One of the government's efforts to overcome the COVID-19 pandemic which has affected several sectors, one of which is the economic sector, is by launching the Government Assistance for Micro Enterprises (BPUM) program. This BPUM aims to support and maintain the sustainability of micro-enterprises as well as a form of saving the national economy during the COVID-19 pandemic that threatens the national economy. This program was only issued during the 2019 covid pandemic, so it is still very new and there is still not much research on this program. The problem in this research is how the effectiveness of achieving the objectives, integration, and adaptation of the Government Assistance for Micro Enterprises (BPUM) program is. This research program uses a field method using a qualitative approach and uses a descriptive type of research. The results of the research are, firstly, the measure of achieving the goals has not been effective because the targets have not been fully accurate and the management of aid funds is still not in accordance with the objectives. Second, the integration measure has not been effective because there is no socialization from related parties to the prospective recipients of the BPUM program. And third, the adaptation measure has not been effective either because the implementing party did not conduct monitoring before or after receiving this assistance program. Salah satu upaya pemerintah dalam mengatasi pendemi covid-19 yang mengakibatkan beberapa sektor terdampak, salah satunya sektor perekonomian yaitu dengan mencanangkan program Bantuan Pemerintah bagi Usaha Mikro (BPUM). BPUM ini bertujuan untuk mendukung dan menjaga keberlangsungan usaha mikro serta sebagai bentuk penyelamatan ekonomi Nasional pada masa pandemi covid-19 yang mengancam perekonomian Nasional. Program ini baru dikeluarkan pada saat pandemi covid tahun 2019, sehingga masih sangat baru dan masih belum banyak penelitan tentang program ini. Permasalahan dalam penelitian ini adalah bagaimana efektivitas pencapaian tujuan, integrasi, dan adaptasi program Bantuan Pemerintah bagi Usaha Mikro (BPUM). Program Penelitian ini menggunakan metode lapangan dengan menggunakan pendekatan kualitatif dan menggunakan jenis penelitian deskriptif. Hasil penelitian yaitu, pertama pada ukuran pencapaian tujuan belum efektif dikarenakan target sasaran belum sepenuhnya tepat serta pengelolaan dana bantuan yang masih belum sesuai dengan tujuan. Kedua, pada ukuran integrasi belum efektif karena tidak adanya sosialisasi dari pihak terkait terhadap calon penerima program BPUM. Dan ketiga, pada ukuran adaptasi juga belum efektif karena pihak pelaksana tidak melakukan pemantauan sebelum maupun sesudah menerima program bantuan ini.

ABSTRACT  The presence of SMEs not only in order to increase revenue but also to ensure equal distribution of income. This is understandable because the SMEs sector involves a lot of people with a variety of business  cases.  The  government  expects  an  independent  and  resilient  SMEs  can  flourish  and encourage  regional  and  national  economy.  Support  for  SMEs  must  of  course  be  immediately supported by the easiness for SMEs in obtaining venture capital. With the SMEs loans will increase the pace of the economy, which in turn will increase the prosperity and welfare. Keywords : strategy, development, UMKM, bank credit.   STRATEGI PENGEMBANGAN USAHA UMKM MELALUI KREDIT BUNGA RENDAH ABSTRAK  Kehadiran UKM bukan saja dalam rangka peningkatan pendapatan tapi juga dalam rangka pemerataan pendapatan. Hal ini bisa dimengerti karena sektor UKM melibatkan banyak orang dengan beragam usaha. Pemerintah mengharapkan UMKM yang mandiri, tangguh dapat berkembang, mendorong perekonomian regional serta nasional. Dukungan terhadap UMKM ini tentunya harus segera diwujudkan dengan cara memberi kemudahan-kemudahan bagi UMKM dalam mendapatkan modal usaha. Dengan adanya kredit UKM akan meningkatkan laju perekonomian, sehingga pada akhirnya akan meningkatkan kemakmuran dan kesejahteraan rakyat. Kata kunci : strategi, UMKM, kredit perbankan.

