Administratively, Bumiaji Village is located in Bumiaji District, Batu City, Malang Regency, East Java. Since 2016, the Bumiaji Village Government has prioritized the development of the tourism sector as one of the productive economic priority sectors. It is based on a decline in apple and citrus agricultural output due to a decrease in soil quality and an increase in global temperatures that have an impact on the quality of apple and orange products. With the allocation of more village funds than any other village in Batu City, tourism development in Bumiaji Village is carried out through a variety of development programs, ranging from village, sub-district and district governments. The development programs overlap and are not integrated with each other. In addition, the emergence of several tourism service businesses and the management of individual tourist attractions in the village of Bumiaji have an impact on the uneven distribution of income obtained through tourism development. Using a network of cooperation with the Malang Regency government, the District Government, and the manager of the Pujon Tourism Village, the FIB UGM Tourism Study Program conducted workshops and mentoring in discussions on the formation of an integrative institution  management of village tourism. This article describes the efforts that can be taken by the village government in managing, assisting and developing tourism in Bumiaji Village. In detail, this article describes the efforts to systematize village tourism institutions that can be carried out by village governments. Through the institutional systematization in the management of rural tourism, tourism development that will be carried out in the future will be integrated and have a positive and direct impact evenly for the local community.---------------------------------------------------------------Secara administratif, Desa Bumiaji terletak di Kecamatan Bumiaji, Kota Batu Kabupaten Malang, Jawa Timur. Sejak 2016, Pemerintah Desa Bumiaji memprioritaskan pembangunan sektor pariwisata sebagai salah satu sektor prioritas ekonomi produktif. Hal ini dilandasi oleh adanya penurunan hasil pertanian apel dan jeruk akibat penurunan kualitas tanah serta kenaikan suhu global yang berdampak pada kualitas produk apel dan jeruk. Dengan alokasi dana desa yang lebih banyak daripada desa lain di Kota Batu, pembangunan pariwisata di Desa Bumiaji dilakukan melalui beragam program pembangunan, mulai dari pemerintah tingkat desa, kecamatan, hingga kabupaten. Program program pembangunan tersebut menjadi tumpang tindih dan tidak terintegrasi satu sama lain. Selain itu, munculnya beberapa usaha jasa kepariwisataan dan pengelolaan atraksi wisata secara perorangan di Desa Bumiaji berdampak pada tidak meratanya pembagian hasil yang didapatkan melalui pembangunan pariwisata. Menggunakan jejaring kerja sama dengan pemerintah Kabupaten Malang, Pemerintah Kecamatan, dan pengelola Desa Wisata Pujon, Prodi Pariwisata FIB UGM melakukan kegiatan workshop dan pendampingan dalam diskusi pembentukan kelembagaan yang integratif dalam pengelolaan pariwisata desa. Artikel ini menjelaskan upaya yang dapat ditempuh oleh pemerintah desa dalam melakukan pengelolaan, pendampingan, dan pengembangan kepariwisataan di Desa Bumiaji. Secara rinci, artikel ini menjelaskan upaya-upaya sistematisasi kelembagaan pariwisata desa yang dapat dilakukan oleh pemerintah desa. Harapannya, dengan adanya sistematisasi kelembagaan dalam pengelolaan pariwisata desa, pembangunan pariwisata yang akan dilakukan mendatang menjadi terintegrasi dan berdampak positif secara langsung serta merata bagi masyarakat lokal.

This research examines the development of the Tourism Village in Timpag Village, Tabanan Regency. The problem is focused on (a) the process and mechanism for the development of the Timpag Tourism Village, (b) the potential and constraints in the development of the Timpag Tourism Village, (c) The form of alternative solutions for developing potential and overcoming obstacles to the development of the Timpag Tourism Village. The problems were analyzed by using the Theory of Tourism Development and the Components of Tourism Attraction. This research uses qualitative methods including observation, interview, and document study techniques. The research resulted that the development of the Timpag Tourism Village was an initiative of a citizen which received positive responses from the community and the village government. The types of potential tourist attractions that are developed include natural, cultural, and artificial tourist attractions, development constraints include accessibility, facilities, infrastructure, marketing, insufficient institutions and human resources. Alternative solutions for development include structuring the potential for natural and artificial tourist attractions, while solutions to overcome obstacles include the development of accessibility, supporting facilities and infrastructure, promotion and marketing, as well as human resources and institutions.

