The progress of a madrasa or educational institution needs to be supported jointly by all elements, small environment (family), madrasas (educational institutions), and the environment (community). These three elements must be combined, synergized, with the hope of producing results or good quality education outcomes. This expectation must of course be carried out / improved by the education provider (madrasa). in the sense that madrasas play an active role in establishing communication with elements of the environment (community), both with teachers, education personnel, student guardians, or with surrounding communities. in realizing this good relationship, the implementation of community relations management is needed. Madrasas in the current era really require an active role from the community in supporting its success, both in educating, providing great opportunities and giving birth to capable, independent sons of the nation. so that later, students can adapt to the environment, in establishing good communication. Management of public relations management is very important, so that communication links between educational institutions and the surrounding environment (community) generally encourage and participate in supporting the success of an educational institution.

Education is the most valuable investment to improve the quality of human resources in building a nation. The greatness of a nation is measured by the extent to which its people are educated. Educational institutions and society are two different but inseparable environments that even need each other in their growth and development. The community needs information about what educational institutions are doing. here the role of public relations is absolutely needed. The image of the educational institution depends on the success of the public relations actor. This role was well played by SMPN 1 Pamekasan public relations. Religious values agreed upon as a school culture are communicated to all stakeholders through the implementation of effective community relations management, thus giving birth to a religious image. This article will portray the implementation of public relations management in fostering a religious image in SMPN 1 Pamekasan. With a phenomenological approach, the qualitative data in this article will be described descriptively to be dialogue with previous public relations management theories.

Management of institutional relations with the community is the process of managing communication from planning activities to controlling the process and the results of its activities. Community involvement in the field of education is an effort to empower the community in the development of the field of education which means to involve the community in planning, implementation and supervision of education. The vision of public relations in educational institutions to create a good image for educational institutions. The target of public relations in educational institutions is seen from the target as an object and a goal of the public relations. Targets as an objects are internal objects including students, teachers, and education personnel, while external objects include student guardians, the community, and mass media. Without assistance from the community, an educational institution cannot function properly and without a good program the educational institution will fail to achieve its goals. To maximize the goals of public relations, it is necessary to have techniques in dealing with the community including: 1) Home visits, 2) open houses, 3) school exhibitions, 4) school magazines.

Schools and communities are living environment that cannot be separated. A school is a place of learning, while the community environment is a place for the implications of the education and teaching process in schools. In this study, the types of case studies are qualitative. Interviews and literary studies, field observations, and documentation were used for data collection techniques in this study. In this study, the analysis coincided with data collection on the ground. The investigator reduces data obtained in the field by analyzing the data, sorting each information by focusing on research, and drawing conclusions in each direction. Triangulation techniques (sources and methods/technics), observations and member checks are applied to check the validity of the data used in this study. From this research, it can be seen that good public relations or public relations in educational institutions are public relations that can implement the goals, visions and missions that have been set in real terms. The concept and mission are not merely a slogan but are used as the basis for carrying out these public relations duties properly. To make it happen, the vision and mission of public relations in educational institutions need to be supported and the active role of various components in the educational institution, both principals, teachers including all members of the school or educational institution. Finally, so that positive public opinion towards an educational institution can be realized, the development of the vision and mission of public relations in educational institutions based on customer satisfaction can be used as a choice for the achievement of the expected goals.

Schools and communities are two inseparable environments.School is a place for learning, and society is a place where the output of learning can be implemented. The community is expected to support and participate in developing the educational process in schools. In this case, a strategy or management is needed to involve the community in educational activities in schools. The effort to make it real is to build good relations between school managers and the community so that they work together together and comprehensively. An educational institution should try to create a positive image in the heart of the community, so that the community is able to make a decision to register their sons and daughters and participate actively in the development of these educational institutions. To realize this positive image, in addition to developing quality it also requires productive community relations activities based on clear functions, roles, and visions.The purpose of this study is to assess and obtain a general description of the role of public relations and strategies at Islamic universities in imaging institutions and the image of the institution. This study uses a case study with a qualitative approach, while the theory is symbolic interaction and organizational information.This paper offers an alternative to implementing effective public relations roles and functions and how to apply public relations vision and mission in educational institutions.

