This article aims to analyze the challenges of establishing a participatory qanun of gampong. This research was conducted in the village under Syiah Kuala University supervision, Ingin Jaya sub-district, Aceh Besar. This study examined into legal resources, particularly qanuns, in order to analyze the participatory law-making process. The substitution of Aceh Besar Qanun Number 11 Year 2009 with Aceh Besar Qanun Number 2 Year 2020 has caused several legal issues, especially with regard to the supervision of gampong qanuns, which are no longer have a legal basis. Starting with the concept of legal development, replenishment is essential. Due to the lack of rules that act as guidelines, the process of establishing qanuns of gampong has become more complicated. The main reason is that participatory processes are hard to accomplish. It is advised to the Aceh Besar District Government to draft recommendations for the drafting qanun of gampong as soon as possible as a form of guidance for the gampong government. This guidance will also substantially help the gampong government's efforts in preparing numerous requirements for qanuns of gampong.

The development of independent businesses is an absolute thing to be carried out considering that MSMEs are the backbone in improving people's welfare. This is a tangible form of empowering the community's economy. The purpose of this research is to improve understanding and awareness of the importance of creative and innovative entrepreneurship in order to obtain additional income, as well as improve soft skills, entrepreneurial skills, family living standards based on individual abilities, availability of resources and potential that is around, so that It is hoped that later it can be imitated and applied by the village community. Meanwhile, the West Bangdung Regency Community Empowerment Agency itself has made many efforts to provide assistance to economically disadvantaged communities. The economic business sector of the West Bandung district government has carried out many community empowerment programs and has a positive influence on the independence of the community's economic business, this is expected to be able to continuously improve the welfare of the community. The implementation of the training provided by the Community Service team in Lembang Village, Lembang District, West Bandung Regency has been able to provide additional knowledge about entrepreneurship, increase participant commitment in the field of entrepreneurship, be able to increase entrepreneurial interest, increase brand recognition and legality and be able to increase brand recognition as a marketing strategy in business activities.Pembinaan usaha mandiri merupakan suatu yang muttlak untuk dilaksanaka mengingat UMKM merupakan tulang punggung dalam meningkatkan kesejahteraan masyarakat. Hal ini merupakan bentuk nyata dalam hal memberdayakan ekonomi masyarakat. Adapun penelitian ini dilakukan adalah untuk memperbaiki pemahaman dan kesadaran pentingnya kewirausahaan yang kreatif dan inovatif agar dapat memperoleh tambahan pendapatan, serta meningkatkan soft skill, ketrampilan kewirausahaan, taraf hidup keluarga yang berlandaskan pada kemampuan individu, ketersediaan sumber daya dan potensi yang ada di sekitar, sehingga nantinya diharapkan dapat ditiru dan diterapkan oleh masyarakat desa. Sementara itu Badan Pemberdayaan Masyarakat Kabupaten Bangdung Barat sendiri banyak usaha yang telah dilakukan kepada masyarakat kurang mampu secara ekonomi dan hal memberi bantuan kepada masyarakat ekonomi lemah. Bidang usaha ekonomi pemerintah kabupaten Bandung Barat sudah banyak menjalankan program pemberdayaan masyarakat dan memberi pengaruh yang positif terhadap kemandirian usaha ekonomi masyarakat, hal ini secara berkelanjutan diharapkan mampu meningkatkan kesejahteraan masyarakat. Pelaksanaan pelatihan yang diberikan oleh tim Pengabdian Kepada Masyarakat di Desa Lembang Kecamatan Lembang, Kabupaten Bandung Barat telah mampu memberikan tambahan pengetahuan tentang kewirausahaan, meningkatkan komitmen peserta bidang kewirausahaan, mampu meningkatkan minat kewirausahaan, meningkatkan pengenalan merek dan legalitasnya serta mampu meningkatkan pengenalan merek sebagai strategi pemasaran dalam kegiatan bisnis.

The publication is devoted to legal issues and prospects of banning weapons in outer space. The international legal basis currently existing in this field governs only certain aspects of use of outer space for military purposes, and it is obviously not enough to prevent the emergence of weapons in outer space. Attempts on the international level in recent years to put legal provisions in place that would establish barriers to an arms race in outer space so far have not been successful. The time is ripe to implement initiatives contributing to the institutionalization of verification activities on non-weaponization of outer space

Through the implementation of law No.28 of 2009 on local taxes and lavies, the tax collection authority of the land tax and rural and urban buildings (PBB-P2) is transferred to the local government. North Minahasa district government in this case Watutumou Village is one of the villages that have potentials in the local tax sector can maximize this policy as an effort to increase acceptance in realizing development in the region. This study aims to  determine the level of effectiveness of Land and Building Tax revenues before and after diverted into local taxes in Watutumou Village, the effort made by the village government to overcome the obstacles that arise in the process of acceptance of PBB-P2 and how the role of village government in optimizing the acceptance of PBB-P2. This study used descriptive quantitative method. The collection of data in this case is interview and documentation. The result of the research note that the effectiveness of PBB-P2 before and after deverted into the criteria effective. But in the year before and after diverted, the realization of PBB-P2 didn’t reach the target specified due to certain obstacles, so it requires the effort and role of government in increasing the acceptance of PBB-P2. For the village government can further improve the acceptance of PBB-P2 with attention to human resource training, socialization and up to date data available in the village.Keywords : PBB-P2, effectiveness, village government

The obstacles faced by the Regional Government both the Village Government and the District Government are the lack of control over the management of funds originating from Village Fund Allocation. So, the purpose of this study is to analyze themanagement funds and the use of village funds on regional development in Katingan Kuala District, Katingan Regency. The type of research used was qualitative and quantitative research and used casual research methods with characteristics of causal relationship problems. The results of the research showed The results of statistical analysis proved that village fund had no effect on regional development in Katingan. In other words the increase or decrease in village fund would not have an impact on the ups and downs in the progress of regional development. However, the descriptive percentage result indicated that there was an influence of village fund on regional development in Katingan.

