The government, through the Directorate General of Immigration, an Indonesian government agency under the Ministry of Law and Human Rights, has carried out one of its duties and functions, namely the supervision and control of foreigners residing in Indonesian territory, based on Law Number 6, 2011 concerning Immigration. The supervision or control is carried out to enforce the law, especially the immigration law. The class II Lhokseumawe Immigration Office in the Aceh province, which is the technical implementation unit for immigration in the region, has carried out its duties and functions of monitoring and controlling foreigners in its working area since the release of regulation No. 6, 2011. The results of this study reported that the implementation of supervision of foreigners at the Lhokseumawe Immigration Office has been carried out properly based on the regulation concerning Immigration and Regulation of the Minister of Law and Human Rights. But some constraints are still encountered, particularly lack of supervisory staff number, the width of the working area, and the limited budget. The author's suggestion should be that the implementation of supervision and control of foreigners at this working area should be carried out as often as possible and at the same time, the stakeholder (government) should resolve the obstacles met by staffs so that the immigration law enforcement can be achieved and improved.

Abstract This paper aims to examine how to protect of artisanal fishermen fishing ground and the policies that protect them. Small-scale fisher fishing grounds has to have a special attention due to their limitation. They are using very simple fishing gear, so they can’t sail far away from the coastal waters. The Fishing law give a specific attention for this matter, by limiting fishermen with 5 gross tonnage (GT) are only able to conduct their activities within the coastal waters. This study combines legal documents and the results of interviews with fishermen on 5 GT vessel. this studi of find, then the Law Number 27/2016 changed this regulation by increasing gross tonnage for small-scale fishermen from 5 became 10 GT, and it attract more serious problems for these small-scale fishermen since they have no exclusive fishing ground anymore. It will also affect to changes of fishing lane; fishing ground and vessels authorization procedure. By increasing GT, the 10 GT vessels also have rights to sail in the same fishing ground with 5 GT vessels and it’s created a potential conflict between the fishermen. So, harmonization of law is important task for the government in avoiding the overlapping rules on vessels criteria, by choosing law that prioritize on small-scale GT vessels.

This research investigates the socio-cultural meaning of child labour in Aceh Province, Indonesia. Child labour is illegal in Aceh. However, there is no enforcement of laws and regulations to prevent child labour from occurring and this daily phenomenon is escalating at an alarming rate. Furthermore, this research presents some complexities and paradoxes. While, the general assumption is that poverty is the main cause of child labour; however, this study found that children who are less poor are also working. Most of these children maintain their schooling while working. Consequently, some communities reject the impact of child labour on formal education. Many communities also see work as part of education, which teaches children responsibility, independence and self-esteem and/or pride, which represents the strong qualities of traditional Acehnese people, which has shaped the patterns and behaviours of children working in the region. The community’s perspectives and other social polemics have continued the existence of child labour in Aceh. Therefore, Although it mights be not easy for the government to take actions, it is important to consider that the reduction of child labour programs in Aceh is not merely by strengthening the implementation of laws and regulations, but also requires the understanding of community values and attitudes around the issue. Food security in households can be measured by maintaining stability and security in the availability of staple food. Covid-19 has an impact on the agricultural sector and farmers so that it affects their income, and automatically changes the availability of food in their households. The purpose of this study was to find out how Covid-19 had an impact on the food availability of rice farmers' households, and what strategies were used to survive in conditions of uncertainty. This research uses a case study approach in Aceh Province. The results of this study show contradictory responses based on the status of the farmer (agriculture as the main or secondary livelihood), and the availability of access to other sources of income affects how or not Covid-19 affects their lives. This study shows that the cultural factors of farmers who live simply and farmers of food commodities are those who are more resilient than farmers of other commodities and the lower middle class in general. The strategy in question is to sell produce with a larger proportion due to declining selling prices, take food from the harvest and rice barns also receive assistance from the government.

Aceh Province is a special area. Acts No. 11 of 2006 concerning theGovernment of Aceh provides freedom in terms of managing the government,especially regarding the implementation of Islamic law in Aceh. Islamic Shari’a isnot only understood as a rule that regulates education, but also about regulation ingovernment management in Aceh. One part of the government is about compilingregional spending in Aceh. This research is focused on budgeting which will becontextualized with Acehnese values, namely the local value of implementingIslamic law in Aceh. Priority indicators for a budget arrangement so that theyfulfill the requirements as ideal budgets according to Islam (Islamic budget ideal).In terms of substance, this research is classified into qualitative research, whichfocuses on the depth and sharpness of the study. So if more quantitative researchis on a broad, broad framework, the qualitative study is digging, swooping, anddeep. Islamic budgeting is a value that in this context wants to be included in thebudget in South Aceh. Based on the results of the study it was found that in terms ofthe determination of post-expenditure it is possible to include the values of IslamicShari’a. In this case the post expenditure is based on maqasid as-Syari’iyah. Interms of revenue, only zakat, shadaqah, and infaq are possible to be contextualized.As for ‘usyr, rikaz, etc., it is not possible because regional revenues from the fiscalside are regulated so rigid in state regulations

