The covid-19 pandemic that has hit the world and Indonesia in particular is not only about the number of people exposd to the virus, but its impact on the economic life of society and the country. The slowdown in various economic activities, the business world, trade and various elements driving the real economy have led to a potential decline in the per capita income of the Indonesian population. This is what is felt by the people of the suburbs at the Rawabebek rusunawa DKI Jakarta who really depend on micro-enterprises for their living. They have experienced a decrease in income since the COVID-19 pandemic so they have limitations in meeting the needs of daily life. For this reason, sustainable community empowerment efforts are needed through aapproach Collaborative Governance. The purpose of this study is to analyze empowerment programs that have been carried out for communities affected by the COVID-19 pandemic through collaborative governance. This study uses a qualitative approach to the type of phenomenological research. The results showed that the collaboration process in empowering the relocation community at the Rawabebek flats only touched on the instrumental aspects and had not touched the substantial aspects. The collaborative process in empowering relocation communities should be based on social capital.capital Socialis capital that can be used as the driving force in empowerment. Social capital provides support to the community to take action together and reciprocally. Social capital is an alternative form of modality that is beneficial for the community to obtain both economic and social benefits.

This research was intended to identify community empowerment program for the ex “Dolly” localization, Surabaya to the development of empowerment models which are effective for the affected communities of the localization. The closure of the localization of in surabaya (and some other cities) left behind problems on the affected communities (fuel price hike worried investors localization of extricating a person who begins) who termarginalyze from the economic life of cause have lost employment opportunities.  Needed capable of bridge empowerment intermediate profession affected communities on a new job in normal life.Empowerment is the provision of capacity to target that can and able to solve the matter in more independent. Public empowerment be able run well and be more successful if the group seen as collective the community target. On that perspective be related to be concerned with community ecology context, where success empowerment also determinated by intervation of the concerned with character of society. Institutional ecology perspective allows the development of partisipatori of subjects in empowerment process. The research is qualitative study was conducted within the framework of post positivist paradigm. Approach that is used is phenomenology, intented capturing reality and meaning, and reveal that is behind the empowerment process to the people who affected communities of the cover-up were “Dolly” localization. This study aims to determine the activities of the Amurang Port on the economy of the communities around the harbor. This research was conducted at the Amurang, Sub-district of West Amurang, South Minahasa Regency. The method used in this study is a qualitative research method. The reason for using qualitative methods for this research seeks to find answers to questions relating to the socio-economic life of the commonity who are residing around the port. The data used are primary data and secondary data. Data was collected by using observation, interview and documentation. The research found that the activities in Amurang Port can increase the income of local communities, opening up a new business thus increasing employment absortion, there are trading activities and there are social-economic activities around the harbor. Thus the presence of the Amurang Port has a positive impact for the people that are around the port Amurang form of employment absortion and increased income of communityKeywords : identification, economic activities, the Amurang Port, Sub-district of WestAmurang, South Minahasa District

Entrepreneurship is the engine of economic growth of a country. It increases the economic activities in every sphere of economic life of the people. The main objective of the present study is to examine the role of entrepreneurship in the economic growth of a country. An attempt has also been made to provide an overview of employment and unemployment in India. The present study concludes that entrepreneurship in India is a key contributor in the area of employment generation, innovations and product improvement. Not only does it create self-employment but it has also built a structure for large-scale employment opportunities. It contributes to the economic growth of a country by promoting capital formation, increasing per capita income, improving the standard of living and balanced growth by removing regional disparities.

Abstract The success of forestry development is largely determined by the extent to which the level of community participation in contributing to forest management efforts and the quality of human resources that support it. The process of community empowerment is basically an effort how the community can recognize and reflect its own problems, potential itself and the environment and motivate in developing that potential proportionally in participatory ways or methods. Social capital is the ability of the community to relate to one another and become a very important force for the economic life of the community as well as other aspects of social existence. The characteristics of social capital become one of the indicators that will determine the sustainability of Social Forestry management. The low level of one of the categories of social capital will result in decreased support for activities carried out in the Social Forestry program.

