Children are vulnerable to becoming victims of violence in both developing and developed countries. Various regulations were made to end violence against children. Semarang City Government seeks to protect children from violence through Regional Regulation Number 05 of 2016 and forming a child protection organization through Semarang Mayor Regulation Number 05 of 2018. Implementation of social reintegration for child victims of violence in Semarang City involves many stakeholders. This study aims to analyze the role of stakeholders and determine the inhibiting factors for the role of stakeholders. The method used is descriptive qualitative. The results of the research show that The Women Empowerment and Child Protection Regional Office play a role as a policy creator, implementor, coordinator, facilitator, and accelerator. PPT SERUNI, PPT Kecamatan, and Pos JPPA play a role as implementers, coordinators, facilitators, and accelerators. Regional Offices, Rumah Duta Revolusi Mental, hospitals, academic, and Bhabinkamtibmas play a role as facilitators and accelerators of child protection and social reintegration. The inhibiting factors for social reintegration in cases of violence against children include the community culture that discriminates against victims, limited reintegration budgets, trauma in victims that causes victims to be reluctant to return to school or return to social institutions, and regulations governing social reintegration are still weak. The recommendation conveyed is that the Office of Women's Empowerment and Child Protection conducts outreach on child protection services and educates schools and social institutions about preventing violence, the importance of recovery and reintegration for victims of violence. Increase the budget for child protection and collaborate with other stakeholders to finance the social reintegration of child victims of violence. Conduct regular counseling with the psychologist PPT SERUNI or RDRM. As well as passing new regulations that explain in detail social reintegration according to the needs of victims.

<p>Family is one of the social institutions in the community. Family is also a place for children to acquire mental coaching and personality formation. The family has a considerable role and function on the development and future of the child. However, in fact the violence of children in the family often occurs, such as violence involving fathers, mothers and other siblings. Lack of knowledge and insight related to parenting, growth and development of children is one factor in the occurrence of violence against children. From various cases of child violence, one of NGO named Yayasan SAMIN that cares about child issues to make efforts to prevent and treat child violence in the family. This research aims to know 1) how the role of Yayasan SAMIN in the prevention and handling of child violence in the family, 2) How to form the prevention and handling conducted by the Yayasan SAMIN against Child abuse cases in Family. The results of this study show that 1) Yayasan SAMIN has been explaining its role in the prevention of child violence against parents and the treatment of child abuse victims in families, 2) The prevention of child violence by parents is socialization, campaigning, and KIE (communication, information, education). The form of treatment of victims of violence is with mentoring.</p>

<p><strong>Abstrak</strong></p><p><em>Tingginya angka kekerasan pada anak di kota Semarang yang mencapai 195 kasus di tahun 2018 perlu menjadi perhatian bagi pemerintah maupun masyarakat. Hal ini harus segera diatasi karena kota Semarang menargetkan menjadi Kota Layak Anak pada tahun 2020. Upaya telah dilakukan Pemkot Semarang namun belum berdampak signifikan pada penurunan angka kekerasan pada anak.Indikator Kota Layak Anak tidak hanya daritertanganinya anak korban kekerasan, namun juga bagaimana langkah preventif yang dilakukan. Komunikasi keluarga yang baik dapat menjadi benteng pertahanan awal pencegahan kekerasan pada anak.Hal ini menjadi dasar dilakukannyapengabdian masyarakat berupaworkshop mengenai pengembangan komunikasi keluarga untuk kader JPPA (Jaringan Perlindungan Perempuan dan Anak) Kelurahan Sadeng, Semarang.Peranan JPPA (Jaringan Perlindungan Perempuan dan Anak) Kelurahan Sadeng sudah menjadi embrio yang baik namun belum maksimal karena mereka hanya bertindak saat ada kasus namun tidak melaksanakan langkah preventif. Metode pelaksanaan dilakukan dengan pemberian materi dan pengukuran pemahaman peserta terkait komunikasi keluarga yang selama ini dipahami dan telah dilakukan.Hasil post test tertulis yang dilakukan menunjukan terjadi peningkatan kemampuan kamunikasi yang dimiliki oleh para peserta selaku Kader JPPA.</em></p><p><strong>Kata kunci<em>:</em></strong><strong><em>Komunikasi Interpersonal, Kota Layak Anak, Semarang</em></strong></p><p> </p><p><em></em><strong>Abstract</strong></p><p><em>The high rate of violence against children in Semarang which reached 195 cases in 2018 needs to be a concern of all parties both government and society. This must be addressed immediately because the city of Semarang is targeting to became a city worthy of children by 2020. Semarang City Government has made various efforts but it has not yet had a significant impact on reducing the number of violence against children. The indicator of the City Worth Child is not only how children who are victims of violence can be handled properly, but also how to take action to prevent violence against children as a preventive act. Good communication in a family can certainly be a stronghold early in preventing violence against children. This became the basis of community service in the form of workshops related to the development of family communication for JPPA (Women’s and Child Protection Network) Sadeng Village, Gunungpati District, Semarang. The role of JPPA in Sadeng Village has become a good embryo, but it is not optimal, because they only take action when their area cases but do not carry out preventive measures. The method of implementation was carried out by providing material and measuring the participant's understanding of family communication that had been understood and done. The paper deals with the problem of abuse and violence against minors, among which the authors distinguish a special category: orphans and children left without parental care. Approaches to the definition and forms of violence and ill-treatment of minors are described. The psychological causes and consequences of violence and ill-treatment are analyzed. Technologies for providing psychological assistance to child victims of violence and abuse are offered. A significant part of the work is devoted to the consideration of the features of interdepartmental interaction on prevention and timely detection of signs and consequences of abuse and violence against children. The result of such an analysis was the development of a model regulation describing the procedural and legal issues of coordinating such interaction between specialists from different departments in order to protect the interests of minors. The work is addressed to psychologists, teachers, specialists of organizations for children.

