This study evaluates the West Java Provincial Government's policy in handling the Covid-19 pandemic by focusing on organizational, substance, and political aspects by mapping targets, supporting factors, obstacles, and impact analysis. The Covid-19 pandemic has brought a tremendous impact on the health sector and economic growth in West Java. Policies related to the pandemic handling by West Java Provincial Government in synergy with the Central Government and Regency/City Governments have been carried out intensely and continuously since the beginning of 2020. Various stimuli were carried out by the West Java government to reduce the spread of Covid-19 as well as to recover economic condition in West Java. The wave of Covid-19 has occurred twice, at the end of 2020 and after Eid in 2021. Various policies have been implemented, and after almost one and half years of running, that policy can be evaluated. This research used the qualitative method. Data collection techniques were carried out by collecting secondary data, observation and interviews. The study results showed that the Covid-19 handling policy in West Java Province, apart from organizational, substance and political elements, a crucial element as the driving force for the optimal COVID-19 handling policy was the community support and participation (human society), which had been tested during the crisis. It is proven that currently, West Java Provincial Government can reduce the mortality rate of COVID-19 patients and the occupancy of hospital beds below WHO standards. The limitations of this research only look at the three elements that become the instrument of policy evaluation. The policy recommendations offered are implementing a stimulus program in the form of affirmative policies and program-based budget support in the work to reactivate the real sector and encourage the growth of people's purchasing power and create a communication forum that can promote economic recovery in West Java.   Abstrak Artikel ini membahas evaluasi kebijakan penanganan Covid-19 Pemerintah Provinsi Jawa Barat dengan menitikberatkan kepada aspek organisasi, aspek substansi dan aspek politis dalam penanganan Covid-19 dengan melakukan pemetaan sasaran, faktor pendukung, penghambat dan analisis dampaknya. Pandemi Covid-19 telah membawa dampak yang luarbiasa di sektor kesehatan dan pertumbuhan ekonomi di Jawa Barat. Kebijakan yang dilakukan Pemerintah Provinsi Jawa barat bersinergi dengan Pemerintah Pusat dan Kabupaten/Kota dilakukan secara intens dan berkelanjutan sejak awal tahun 2020. Berbagai stimulus dilakukan oleh Pemerintah Jawa Barat guna menurunkan angka penyebaran Covid-19 dan pemulihan ekonomi. Gelombang lonjakan Covid-19 sudah terjadi dua kali yaitu di akhir tahun 2020 dan pasca lebaran tahun 2021. Berbagai kebijakan telah diimplementasikan, dan setelah hampir satu setengah tahun berjalan, kebijakan penanganan Covid-19 ini sudah dapat dievaluasi. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan teknik pengumpulan data dilakukan dengan data sekunder, observasi dan wawancara. Hasil kajian menunjukkan bahwa evaluasi kebijakan penanganan Covid-19 di Provinsi Jawa barat selain melibatkan unsur organisasi, substansi dan politis maka ada unsur yang sangat penting yang merupakan pendorong kebijakan penanganan covid ini optimal, yaitu dukungan dan partisipasi masyarakat (human society). Pentingnya peran mereka telah teruji di masa krisis dan terbukti bahwa saat ini Pemerintah Provinsi Jawa barat dapat menurunkan angka kematian pasien Covid-19 dan keterisian tempat tidur rumah sakit di bawah standar WHO. Rekomendasi kebijakan yang ditawarkan adalah dijalankannya program stimulus berupa kebijakan afirmatif serta dukungan anggaran berbasis program pada karya untuk menggerakan kembali sektor riil serta mendorong pertumbuhan daya beli masyarakat, dan di buatnya forum komunikasi yang dapat mendorong pemulihan ekonomi di Jawa Barat. Keterbatasan penelitian ini adalah kajian hanya melihat dari ketiga unsur yang menjadi instrument evaluasi kebijakan. Kata kunci: evaluasi kebijakan, Covid-19, Pemerintah Provinsi Jawa Barat

