On the basis of previously unstudied archival documents this article reveals the multifaceted and multidimensional activities which the country’s top leadership as well as the leaders of the Middle Volga (Samara) region and Ulyanovsk district (from 1943 renamed Ulyanovsk region) unfolded for mobilizing work force for the military industry of Ulyanovsk region. In the shortest possible time, just within one year, under conditions of shortage in housing, production areas, raw materials, and skilled personnel, they managed not only to redirect practically all industrial enterprises in the city of Ulyanovsk and the Ulyanovsk district towards the war eff ort, but also to integrate several dozens of evacuated enterprises, to provide them with production areas, and to accommodate thousands of employees as well as their family members. By the summer of 1942, all these enterprises had started to work at full capacity; they considerably increased deliveries of all things needed at the front, thus making a considerable contribution to ensuring a radical change in the course of the war in 1943. The authors conclude that this success resulted from the eff ective work of central and local authorities, as well as of the directorates of the defense enterprises, in the fi eld of training of highly skilled specialists. New vocational schools were set up, in addition to technical schools and production classes at general schools. Moreover, successful measures were taken to motivate the youth for highly productive work. The authors emphasize that the heads of the enterprises organized eff ective training directly at the workplaces. The work with production staff was accompanied by well-organized ideological and educational work at the enterprises which in due time allowed to prevent provocations aimed at disrupting the military production in this critical period of the war. In particular, the article points to the successful management of the textile industry and cloth factories for increasing labor productivity and establishing labor discipline in teams.

The life of a modern person today cannot be imagined free from an urgent and urgent problem – the problem of waste recycling. At the same time, the environmental situation in large cities, including industrial enterprises, is mainly determined by the state of the waste treatment system. These include solid municipal waste, as experts call the garbage that is formed daily in everyday life and makes a long way from the garbage chute to the yard container and further to the city dump.At the moment, the infrastructure for collecting and processing secondary raw materials (glass, plastic, paper, batteries, etc.) is developing on the territory of many CIS countries, including Russia, while there are no reception points for textile waste of production and consumption in sufficient quantities, unlike in European countries. There are retail outlets that accept unnecessary textiles from the population, and in return provide discounts on their products. However, taking into account the volume of textile waste generation (about 4.2–4.8 million tons per year), the existing textile waste collection system, which collects only about 0.4% of textile waste, is clearly insufficient. Based on the identified problems, the authors of this article give a socio-ecological and economic assessment of the problem of handling textile waste of consumption in Russia. The analysis of the relationship of the problems of textile waste management to the UN Sustainable Development Goals is carried out. The international experience of applying the principles of the closed-cycle economy in relation to textile waste is considered and recommendations for the transition of the Russian textile industry to a closed-cycle economy are formed.

The issue of accelerated USSR modernization at the regional level is understudied in the historical science. The evolvement of the industrial complex of the textile industry in Chuvashia is reinterpreted taking into account archival documents that are being introduced into scientific circulation for the first time. The article deals with the evolvement of the industrial complex of the textile industry in Chuvashia in 1929–1934. The purpose of the article is to provide insight into the problems connected with the evolvement of ChASSR textile industry enterprises within the framework of industrialization. The author analyzes the development of light industry enterprises of national standing in the region and the formation of regular labor force, textile production and the main problems faced by the regional leadership during forced modernization. The documents of the State historical archive of the Chuvash Republic were used as a source base. The period from1929 to 1932 is marked by transition to the planned management of the ChASSR textile industry and implementation of all standards for the delivery of agricultural raw materials. In 1932–1934 the People’s Commissariat of light industry of the ChASSR together with the Nizhny Novgorod region launched linen-scutching plants of national standing, which could become a technical basis with qualified specialists for the modernization of the regional textile industry. The article concludes that accelerated transformations in the textile industry took place without taking into account local characteristics. In the region there were no large enterprises of the textile industry, on the basis of which the leadership of the region could carry out forced modernization with minimal financial costs.

We consider the peculiarities of the development of handicraft industry in Tambov Governorate during the military communism and NEP. A decrease in fishing activity is noted during the period of military communism, especially in northern counties. The leather, cobbler and textile industries that were able to meet military needs developed during this period. The process of cooperation between the handicraftsmen began. However, while the original field cooperation was based on local government principles, in 1920 it was transferred to the management of the consumer cooperative society. An interesting phenomenon was the departure of workers from factories to handicraftsmen. During the NEP’s years, there was a revival in the handicraft industry. According to statistics, the number of handicraftsmen in the governorate almost doubled by 1925, but was still smaller than in the pre-reform period. The textile industry was the most developed in the NEP’s years. In 1921, trade cooperation was introduced from the consumer sector and merged into the governorate union of handicraft industry. There was an active work of governorate instructors, who trained handicraftsmen in new production technologies, identified problem areas of cooperation, and strengthened the ties between artels and the county union of handicraft industry. Master classes were also organized for handicraftsmen, and handicraft exhibitions were held. However, the cooperative movement has also faced a number of major problems – lack of sufficient raw materials, delays in supplying goods, poor quality, and disorganized government orders.

