The poverty level of urban communities, indicated by the high rate of maternal and infant mortality, the presence of stunting problems, and the poor health of the elderly in the Cibereum Village, Cimahi City, have an impact on the lack of concern for individual health and environmental health. The Secercah Hati program is created with the purpose of overcoming such problems. This program is a community empowerment program to create a healthy, knowledgeable, and prosperous society by increasing the role of women. It  is collaborating with the Cimahi City Government Program, based on the 2017-2022 Cimahi City Medium Term Development Plan (RPJMD). Furthermore, the Secercah Hati Program is also an implementation of a partnership which is not only between Jenderal Achmad Yani University and the Cimahi City Government but also with Pasundan University. The program attempts to solve the issues by improving the role of Posyandu and Posbindu. The method of activity begins with a situation analysis that is coordinated with Cimahi City Government, problem identification, gathering and analyzing needs, determining priority problems, providing solutions, implementing, and evaluating. This participatory empowerment activity was carried out by forming a women's community consisting of Posyandu and Posbindu managers. Empowerment was implemented through training, workshops, mentoring, and role play (theatrical), so that they could optimize their role in improving public health and the environment and supporting the family economy. They were taught the ability to produce culinary with strong branding and market products utilizing digital marketing. In addition, they learnt to manage capital to support business sustainability. The program has an impact on increasing the number of cadres and the level of community participation in Posyandu and Posbindu activities, increasing the number of women entrepreneurs and increasing community income. The success of this community empowerment program needs to be supported by the concept of exciting and measurable activities in order to get a positive response from the community. Mentoring activities would be conducted continuously until the community is accustomed to and able to run programs independently and this is one of the keys to success. Implementing activities that synergize the Regional Government, Universities, and the community have proven to make the community empowerment program more effective.

Penelitian ini bertujuan untuk mengetahui masalah Partisipasi dalam Program Pemberdayaan Masyarakat yang ada di RW 20 Kelurahan Citrodiwangsan. Peneliti menggunakan metode riset kualitatif . Responden dalam penelitian ini yaitu kader dan warga RW 20 Kelurahan Citrodiwangsan. Data dikumpulkan dengan wawancara dan observasi. Penelitian ini menghasilkan tiga temuan. Pertama, partisipasi perencanaan masih tergolong kurang pro aktif dalam mengedukasi warga dikarenakan masih banyak RT yang tidak bisa mewadahi dan mengedukasi masyarakat untuk aktif dalam kegiatan Posyandu Gerbangmas. Kedua, terkait partisipasi pelaksanaan kegiatan masih banyak masyarakat yang memandang sebelah mata kegiatan ini meskipun seluruh warga telah diikutkan secara menyeluruh, hal ini karena kurangnya sosialisasi dari pengurus kader. Ketiga, faktor penghambat yaitu kurangnya memahami arti partisipasi yang rendah dimana masyarakat masih sibuk dengan kesibukannya sendiri serta kurangnya peran RT untuk mendorong masyarakatnya dalam memberikan pengertian akan pentingnya kegiatan posyandu. Oleh karena itu, dari beberapa masalah-masalah yang telah peneliti temukan maka peneliti memiliki saran yang bertujuan untuk memaksimalkan kader maupun RT dalam mengajak masyarakat. Saran tersebut diantaranya adalah pelaksanaan posyandu dilaksanakan pada hari libur, kegiatan posyandu tidak hanya ditempatkan pada satu titik tetapi dijadwalkan untuk berpindah ketempat kawasan lainnya dan memanfaatkan fasilitas media sosial untuk memberikan sosialisasi dan informasi kesehatan balita dan lansia. Kata kunci: masalah partisipasi, program pemberdayaan masyarakat, partisipasi perencanaan, partisipasi pelaksanaan, faktor penghambat partisipasi   This study aims to determine the problem of participation in the Community Empowerment Program in RW 20 Citrodiwangsan Village. Respondents in this study were cadres and residents of RW 20 Citrodiwangsan Village. Data were collected by interview and observation. This study resulted in three findings. First, planning participation is still classified as less proactive in educating residents because there are still many RTs that cannot accommodate and educate the public to be active in Gerbangmas Posyandu activities. Second, with regard to participation in the implementation of activities, there are still many people who underestimate this activity even though all residents have been included as a whole, this is due to the lack of socialization from the cadre management. Third, the inhibiting factor is the lack of understanding of the meaning of low participation where the community is still busy with their own activities and the lack of the role of the RT in encouraging the community to provide an understanding of the importance of posyandu activities. Therefore, from some of the problems that researchers have found, the researcher has suggestions that aim to maximize cadres and RTs in inviting the community. These suggestions include that the implementation of posyandu is carried out on holidays, posyandu activities are not only placed at one point but are scheduled to move to another area and utilizing social media facilities to provide socilization and health information for toddlers and the elderly. The article describes the structural characteristics of the urban communities of the city of Krasnodar and the related features that impact their participation in urban conflicts. This issue is considered in a number of scientific publications, but there is a need to expand the empirical base of such studies. On the base of expert interviews conducted with both city activists, their counterparty (representatives of the municipal government) and external observers (journalists), the parameters of urban communities functioning in the process of their interaction with other conflict actors are revealed. The communities characteristics such as the predominantly territorial principle of formation, the overlap of online and offline communications in their activities, the presence of a “core” with a relatively low number of permanent participants and others are determined. Their activities are dominated by neighborly and civilian models of participation in conflicts. The possibilities of realizing one’s own interests through political interactions (participation in elections, the activities of representative bodies of power, political parties) are not yet sufficiently understood. Urban communities, as a rule, operate within the framework of conventional forms of participation in solving urgent problems, although in some cases it is possible to use confrontational methods, in particular, protest ones. In this regard, the most often used compromise, with the desire for cooperation, a strategy of behavior in interaction with opponents. The limited activating role of conflicts in the activities of communities has been established. The weak manifestation of the civil and especially political component in their activities determines the preservation of a low level of political subjectivity. This factor restrains the growth of urban communities resources and the possibility of applying competitive strategies in interaction with city government and business.