<p>Law No. 23 of 2002 concerning Child Protection, affirms that children are a mandate as well as the gift of God the Almighty, which we must always guard because in them the dignity, dignity and rights as human beings must be upheld. Children who are victims of crime are weak people who often cannot protect and help themselves because of their situation and conditions. Crime of sexual violence against children is a crime that uses violence or threats of violence<br />against children so that the child can be controlled for sexual relations. Internal factors causing criminal acts of sexual violence such as the proximity of the perpetrator to the victim, the role of the perpetrator, and the position of the victim. External factors that cause sexual violence crimes, namely environmental influences, such as being far from the crowd, lonely, or closed places that allow perpetrators to commit sexual violence.</p>

Children are one of the legal subjects who have the potential to become victims of violence. Violence faced by children can be in the form of physical, psychological, sexual and neglect. Against these various types of violence, the Domestic Violence Law and the Child Protection Law can serve as the basis for criminalizing the perpetrators. In the Child Protection Law, even criminal sanctions against perpetrators of sexual violence against children are weighted for punishment. Furthermore, the law is equipped with additional penalties in the form of announcing the identity of the perpetrator, and action sanctions in the form of chemical castration and installation of electronic detection devices. However, efforts to overcome violence against children are not enough to rely on criminal sanctions. This is evidenced by the rise in the number of violence against children. Therefore, prevention efforts are needed through increasing understanding of the importance of making helping others a basic need of human life. So that each individual will always help and provide assistance to children who need help. The method of implementing this community service activity is carried out using the lecture, discussion and question and answer method at Loyola High School Semarang. The activity begins with material exposure regarding forms of violence, sanctions and prevention. After the presentation, there was a discussion session and a question and answer session regarding the material that had been presented. The results of the service implementation activities were obtained by understanding various information about child violence and its prevention.Anak menjadi selah satu subjek hukum yang berpotensi menjadi korban kekerasan. Kekerasan yang dihadapi oleh anak dapat berupa kekerasan fisik, psikis, seksual dan penelantaran. Terhadap berbagai kekerasan tersebut, UU KDRT dan UU Perlindungan Anak dapat menjadi dasar pemidanaan terhadap pelaku. Dalam UU PerlindunganAnak bahkan sanksi pidana terhadap pelaku kekerasan seksual terhadap anak terdapat pemberatan pemidanaan. Lebih lanjut dalam undang-undang tersebut dilengkapi pidana tambahan berupa pengumuman identitas pelaku, dan sanksi tindakan berupa kebiri kimia dan pemasangan alat pendeketksi elektronik. Namun upaya penanggulangan kekerasan terhadap anak tidak cukup hanya mengandalkan sanksi pidana. Hal ini terbukti dengan maraknya angkakekerasan terhadap anak. Oleh sebab itu, diperlukan upaya pencegahan melalui peningkatan pemahaman tentang pentingnya menjadikan menolong orang lain sebagai kebutuhan dasar hidup manusia. Sehingga setiap individu akan senantiasa menolong dan memberikan bantuan kepada anak yang membutuhkan bantuan. Metode pelaksanaan kegiatan pengabdian kepada masyarakat ini dilakukan dengan menggunakan metode ceramah, diskusi dan tanyajawab di SMA Kolese Loyola Semarang. Kegiatan diawali dengan paparan materi berkenaan dengan bentuk kekerasan, sanksi dan pencegahannya. Setelah paparan dilakukan sesi diskusi dan tanya jawab berkenaan dengan materi yang telah disampaikan. Hasil kegiatan pelaksanaan pengabdian diperolehnya pemahaman mengenai berbagai informasi seputar kekerasan anak dan pencegahannya.

