Public information should be accessible to everyone. Information must be disclosed to the public without any limitation and transparent. Right of Information becomes very important along with more transparent state administration for public supervision and more accountable state administration. Upon enactment of Law Number 14 of 2008 on Public Disclosure, Information in the governmental public agency becomes more transparent. Public Disclosure may also over time create problems inspiring the establishment of Information Commission. Information Commission is the only agency vested with the authority to resolve Public Information Dispute. No other governmental agency or body is vested with the same authority. This is termed absolute authority of the Information Commission in resolving Public Information Dispute. However, in reality, Information Commission is proven unfair and acting beyond its authority in Decree Number 199/VI/KIP-PS-A/2014. How the Information Commission acts beyond is authority? The author examined the issue by normative method. The data of research show the weakness of the Information Commission in resolving Information Dispute. This weakness results in legal uncertainty. Information Commission must immediately evaluate the fault in such dispute.

ABSTRACTThe right to information is crucial because the more open the public scrutiny of the state administration, the more accountable the state administration is. Each public agency has the obligation to open public access to information relating to the Public Agency for the wider community, especially LIPI (Indonesian Institute of Sciences). Therefore, it is important to examine the implementation of the Public Information in LIPI in order to prevent acts of corruption. Based on the results of the research, it can be concluded that as the implementation of good governance, especially the embodiment of the principles of transparency in order to prevent acts of corruption, LIPI has conducted Public Information Disclosure. LIPI has provided Whistle-blowing System (WBS) as a means to facilitate information providers who want to report allegations of corruption in LIPI. The nature of law enforcement in resolving multi-dimensional information disputes has a logical consequence on the need for constructive law enforcement. This research aims to examine the forms of law enforcement that exist in resolving disputes over requests for public information and to formulate a constructive mechanism to realize a series of law enforcement procedures with legal certainty. This research is normative legal research using a statutory and conceptual approach. The results showed that law enforcement in the settlement of public information disputes consists of the objection, non-litigation adjudication, and litigation covering civil, state administration, and criminal law. In this case, The Criminal law instruments are placed as the final law enforcement if the relevant public agency does not carry out a decision that has permanent legal force. In addition, in the context of realizing comprehensive and constructive law enforcement, a Memorandum of Understanding was held between the Information Commission and the Police to synergize and effectively implement the criminal law as a final resort.

This article discuss about case study on how Indonesian Football Association (Indonesian FA) give their respond to do the Public Information Disclosure. Indonesian FA than express their objection to the demand. Indonesian FA choose as the object in this case, as a representative of non-governmental public organization. This article use Indonesian FA statement related to the Public Information Disclosure, that posted on official website www.pssi.org. Then I use frame analysis Robert N.Entman model as a analytical tool to the statement. The results show that there are two factors that cause Indonesian FA objection. First is structural factor that came from the Indonesian Public Disclosure Act and Act related to the management of football federation. The second is cultural factor that non-governmental public organization in Indonesia, in general, not accustomed to public disclosure obligation.  Tulisan ini mengambil studi kasus bagaimana Persatuan Sepakbola Seluruh Indonesia merespon tuntutan untuk Keterbukaan Informasi Publik. Keputusan Komisi Informasi Pusat (KI Pusat) bahwa PSSI harus menerapkan praktek Keterbukaan Informasi Publik mendapatkan keberatan dari pihak PSSI. Permasalahan pun berbuntut panjang hingga sampai di persidangan tingkat Mahkamah Agung. PSSI dipilih sebagai objek penelitian guna mengkaji bagaimana badan publik non-pemerintah memahami Keterbkaan Informasi Publik. Data dalam tulisan ini menggunakan pernyataan-pernyataan yang disampaikan PSSI melalui website www.pssi.org berkaitan dengan keputusan KI Pusat. Pernyataan tersebut kemudian dianalisis menggunakan framing model Robert N.Entman. Analisis menunjukkan terdapat kendala struktural dan kultural. Faktor struktural datang dari peraturan yang berkaitan dengan PSSI dan peraturan di UU KIP itu sendiri. Sedangkan faktor kultural berkaitan dengan kondisi badan publik non-pemerintah yang tidak terbiasa menghadapi tuntutan keterbukaan informasi.

