4 (p < 0.05). Cakupan antenatal care K4 di Kabupaten Padang Pariaman belum berhasil karena kurangnya peran aktif bidan desa di tengah masyarakat, monitoring dan evaluasi dari dinas kesehatan dan pimpinan puskesmas serta supervisi bidan koordinator belum optimal, serta sumber daya manusia yang belum memaksimalkan perannya dalam melaksanakan tugas ditambah masih kurangnya  kelengkapan sarana dan prasarana. Perlu optimalisasi peran dan fungsi bidan di desa dan optimalisasi kemitraan dengan berbagai pihak dalam komunitas.Kata kunci: cakupan antenatal care K4, motivasi, supervisi AbstractThe achievement of K4 (four time antenatal care) target will be success with support from motivation of village midwives and routine supervision of coordinator midwives. The objective of this study was to analyze K4 antenatal care scope of maternal and child program in Padang Pariaman health department working area. This is a mixed of quantitative and qualitative study. The subject of quantitative study was 49 village midwives and informant of qualitative study was: chief of family health and chief of maternal child health of  Padang Pariaman health department; chief, maternal and child program coordinator, and administrator midwife of Sungai Limau public health care. The results of this study were more than half (53.1%) of village midwives have low levels of motivation, while more than half (67.3%) of coordinator midwives have been doing supervision to village midwives. There was no significant relationship of village midwives motivation and coordinator midwives supervision with K4 antenatal care scope (p < 0.05). Analysis of the result showed K4 antenatal care scope of maternal and child program in Padang Pariaman has not succeded yet caused by lack of active role of village midwives, minimum monitoring and evaluation from health department and public health care of Padang Pariaman and coordinator midwives, lack of optimalized role of human resources and lack of infrastructure. This study aims to know in-depth the effectiveness of children's learning through the direct upbringing of parents in lieu of teachers in schools during the covid-19 pandemic era. Seeing the phenomenon that occurred when the covid-19 outbreak arrived in Indonesia where the pattern of people's lives has changed. It is characterized by the number of people who are lost to their jobs, shrinking the value of labor income, weakening the State economy, and face-to-face lessons that are matched by the pandemic so as to impose the active role of parents in lieu of teacher duties. This means that in addition to being a livelihood seeker for the sustainability of family life, a parent also acts as a teacher. This is the background of this research. This study took place in kelebuh village, Praya Tengah sub-district, Central Lombok regency. Next, this research type of field research (field research) with the method of analysis is inductive. While the approach used is an empirical approach based on the theory of effectiveness. The findings showed the success and effectiveness of parental function in the actualization of work from home. The success of the three parents in Kelebuh village gives an indication that efforts to maintain the existence of the family in the covid-19 period are realized and categorized as successful.