Based on an ethnographic fieldwork carried out within the Brazilian Senate's inquiry committee on Pedophilia and in the Federal Police Department, the aim of this paper is to analyze the strategies and the effects of the conceptualization and the combat of the phenomenon of sexual violence against children as "pedophilia" and with focus on child pornography on the internet. The text consists of a historical approach to the emergence of the problem, an analysis of the political strategies of the Parliamentary Inquiry Committee on Pedophilia and an ethnographic description of the police investigations into child pornography on the internet. The hypothesis is that this "anti-pedophilia crusade" pivoting on the threats of a sexual perversion, is not as effective in the protection of the real child victims of violence as it is in the defense of an ideally innocent childhood.

AbstractThe purpose of this study is to conduct a rejection of acts of violence against children, this study uses empirical research where the source is based on observations and interviews, but also based on various approaches. Through this study the researchers explained that children are children who deserve love from their parents and those around them, childhood children should get happiness, joy, but at this time many children get violence from their own parents, Unwittingly, the parents often give yells to torture both physically and psychologically. The rise of acts of violence against children is one of the biggest and serious problems faced by the government at this time, this is because it is related to the role of the government which is to implement Law no. 35-2014, besides that children are also victims of violence themselves will have an impact on their developmental conditions, where the development of children at that time is also immature both physically and psychologically, therefore special protection or assistance is needed in dealing with that matter.Keywords: children; child abuse; legal protectionAbstrakTujuan adanya penelitian ini yaitu untuk melakukan adanya suatu penolakan terhadap tindak kekerasan pada anak, penelitian ini menggunakan penelitian secara empiris yang mana sumbernya berdasarkan dengan melakukan observasi dan hasil wawancara saja, tetapi juga berdasarkan dari berbagai pendekatan. Melalui penelitian ini peneliti menjelaskan bahwa anak merupakan buah hati yang sudah selayaknya mendapatkan kasih sayang dari orang tua serta orang-orang yang berada disekitarnya, masa kecil anak seharusnya mendapatkan kebahagiaan, kegembiraan, namun pada saat ini banyak anak yang mendapatkan kekerasan dari orang tuanya sendiri, yang tanpa disadari juga orang tua tersebut sering memberikan bentakan hingga siksaan baik secara fisik ataupun psikologisnya. Maraknya tindak kekerasan pada anak merupakan salah satu masalah terbesar dan serius yang dihadapi oleh pemerintah pada saat ini, hal tersebut disebabkan karena berkaitan dengan peran pemerintah yang mana untuk melaksanakan UU No. 35-2014, selain itu anak juga yang posisinya sebagai korban dari kekerasan sendiri akan berdampak pada kondisi perkembangannya, yang mana perkembangan anak pada saat itu juga belum matang baik secara fisik maupun psikologisnya, maka dari itu diperlukan adanya perlindungan khusus atau pendampingan secara khusus dalam menangani hal tersebut.