Abstrak Desa adalah suatu lembaga Negara yang merupakan kesatuan masyarakat yang memiliki batas-batas wilayah yang berwenang untuk mengatur dan mengurus kepentingan masyarakat setempat, berdasarkan asal usul dan adat istiadat setempat yang diakui dan dihormati dalam sistem Pemerintahan Negara Kesatuan Republik Indonesia. Salah satu wujud kewenangan desa untuk mengatur kepentingan masyarakatn melalui pembentukkan produk hukum desa dalam bentuk peraturan desa (Perdes). Salah satu tujuan dari pembentukkan produk hukum desa untuk menertibkan penyelenggaraan pemerintahan desa serta mengatur pelaksanaan pembangunan dan pelayanan umum. Peraturan desa yang ada di Desa Buluh Cina hanya mencakup pada perdes tentang Anggaran Belanja Desa dan Bumdes. Melihat dari potensi wisata yang dimiliki Desa Buluh Cina terdapat Danau, Hutan lindung serta keramba ikan. Jika tidak ada aturan yang mengikat maka lambat laun  akan memicu konflik di masyarakat terkait pengelolaan potensi wisata. Oleh karena itu, pemahaman yang benar terhadap fungsi, kedudukan, dan tata cara pembuatan produk hukum desa menjadi hal penting yang harus diketahui oleh aparat pemerintah desa, agar produk hukum yang dibuat benar-benar dapat berfungsi sebagaimana mestinya dan tidak bertentangan dengan peraturan perundangan yang berlaku. Kata Kunci: Desa, Pendampingan, Peraturan   Abstract The village is a state institution which is a community unit that has territorial boundaries that are authorized to regulate and manage the interests of the local community, based on local origins and customs that are recognized and respected in the system of Government of the Unitary State of the Republic of Indonesia. One form of village authority to regulate community interests through the formation of village legal products in the form of village regulations (Perdes). One of the goals of the formation of village legal products is to bring order in the administration of village government and to regulate the implementation of development and public services. The village regulations in Desa Buluh Cina only cover village regulations on Village Expenditures and Bumdes. Seeing from the tourism potential that is owned by the Village of China there are lakes, protected forests and fish cages. If there are no binding rules, it will gradually trigger conflicts in the community related to the management of tourism potential. Therefore, a correct understanding of the functions, position and procedures for making village legal products is an important thing that must be known by village government officials, so that legal products that are made can function properly and are not in conflict with applicable laws and regulations.   Keywords: Village, Assistance, Regulation