In the National Medium-Term Development Plan 2015-2019 especially in West Java Province, namely the construction of Kertajati Airport, located in Majalengka Regency. Therefore, the West Java provincial government has drawn up Regional Regulation No. 13 of 2010 concerning the Development and Development of West Java International Airport and Kertajati Aerocity. Kertajati Aerocity will carry out its duty to promote and strengthen the creation of an engine of economic growth in the western part of Indonesia that will involve the participation of local governments, the central government, investors and the community. So, the purpose of this article is to analyze the investment scheme in the development of Aerocity Kertajati in Majalengka Regency which is oriented to the principles of good corporate governance. The conclusion of this article is the Investment Scheme in Kertajati Aerocity Development in Majalengka Regency, West Java, namely through cooperation between PT BIJB and investors (land authorities) in terms of land acquisition and development cooperation relationships and development of the Aerocity Kertajati area. Investment Scheme in Kertajati Aerocity Development in Majalengka Regency, West Java Oriented Principles of Good Corporate Governance namely by implementing Good Government Governance, namely the government as one of the parties in its role of building and developing the Aerocity Kertajati area must refer to good values, clean and fair, and Good Corporate Governance must be reflected in the management of PT BIJB's business activities as an extension of the West Java provincial government covering transparency, accountability, responsibility, independence, and justice.

BACKGROUND: Development of Health Index becomes important in measuring development. The development of the Health Index in Aceh Province is influenced by several internal and external factors. AIM: The purpose of this study was to analyse the factors that influence the health index as well as formulate a health index development strategy for Aceh Province METHODS: The method used is quantitative with a survey approach. This research was conducted from January to March 2019 in Aceh Province. Participants were determined as many as 50 stakeholders using the purposive sampling method. Data was collected in the form of primary and secondary data. Primary data were obtained through questionnaires and interviews with key stakeholders such as the Aceh Provincial Government, regional authorities within the Aceh Province (Agency, Bureau, Office, Hospital, etc. Secondary data was obtained from relevant research reports, government regulations, and others. The SWOT analysis was used to identify internal and external factors, strategies for developing the health index of the Aceh Province. RESULTS: Sixteen factors influence the development of a health index in the province of Aceh. Analysis of internal and external factors has identified five strength factors, six weakness factors, five opportunity factors, and five threat factors. The internal factors (strength) that influence the development of the health index are the increasing role of the provincial government in improving health (0.437). Internal factors (weaknesses) that influence the development of health indices in the province of Aceh are the low quality of human resources in the health sector (0.336). External factors (opportunities) that influence the development of health indices in Aceh province are support from the central government with a value (0.399). External factors that pose a threat to the development of health indices in Aceh province are the ability of the community to finance health with a value (0.437). The results of the SWOT analysis of the condition of the development of the health index are currently in squared II (Strategy Diversification). This condition shows that the development of the health index faces a big threat. Alternative strategies for the development of health indices can be done by increasing the allocation of health spending, increasing partnerships with the private sector in implementing health programs, cooperation between the central, provincial and district governments in improving policies and improving service quality. CONCLUSION: Some factors influence the development of the Health Index in Aceh Province. Internal factors are the role of the provincial government in improving health, and the low quality of human resources in the health sector. While external factors are the existence of support from the central government, and the ability of the community to finance health.