Subject. The military-industrial complex is one of the core industries in any economy. It ensures both the economic and global security of the State. However, the economic security of MIC enterprises strongly depends on the State and other stakeholders. Objectives. We examine key factors of corporate culture in terms of theoretical and practical aspects. The article identifies the best implementation of corporate culture that has a positive effect on the corporate security in the MIC of the USA, the United Kingdom, the European Union, Japan ans China. Methods. The study employs dialectical method of research, combines the historical and logic unity, structural analysis, traditional techniques of economic analysis and synthesis. Results. We performed the comparative analysis of corporate culture models and examined how they are used by the MIC corporations with respect to international distinctions. Conclusions and Relevance. The State is the main stakeholder of the MIC corporations, since it acts as the core customer represented by the military department. It regulates and controls operations. The State is often a major shareholder of such corporations. Employees are also important stakeholders. Hence, trying to satisfy stakeholders' needs by developing the corporate culture, corporations mitigate their key risks and enhance their corporate security.

Приводятся сведения о разработанных специалистами АО МосводоканалНИИпроект научных исследованиях и проектных решениях в области очистки поверхностных сточных вод с территории Москвы, причинах загрязнения водоисточников неочищенными поверхностными стоками в 1970х годах. Представлены основные характеристики комплексов глубокой очистки поверхностных стоков, разработанных проектов очистных сооружений для промышленных предприятий с площадью водосбора 0,3 1 5 10 и 15 га. Показано, что эффективность очистки поверхностных сточных вод соответствует требованиям, предъявляемым к водоемам рыбохозяйственного значения. При этом для обезвоживания осадка, образующегося в накопительном резервуаре очистных сооружений, в технологической схеме предусмотрена песковая площадка, а для сбора плавающих нефтепродуктов нефтеразделитель. Новизна разработанной технологии обезвреживания поверхностного стока и обработки осадка была подтверждена пятью патентами РФ, одобрена Госстроем РФ, Центральным управлением по рыбохозяйственной экспертизе и нормативам по сохранению, воспроизводству водных биологических ресурсов и акклиматизации, Городской санитарной службой Москвы и области, службами Москомприроды и Мосгосэкспертизы. Показан вклад специалистов лаборатории обработки природных, промышленнодождевых сточных вод и осадка в решение проблем очистки поверхностного стока. Приведена информация об истории развития и перспективных направлениях научной деятельности лаборатории, ее планах в организационнометодической и воспитательной работе с молодыми специалистами.Information on the research and design solutions developed by the experts of MosvodokanalNIIproject JSC in the field of surface runoff treatment from the territory of Moscow, the causes of water sources pollution with raw surface runoff in the 1970s. The basic characteristics of the complexes for the enhanced treatment of surface runoff, the developed projects of wastewater treatment facilities for industrial enterprises with a catchment area of 0.3 1 5 10 and 15 ha. It is shown that the effectiveness of surface runoff treatment meets the requirements to water bodies of commercial fishing importance. At the same time, for dewatering of sludge generated in the retention basin of wastewater treatment facilities, a grit dewatering bay is included into the process flow scheme, and an oil separator is used to collect floating oil products. The novelty of the developed technology for neutralization of surface runoff and sludge treatment has been acknowledged by five patents of the Russian Federation, approved by Gosstroy of the Russian Federation, the Central Department of Fisheries Examination and Review and Protection and Renewal and Acclimatization Standards, the Moscow City and Moscow Region Sanitary Service, Moskompriroda and Mosgosekspertiza services. The contribution of the research workers of the laboratory for the treatment of natural, industrialstorm wastewater and sludge processing to the solution of problems of surface runoff treatment is demonstrated. The information about the history of development and promising areas of research activity of the laboratory, its plans in the organizational, methodological and educational work with young professionals is given.