ABSTRAKSetelah peralihan rezim dari orde baru ke reformasi Negara melahirkan Undang-Undang No. 28 tahun 1999. Dalam peraturan tersebut, menjadi tujuh azas dan menjadipedoman bagi seluruh perangkat Negara untuk melaksanakan tugas. Ketujuh azastersebut meliputi azas kepastian hukum, azas tertib penyelenggaran, azas kepentinganumum, azas keterbukaan, azas proporsionality, azas prfesionalitas dan azasakuntabilitas.Otonomi daerah juga terbagi atas Pemerintahan Tingkat Provinsi,Pemerintahan Tingkat Kabupaten/Kota, dan Pemerintahan Tingkat Desa.Pemerintahan Desa dikatakan pemerintahan yang otonom karena dalam UU No. 6Tahun 2014, desa adalah kesatuan masyarakat hukum yang memiliki kewenangan untukmengurus dan mengatur kepentingan masyarakat setempat berdasarkan adat istiadatdan asal usul yang diakui oleh Negara. Dengan demikian pemerintah desa tidakbergantung sepenuhnya pada pemerintahan diatasnya dalam urusan pelaksanaanPemerintahan Desa. Regional autonomy is also dividedinto Provincial, Regency / Municipal Governance and Village Government. VillageGovernment is said to be an autonomous government because in Law no. 6 Year 2014,the village is a legal community unit which has the authority to administer and regulatethe interests of the local community based on customs and origins recognized by theState. Thus the village government does not depend entirely on the government above itin the affairs of the implementation of Village Government. Sayan Village is one of the villages in Ubud that has a lot of potential to be used as a tourism village. The first three great potentials are natural tourism, potential opportunities for water tubing tourism, and also the potential of Puri Sayan as a heritage tourism object in Sayan Village, which is being planned by the village government and local communities. In addition to the three great potentials, Sayan Village also has the potential for water tourism with beji spring sources which are a source of water that is purified by the local community and is usually used for melukat. In this case, the researcher focused more on discussing the development of biology natural tourism which is currently used as the center of tourism village activities in Sayan Village. This study uses collection techniques in the form of observation, interviews, and documentation. The data analysis technique used is descriptive qualitative analysis and SWOT analysis. The technique of determining informants used purposive sampling technique. The results of this study contain the existing conditions of Desa Sayan based on tourism product components, namely attractions, amenities, accessibility, and ancilliary. And the strategy for developing SWOT-based Sayan Tourism Village. So that the strategies obtained produce the best ways to realize one of the missions of Desa Sayan as a sustainable tourism village. Syariah Tourism is growing rapidly due to the high expenditure of the global Muslim market for the tourism sector which leads to the lifestyle and the typical needs of Muslims to be a very important thing to be presented in every tourism service. Aceh as one of the provinces in Indonesia which is known by the implementation of Sharia’ is one of the priority areas of  Syariah Tourism development. However, what and how the halal tourism is is not widely known yet, so that some potencies and resources of halal tourism in Aceh, especially Banda Aceh has not been well developed. This study aims to determine the public perception about Syariah tourism as well as to know what are the potencies and challenges in the development of  Syariah Tourism in Aceh. This research uses the qualitative method with interview and observation. The results show that Syariah tourism is not only understood as a great opportunity for Aceh tourism, but it is also an obligation in Islam and the culture of Acehnese, so it must be implemented in every tourism development in Aceh. Potencies of Syariah Tourism in Aceh is the cultural values of society that is based on Islamic values, Aceh Islamic heritage with religiosity atmosphere, and then tsunami heritage that presents spiritual value to tourists. However, these potencies are also challenging because the belief and stigma that Aceh is majority of Islam, so that all things are 100% halal, so as in terms of hygiene, and service at tourist attractions are still needserious attention Keywords: Syariah Tourism, Aceh, Perception , Potencies, Challenges

Vatuvou beach, located in the Village Vatuvou, Liquica District      of East Timor, has the potential to be developed into a tourist attraction, but until now its potential has not fully developed yet. The aim of this study is to determine the potential of Vatuvou Beach, to know how the local community have been involved to develop Vatuvou beach, to formulate the most effective strategies to develop it has a community based tourist attraction. The results of this study indicated that Vatuvou coastal region could be used as a tourist attraction in the District of Liquisa, because it has the existing potential such as beach panorama with sunset, black sandy beaches and under–sea wealth, availability of facilities and infrastructure to support tourism, such as water, electricity, road, telecommunication, public toilets, parking, and accommodation (but still limited). Socio-cultural potential as hospitality of the people in the village of Vatuvou, traditional activities, such as handcrafted, and rituals performed by people in the village of Vatuvou. In addition, the strategic location of the Vatuvou beach easily leads to some nearby tourist attraction, such as lake Maubara, Maubara Fort, historical buildings of Portuguese’s heritage, and souvenir center. The involvement of community participation in the coastal development of Vatuvou has been through the initial proceses, namely planning stage, development and evaluation of activities that have been implemented. Through the description, it can be concluded that the strategy of tourism development of Vatuvou beach can be made by the following procedures (1) Increasing the quality and quantity of human resources in tourism, (2) Inviting foreign or local investors to the potential of the existing tourism sectors, (3) Developing the potential of cultural as tourist attractions, and (4) Improving tourism facilities and infrastructure to support tourism activities in Vatuvou coastal areas.