Amanat Undang-Undang No. 14 Tahun 2008 tentang Keterbukaan Informasi Publik telah mewajibkan setiap badan publik untuk dapat memiliki keterbukaan dalam pelayanan informasi kepada masyarakat. Dengan kehadiran aturan hukum tersebut telah menjamin hak masyarakat untuk memperoleh dan mengakses informasi yang dibutuhkan. Penelitian ini bertujuan untuk mengetahui dan menjelaskan pola pengawasan yang dilakukan oleh Komisi Informasi Aceh (KIA) dalam mewujudkan keterbukaan informasi publik di lingkungan Satuan Kerja Perangkat Aceh (SKPA). Penelitian ini berjenis kualitatif dengan pendekatan deskriptif, informan dalam penelitian ini ditentukan melalui teknik purposive sampling. Teori pengawasan dari Sondang P. Siagian digunakan untuk menganalisis permasalahan. Dari hasil analisis, penulis menilai bahwa pelaksanaan pengawasan KIA terhadap implementasi keterbukaan informasi publik di SKPA telah berjalan dengan efektif. Tinggal mengupayakan bagaimana KIA dapat meningkatan kinerja keterbukaan informasi publik oleh sebagian SKPA yang masih rendah.Mandate of Law No. 14 of 2008 concerning Openness of Public Information has required every public agency to be able to have openness in providing information to the public. The presence of these laws has guaranteed the right of the community to obtain and access the information they need. This study aims to identify and explain the pattern of supervision carried out by the Aceh Information Commission (KIA) in realizing public information disclosure within the Aceh Working Unit (SKPA). This research is a qualitative type with a descriptive approach, the informants in this study were determined through purposive sampling technique. Supervision theory from Sondang P. Siagian is used to analyze the problem. From the results of the analysis, the authors consider that the implementation of MCH supervision on the implementation of public information disclosure in SKPA has been running effectively. It remains only to find out how MCH can improve the performance of public information disclosure by some SKPAs, which are still low.

Communication is a process of transmitting messages from sources to recipients through various channels. While the purpose of human communication is to share experience and knowledge, delivered in the language of signals, words, writing, movement, and broadcasting. The results of the process are created a theory named diffusion of information, also stands for innovation diffusion theory. for some institution, the task is the duty of a Public Relations. In performing its job, as of 2010 the Public Relations motion was increasingly 'supervised' by the constitutional Law No.14 of 2008, as well as Public Relations of Salatiga Local Government. This research was conducted in Public Relations of Salatiga Local Government for two months of observation and interviewing using a qualitative approach especially grounded theory research. Data triangulation was conducted at the Department of Transportation, Communication, Culture, and Tourism (Dishubkombudpar) in Salatiga and interviews with two of the four Chairmen of the Forum of Public Communication Institutions (FLKM) in Salatiga. In addition, the implementation of Law on the Openness of Public Information in Salatiga is not reserve in accordance with the Mayor's Decree No. 950/434/2012 and information management guidelines and documentation for officials at the State Public Agency Central and Regional Level (Issued by the Ministry of Communication and Information Indonesia).

Since the birth of the reform era in Indonesia the administration of government refers to the principles of Good Governance and General Principles of Good Governance. In order to accommodate the realization of good governance, a Law on Public Information Disclosure was established which mandates that every Public Agency must develop a system of information and documentation to manage Public Information properly and efficiently so that it can be easily accessed. No exception with the Mahkamah Agung which is committed to providing the best service to the public by realizing openness of information in the Court. Administrative Court of Makassar as a judicial body is also inseparable from the obligation to realize information disclosure in the Court. The purpose of this paper is to find out the implementation of the information disclosure service regarding archives at the Administrative Court of Makassar. Data collection is done through field observations and interviews with several related parties.

Since 2008, Indonesia has started a new momentum in the era of openness, related to the passing of Law No. 14 of 2008 on Public Information (KIP). Disclosure of public information is very important because people can control every step and measures taken by the government, especially the Public Agency. Operation of power in a democratic country should at all times be accountable back to the community. Accountability brings to the good governance that leads to the guarantee of human rights (HAM). Public disclosure is an important part of public service is also a right that is very important and strategic for citizens to get access to other rights, because of how it might be to get the rights and other services properly obtained information regarding such rights it is not obtained appropriately and correctly. The poor performance of public services for, among others, have not been implemented because of transparency and participation in public service delivery. Penyelenggaraan kekuasaan dalam negara demokrasi harus setiap saat dapat dipertanggungjawabkan kembali kepada masyarakat. Akuntabilitas membawa ke tata pemerintahan yang baik yang bermuara pada jaminan hak asasi manusia (HAM). Keterbukaan informasi publik merupakan bagian penting dari penyelenggaraan pelayanan publik juga merupakan hak yang sangat penting dan strategis bagi warga negara untuk menuju akses terhadap hak-hak lainnya, karena bagaimana mungkin akan mendapatkan hak dan pelayanan lainnya dengan baik jika informasi yang diperoleh mengenai hak-hak tersebut tidaklah didapatkan secara tepat dan benar.Buruknya kinerja pelayanan publik selama ini antara lain dikarenakan belum dilaksanakannya transparansi dan partisipasi dalam penyelenggaraan pelayanan publik. Tulisan ini mencoba menjelaskan korelasi dan pentingnya hak atas informasi terhadap penyelenggaraan pelayanan publik.Kata Kunci: Pelayanan Publik, Transparansi, Partisipasi, Akuntabilitas