An increasing of  Small Micro Enterprises and Medium (SMEs) in Indonesia as much as 2,41 percent from 2012 to 2013 is a benchmark for the government to pay attention to the type of business that contributes to the commercial sector for economic growth in this country. National Craft Council (Dekranasda) is one of concern for the government to establish a handicraft product's marketing communication activities of SMEs from each region. The exhibition is a promotion tool Dekranasda mainstay performed by considering the characteristics of the products sold and the buyer targets to be achieved. The method of respondent selection is accidental sampling technique a number of 90 respondents. This research was did at Botani Square Bogor Mal by using quantitative method and supported by qualitative approach. The component of effectiveness is attraction, comprehension, acceptance, and persuation. Dewan Kerajinan Nasional (Dekranasda) adalah salah satu bentuk kepedulian pemerintah untuk membangun kegiatan komunikasi pemasaran produk kerajinan UKM dari masing-masing daerah. Pameran ini adalah alat promosi Dekranasda andalan dilakukan dengan mempertimbangkan karakteristik dari produk yang dijual dan target pembeli yang ingin dicapai. Metode pemilihan responden adalah teknik accidental sampling sejumlah 90 responden. Penelitian ini dilakukan di Botani Square Bogor Mal dengan menggunakan metode kuantitatif dan didukung oleh pendekatan kualitatif. Komponen efektivitas adalah daya tarik, pemahaman, penerimaan, dan persuasi. Komponen tersebut cukup baik, tetapi perlu mendapatkan perbaikan untuk membuat pameran lebih efektif.Kata kunci: daya tarik, pemahaman, penerimaan, persuasi

The most important thing that needs to be considered in a pandemic is the economic sector recovery mechanism due to the lockdown policy, especially in Indonesia. This lockdown policy is an anticipatory step from the Government to the chainbreak of Covid-19s spread. The application of digital marketing at a strategic level is carried out as an alternative solution to traditional marketing becomes more comprehensive. So, this research aims to build and develop a model that is ideal for micro-enterprises adoption in Indonesia. This research uses an exploratory qualitative approach. Data sources were obtained through observation, interviews, and literature studies. The micro-enterprise adoption process comprises (1) the initiation phase, (2) the decision-making phase, and (3) the outcomes phase. The advantages of this program are (1) increase trust from existing customers and acquiring potential new customers, (2) novelty in technological sophistication, (3) expanding market share, and (4) increasing competitiveness.

Zakat is to purify the rights that a person has and separate the rights of others contained therein, so that it can provide benefits to others. The Indonesian government has regulated the management of zakat in UU no. 38 of 1999 about Zakat Management, regulations are made to facilitate the community in the process of collecting, managing and distributing zakat. This research discusses the management of zakat fitrah in Motolohu Village, Bolaang Mongondow Selatan Regency during the pandemic. The condition of the community is disturbed in paying zakat fitrah during the pandemic, especially in the economic sector. Researchers examined the management of zakat fitrah carried out by the government and zakat officials in Motolohu Village during the pandemic, the collection process, distribution and distribution of zakat fitrah during the pandemic, as well as the benefits of zakat fitrah for the community. This study uses a descriptive qualitative approach with various questions to the informants to get answers to social problems about community empowerment through zakat fitrah management in Motolohu Village during the pandemic. Data collection techniques used observation, interviews and documentation to several sources. The data that has been obtained are then analyzed in order to obtain the results presented in the form of conclusions. The results of research on the collection, management and distribution in Motolohu Village were carried out with different techniques. Collection of zakat, zakat administrators visit the houses of people who want to pay zakat. Zakat payments are divided into 3 levels, the process of collecting zakat is carried out optimally by paying attention to people's income. The public is advised to donate Rp. 5,000 / person. Distribution of zakat fitrah, officers distribute zakat fitrah equipped with health protective equipment. The benefits of zakat fitrah that are obtained by muzakki in Motolohu Village are the implementation of amaliyah which can still be applied by giving to those who have the right, especially in a pandemic situation.

Community Participation in a Self-Help Housing Stimulation Program (BSPS) in Koto Baru Village in Koto Baru (2020) with the problem formulation How is Community Participation in a Self-Help Housing Stimulant Assistance Program (BSPS) in Koto Baru Village in Koto Baru (2020) ?Research Objectives To determine Community Participation in a Self-Help Housing Stimulant Assistance Program (BSPS) in Koto Baru Village in Koto Baru (2020). This study uses a qualitative approach where data is obtaneid through field interviews of 9 informants who refer to the research indicators namely, (1) Stages of participation (2)Type of participation (3)Level of participation (4) Faktors that affect participation. The data obtained in the field were analyzed based on researchers’ interpretation which then triangulated the data and displayed excerpts of answers from research informants. The result of this study can be concluded that the Koto Baru Village has the right to be made a priority in the BSPS program, the community Participation is considered lacking in the implementation of the BSPS Program, the contributing factors are the lack of self-help in the form of money form government and the community is not involved in decision making, for that the authors suggest that the government directs, guides and controls the implementation of the BSPS program in the future so that it can run well.