This study aims to generate key strategies of sector development community empowerment to reduction poverty in Banjar. The analysis uses SWOT presented in three parts: SAP (Strategic Advantages Profile), ETOP (Environmental Threats and Opportunity Profile), and SWOT Matrix. The analysis showed the government’s attention to the program that was launched (district development program and the urban poverty program) where is by provision of Counterpart Funds from APBD has been increasing steadily every year. The mechanism has been implemented according to some regulations. The urban empowerment program should further focus and involve on the interests and needs of urban communities. The obstacles faced on the research to determine the program are, the execution (based onmain interest), the lack of human resources who understand and the plan ownership in preparing programs of community development and the lack of human resources with reliability in manufacturing reporting on the program implementation.

Poverty is one of the social problems which requires teamwork and synergy to counter it. Poverty is not only the government's responsibility but also other stakeholders. Damandiri Foundation takes a role to help counter measuring poverty through community empowerment concept by initiating the establishment of Family Empowerment Post (Posdaya). Posdaya is not only associated with material or economic aspect but also with social relation intended to build through this Posdaya so that this program can be sustainable among the society. The purposes of the present study were: 1) to find out the role of parties involved in community empowerment through Posdaya, and the social relation built among the stakeholders; 2 ) to find out the pattern of synergy in the attempt of developing Posdaya to be sustainable community empowerment program. The present study employed qualitative approach, this approach was employed to obtain an in-depth understanding of the implementation of Posdaya program initiated by Damandiri Foundation. The result of the study shows that the stakeholders, especially Damandiri Foundation, Government, especially regional government, Universities, and Private sectors should maintain their involvement to continue and support Posdaya, especially the established ones, and develop communication network pattern that allows all parties to take active participation in developing Posdaya.

Poverty is a condition of economic inability to meet the average standard of living of the community. This condition is exacerbated when women become the head of the family where they are not only responsible for domestic roles, but also fulfill all the needs of their family members. One of the efforts of the Bekasi City government to reduce poverty is by running an integrated program of Increasing the Role of Women Towards a Healthy and Prosperous Family (P2WKSS). P2WKSS is a program to improve the quality of life of women in the aspects of education, health and purchasing power, especially for poor families in villages. Using the Participatory Action Research method and the seven-stage community empowerment analysis model, this paper focuses on how to encourage P2WKSS as an answer to improving the welfare of women heads of poor families. This activity strengthens the contribution of P2WKSS activities in providing additional household economic income which directly improves the welfare of poor families.