Bandara Internasional Jawa barat (BIJB) merupakan salah satu bandar udara di provinsi Jawa Barat. Bandara ini dibangun dalam rangka mendorong pengembangan wilayah pembangunan Ciayumajakuning (Cirebon-Indramayu-Majalengka-Kuningan). Presiden Republik Indonesia menerbitkan kebijakan pengalihan pembangunan dan pengoperasian BIJB dari Pemerintah Daerah Provinsi Jawa Barat ke Kementerian Perhubungan (pemerintah pusat). Kajian ini bertujuan untuk mengetahui apakah skema Badan Layanan Umum (BLU) dapat diterapkan pada pengelolaan keuangan Bandar Udara Internasional Jawa Barat. Metode yang digunakan dalam pengkajian adalah analisis deskriptif kualitatif. Ditinjau dari persyaratan pengusulan BLU, BIJB telah memenuhi persyaratan substantif namun persyaratan teknis dan administratif belum terpenuhi. Jika persyaratan substantif dan teknis telah terpenuhi maka BIJB dapat diusulkan menjadi satuan kerja yang menerapkan PPK BLU bertahap. Aset BIJB masih terdiri dari 2 kepemilikan dimana lahan dan fasilitas sisi darat (terminal penumpang) merupakan aset milik Pemerintah Daerah Jawa Barat sedangkan fasilitas sisi udara (runway, apron, taxiway) merupakan aset milik Kementerian Perhubungan. Pengalihan kepemilikan aset dari Pemerintah Daerah Jawa Barat ke Kementerian Perhubungan harus diselesaikan sebelum BIJB diusulkan menjadi satuan kerja pemerintah yang menerapkan pengelolaan keuangan Badan Layanan Umum (PPK BLU) [The Application of Badan Layanan Umum Scheme in The Financial Management of Jawa Barat International Airport] Jawa Barat International Airport (JBIA) is one of the airports in the West Java Province. This airport was built to boost the growth of Ciayumajakuning region (Cirebon, Indramayu, Majalengka and Kuningan). The President of Indonesia issued a policy that JBIA construction and operation transferred from the West Java Provincial Government to The Ministry of Transportation (as the Central Government). This research aims to determine whether the scheme of Badan Layanan Umum (BLU) can be applied in the financial management of JBIA. The method which is used in this research is qualitative descriptive analysis. Based on this research, JBIA has met the substantive requirement, but not yet in the technical and administrative requirements. If JBIA can fulfill the substantive and technical requirements, then JBIA can be proposed as government agency that applies BLU financial management gradually. JBIA assets are belong to two owners where the landside facilities (terminal building) are owned by the West Java Provincial Government while the airside facilities (runway, apron and taxiway) are owned by the Ministry Of Transportation. The transfer of the assets from the West Java Provincial Government to The Ministry of Transportation needs to be done before JBIA is proposed as government agency with BLU financial management.

The plan to relocate the Indonesian capital as set out in the 2020-2024 National Medium-Term Development Plan (RPJMN) to East Kalimantan Province will start in 2024. During the process, the government also plans to move central civil servants to the new capital. The planned relocation of the capital city impacts all central civil servants located in DKI Jakarta and surrounding areas. This research used secondary data sources as a basis for population and employment projections. From the results obtained, West Java's population will continue to grow during the growth rate decline. The relocation plan will directly impact the West Java population, but the effect tends to be less significant given the small number of central civil servants located in west java compared to West Java's population as a whole. The relocation plan will impact social environment conditions, economic activity, and the environment in surrounding areas.

The purpose of this study is to explore and analyze the variables that determine the success of implementing dynamic governance in West Java. This research was conducted qualitatively using a literature review research design. The data obtained were then analyzed following the steps of qualitative data analysis by Miles, Huberman & Saldana. The results of this study reveal that there are at least four elements that contribute significantly to the success of dynamic governance in West Java, namely the typical pentahelix collaboration, creative funding, digital government, and the Jabar Open Data program. The implications of this study confirm two things. First, program forms in dynamic governance are based on problems in the local environment, so that each region has a different type of program. It's just that in principle the program must be adaptive and accommodating. Second, the design of dynamic governance is the most reliable design for the needs and conditions of the people of West Java today. It could be that the design of agile governance will be adopted by the West Java Provincial Government when dynamic governance is deemed irrelevant and unsolvable.

This study aims to see the extent to which the West Java Regional Government applies a policy of rapid test drive thru located in Gedung Sate and Bandung City Hall. The rapid test drive thru technique is done inside the vehicle without having to get out of the vehicle. This research uses a qualitative method with a description model (event). Retrieval of data sourced from secondary data conducted through social media. This research was conducted to determine the level of effectiveness of tracing implementation activities in order to verify the accuracy of data on motorized vehicles that did not re-register in an effort to support the regional tax stimulus policy provided by the Regional Revenue Agency of West Java Province in the face of the COVID-19 pandemic in Bekasi City. This study uses a qualitative approach and descriptive research type by conducting library research and data collection using documentation on data obtained from related agencies. The results show that the West Java Provincial Government through the Regional Revenue Agency of West Java Province in an effort to relieve Motor Vehicle Taxpayers affected by the Covid-19 pandemic in 2020 has provided a Motor Vehicle Tax stimulus, including exemption from Motor Vehicle Tax fines and giving discounts in tax payments. Motorized Vehicles and Motor Vehicle Title Fee, provided that all data are validated. So that the public can enjoy the stimulus, the West Java Bapenda collaborates with various parties to conduct verification and validation of Motor Vehicle Taxpayer data with the level of the effectiveness ratio of these activities in 2020 of 77.01%, a decrease compared to the achievement in 2019 of 89.09% and in 2018 amounted to 82.14%.