Purpose of Study: Cihampelas village, Cihampelas sub-district, West Bandung Regency is the most village that gets the social fund for the renovation of the house which is uninhabitable “Rumah Tidak Layak Huni” (RTLH). This village could inventory the uninhabitable houses properly so that in this village, there are around 334 renovations of uninhabitable houses. These RTLH renovations program is the program that aims to improve the economic life of the society by prioritizing the society self-reliance through build mutual cooperation and togetherness. By this empowerment then, the community empowerment organization “Kelompok Swadaya Masyarakat” (KSM) became the coordinator of the program. The apparatus and companion consultant saw that KSM Cihampelas village, growth slowly unlike another village, but for the uninhabitable renovation they were effective and on target. Meanwhile, another village has so many problems in that community empowerment organization (KSM). In this analysis, the writer uses the qualitative method with study cases approach. The writer uses social capital theory, they are; trust, social norm and social networking. This community empowerment organization (KSM) who became the bearer in this program, has a leader or a chairman that collective collegial, so that all of the decisions can be taken from consensus. Although, from West Bandung’s apparatus and companion con- the sultant point of view, Cihampelas tend to be slow, and slow progress, but the Cihampelas’ KSM very strong and trusted highly by the society towards this KSM.Although, from West Bandung’s apparatus and companion consultant point of view, Cihampelas tend to be slow, and slow progress, the Cihampelas’ KSM very strong and trusted highly by the society towards this KSM. Methodology: In the data collecting technique, the writer uses an observation technique, deep interview, focus group discussion (FGD), interpretation approach, and library research. In data validation testing,  the writer uses the triangulation technique by check, re-check and crosscheck for data that get from the theory, methodology, and writer perception. The resulting analysis shows that from three variables of social capital that analyzed by study cases at Cihampelas village for the fund of the uninhabitable program (RTLH), indicate that this village was succeeded in managing this program because they could explore the local wisdom which exists in these villages. Results: This case proves that kinship culture which builds from this fund program at the society in this analysis, shows the culture of helping each other, trusting and knowing also caring, especially in facing the house renovation problems. Implications/Applications: KSM highly respected by the society, since they know that the management does not get the incentive from anywhere, but because of their good intention to make the village and the environment more comfortable. Even the network is good enough because of the togetherness.

Citarum River is one of them, this river is the longest and largest river in Tatar Pasundan, West Java Province, Indonesia . The Citarum River has been named the dirtiest and most polluted river in the world. This title was given by The World Bank in 2007. The low attitude of caring for the environment of the community around the Citarum watershed is one of the factors causing the contamination of the Citarum River. With a length of almost 300 kilometers, the water of this river is used by more than 30 million people for irrigation, washing, and even as drinking water. Starting from the people of Bandung, Karawang, Purwakarta, Bekasi to Jakarta. This means that the Citarum river is not only used by the people of West Java. The issuance of Presidential Regulation Number 15 of 2018 concerning Acceleration of Pollution Control and Damage to the Citarum Watershed (DAS) is a breath of fresh air for the future of the Citarum River. Furthermore, this Presidential Regulation encourages industry players to regulate and manage factory waste so that it is not dumped into the Citarum River. Thus environmental ethics becomes very important in observing social capital because social capital often includes dimensions that are difficult to measure. Social Capital as a theoretical framework should be adopted in various aspects of people's lives. The use of social capital in development, community empowerment and environmental management is an example of how a modality that is based on the utilization of social relations is applied. This paper uses qualitative research methods, to obtain the necessary data the author uses data collection techniques with literature studies obtained by reading and studying literature, documents, theories and regulations that have to do with research problems. This paper is expected to provide an overview of the concept of social capital in the community empowerment community in the Citarum River area.

Prasung village located in Sidoarjo Regency is flanked by two rivers, Porong and Kali Mas, so it has fertile agricultural land that is can be a mainstay as a center for food security. So that a breakthrough in the management of development in the agricultural sector is needed through the establishment of the Village Owned Enterprises (BUMDes) of Agriculture that will manage agricultural products in order to provide great benefits to the people of Prasung Village in improving the economy, welfare and can improve food security. The need for community empowerment in managing the results of their fields through the BUMDes Agriculture that can also open jobs for the surrounding community. BUMDes Agriculture which will be developed in addition to being intended to increase the village's original income also has a social function. This community service activity is carried out with the method of socialization by providing understanding to the community in an effort to increase the potential in the village to support the welfare of the local community through the development of the Agricultural BUMDes in the Village of Prasung. The embodiment of the establishment of the BUMDes Agriculture is expected to minimize the role of middlemen, which often leads to increasing transaction costs between the price of products from producers to consumers. So that this BUMDes Agriculture can later help the community in the production of food for the consumption of local village community food. BUMDes in later can become a distributor that fosters economic activities in the local village so that of course requires a strong foundation in its development.