Elderly was someone who was at the age of 60 years and older with conditions of reduced function of the health, social and economic.The condition was often the elderly had problems in terms of neglected or abandoned by families and communities. Overcoming the problems of the elderly in neglected or abandoned, the government has been providing social welfare institution of Tresna Werdha Sinta Rangkang for the elderly. Social welfare institution was a residence for the elderly who did not had a place to stay with the purpose of empowering the neglected elderly and abandoned. However, such observations can be in social welfare institution have a policy that only receives elderly healthy and independent. In fact, that should be more in need were elderly who were not in these circumstances in order to be empowered in this social institution.Then, with the issue of this study discusses the role of government to the elderly at social welfare institution of tresna Werdha Sinta rangkang in the city of Palangkaraya. The formulation of the problem, namely: (1) What is the role of government on the economy of the elderly in the city of Palangkaraya. (2) How is the role of government to the elderly in Social Welfare Institution Tresna Werdha Sinta rangkang.This study, a field research using qualitative descriptive approach.The object of this study is the role of government in the city of Palangka Raya and the research subject is the section head elderly Provincial and head of the Social Welfare Institution of Tresna Werdha Sinta Rangkang in the city of Palangkaraya. Methods of data collection by observation, interview and documentation. This results indicate that the function of government on the economy of the elderly in the city of Palangka Raya with the function of community empowerment through productive economic business assistance program. The assistance was in addition to venture capital for income elderly. Then the role of the government to social welfare institution Tresna Werdha Sinta Rangkang with service function society through meeting the needs of the elderly both in compliance with food and clothing and health care. It was the role of government to the elderly was maximal however, further enhanced by not limiting the client acceptance process

The research objective was to identify and analyze the role of district / city government in the guidance and supervision of village regulations. This research method is a normative-empirical approach, by examining Laws and regulations related to the role of district / city local governments in fostering and supervising village regulations with their implementation. The conclusions from the results of this study indicate that in the formation of a Village Regulation, the role of district / city Regional Government is regulated in Article 115 of Act No. 6 of 2014 concerning Villages, one of which is to provide guidelines for drafting village regulations and village head regulations. The technical guidelines for the preparation of village regulations in Kolaka district are regulated in Perda No. 4 of 2009 in its implementation the technical guidelines are still very difficult to adjust to the current conditions due to the issuance of the Law of Permendagri No. 6 of 2014 concerning the Village.Keywords: Coaching; Supervision; Regional Government; Village Regulations; Regent Regulation.

Creating healthy, independent, quality and productive older adults can be performed through routine health care efforts, namely the need to pay attention to risk factors to improve the health of the elderly. This study aims to explain the process of empowering the elderly, explain the supporting and inhibiting factors in the process of allowing the elderly, and explain the outcomes of the elderly empowerment program through the posyandu. This qualitative study uses the subject of Posyandu management, posyandu’s cadres for elderly and elderly families. Data analysis is shown in an interactive model by describing complete description data. The results showed that the process of empowering the elderly starts from preparation, assessment, planning alternative programs, formulating action plans, implementation and evaluation; while supporting factors are enthusiastic elderly who are high enough to know the health and support of the elderly family. Awareness is still low even there is a lack of infrastructure. The implication of this research for the field of community empowerment studies is to provide the benefits of preliminary studies for the development of betterquality empowerment models.

The process of adaptation and adoption of modern values by multicultural urban communities raises various problems, especially those related to the environment. In Surabaya and Sidoarjo, even though the Surabaya City Government and the Regional Government of Sidoarjo have carried out various environmental programs, the demands of a fast and practical modern lifestyle create egocentric and anthropocentric attitudes. Urban communities must take on the continuous socialization of ecocentric behavior that adopts modern values but must also maintain the value of local wisdom to support the realization of sustainable city. The family-based collaborative eco-literacy model is needed as a strategy to develop green living cultural values that can be practiced by all levels of society in various regions with different characteristics in both cities. This model directly touches the family as the main place to cultivate ecocentric mindset and behavior. Another consideration is that there is few government policies related to environment that directly target the family. This study illustrates how the family-based collaborative ecoliteracy model was applied to families in Surabaya and Sidoarjo and explains how the model has moved the attitudes and behavior of these families to those in line with ecocentric principles. By using a qualitative-descriptive approach, this model was applied to 16 families selected according to participant criteria. The subsequent changes in behavior were observed over a period of six months. The results of the application of the model show that each individual in the family collaborates and strengthens due to collective competence, which is an ecocentric value. Based on the orientation of green living values in eleven sustainable urban components, it can be concluded that almost all green city programs carried out by the government are intended to realize Surabaya and Sidoarjo as sustainable cities.
