The development of physical culture and sports involves significant financial costs. The state is interested in promoting a healthy lifestyle among the population, since physical activity has a positive impact on health and increases life expectancy. The most relevant today are innovations related to information technologies. However, their implementation requires large financial expenses. The study assessed the existing planning within the framework of the Federal program "Sport-norm of life" as one of the indicators of measures taken by the state to increase physical activity among the population. The results of the study showed that the tasks set are insufficient for a full-fledged modernization of the sphere of physical culture and sports. The main problem is the lack of funding. It was found that in modern conditions, athletes need to use expensive innovative equipment in the implementation of their activities, which will contribute to faster achievement of results. The assessment of the situation showed that the state is trying to improve the health of citizens of the country. Draft laws are being introduced that plan activities aimed at increasing the availability of sports for everyone, increasing the number of followers of a healthy lifestyle, and creating additional motivation for people. To achieve the intended results, certain amounts of investment are allocated, which are distributed among the tasks. However, this money is not enough for the implementation of major projects, including ideas related to the development and implementation of innovative sports technologies.

Objective: In this study, we explored Internet use-associated psychosocial behavior problems in relationship to adolescents’ subjective health complaints and healthy lifestyle habits. Methods: A cross-sectional sample of Latvian adolescents (N = 570, age range 11-19 years) completed a survey. Problematic Internet use (PIU) was assessed by the Problematic and Risky Internet Use Screening Scale (PRIUSS) that measures social impairment, emotional impairment, and risky/impulsive Internet use. Subjective health complaints assessed were somatic complaints and psychological complaints. Healthy lifestyle behaviors assessed were daily physical activity, time spent using information technologies (IT), eating habits, and sleep duration. Results: We found that 27.02 % (N = 154) of the participants scored at risk for PIU with significantly higher PIU mean scores in 15-16-year-old girls (p <.05). Also, 15-16-year-old girls reported significantly higher prevalence of subjective health symptoms than boys and girls in other age groups (p < .05). There were statistically significant associations between PIU-related psychosocial behaviors and subjective health complaints and limited physical activity (p < .01). The results of the study and the data of Ukrainian and foreign scientists showed that children are passively involved in physical activity. School lessons of physical culture lose their priority among the preferences of students. The interests of younger students in physical education contradict with the curriculum. Physical development has a declarative and situational nature, since only about 20% of children engage in motor activity in the morning. In view of this, the author developed a method of forming a sustainable interest in physical education and sports during the extracurricular institution, which has been introduced from 2017 to the present at the University of Gifted Child (UGC), which operates at the Vasyl Stefanyk Precarpathian National University (Ukraine). Here, they have created a special educational, development and leisure environment of health-conscious content. The study confirmed the hypothesis that the effectiveness of this process is provided by a number of conditions: students have knowledge of physical culture and sports, health, well-known fellow countrymen; practical activity of children; valuable attitude of younger students to physical education, motivation for healthy lifestyle, emotional satisfaction from exercise, physical activity, sports, active rest; highly professional teaching staff who are well-known athletes, creative students; innovative methods and forms of learning, etc. It is proved that if significant attention is paid to the cognitive and value components, then it is possible to generate more intense interest in physical culture in children