The light industry is an important inter-sectoral segment and a chain of individual production areas. The purpose of the article is to carry out a comparative assessment of the cross-sectoral linkages of light industry of Ukraine with some EU countries and to prepare relevant analytical conclusions. The research revealed that the largest consumers of light industry products in 2013-2017 in Ukraine were the industries that belonged to this type of industrial activity (textile, clothing, leather and other materials), as well as the trade, furniture industry, public administration, and defense. The key problem for the functioning of the Ukrainian light industry is its high import dependence. In particular, the share of imports in intermediate consumption of light industry of Ukraine in 2017 was almost 60%. The share of imports in the expenditures of the Ukrainian light industry was almost 49%. The production activities of light industry in Ukraine use products of many ECs, but the main suppliers of raw materials and components are: textile production, production of clothing, leather, and other materials; production of chemicals and chemical products; wholesale and retail trade; supply of electricity, gas, steam, and air conditioning. In 2017, these four sectors totaled 70.74%. The following types of industrial activity in Ukraine have a significant potential for increasing output: production of rubber and plastic products; production of motor vehicles, trailers and semi-trailers; production of other vehicles; public administration and defense; compulsory social security; health care and social assistance. The further development and improvement of the technological level of Ukrainian light industry products requires greater integration of the latter with the trade sector. However, the trade sector in Ukraine requires a thorough “unshadowing”, i.e. legalization of all operations.

Abstract The North Korean police were arguably one of the most important organisations in liberated North Korea. It was instrumental in stabilising the North Korean society and eventually became one of the backbones for both the new North Korean regime and its military force. Scholars of different political orientation have attempted to reconstruct its early history leading to a set of views ranging from the “traditionalist” sovietisation concept to the more contemporary “revisionist” reconstruction that portrayed it as the cooperation of North Korean elites with the Soviet authorities in their bid for the control over the politics and the military, in which the Soviets merely played the supporting role. Drawing from the Soviet archival documents, this paper presents a third perspective, arguing that initially, the Soviet military administration in North Korea did not pursue any clear-cut political goals. On the contrary, the Soviet administration initially viewed North Koreans with distrust, making Soviets constantly conduct direct interventions to prevent North Korean radicals from using the police in their political struggle.

The purpose of the study is to improve the efficiency of production areas of multi-stage production with the possibility of rational use of equipment capacity and stocks of WIP inventory in the operation conditions of the automated operational scheduling system. Features of the considered problem regarding operative calendar planning are: necessity of processing raw materials at several stages according to the flow chart; an array of the equipment which demands division of work into three periods for each party; availability of planned and unscheduled equipment downtime; necessity to complete set of orders from several suborders; availability of incomplete production in a warehouse; restrictions in order and timing of orders. In the work, the authors construct a mathematical model with the use of multidimensional matroids with structured elements in the construction of free time scale for equipment loading. The article analyzes the current state of production activities of the agricultural sector of Cherkasy region economy, its organizational and legal structures and identifies strategic directions for its development. It is proved that the priority solution of urgent problems, such as: redistribution of land and property; restructuring of enterprises and forms of management; development of cooperation; introduction of market management methods - management and marketing; state regulation of the agricultural economy, financial, credit and tax systems; development of markets for agricultural products, material and technical resources and services; intensification and diversification of foreign economic activity will contribute to the development of the agro-industrial sphere of Cherkasy region. It is determined that the years 2021-2027 should be considered the strategic period, during which the provision of the country's population with food at the level of scientifically sound standards, growth of export potential and reduction of imports should be achieved. The necessity of introduction of innovative activity and process of innovations introduction in the production activity of the agricultural enterprises which are a basis of economic growth is proved. Obstacles to the innovative development of the regional agricultural sector are analyzed. The priority directions of innovative development of agro-industrial enterprises are indicated. The need to develop an innovative policy of agricultural enterprises in order to increase the efficiency of their operation is determined. It is noted that the priority of the agro-industrial sector development of Cherkasy region and its leading industries will provide the population with food products, industry with raw materials, and foreign trade with the export goods. It is established that innovative activity in agricultural enterprises is a decisive factor in the effective development and increase of agricultural production, significant changes in its structure, reassessment of the motivation system that meet the current principles of the Cherkasy Region Development Strategy for 2021-2027, which determines key vectors of the region in the long-term.

When the cottage textile industries in 18th century England were moved to urban factories, women and children also left their private existence and moved into public work in the mills. The situation was similar in Mexico and Colombia when their factories started to produce cloth, but after an urban labor force developed, men replaced women in the plants. In developed nations, women still dominate the textile work force, especially when products compete on a world market. Few studies have attempted to analyze the difference historically as the labor force divides into sexual roles, either in advanced or underdeveloped nations. Although Ester Boserup's study of third world women indicates that this transition occurs (in one direction) when mechanization advances to replace manual or simple tasks, lately her conclusions have been questioned as technologically advanced industries such as computers have hired women rather than men to assemble instruments. The textile industry has often been viewed as a force in the beginning of industrialization and can illustrate how women are used as a transition element as they first move from private home activities into public roles in the factories and then as plants become more capitalintensive, they are again returned to their private space. At first their willingness to accept low wages in the mills left the men performing agricultural labor. As promotion of industrialization brought an urban labor force into existence, a variety of social and economic pressures removed them from participation in production of goods. Their reserve labor remained available for other functions as the need arose.