Banyuwangi Children Center (BCC) is one of city mayor’s effort to prevent children’s sexual abuse. However, the community felt the role of BCC in preventing children’s sexual abuse was not optimal since 2016. Stakeholder’s engagement may play an important aspect to support BCC in preventing children’s sexual abuse. The objective of this study was to analyze the role of stakeholders in supporting BCC in the prevention of children sexual abuse. This study used a qualitative design with in-depth interview to all related to the prevention of children sexual abuse (Police department, women and children protection bureau, women empowerment and family planning bureau, and BCC. The results showed the role of the BCC was supported by the existence of policies on child-friendly areas from the local government, positive responses from active community involvement in reporting incidents of sexual violence against children, and good coordination by cross-sector in the socialization and handling of cases of sexual violence against children in Banyuwangi. Therefore, it can be concluded that stakeholders provide positive support in the role of the BCC but still need attention from local governments to provide facilities for cross-sectoral so that all cases of sexual violence against children in Banyuwangi can be handled properly. BCC terbentuk sejak 2016 namun perannya masih kurang dirasakan oleh masyarakat di Banyuwangi. Stakeholder merupakan pihak yang berperan penting untuk mendukung peran BCC di Banyuwangi. Tujuan penelitian adalah menganalisis peran stakeholder untuk mendukung peran BCC dalam upaya menurunkan kekerasan seksual pada anak di Banyuwangi. Penelitian ini adalah penelitian kualitatif dengan desain cross-sectional. Data penelitian ini diperoleh dengan wawancara mendalam pada tujuh informan yang memiliki kapasitas dalam memberikan informasi tentang perannya dalam mendukung BCC yaitu Kepolisian Resort Banyuwangi, Pusat Pelayanan Terpadu Perlindungan Perempuan dan Anak (P2TP2A) Kabupaten Banyuwangi, Badan Pemberdayaan Perempuan dan Keluarga Berencana (BPPKB) dan Banyuwangi Children Center. Hasil penelitian menunjukkan peran BCC mendapat dukungan dengan adanya kebijakan tentang kawasan ramah anak dari pemerintah daerah, respon positif keterlibatan aktif masyarakat dalam melaporkan kejadian kekerasan seksual pada anak, dan koordinasi yang baik oleh lintas sektor dalam sosialisasi dan penanganan kasus kekerasan seksual pada anak di Banyuwangi. Oleh karena itu, dapat disimpulkan bahwa stakeholder memberikan dukungan yang positif dalam peran BCC namun masih perlu perhatian dari pemerintah daerah untuk menyediakan fasilitas bagi lintas sektor dan meningkatkan sosialisasi bagi masyarakat Banyuwangi agar seluruh kasus kekerasan seksual pada anak di Banyuwangi dapat tertangani dengan baik. Child rights are an integral part of human rights so that the government must develop the obligation to protect, fulfill and respect the rights of children especially the rights of children who are victims of violence, because violence against children especially in Indonesia is increasing recently. Therefore, the form of legal protection against the rights of children who are victims of violence can be given in a repressive form that is done in a systematic way, through a series of programs, stimulation, training, education, prayer guidance, games and can also be provided through legal aid called advocacy and child protection laws. While the concept of legal protection of child rights in the future must do law reform of child protection system in Indonesia with the aim to give justice, certainty and benefit to children in Indonesia in particular so as to protect and guarantee the rights of children who become victims violence. In order for child protection law in Indonesia in the future to be able to really give protection to child rights which become victims of violence, then child protection law must be free from humanity principle based on human rights.

The specific purpose and target of this research is to determine the role of family welfare empowerment organizations (PKK) in the prevention and early handling of women and children victims of violence. The reason for researching this topic is the increase in the number of victims of violence against women and children every year. Based on data from the Ministry of Women's Empowerment and Child Protection, it is shown that since 2012 it has increased from 18,718 to 54,041 cases in June 2017 and until February 2018 it has shown 374 cases of violence against women and children. In this case, the Government is responsible for providing optimal services needed by victims, both medical, psychological, and legal assistance in an effort to recover their condition. The government in providing services to victims should cooperate and partner with the community, especially in the prevention and early handling of victims of violence. Prevention and early handling of victims of violence at the village level can empower family welfare empowerment organizations (PKK) which are government partners that are considered effective in the prevention and early handling of women and children victims of violence in their areas. Based on these reasons, it is necessary to study in depth the role of the PKK organization in preventing and early handling of women and children victims of violence. To achieve specific goals and targets in this study, the research method used is a normative research method with a statue approach and a conceptual approach.The results of the study provide an overview 1) there is a clear regulation in the laws and regulations related to the participation of the PKK in preventing and early handling of victims of violence, what needs to be further regulated is regulation in the form of Village Regulations and customary law (awig-awig) related to the participation of PKK and indigenous women in the prevention and early handling of victims of violence. 2) the procedures for preventing and early handling of victims of violence need to be stated in the operational standards in the village and the traditional village paparem.