Social capital is assumed as an alternative form of other modalities. Theoretically, there is a debate about social capital leading to social relations. The debate relates to the conceptualization of social capital as concrete capital where individuals or groups are able to utilize social relations including values, social networks and trust to obtain economic benefits and social benefits. Using a qualitative approach with a literature study method, this article aims to explain social capital as a theoretical concept. The presentation of the study shows that there is a relationship between social capital and inclusiveness and community empowerment, especially in the context of sustainable inclusive development. This article concludes that the concept of social capital serves as a useful framework for successful development and policy formulation.

This chapter examines how a guild got privileges over particular economic activities. Though guilds are sometimes called private-order institutions, in practice they were recognized by the public authorities. They enjoyed legal entitlements and coercive power, in return for which they channelled favours to political elites, so much so that the French controller-general described guild affairs in 1776 as “one of the most abundant sources of profits for the people of the Palace.” Guilds thus provide an excellent context for investigating how social networks deploy social capital to shape government action. Guilds gave people practising a particular occupation an institutional mechanism enabling them to exercise more effective political pressure than they could by acting independently as individuals.

This study aims to explain how the community empowerment strategy carried out by the people of Pangkal Niur Village in managing and developing the Sunor Tourism area as community-based creative tourism (community-based creative tourism). The people of Pangkal Niur Village have high social capital, as manifested through their social activities and movements in building and developing the Sunor Beach area as a creative tourism. Therefore, it is interesting to make this village as a reference for the local government to be actively involved in the activities of the community as a form of preserving the environment through tourism by refusing the operation of tin mining in the area. This research uses qualitative research methods, which includes research that uses data collection techniques conducted by purposive sampling. The results of this study can be used as a basis for the village and regional governments to respond to the occurrence of illegal mining activities carried out in the Sunor Beach area. The social capital  of the community is an access that can be used by the community in empowering the villagers through the management and development of Sunor Beach tourism. In addition, it is a motivation for village officials to be alert in providing assistance and facilities for people who have a high ethos in developing Sunor Beach tourism. Community empowerment is inseparable from the creativity of the community, as a form of community economic development. Penelitian ini bertujuan untuk menjelaskan bagaimana strategi pemberdayaan masyarakat yang dilakukan oleh masyarakat Desa Pangkal Niur dalam mengelola dan mengembangkan kawasan Wisata Sunor sebagai wisata kreatif berbasis masyarakat (creative tourism community based). Masyarakat Desa Pangkal Niur memiliki modal sosial yang cukup tinggi ini terbukti dari aktivitas dan gerakan sosial yang dibangun melalui pengembangan kawasan Pantai Sunor sebagai wisata kreatif (creative tourism).  Oleh karenanya kajian ini sangat menarik untuk diteliti sebagai rujukan nantinya untuk pemerintah desa dan daerah untuk terlibat atas gerakan dilakukan oleh masyarakat sebagai suatu perwujudan untuk melestarikan lingkungan melalui wisata dengan menolak beroperasinya tambang timah di kawasan tersebut. Penelitian ini menggunakan metode penelitian kualitatif, penelitian ini termasuk penelitian yang menggunakan teknik pengumpulan data yang dilakukan secara purposive sampling. Hasil penelitian ini menjadi basis bagi pemerintah desa dan daerah untuk dapat mengambil sikap terjadinya aktivitas tambang ilegal yang dilakukan di daerah kawasan Pantai Sunor. Modal sosial yang dimiliki masyarakat menjadi akses yang bisa dimanfaatkan oleh masyarakat dalam melakukan pemberdayaan melalui pengelolaan dan pengembangan wisata Pantai Sunor. Selain itu, menjadi motivasi bagi aparatur desa untuk sigap dalam memberikan bantuan dan fasilitas bagi masyarakat yang memiliki etos tinggi dalam pengembangan wisata Pantai Sunor. Pemberdayaan masyarakat yang dilakukan tentunya tidak terlepas dari kreativitas yang dilakukan oleh masyarakat sebagai wujud pembangunan ekonomi masyarakat.