Village Consultative Agency (BPD - Badan Permusyawarat Desa) in implementing its function as a bridge connecting the village head with the village community must also carry out its main function as the representative. The problem arises is how does the legal order set issue of the Village Consultative Agency (BPD) on the perspective of the formulation of Village Revenues and Expenditures Budget (APBDes - Anggaran Pendapatan dan Belanja Desa) based on the legal basis of Government Regulation No. 72 of 2005 concerning the village. The next problem arises is what are the obstacles faced by the Village Consultative Agency (BPD) in carrying out its duties to prepare the Village Revenues and Expenditures Budget (APBDes). The process of formulating the Village Regulation has been carried out through the correct stages and in accordance with Law Number 6 of 2014 Jo Government Regulation Number 43 of 2014 concerning Jo Village Domestic Ministerial Regulation Number 111 of 2016 concerning Technical Guidelines for Regulations in the Village, namely through initiation, socio-political and juridical stages.

The political direction of the law in Indonesia in the development of national law simplifies legislation. The scope of national legal development is not only through legislation. There is the functionalization of the law that lives in society. The purpose of the research describes the political urgency of law in the development of national law and reviews the political direction of national law development law. This research uses a philosophical approach, namely to examine the law from the ideal side in the form of an idea of the direction of national law politics in the future. The results of this study show that the politics of law is necessary to provide direction in the development of national law. Each country has a legal political direction whose role as the basic policy of state organizers to determine the direction, shape, and content of the law to be established. Legal politics as a strategy of the formation process, as well as the implementation of laws based on the national legal system to achieve the goals and ideals of the state. The political direction of the law in Indonesia in the development of national law simplifies legislation. The scope of the development of the national legal system can be through legislation and functionalization of the living law. The political direction of the law in Indonesia in the development of national law simplifies the process of legislation. The impact will only be a successful legal state in law-making, but weak in law in action. The implication of this study is to expand the political direction of national law which includes the functionalization of the living law. By functionalizing "the living law", the resulting law is rooted in the legal consciousness of society.

Selebgrams are celebrities who exist on lnstagram social media accounts and become public figures on lnstagram social media. The viral figure of celebrities on Instagram is used as an opportunity for business people to endorse/promote cosmetic products through Celegram's Instagram account. However, these activities have a negative impact, namely, the products being promoted are illegal goods that do not have permission from the relevant institutions and this can cause harm to consumers. In terms of writing this research the writer discusses two legal issues, namely the legal arrangement for celebrities who endorse/promote cosmetic medicinal products and legal sanctions against celebrities who endorse/promote illegal goods in cosmetic medicinal products. This research aims to determine the regulations and legal sanctions against celebrities who promote illegal cosmetic medicinal products. This research uses the type of normative legal research, Law No. 8 of 1999, Law No. 19 of 2016, and the Civil Code as a legal basis to determine legal arrangements and legal sanctions against celebrities who endorse/promote illegal goods. The problem approach used is the approach by analyzing legislation related to the problem. The results of this study indicate that the imposition of legal sanctions on celebrities is different from business actors who are producers of these products.

This study aims to see the community participation in the satellite area in the construction and maintenance of Drainage in the Village Marindal II District Patumbak Deli Serdang. The research method used to answer the problem in this research is the method of qualitative research approach. Data obtained through in-depth interviews, literature study and documentation. Informant research comes from the elements of sub-district government and community. The results of the research show that the participation, involvement and utilization of drainage facilities are running well.

The aim of this article is to present the basis of the legal order in force in the Ger¬man Empire colonial areas. The first two parts of the article outline the international conditions for the development of German colonies, and the legal basis of their establishment. The third part discusses the legal status they had in the German legal order. Here the author thoroughly analyses the legal solutions employed for the states of emergency. The fourth part presents the legal issues concerning the loss of colonies. The article includes the analysis of the provisions of the German Empire Constitution of 1871, which were applied when the colonial areas were formed. The paper also discusses other legal acts. Furthermore, the emperor’s orders for declaring the states of emergency were part of the detailed analysis. The paper also explored the attainment of German doctrine, which studied the particular legal issues in depth.

<p><em>This study aims to find out how the legal basis and stock trading transactions that occur in the Islamic capital market in Indonesia. This study uses a field research method that discusses legal issues regarding stock trading based on field studies from various relevant sources. The capital market is a place for corporate activities to seek additional funds to finance its business activities. In Indonesia alone there are two capital markets, namely the regular capital market and the Islamic capital market. The Islamic capital market is a new breakthrough that has been carried out as a solution to the current trend of halal investment. It also becomes very interesting for the community, especially for Muslim communities to invest their capital in the company to get results and can participate in developing the company, but the reality that happens in the market is that many companies that have been listed on the stock exchange are still operating in accordance with sharia principles . The Islamic capital market can simply be interpreted as a capital market that implements sharia principles in economic transaction activities and apart from things that are prohibited such as usury, gambling and speculation.</em><em></em></p>
