The article discusses the current state of Islamic education in Russia, the processes preceding its modernization and its stages over the last few decades. The increased attention to Islamic education is associated with those geopolitical changes and globalization processes which take place in the modern world in recent decades. These processes are responsible for the need to consider the prospects of the development of Islamic education from the perspective of multi-polarity and taking into account the changing role of the Muslim countries, occupying today a solid niche in the global world and offering an alternative to the Western model of civilization development. Modern education is formed and developed in a multicultural society. This is a characteristic feature of today's world and an important detail of Russian reality. The tasks of education are not only to transfer knowledge and teach people to professional skills, but also to form their spiritual world and develop their personal qualities. Islamic education is not an outsider of this trend; it is also aimed at personal development and the formation of professional competencies. The successful development of the Islamic education system in Russia, its interaction with the secular one has its own socio-cultural characteristics, which are expressed in the integrative movement of relations between two systems: Islamic (religious) and secular education. The historical foundations of their modern interaction are based on the long-term experience of living in the common territory of peoples and communities with different religions, which contributed to the formation of a multicultural society in Russia. Consolidation of efforts of Islamic educational organizations and state secular structures is due to the need to disseminate reliable information about Islamic culture and its heritage, to fulfill the tasks of countering extremist ideology.

This paper intends to examine the Azyumardi Azra thinking about Islamic education and focuses on informal Islamic education institutions, boarding school (Pesantren). In view of Azra, boarding schools as an integral part of national education has been recognized its role as agents of social change. Therefore, they are required to continue their role in a proactive and dynamic way. Theirpresence is expected to bring about change, as well as provide significant contributions to improve the people lives in general and Muslims in particular. However, along with the times, especially in globalization era, boarding schools are facing problems due to the impact of globalization, whichis not finished even to the fibrous tangles. As a result, boarding schools are now regarded by many people(both of the Islamic education manager and the broader community) as a second class education. Therefore, in order to continue its role, i.e. to producehuman beings who have knowledge, technology, highly skilled, devout and do good behave, they must be seriously modernized in accordance with the framework of modernity. In case of maintaining the Islamic "traditional" institutional thinking will only prolong the agony of Muslim helplessness in dealing with the development of modern world.

The following article is devoted to the study of current state of national education and healthcare systems. The cost of services in these areas constantly increases, there for even developed countries are forced to make significant efforts in order to maintain earlier achieved results. Due to this reason countries entered into the period of constant reforms with the purpose of maintaining that high level of health and educational services for all segments of population with a constant reduction of its volume of financing. The legal aspects of these changes are requiring manifestation of the will of politicians in order to overcome the opposition of parties which are defending their interests. As an example, the main opponents of the healthcare reforms proposed by Barak Obama in the USA are Republicans who are concerned about a significant increase of a state control over the entire national insurance system. The author comes to the conclusion that only joint actions of the government and every segment of population might actually improve the quality of medical and educational services.

At the same time, this work is an attempt to answer the question whether life in a multicultural society evokes negative reactions and whether it affects the broadly understood personal safety. In his own research, the author attempted to prove that changes in the environment do not violate personal security, and on the contrary, existence in a multicultural society can positively shape human behaviour and influence their personal development.

Studies on religious education teacher’s competences in Aceh could not be separated from studies on state’s intervention toward education. State hegemony occurs in the form of regulation formalization which regulates efforts for improving qualification and competence of teachers. The research showed that the presence of Act No. 14, 2005 and the Government Regulation No. 74, 2008 had been used as legal reference to encourage the improvement of Aceh religious education teachers’ qualification and competence. This is a qualitative study in which triangulation in data collection was used. The data was then collected through documentations, observations, and deep interviews. This work emphasizes that improving teachers’ competences in Islamic education system in Aceh was in accordance to and did not contradict with national education system and moreover strengthen the content of Act No. 14, 1005 and Government Regulation No. 74, 2008. Qualification and competence of religious education teachers in Aceh underwent improvement better than previous term. However, teachers experienced that socialization process and implementation of regulation has yet to receive upmost attention. A globalization, which looks like both sides of one coin, has both positive and negative impacts. The globalization inspired not only by capitalism but also by pragmatism has practically affected the education in Indonesia. The roles of education become practically unfamiliar and faraway from society needs. The globalization takes some issues such as competence, standardization, and commerce. To face this era, what should Islamic education do as sub-system of national education? The Islamic school (madrasah) as a sub-system of Islamic education in Indonesia, had extremely strong experienced to face the challenges at the last era of Dutch colonialism. The fact that madrasah had not only an autonomy but also an intellectual resources had proven that it could fulfill the needs of Islamic community. These are cultural potencies which should be kept and not be abandoned for the sake of globalization interest. The globalization as a cultural transformation process affects the world, especially the practice of education in Indonesia. All people using science and technology can easily access the global culture. The global culture which is value-free should be faced by transformation of values of which Islamic scholars had transformed in pesantren (Islamic boarding schools) and Islamic schools (madrasah). In other word, both pesantren and madrasah should not be entrapped in capitalism ideology and could serve all people. It is because the paradigm of Islamic education differs from that of both capitalism and pragmatism. The article tries to elaborate how Islamic education in Indonesia especially madrasah should be positioned in the global era

The presence of modernization in the world of Islamic education seems to be a necessity that cannot be avoided. The birth of reformer figures in the Islamic world who came from the Middle East and Indonesia became a separate impetus to accelerate the pace of renewal of Islamic education. This research uses library research type (library research) which is carried out using literature (literature) in the form of books, notes, and research reports from previous research. Sources of data can be obtained from documents or document studies. Document study, namely looking for data about things or variables in the form of notes or transcripts, books, newspapers, magazines, and other documents needed for research data. Likewise, the accommodative and cooperative attitude displayed by some Indonesian Muslim leaders and Islamic community organizations has contributed to the government's belief that advancing Islamic educational institutions is not something that is scary but will add stability to the condition of government and politics in Indonesia. It is at this stage that the reform of Islamic education is ultimately integrated into the national education system.

The article considers the challenge to the educational system, which arises from the sociocultural context and the conditions of the global world. The emphasis is on the cultural and historical nature of the emergence and development of the institution of education. The specifics of its current state consists in the transition from the state of "universal education" characteristic of the modern time to the localization of education in specialized groups and communities as a characteristic trend of global reality (the phenomenon of "educational archipelago"). In these conditions, school education receives a special purpose. It becomes a prerequisite for an individual’s ability to self-determination in a changing world devoid of objective unity. Accordingly, giftedness as a potential for personality development comes to the fore. The shortcomings of the common understanding of giftedness are analyzed, its relationship with the essence of man is shown. The meaning of giftedness as a negative and positive educational task is revealed. The most important result of the development of giftedness in the school is the discovery by the student of his vocation. In the form of a vocation, a person opens the semantic perspective of his life and determines the scenario of life in an adult state.