Prolonged armed conflicts between the Government of Indonesia and the Free Aceh Movement/Gerakan Aceh Merdeka (GAM) happened from 1976 to 2005. The three-decade-vertical political conflicts have received worldwide attention in research, except its humorous sides. This study attempted to capture the types and styles of humor within the memories of Aceh society. To do so, this qualitative study used interviews and document analysis to interview 20 Acehnese people from five districts in Aceh province who experienced the vertical wars in Aceh and analyze written resources. The research found that there are many types and styles of humor that happened unintentionally as the result of the speakers’ mistranslating and miscode-mixing from Acehnese language to Indonesian language during unexpected interactions. Most of the humor occurring during the wars in Aceh fall into the incongruity theory, the verbal pun style, and the self-enhancing style. The findings of the study provide insights on the humorous side of the long wars through communicative interactions in Aceh that are useful to relieve tension when remembering the bitterness of the wars.

Lembaga Penjaminan Mutu Pendidikan (LPMP) of Aceh Province is a technical service. Education and Culture Ministry in Aceh is not technical service which result in understanding of the importance of building maintenance is still minimum. The problem in this research is to review the existing condition of the buildings in LPMP Unit 1 of Aceh Province, the organizational structure and define the scope of maintenance on The existing Buildings of LPMP Unit 1 of Aceh province. From the results obtained, for work program Standard operational procedure that has been owned by the Agency is still not appropriate this is directly related to unavailable of technical guidelines, it is in accordance with the opinion of respondents, which 70% answered The Unavailable of Standard Operational Procedure. On financing whether funds from the government are high but the allocation of funds for building maintenance is still not sufficient, because it depends on the allocation of funds available from the ministry. It is expect to The LPMP of Aceh Province to pay more attention to the building maintenance and perform routine maintenance.

In 2002, through the national standardization agency, the Indonesian government issued SNI 03-1726-2002 on Earthquake Resilience Planning Standard for Building Structure to anticipate the effects of earthquake on building. However, after the standard has been issued there have been several other major earthquakes that rendered it necessary to revise the existing standards. Therefore, in 2012 the government issued SNI 03-1726-2012 on Procedures for Earthquake Resistance Planning for Building and Non Building Structures. When viewed from both these standards, it can be seen that Aceh province is one of the provinces with high earthquake intensity so it is necessary to do a research to observe the effect of changes of both standards to the ratio of column capacity and minimum reinforcement requirements for buildings constructed in Aceh province. Based on the results of the research, the average column capacity ratio against the load in SNI 03-1726-2012 has increased by 45.02% and the average minimum reinforcement requirement available is only 54.5%. The increase is due to an increase in primacy factor from 1.0 to 1.5, causing increased structural load. In addition, there was an increase in the combined burden in the form of 30% additional redundant factors as well as the addition of earthquake load due to an increase in rock bed acceleration factors in some regencies. Thus it can be concluded that the building under review has not fulfilled the requirements of SNI 03-1726-2012 and is recommended for planning by adding a shear wall to reduce the structural load.

At the end of the year, December 26, 2004, the world was shocked by a tectonic earthquake and tsunami wave in Aceh province with 8.9 magnitude on the Richter Scale. It destroyed almost all of aspects, including psychological, social, cultural, economic, and infrastructure. The Archives and Library Agency of Aceh were also devastated by the tsunami tantrums, even though the library was not badly damaged. There is a lot of infrastructure reconstruction in Aceh, including the agency of the Archives and Library which carries out reconstruction and rehabilitation actions. It is hoped that the Aceh National Archives and Library Board will be able to get up and running as usual after the tsunami, although it takes time to realize these desires. This was clearly supported by the government through the reconstruction regulation of the Aceh Library building. This study aims to examine the extent of the role of National Archives and Library to carry out initial library revitalization to support the recovery effort. Although this study only provides an initial estimate of damage which is a natural indication. Indications are generally serious effects like an impact on the recovery of various sectors. The result from Interviews conducted by researchers was found that the development of library and maintenance infrastructure cannot be done alone, but they must build the cooperation each institutions, both by government agencies (central and regional), NGOs (local and abroad), as well as international organizations and other countries.

The implementation of local government in the context of the Special Autonomy of Aceh has the freedom of the regional government to administer government in accordance with the principles of good governance. In Indonesia it is regulated by Law No. 28 of 1999 concerning the Organization of a clean and free country of corruption and nepotism, through various innovations and creativity to create good governance based on the public interest. This is to answer various problems surrounding the low performance of the bureaucracy because many are entangled in various corruption cases. One attempt to change the government bureaucracy is good, then introduced a new model through local wisdom in the Southwest Aceh District of Aceh Province, by carrying out the Prayer Test and Reading the Qur’an to prospective structural officials, as an effort to reform bureaucracy to create bureaucratic accountability, which It is expected that these activities will produce bureaucrats who are religiously accountable and customer oriented. However, this program must be carried out in a sustainable and comprehensive manner through complementary programs that support the program and do not underestimate the supervision efforts which as a classic action create a healthy bureaucracy.