The ability of the government to provide the availability of information with a variety of infrastructure and adequate content, accompanied by an attitude of openness and adequate mechanisms and procedures will facilitate the public to contribute or participate positively. The provision of information in the government is carried out by Public Information Management Officers (PPID) in each Public Agency. This research was conducted to find out how the understanding of PPID in the West Sumatra Province Tourism Office towards public information disclosure, knowing the meaning of information applicants and knowing the meaning of public information openness by the PPID in the West Sumatra Province Tourism Office. The method used in this study is a qualitative method with a phenomenological approach. The results showed that the understanding of PPID in the West Sumatra Province Tourism Office towards public information disclosure is quite good. The PPID is able to take responsibility for the mandate of Law Number 14 Year 2008 on Public Disclosure of information, which is responsible for storing, documenting and providing public information by supplying public information data available at the West Sumatra Province Tourism Office to the PPID in West Sumatra Province Government. The meaning of information applicants for PPID in the Tourism Office of West Sumatra Province is as a party that must be served and has the right to obtain public information because they are guaranteed by the Public Disclosure of information Law. While the meaning of public information disclosure for PPID in the West Sumatra Province Tourism Office is the guarantee for the public to get information from public agencies. <p class="Abstrak"><span lang="IN">Pada awalnya perguruan tinggi membuat situs web untuk mengenalkan dan mempromosikan lembaga pendidikannya. Diresmikannya Undang-Undang Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik (UU KIP) dan Undang-Undang Nomor 25 Tahun 2009 tentang Pelayanan Publik (UU PP) menciptakan suatu keputusan di mana badan publik wajib “meningkatkan pengelolaan dan pelayanan informasi di lingkungan badan publik untuk menghasilkan layanan informasi yang berkualitas”. Penelitian yang bertujuan untuk meningkatkan kualitas situs web ITK dan mengecilkan tanggapan kurang baik yang diberikan mahasiswa ITK dilakukan dengan cara melakukan evaluasi dan <em>redesign</em> pada situs web ITK guna memperbaiki kualitas situs web ITK dan juga untuk mengurangi permasalahan yang di alami pengguna situs web ITK. Digunakan metode <em>User Experience Lifecycle Template</em> pada penelitian ini dikarenakan metode ini dapat digunakan untuk mengembangkan suatu produk (<em>Prototype, Hardware, dan Software</em>). Adapun hasil yang didapat pada penelitian kali ini ialah, pada aspek <em>learnability</em> meningkat 2x lebih cepat dibandingkan situs web ITK yang lama, lalu pada aspek <em>efficiency</em> didapat persentase pengguna mencapai tujuannya dalam menggunakan situs web ITK yang baru sebesar 94.40%, lalu pada aspek <em>memorability</em> jumlah klik mengalami penurunan pada situs web ITK yang baru jika dibandingkan dengan web ITK yang lama, dan pada aspek eror yang akan terjadi pada situs web ITK yang baru bernilai 1.61% kemungkinan.</span></p><p class="Abstrak"> </p><p class="Abstrak"><em><strong>Abstract</strong></em></p><p class="Abstract"><em>At first, the college created a website to introduce and promote its educational institutions. The establishment of Law No. 14 the year 2008 on Public Information Disclosure (KIP Law) and Law No. 25 of 2009 on public services (ACT PP) creates a decision where public bodies are obliged to "improve the management and information services in the public agency to produce quality information services". The research aimed at improving the quality of the ITK website and discouraging the poor responses given by ITK students are conducted by evaluating and redesign the ITK website to improve the quality of ITK's website and also to reduce the problems that are in the user's natural ITK website. Used method User Experience Lifecycle Template in this research because this method can be used to develop a product (Prototype, Hardware, and Software). As for the results gained on the research this time is, on the aspects of learnability increased 2x faster than the old ITK website, then on the efficiency aspect gained the percentage of users reached its goal in using the new ITK website 94.40%, then on the memorability aspect of the number of clicks decreased on the new ITK website when compared to the old web ITK, and on the aspect of the error that will happen to the new ITK Web site worth 1.61% of the probability.</em></p><p class="Judul2"><em> </em></p><p class="Abstrak"><em><strong><br /></strong></em></p>