Go-Jek online transportation contributes to the national economy through partnerships with MSMEs. This study focuses on the perceptions of Micro, Small and Medium Enterprises (MSME) entrepreneurs in the culinary field of Go-Jek online transportation in Pontianak City. The purpose of this study was to find out the perceptions and constraints of MSME entrepreneurs in the culinary field in the city of Pontianak after collaborating with online transportation Go-Jek. The study uses descriptive methods with a qualitative approach. The findings of this study are the perceptions of small and medium micro entrepreneurs (MSMEs) in the culinary field in the city of Pontianak on Go-Jek online transportation which is very positive, useful and helps MSME entrepreneurs. Whether it's in product promotion, or in delivering products to consumers. The impact that is also directly felt by MSME entrepreneurs on online transportation is that business revenues increase by 10% to 30%. The obstacles faced are first, the existence of fraud committed by the individual drivers of Go-Jek online transportation to MSMEs and consumers, by buying products ordered by consumers, but not in the shop in question. Both driver services to MSMEs are not polite and unfriendly.

The Government of Indonesia through the Ministry of Law and Human Rights provides a policy to temporarily ban foreigners from entering Indonesian territory as stipulated in Permenkumham No. 11 of 2020. The existence of this new policy automatically invalidates previous policies related to the Granting of Visas and Stay Permits and temporary suspension of Visit Visa Free and Visit Visa on arrival and Granting of a Limited Stay Permit. The policy is a serious step taken by the government aimed at preventing the entry of the COVID-19 corona virus into Indonesian territory. So that with this policy an impact on the stability of the situation in Indonesia will emerge. Immigration is part of the government that formulated the existence of this policy, the existence of this policy is considered good in terms of its application, but it has a negative impact on the Indonesian economic sector which eventually declined to around 2.5% half of Indonesia's economic increase in 2019, namely 5%. The research uses a conceptual approach (conceptual approach), and a case approach (Case Approach). The implementation of government policies on prevention while foreigners enter Indonesia is in line with other national policies in dealing with the COVID-19 pandemic, without forgetting the effect on national economy in maintaining its stability. This policy must be supported by good supervision so that its application is able to run optimally to maintain the safety of the Indonesian people which impacts on the ability to maintain their welfare after the Pamdemic. Thus the decline of the Indonesian economy and the spread of a pandemic in the midst of society can be suppressed.

The implementation of communication strengthening policies in the Fishermen Insurance of Government Assistance program in Tanggetada District, Kolaka Regency. The methods used in this study were analyzed using qualitative descriptive techniques. The informants in this study consisted of the Fisheries Secretary, Head of Small Fishermen Empowerment, Partnership Section, Science and Technology and Small Business Information in the Fisheries Sector, Small Fishermen Training and Assistance Section, Tanggetada District Extension Officer, Fishermen. Types and sources of data used in the study use primary and secondary data. The results of communication research in the socialization of the implementation of the Fishermen Insurance Government Assistance program (BPAN) have not been going well because information about BPAN has not been distributed to all fishermen in Tanggetada District. Communication is critical to the success of achieving the goals of implementation. For effective implementation, those who must be responsible for the implementation of a policy must know what to do. The government to implement policies must be conveyed clearly, accurately, and consistently to capable people. So the implementation of the Fishermen Insurance Government Assistance program (BPAN) carries out socialization actions to fishermen and prepares coordination for fishermen insurance recipients.

In the conditions of crisis the government began to stimulate the formation of micro commercial enterprises. As the result the number of micro enterprises in Latgale remained at the pre-crisis level, whereas the number of small, medium and large enterprises decreased. Balanced development of the national economy presumes development of enterprises of all size, which mainly depends on their financial condition. The study aims at investigating the financial condition of micro and small as well as medium and large enterprises to find out the possibilities of their future development taking into account their capacities to raise their own capital and attract capital from outside including bank loans, thus diminishing Latgale’s lagging behind the Latvian average level.