This study aimed to analyze and describe the performance of village assistants in sustainable community empowerment activities in Lalonaha Village, Wolo District, Kolaka Regency. Qualitative descriptive research method. Data obtained through interviews, literature study, and observation. The data analysis stage uses the Miles and Huberman method, namely data collection, data presentation, data verification, and concluding. Based on the research results, village assistants' capability in its implementation has not optimally because there are still many priority programs that people should expect but have not implemented. Activities carried out by village assistants in terms of development implementation, development supervision, and village administration training carried out by village assistants in Lalonaha Village, Wolo District have been able to run well, it is just that the obstacles faced regarding the quality of work by village assistants have not been able to carry out proper coordination fully. Both between the Lalonaha Village Government and the village community. In the implementation stage of village facilitator activities to help village government activities have not been able to run well, this is because in every development activity and supervision of development programs carried out more by the village apparatus themselves. The independence of village assistants in improving community empowerment in the village Lalonaha has not gone well because the village government itself carries out almost all the implementation of village assistance activities.


East Nusa Tenggara Province surrounded by many potentials nature-based attractions, one of them is Mulut Seribu beach, in the Rote Ndao Regency. This beach is one of seven priority tourist attractions by the East Nusa Tenggara Provincial Government. Local Government initiation is welcomed by the local community and this research aims to create a strategy to develop the Mulut Seribu beach attraction with marine-based tourism to support sustainability. The research type is using descriptive qualitative, with interviewing stakeholders from five key informants living around the tourist attraction namely government representatives, tourists, and the local community. The results showed that according to SWOT analysis Mulut Seribu Beach is among Curve 1, which means the development of this destination still aggressive to be developed with a concentration of development in SO, namely strength and opportunity. This result is shown by the Mulut Seribu festival as a form of coordination between community and government participation in developing marine tourism in Mulut Seribu Beach. The village fund is expected village government and technical institutions can realize the vision of Jayapura city government that believes, independent, unified, modern, prosperous based local wisdom.  The city of Jayapura has established the Community Entrepreneurship Agency (BKM) in each village/village/Kelurahan in order to manage the funds of the village/village/Kelurahan more effectively, efficient, precisely targeted to support the governance activities Good and transparent. The purpose of this research is to describe the management of ADD in village community empowerment as well as driving and inhibiting factors. The results showed that optimizing village funds allocation in the development of community entrepreneurship at Village Tobati Jayapura City is already running but not maximally, hence the need for strategy.  STRATEGY (W-O) makes strategy that utilizes the opportunity to overcome weaknesses, namely consist of: Government policy that makes Village Tobati as a demonstration village for tourism, this is an opportunity to add Income or family's confidentiality. The help of Village fund, ADK, ADD the average routine each year.  The commitment of the city government to improve and develop fisheries sector, especially the cultivation of fish cages very smooth and good means of transportation, and the help of the Prospect fund from the years 2016 and 2017 for the business of kiosk, sales Pinang, vegetable sales + Seasoning Kitchen, selling cold beverages + juice jacket, selling yellow rice, handicraft business, business selling pulse, oil kerosene + gasoline, net business. The opportunities mentioned above show that weaknesses in Village Tobati can be overcome well because of the very dominant opportunities in the village. Therefore the need for awareness from the local community to take advantage of the opportunities that exist for the welfare of the family in doing some very promising efforts.

The development of information technology that exists today is very rapid, making us to keep abreast of the development of these technologies. Technology is able to present all information quickly and instantly, leaving old patterns such as gathering information manually which may require more time. Information technology today is very effective and efficient as indicated by the speed of processing time and the accuracy of the information needed. One of them is the information about tourist attractions, which is currently increasingly in demand by people who want to vacation with friends, relatives and family. However, the lack of information about the location of attractions that want to be visited, especially for potential tourists from outside the area of Semarang, make the author interested in design and creating the Semarang City Geographic Tourism Information System Based on Android Mobile to facilitate the search for the nearest route to the desired tourist attraction. The method used is using the Geographic Information System based on the data from the Semarang City Culture and Tourism Service. The Semarang City Tourism Geographic Information System Based on Android Mobile is a solution to problem solving as a medium to obtain information and tourism locations in the Semarang, which is applied in Android Smartphone devices, especially for the people from outside the city of Semarang.