Abstract: The term management has many meanings, management is directing / leading something of effort through planning, organizing, coordinating and controlling human resources and materials aimed at achieving predetermined goals. In the science of management there is the concept of problem solving that is placed in the workplace, namely the P-D-C-A approach as a process of solving problems with a continuous and systematic pattern. While management can also be defined as a process of organizing and utilizing the resources of the organization through the cooperation of members to achieve organizational goals effectively and efficiently. The practice of organizing education can be analogous to the production process in a company (industry). It's just that the products produced by educational institutions in the form of services. Therefore educational institutions can be said as service companies. From this perspective, the quality and quality of services (services) produced is a measure of the quality of an educational institution. Namely the extent of customer satisfaction with the services produced. What is meant by customers here are internal customers, namely teachers and other education personnel, and external customers, namely students and related parties outside the educational institution. Thus, schools are said to be of good quality if they are able to provide services according to or even exceed the expectations of teachers, employees, students, and other related parties such as parents, funders, the government or the world of work of users of graduates. The article discusses the formation of legislation on higher education in Russia. The sphere of education is the most important condition for the spiritual, professional formation and development of the individual, the social well-being of society, political and economic formation of the state. An analysis of the historical and legal experience of regulating public relations is a prerequisite for building modern legislation in the field of education. The relevance of the study of the Russian features of legislation on higher education of the XVII-XVIII centuries is that modern social relations in the field of education are not fully regulated. This is evidenced by a range of legal problems. Particular attention should be paid to the legislative regulation of certain powers of participants in public relations in the field of higher education, by-law legal regulation, as well as the implementation of certain legal norms of the Federal Law of 29.12.2012 № 273-FZ. The need to resolve these problems updates the relevance of theoretical problems. The answer to the above questions is an analysis of the historical foundations of Russian legislation on higher education. In the pre-revolutionary Russia, sufficient experience in managing higher education, as well as regulating relevant social relations was in place. The completeness of the study of the subject of public relations in the field of education in the historical context is closely related to the analysis of the activities of Russian universities. The article considers the reasons for the appearance of educational institutions in Russia. The first domestic educational institutions appeared at the end of the 18th century - at a historical moment when the expansion of Western European ideas for organizing university education reached the Russian state. Russia had an urgent need to train specialists in the field of public administration - officials, theologians - to strengthen the Orthodox faith, teachers - to educate and promote morality. The authorization of the first regulatory and legal sources in the field of higher education was associated with attempts to create the Slavic-Greek-Latin Academy in Moscow. The revival of the ideas of education in Russia objec'tively accelerated the process of creating domestic educational institutions. The further development of legislation on higher education is associated with the implementation of new ideas about the establishment of universities under Empress Elizabeth Petrovna and Catherine the Great . In the final part of the work, it is noted that in connection with the creation of the first educational institution in Russia, the first normative legal act regulating legal relations in the field of higher education is published - "Privilege for the Academy." During the XVII-XVIII centuries Russian legislation on higher education contained personal regulatory legal acts. They were strictly targeted and regulated the activities of the educational institution, its officials, teachers, students, as well as other participants in academic social relations.

The main objective of carrying out a public relations strategy management in an educational institution is that the school continues to be in demand by educated participants and experiences development and progress from year to year In conveying information, good communication is needed so that the information submitted can be received. In conveying information, public relations must have good strategic management and direction so that what is expected is carried out well Data collection techniques are carried out by observation, Interviews and documentation The results of this study indicate that: (1) Public Relations Strategy Management in Increasing Student Interest in MTs Pacet Surban Foundation includes planning, communicating, implementing and evaluating well and directed by the school to attract the attention of prospective new students. (2) One of the inhibiting factors for public relations in increasing the interest of prospective students to attend the MTs Pacet Surban Foundation includes ineffective time in the implementation of management as well as long distances so that strategic management is not optimal.

Leadership has an important role in the educational institutions. The increasing number of implementation models of integrative Islamic education institutions demand greater competence of the leaders in order to perform their duties effectively. The most complex integrative Islamic educational institution model is developed based on boarding school by integrating formal and nonformal education as well as cross ladder as developed by Al Mukmin Islamic Boarding School (PPIM) Ngruki and modern boarding schools in general. The result of this study shows that the effective leadership model of an integrative Islamic educational institution is a democratic-transformational model. This model needs the institutional leaders to have professional, personal, social, and spiritual competences. The integration of the educational institutions management should be done thoroughly starting from the integration of curriculum management, human resources, infrastructure, financing, public relations and marketing, and other aspects.

The purpose of this study was the first purpose of this study to find out how the conditions of leadership in the world of education (headmaster) were described, in addition to knowing the leadership styles in education, to find out the leadership role of principals to face obstacles in carrying out their duties including coordinating their luggage. The research method used is literacy collection in the form of papers, books, articles and other readings. This paper complements the discussion about leadership. The existence of leaders is needed in an organization, this is because leaders will determine where they will be taken to the organization, in this case the author focuses on the field of education. In addition, leadership is needed in supporting the process of improving the quality of education, because the style or characteristics associated with leaders can influence and move individuals or groups within the organization they lead. The current leadership style in school management is no longer a force of coercion but uses commitment based on togetherness so that all parties under educational leadership can contribute to achieving the educational goals to be achieved. While the quality of education outcomes is approved by educational institutions at a certain time period. Supportive achievement or educational outcomes (student achievement) can consist of results of academic ability tests, or achievements in sports, senior or certain skills, and can also involve complexity or conditions that are not tangible (intangible) such as discipline, comfort, value respect noble values and so on. In improving the quality of this educational institution, the leadership role has a very strategic function. A leader from an educational institution will be a support for other educational institutions, especially communities, where educational institutions can get quality educational institutions.

This article is about how the relationship between the school and the community around the school, the purpose of which is to improve the community about the importance of education for the surrounding community so that there is a good cooperative relationship in the community, the method used in this article is descriptive methods and techniques. Can be used in the form of writing techniques, oral techniques, and electronics so that between the school and the community can establish good communication. The success of educational institutions must be carried out by all parties, whether they are schools, families or communities. In this case, these three components must work together in realizing quality education. For this reason, schools are expected to be able to improve relations with families, as well as the community, which in general are invited to work together in realizing the management of school and community relations well, in order to achieve educational goals. This scientific article is structured with systematic methods and steps to facilitate conducting research. The researcher used the literature study method by collecting literature, materials sourced from books, journals, and other sources related to the science of the Administration of School and Community Relations. The objective of this study was to describe the relationship between the school and community planning, and to determine the implementation of school and community relations.