<p>Abstract<br />The authority to issue Mining Business Licenses based on Law Number 4 of 2009 concerning  Mineral and Coal Mining is owned by the Central Government, Provincial Government and Regency/City Government. Meanwhile, based on Law Number 9 of 2015 concerning the Second Amendment to Law Number 23 of 2014 concerning Regional Government the authority to issue  Mining Business Permits is owned by the Central Government and the Provincial Government. This article objective to discuss the implications of the regulation of mining business licenses that are not synchronized and efforts to synchronize the regulation of Mining Business Permits. This article is a descriptive analytical legal research. This research was carried out by the law approach. The data used are secondary data, namely the statutory provisions, the Regulation of the Minister of Energy and Mineral Resources, and the mining law literature with the technique of collecting study documents or library materials. So that the implications of these asynchronous arrangements can be resolved and the creation of an ideal Mining Business Permit arrangement.<br />Keywords: Synchronization; Implications; Mining Business Licenses; Investment.</p><p>Abstrak<br />Kewenangan penerbitan Izin Usaha Pertambangan berdasarkan Undang-Undang Nomor 4 Tahun  2009 tentang Pertambangan Mineral dan Batubara dimiliki oleh Pemerintah Pusat, Pemerintah  Provinsi, dan Pemerintah Kabupaten/Kota. Sedangkan berdasarkan Undang-Undang Nomor  9 Tahun 2015 tentang Perubahan Kedua Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah kewenangan penerbitan Izin Usaha Pertambangan dimiliki oleh Pemerintah Pusat dan Pemerintah Provinsi. Artikel ini bertujuan untuk membahas mengenai implikasi pengaturan Izin Usaha Pertambangan yang tidak sinkron dan upaya sinkronisasi pengaturan Izin Usaha Pertambangan. Artikel ini merupakan penelitian hukum doktrinal yang bersifat deskriptif analitis. Penelitian ini dilakukan dengan pendekatan undang-undang. Data yang digunakan merupakan data sekunder yaitu ketentuan perundang-undangan, Peraturan Menteri Energi dan  Sumber Daya Mineral, dan literatur hukum pertambangan dengan teknik pengumpulan data studi dokumen atau bahan pustaka. Sehingga implikasi dari pengaturan yang tidak sinkron tersebut dapat diselesaikan dan terciptanya pengaturan Izin Usaha Pertambangan yang ideal.<br />Kata Kunci: Sinkronisasi; Implikasi; Izin Usaha Pertambangan; Investasi.</p>

The West Sumatra Liaison Agency is one of the government organizations of West Sumatra Province. This organization is located outside West Sumatra, especially in Jakarta. The West Sumatra Liaison Agency functions to facilitate the West Sumatra Provincial Government and the Central Government. This study aims to explore the experience of the Liaison Agency personnel in the perspective of symbolic interaction theory. Research with qualitative methods using a phenomenological approach is more focused on exploring the stages of interpersonal communication in communicating with migrants from West Sumatra from the perspective of symbolic interaction theory. The informants of this study consisted of 6 people, of which three people served in the West Sumatra Liaison Agency and three people who were staff. The research informants were selected by purposive sampling technique. The results of this study indicate that personnel who are organizational officials have different concepts of thought, self-concept, and interaction / community concepts from personnel who are staff at the West Sumatra Liaison Agency.

The Presence of online transportation brings a new problem in Indonesia transportation market competition, many conventional transportation drivers, such as taxis, buses, motorcycle taxis, city transportation (Angkot) that reject the presence of online-based transportation. For conventional transportation drivers, the existence of online transportation has reduced their income because people prefer to use online transportation rather than conventional transportation. As the power holder, the government certainly has the right and authority to regulate and create policy harmonization for public transportation. This study uses qualitative method where primary data is obtained from 8 months observations, from November 2017 to June 2018. Secondary data are obtained from transportation ministerial regulations, regional regulations issued by the DKI Jakarta Provincial Government, and various discourses that developed in the media mass. Various data obtained are then sorted or filtered and crosschecked against other data. Based on our findings, the government has not been arranged adequate political space, especially for conventional transportation and online transportation in Jakarta. The slow pace of the central government to revise regulations regarding online transportation has triggered serious conflicts in the community. Digital revolution in the dimensions of online transportation in the public interest is what should be an integral part of previous government policies, and that never happened.
